I’ve just returned from the SHRM 2017 national conference in New

Orleans where the motto for the week was laissez le bon temps

rouler (let the good times roll)! If you have ever attended the SHRM

annual conference you know that you are one of 15,000 attendees

with hundreds of expo hall vendors in a beautiful city rich with

history and things to do. I came back

inspired by the keynote speakers, and elevated my knowledge with the breakout sessions I attended.

This is an amazing experience and if you have an opportunity to attend the national conference, I’d

encourage you to go (and book a hotel room with a SHRM shuttle).

The highlight of the week was accepting the SHRM Foundation

acknowledgement, on behalf of our chapter, recognizing SHRM

Jacksonville as the #7 Top Fundraising Chapter in the nation.

Thank you to everyone who donated to the SHRM Foundation in

2016!

During the week, I was thinking how lucky we are to be in Florida

and have access to the HR Florida annual conference within our

state. Since it’s a regional conference there are fewer attendees

and expo hall vendors which allow for more intimate networking and an opportunity to visit with

peers and talk about challenges you’re having and gather solutions that you can implement right away.

The HR Florida conference will also have inspiring keynote speakers and numerous breakout sessions

Session I:

THE 115TH CONGRESS AND THE TRUMP ADMINISTRATION: THE WASHINGTON OUTLOOK FOR HR PUBLIC POLICY

Presented by Kathleen Ann Coulombe

The American electorate cast their votes in November, providing the continuation of Republican control of the 115th Congress and the election of Donald Trump as the 45th President of the United States. President Trump and Republican leaders of Congress have promised to move forward with a very aggressive 100-day agenda, with many issues of importance to the HR profession being at the forefront. Key issues include proposals to repeal and replace the Affordable Care Act, initiatives to reform the tax code, efforts on interior immigration enforcement, including worksite enforcement and proposals to expand paid leave and workplace flexibility. How will these issues affect employers and employees in your organization, and how can you best engage and prepare for the year ahead? This session will provide an up-to-date discussion of current congressional activity, as well as federal regulatory and judicial activity.

H-1B Visas Going... Going… Gone! Now What? Alternative Work Visa Options to Consider

The cap of 85,000 new H-1B visas for FY2018 was met on April 7, 2017.

With the option of obtaining a cap-subject H-1B visa for 2018 off the table, you

may wonder: what options are available to employers seeking work visas for

skilled foreign nationals? What should the plan of action be for professionals

seeking an employment visa?

Unfortunately, some employers must wait until April 2018, when the H-1B quota

re-opens and employers can file petitions for the 2019 fiscal year. Early planning

will be essential next year and changes are expected, so be sure to consult with

an immigration attorney to help plan for your successful workforce strategy. Read

Local, State and Federal Legislative Updates

The Jacksonville City Council, Florida Legislature and U.S. Congress have been quite active in the area of workplace regulation so far this year. Many bills, covering a broad spectrum of employment issues, have been introduced and debated within these legislative bodies, achieving varying degrees of success. A few areas that are ripe for legislative action this year and in the near future are highlighted below.

Jacksonville’s Human Rights Ordinance The debate over whether to expand the City of Jacksonville’s Human Rights Ordinance (HRO) to specifically include anti-discrimination protections based on sexual orientation and gender identity ended on February 14, 2017, when the Jacksonville City Council voted to expand the HRO. Florida Legislature Continues Discussion in Key Areas The Florida Legislature has joined the national debate by introducing bills that have significant impacts on pay, hiring, benefits and anti-discrimination laws. While no new workplace laws have been enacted so far this year, the Florida Legislature continues to debate and discuss several important employment-related bills. At the Federal Level The administration under President Trump promised aggressive action. A few subjects of the administration’s focus are of particular importance to employers, including healthcare, immigration, tax reform, and employee leave and workplace flexibility. It is too early to tell what may ultimately be achieved on these issues.

In an effort to shape the conversation, SHRM has taken a leadership role in preparing proposed legislation on paid leave and flexible work options. Read more here

The FSCJ SHRM Student Chapter held its first chapter meeting on

January 19th at their Deerwood Campus. Forty students, faculty and staff

attended an insightful presentation on the “Gig Economy.” Candace

Moody - blogger, columnist, career coach and futurist – led a discussion

on how traditional full-time jobs are insecure, increasingly scarce, and

filled with employees who wish they were doing something else with

their lives. Attendees gained a new perspective on how working in the

Gig Economy - as a consultant, contractor, freelancer, or part-timer -

can offer an attractive, interesting, flexible, and even lucrative

alternative to the typical corporate career.

The FSCJ SHRM Student Chapter also held an event on February 8th at their

Kent Campus. Dr. Gloria Davis –SHRM Jacksonville Certification Director – led

18 attendees through an informative discussion on HR certifications. Dr. Davis

reviewed the HR certifications available, preparation options – including

review courses available on local campuses – how to best approach the exam

and requirements for maintaining HR certification once it has been achieved.

Webster University SHRM Student Chapter hosted its first event of

2017. On January 23rd Linda Willey – Past President of SHRM

Jacksonville and HR Florida State Council Programs Chair – led a thorough

discussion on FMLA. Linda provided all attendees a detailed toolkit for

the FMLA administration process and walked through real-life scenarios

for handling the simplest to the most complex FMLA cases.

2017 Summer Jobs Program for Youth: JAX Strong, Job Ready

CareerSource Northeast Florida and the City of Jacksonville will place hundreds of high school students in employment during the 2017 Summer Jobs program that runs from June 12 – July 18, 2017. 400 youths between the ages of 16 – 24 will receive assessments and training before entering a program that includes:

• Pre- and post-program assessments of soft skills and business awareness

• A kickoff experience that includes team building, financial education, and motivational programs

• Work experience for 6 weeks: 15 – 20 hours a week paid employment at a local nonprofit organization or company (The weekly stipend is paid by the workforce grant, so the employer site does not incur salary expenses.)

• Lunch provided at the job site each day

• Transportation to and from work

• A post-experience assessment and a 2-day celebration event Eligible participants will be low-income youth, many of who are new to the workplace. The Summer Jobs program is committed to helping young adults increase employment opportunities and transition into productive members of the workforce. Studies show that young people who go directly from school to work continue to be successful with more employment options and higher earnings as adults. SHRM members might become partners in a couple of ways.

• Provide a work experience for some students at your company. The company would not occur the cost of wages or meals for the participants, and the students are covered by State and regional insurance plans for Workers Compensation and general liability on the work site.

• Companies may also sponsor the kickoff week of June 12 or the closing event in July (sponsoring meals, providing giveaways, etc.)

Our summer work experience provides young people with important business and life skills and prepares them for future jobs while earning much needed extra income for their families. We hope your organization will find some way to contribute to their experience. If you’re interested in becoming a partner, joining companies like the Jumbo Shrimp, MOSH and Baptist Hospital, contact Melissa Terbrueggen at [email protected].

We need your assistance in gathering information regarding our

members and helping us identify membership issues relevant to our

chapter. The responses will be used to develop chapter membership

initiatives. All individual responses are anonymous and there is no

intent to identify individual respondents. Only the consolidated

results will be analyzed to determine critical membership issues for

our chapter. The survey findings and recommendations will be

shared via our chapter website.

Your input is critical to the success of this effort! Please take a few

minutes to complete and submit the survey by 6/30/2017.
