Horticulture fee needs to be abolished and we need to move to a regime of user charges

Direct purchase of horticulture products should be allowed through collection centers Move from Multiple point Levy to Single point levy of market fee Move to Universal licensing in Mandis Commodity exchange and e-trading provisions to be institutionalized

Contract Farming provisions including exemption from market fee and dispute settlement mechanism introduced.

Commodity exchanges introduced on a pilot basis. Special commodity markets established. Licensing polices partially rationalized. Apni Mandis established.

PPP mode should be adopted for collection centers as well as IHM.

Professionals should be recruited for IHM and Haryana Institute of Agriculture Marketing (from IIMs, IRMA etc).

Expansion proposals need approval. Prevail upon GOI for release of central assistance

including special assistance for IHM and NATC. Resolution of grain storage rental issues with FCI

to promote Climate controlled silos in PPP mode.
