The South Korean government to advocate the 5 hour day to achieve 70% employment ****

(Sept. 8, 2013, /people.com.cn/) The South Korean Ministry of Labor released “The Core Issues and Specific Plans to achieve the target of 70% employment”, saying that those central and local government civil servant of South Korea can not only choose one person’s 8 hour day but also two person’s 5 hour day from next year onwards, and almost no differences on hourly pay and promotion between them. It is also reported that besides civil servant, the plan is to promote “alternating plan of working hour” for the vocation like teachers and nutritionists who are available to government subsidies and to create 9,000 jobs by public authority from next year to 2017. It is said that the South Korean government will enact "Protection cum Employment Promotion of Time Selection System Law" before the end of the year and also establish the support center.

The GDP experienced a year-to-year growth of 7.6%, meanwhile the unemployment rate is of 5% and the inflation rate of 2.4%, which is reasonable and controllable. The registered urban unemployment rate was 4.1% in the first half of the year, according to the Ministry of Human Resources and Social Security. ADP National Employment Report: private sector employment increased by 176,000 jobs in August****

(Sept. 5, 2013, ROSELAND, NJ, /Marketwired via COMTEX/) Private sector employment increased by 176,000 jobs from July to August, nearly matching economists’ expectations for the month, according to the August ADP National Employment Report showed on Thursday. July's job gain was revised down slightly from 200,000 to 198,000.The report also showed that medium business lead the way in hiring, adding 74,000 jobs in August, the small businesses job reduced 11,000 to 71,000 compared to July.

ManpowerGroup survey: recruitment conditions to remain stable****

(Sept.10, 2013, /staffingindustry.com/) Global hiring conditions are expected to remain stable for the remainder of 2013, but ManpowerGroup’s (NYSE: MAN) fourth-quarter Manpower Employment Outlook survey, released today, reveals few signs that global hiring momentum will improve by any notable degree. This quarter’s research of over 65,000 hiring managers across 42 countries and territories reveals: employers in 29 of the 42 countries and territories surveyed plan to increase hiring by varying degrees during the fourth quarter, compared with 32 during the July-September timeframe. U.S. Outlook is the strongest in over five years. Emerging Markets lead the way: fourth-quarter hiring plans in India are the most optimistic across the globe, and are expected to rebound decisively following four consecutive quarters of relatively lacklustre forecasts. After India, hiring prospects are strongest in Taiwan, Panama, Singapore and Brazil. Weakest Hiring Expectations in European Countries: the softest opportunities for job seekers are expected in Italy, Spain, Finland, Ireland, and Hungary. Chinese employers anticipate a respectable hiring pace for the rest of 2013, with outlooks unchanged quarter-over-quarter and relatively stable year-over-year.

Hays survey: strong demand for finance talent, despite the economic slowdown**

(Sept. 16, 2013,/HRoot/) Despite the economic slowdown, the demand for finance talent still exceeds supply in China, according to the world’s leading recruiting experts Hays(LON:HAS). Looking at senior management or senior technical candidates, such as CFOs, controllers, treasurers, FP&A, finance managers and cost managers, Hays notes there is still a pretty acute skills shortage. In addition, most employers prefer Chinese local candidates, but due to the small talent pool they will consider expats from Hong Kong and Singapore. “Globally most multinationals are under increasing cost pressure, so the financial management of their businesses in China is becoming a real global priority. As for domestic companies that have gone through their rapid set-up and establishment phase and are now moving into consolidating their business and then expanding, they need to introduce systems and structures. You do start to see a stronger financial team and a stronger financial management structure.” says Simon Lance, Regional Director of Hays in China.

Hudson survey: China sees a rebound in hiring intentions***

(Sept. 25 ,2013, /HRoot/) After two consecutive quarters of downward movement, the hiring intentions in China have seen a rebound in the fourth quarter, with more than half of employers (54.9%) intending to increase headcount, up 3.4 percentage points from the previous quarter, says the latest Hudson Report: Employment Trend released today. The intention to decrease headcount is down 5.1 pp to 8.1%.The Media/PR/Advertising industry has the highest positive hiring intentions with 67.5% of companies intending to hire more staff in the fourth quarter, followed by Consumer (61.5%) and Banking & Financial Services (58.0%). The sectors seeing substantial drops in hiring intentions include Property & Construction which dropped from 77.1% in the previous quarter to 45.2%, and Healthcare & Life Sciences, down by 25.3 pp to 45.9%.

Michael Page International survey: recruitment expected to remain stable in Singapore***

(Sept. 26, 2013, / staffingindustry.com /) Staffing numbers for the second half of 2013 are anticipated to remain stable in Singapore, according to 55% of employers surveyed by Michael Page International (LON:MPI). Of the companies that are expecting to maintain headcount, 50% are likely to increase staff numbers in 12 to 18 months’ time. During the second half of 2013, 35% of surveyed employers in Singapore are expected to increase staff numbers, with 45% anticipated to boost headcount by up to +5%. A third of those surveyed are likely to increase staff numbers by between +10% and +15%. Over half (56%) of surveyed employers will focus their hiring activity at the mid-level.

Recruit looks to buy Freelancer.com***

(Sept. 10, 2013,/THE WALL STREET JOURNAL/) Recruit Co. Ltd, a Japanese human-resources firm and jobs-site operator, is in talks to acquire Australia's Freelancer.com for US$400 million, people familiar with the matter said. Closely held Recruit is betting that more companies will outsource work to cut costs at a time of uncertain global economic recovery. The Japanese company has made acquisitions in India and the U.S. over the past year. Sydney-based Freelancer.com, which counts more than eight million users more than 230 countries and regions, matches employers with workers for freelance jobs. It says it has generated US$1.25 billion of work for users since it was founded in 2009, and is increasingly used by small businesses seeking to keep labor costs low.

Synnex buys IBM's customer care BPO services business for $505 million****

(Sept.11, 2013,/Reuters/) Hardware distributor Synnex Corp (NYSE:SNX) announced yesterday that the company will acquire IBM Corp's worldwide customer care business process outsourcing operations for $505 million, which lead the shares in Synnex, which said it expects third-quarter revenue at the high end of its forecast, rose 8.4 percent in after-market trade. The acquisition is likely to add about $120 million to earnings before interest, taxes, depreciation and amortization and about 55 cents in earnings per share, excluding one-time charges and integration costs, in the first year after closing, Synnex said in a statement.The IBM operations will be combined with Concentrix, Synnex's global business services division. Synnex will pay IBM about $430 million in cash and $75 million in stock and also enter into a multi-year agreement, the companies said.

Freelancer.com opts for IPO instead of buy-out***

(Sept. 18, 2013,/staffingindustry.com/) Online staffing portal Freelancer.com is planning an initial public offering (IPO) in Australia this year after refusing several attempts to buy it. Reports indicate that the company will be listed on the Australian Securities Exchange before the end of 2013. Freelancer.com had reportedly been the subject of several buy-out bids in recent months; including a USD 400 million approach from Japanese recruitment firm Recruit Holdings Co. There has also been a significant shift towards the use of interim and contract staff. The survey asked 600 senior financial services leaders in major financial centres globally to nominate the benefits to their bank or financial institution directly resulting from the GFC. In Singapore, 40% of respondents said they are achieving more with fewer employees, as their teams are now more effective. Singapore's banks and financial institutions are also more cautious in the way they approach their business since the GFC. A major change on the human resources front has been the increased use of contract and interim employees. In Singapore, 59% of finance leaders say their use of contract and interim employees has increased as a result of the GFC.

Job vacancy numbers down in Australia***

(Sept.26, 2013,/staffingindustry.com/)The latest figures from the Australian Bureau of Statistics reveal that the number of job vacancies across Australia fell by -20.8% during August, compared with the same month last year. Private sector vacancies experienced the biggest fall with -21.2%, while public sector vacancies dropped by -15.9%. The total number of vacancies in August was 137,900; of which 126,500 were private sector and 11,400 were public sector. The only region to report an increased number of job vacancies was the Northern Territory, in August 2012 there were 3,200 vacancies compared with 3,600 in 2013, an increase of +14.6%. The biggest year-on-year vacancy declines were reported in Western Australia and the Australian Capital Territory (ACT), with -35.4% and -42% respectively.

U.S. Bureau of Labor Statistics: unemployment rate little changed at 7.3% in August 2013***

(Sept. 24, 2013, Bureau of Labor Statistics) While the unemployment rate in USA at 7.3 percent in August, changed little from the prior month, the jobless rate is down from 8.1 percent in August 2012, the U.S. Bureau of Labor Statistics reported recently.
