HPIR Training GuidePart III –Property Condition Report
For Accurate HPIR Completion
General Information
General Tips:
If “Item Condition” is Missing or Damaged, then “Item Functionality” should always be NO
Items A-F should never just be “visually inspected” or “appears functional”, must have unique test notes
The only time that items A-C cannot be tested is if there is no 220V outlet available (assuming the electric is off)
If an item was tested and functional then “Item Functionality” should be YES. If an item was tested but not functional OR could not be fully tested then “Item Functionality” should be NO.
General Tips:
“Test Notes” should include how the item was tested (flush test, generator, compressor), the results of the test and additional item details
If there are no Other “Item Descriptions”, leave “Item Condition” blank or check NA
ALL testing must be substantiated with the proper photo documentation!!

a) - HVAC
All items need tested via generator/compressor if present and utilities are OFF Boiler system with steam baseboard heating: test via compressor Electric baseboard heat: test via generator
Furnace fan blower needs tested via generator regardless if electric/gas is off IF thermostat is present
If heat source is gas and power/utilities are off, “Item Condition” should be NA since it was not fully tested and “Item Functionality” should be NO.
a) - Test Notes
UNACCEPTABLE Test Notes:“Furnace is gas, unable to test”
“HVAC system appears functional”
“Visual inspection”
a) – Testing Photo Documentation
b) - Electrical Supply
Electrical Wirings need tested via generator if electric is off. If all breaker box wires are intact, complete by
back feeding the system.Electrical Supply Notes should include functionality of
lights, plugs and/or switches.

“Generator checked”
“Lights on”
“Electrical system is functional”

c)- Appliances
• Electric Stove/Range/Oven needs tested via generator if present• If gas S/R/O is present and utilities are off, select NA for “Item Condition” and NO for
“Item Functionality” since the stove could not be testedo “Appliance Notes” should include these details
• ALL appliances present at the property need tested including: microwave, dishwasher, etco If water is off, electrical components of dishwasher must still be tested
• Damaged appliances should never be removed from the property (unless extreme mold in fridge)• If Kitchen Cabinets are damaged, Appliance Notes should include those
details

“Appliances tested”
“Functional via generator”
“Gas stove”

d)- Plumbing
Plumbing should be tested via compressor by blowing all lines If the water meter/main is missing, cap the ends in order to still perform a
pressure test and blow lines of any remaining water If sinks are missing/damaged, shut off the immediate sink valve in order to
pressure test A missing/damaged sink does NOT automatically conclude the Plumbing System damaged
If the Plumbing System is missing/damaged, then the property canNOT be considered fully winterized Notes need to always specify WHY the system is damaged
If property is on a well system, shut off the well pump switch to stop water flow and perform pressure test as normal
d)- Test Notes
UNACCEPTABLE Test Notes:
“Tested With AC Unit, Held Pressure Ok”.
“Water Is Off, Unable To Pressure Test”
“Not Functional. Broken Supply Line At Hot Water
Heater.”
“Visual Inspection”

e)- Water Heater
Always specify whether the water heater is GAS or ELECTRICo An electric water heater should always be tested via generator IF
the tank has water presento If water heater cannot be tested because it has previously been
drained, mark “Item Condition” as NA and “Item Functionality” as NO and select “Previously Drained” as the test note
o If water heater cannot be tested because it is gas, then mark “Item Condition” as NA and “Item Functionality” as NO and select “Drained” or “Previously Drained” as the test notes
A property should never be left with water still present in the water heater!!
e)- Testing Photo Documentation
f)- Sewer/Septic
Sewer/Septic System reports any leaks found at toilet/sink shut off valves or back-ups/clogs
Sewer/Septic System must be tested by flushing water through all drains and traps and then adding antifreeze
If water is off to the property, drains and traps still need force flush tested via water gallons carried on hand
f)- Test Notes
UNACCEPTABLE Test Notes:
“Poured Water Down Drains.”
“Visual Inspection.”
“Via Compressor The Plumbing System Held Pressure.”

g)- Roof
Roof is the only section that is acceptable to visually inspect A perimeter inspection should be completed from the ground to check for any
rain/snow/weather damage When possible, a ladder inspection is preferred
When possible, inspect the attic for any signs of past/present leaks or water damage
Missing shingles, chimney damage and interior water marks (or evidence of leaks) need reported in “Roofing Notes” as well as the correlating box checked
If the “Item Condition” is marked as DAMAGED, then “Item Functionality” needs marked as NO for the roof

18.- Additional Item Details
“Comments” section is available for adding additional property or “Test Notes” that could not be documented within the specific section of the HPIR Avoid repeating notes already documented in the specific
“Test Notes” section of A-G Add the additional note by selecting the corresponding
“HPIR Item#”, add the note and click the “Add Note” button “Initial Inspection Notes” can also be found from parts I & II
