On 17 May 2011, the Secretariat received a letter from the United States
regarding possible amendments to the HS Nomenclature in order to
facilitate trade in respect of "Anti-Malarial Commodities".
Nearly one-half of the world's
population lives at risk of malaria.
An estimated 243 million cases of the
disease occur worldwide each year,
claiming some 860,000 lives annually.

This WHO map (2010) gives an
indication about malaria risk zones
The HS 2017 amendment aims at detailed information
for several categories of products that are used as
antimalarial commodities, namely,
1. Long Lasting Insecticidal Nets (LLIN),
2. Antimalarial pharmaceuticals,
3. Insecticides for Indoor Residual Spraying (IIRS),
4. Rapid Diagnostic Test Kits (RDT), and
This will facilitate customs classification and entry of
these life-saving products into commerce.

Amendments to the HS in respect of certain narcotic
substances (proposal by the UN International
Narcotics Control Board)Copyright © 2015 World Customs Organization.
On 4 October 2011, the Secretariat received a letter from the United
Nations International Narcotics Control Board (INCB) stating that
despite the control measures, traffickers continue to circumvent controls
of raw ephedrine, pseudoephedrine and norephedrine by increased
diversion of pharmaceutical preparations (without specific HS codes)
containing these substances.

The HS 2017 also introduces specific subheadings in order
to facilitate the collection and comparison of data on the
international movement of certain substances controlled
under the Chemical Weapons Convention.
These subheadings are based on the OPCW list of “Most
traded scheduled chemicals”, currently listed in the WCO
Council Recommendation on subheadings for substances
controlled under the Chemical Weapons Convention (26
June 2009) (amended 24 June 2011)

On 23 April 2010, the OPCW formally requested that subheadings for
the 33 (thirty-three) most traded scheduled chemicals be included in
the 2017 amendments to the Harmonized System (HS).
Effective controls and the ability to monitor
transfers in scheduled chemicals can only be
achieved if scheduled chemicals being traded
are identified by Customs.

Newsprint
HS 2017 8. Headings 48.01 and 48.03 to 48.09 apply only to paper,
paperboard, adding and webs of cellulose fibres :
(a) in strips or rolls of a width exceeding 36 cm; or
(b) in rectangular (including square) sheets with one side
exceeding 36 cm and the other side exceeding 15 cm in the
unfolded state.
NOTES
4. In this Chapter the expression “newsprint” means uncoated paper of a kind used for
the printing of newspapers, of which not less than 50 % by weight of the total fibre
content consists of wood fibres obtained by a mechanical or chemi-mechanical
process, unsized or very lightly sized, having a surface roughness Parker Print Surf
(1 MPa) on each side exceeding 2.5 micrometres (microns), weighing not less than
40 g/m² and not more than 65 g/m², and apply only to paper : (a) in strips or rolls of a
width exceeding 28 cm; or (b) in rectangular (including square) sheets with one side
exceeding 28 cm and the other side exceeding 15 cm in the unfolded state.
KACT WCO 24 to 26 June 2015 11The scope of heading 48.01 is widened due to new size criteria for newsprint,
following the trend of international newspaper markets.

MACHINING CENTERS :
A machining centre is a multi-function machine that typically combines boring, drilling,
and milling tasks. In a machining centre, the material is removed by a rotating cutter that
moves laterally around the workpiece mounted on a table or fixture. It is based on ADP
(Automatic Data Processing) systems.
