IAQ INVESTIGATIONS & BUILDING PERFORMANCE AUDITS HPE conducts building investigations related to indoor air quality. Depending on the circumstances, these investigations may focus on parameters of building performance, design, operation, or measures of air quality and may be requested for a variety of reasons, including:

v Pre-purchase due diligence v Complaints from building occupants v Observed building conditions v Incidents of building-related illness v Routine performance audit

Investigators utilize the most appropriate and accurate instruments to measure building performance and air quality. Resulting data are evaluated based on building design, published ventilation standards, health-based guidelines and common sense. HPE investigates a wide range of hazards including physical, radiological, chemical, and biological. During investigations, hazard sources are identified and pathways for exposures are elucidated. Source identification is a particular area of HPE expertise and field investigations are supported by state-of-the-art laboratory capabilities. HPE investigators are uncanny in their ability to determine mechanisms and pathways for exposures. This leads to accurate risk assessments and effective risk communication. BUILDING & PROPERTY ASSESSMENTS HPE provides building & property assessments for use by owners, developers, financial institutions, insurance companies, lenders, and other entities. These assessments are used for:

HPE assessments evaluate environmental hazards that are commonplace or unique; ranging from asbestos, lead, petroleum and biohazards. HPE's capabilities are well suited for the assessment of special use properties such as medical, laboratory, manufacturing, military, and industrial facilities. In many cases the assessment of special use properties may involve building system evaluations including mechanical system performance evaluations related to hazard removal or control. The key to successful crisis management is correct definition and prioritization of response objectives. IN-HOUSE CHEMISTRY & MICROBIOLOGY LABORATORY SERVICES To perform top-notch environmental investigations the investigator must rely on laboratory data. HPE uses in-house environmental, microbiological and industrial hygiene laboratories to efficiently and economically fulfill this need. These laboratories provide support to our staff by assisting in the selection of efficient and sensitive laboratory methods that provide quality defensible data suitable and consistent with the purpose of the field investigation. HPE maintains a commercial analytical testing laboratory designed to provide clients with a range of environmental laboratory services including analysis of volatile organic, semi-volatile organic, and metals analysis in water, soil, bulk material, and air using an array of advanced instrumentation including, but not limited to, mass spectrometers, gas chromatographs, atomic absorption spectrophotometers and inductively coupled plasma emission spectrophotometers. Tests are performed with strict adherence to the prescribed methods and are focused on delivery of high quality analytical data provided for reasonable costs. Results are reviewed internally and uncertainties resolved before they can affect project performance or success. HPE also maintains a microbiology laboratory that is used to support its field investigations and for response to emergencies, including chemical, biological, or radiological (CBR) events. The microbiology laboratory offers a range of microbiological testing services in the identification of bacteria and fungi in air, water, wipe/swab, and bulk environmental samples. The laboratory also specializes in the testing of Legionella bacteria using the "Gold Standard" Center for Disease Control (CDC) culture method protocol. Suspected Legionella isolates are confirmed by slide agglutination and/or direct monoclonal fluorescent-labeled antibody (DFA) staining. All laboratories and personnel are experienced and available for response to emergencies, including catastrophic events. Depending on the need of the client, HPE may make arrangements to reserve laboratory and personnel resources for support in the event of an emergency.

PERSONNEL HPE maintains a diverse, accomplished and experienced staff of industrial hygienists, chemists, toxicologists, geologists, and microbiologists. Each staff member is trained in several disciplines providing redundancy in the event of extended projects or emergencies. A brief biography of key HPE staff members is presented below.

MANAGEMENT Piotr Chmielinski, MS, CIH Indoor Environmental Quality, Asbestos, Lead, Emergency Response

Mr. Chmielinski received his Bachelor of Science and Master of Science degrees in Mechanical Engineering from the University of Mining and Metallurgy in Krakow, Poland. He has practiced as an industrial hygienist for over 20 years and is certified in the comprehensive practice of industrial hygiene by the American Board of Industrial Hygiene (ABIH). Since 1991, Mr. Chmielinski has directed HPE as its President and Chief Executive Officer (CEO).

Mr. Chmielinski has successfully directed hazard abatement for numerous major and high profile projects, including complete demolition of Cameron Station, Alexandria, VA and the Casco Industrial Complex, Bridgeport, CT and has directed the complete renovation of Union Station, Kansas City, MO and the Postal Square building in Washington, DC. Mr. Chmielinski is a member of numerous professional societies including the American Industrial Hygiene Association (AIHA) and holds major certifications and licenses associated with asbestos and lead hazards. In addition to his professional career, Mr. Chmielinski has achieved international recognition for his expedition leadership, including the first navigation of the Amazon River and the Colca Canyon in Peru, and the first descent of thirteen whitewater rivers in North, Central, and South Americas. His accomplishments have been recorded in numerous publications including the National Geographic Magazine, National Geographic Adventure, and the Guinness Book of World Records.

R. Hugh Granger, PH.D. Toxicology, Chemistry, Microbiology, IEQ, Asbestos, Lead, Emergency Response

Dr. Granger has practiced and conducted research in the areas of clinical, forensic & regulatory toxicology for more than 25 years evolving into his current professional focus on applied environmental hygiene and laboratory science. During this period, Dr. Granger investigated numerous public health incidents ranging from poisoning to chronic exposure to environmental pollutants. On several occasions, Dr. Granger participated or lead health hazard investigations following major catastrophic events

(e.g., World Trade Center, New York, NY). Dr. Granger holds a Bachelor of Science in chemistry from the University of West Florida and a Doctorate in pharmacology and toxicology from the Medical College of Virginia, Richmond, Virginia. Dr. Granger has served as a consultant or advisor to many private and public agencies including architects, engineers, contractors, building owners and managers, insurance companies, attorneys, the U.S. Environmental Protection Agency, the Defense Logistic Agency (DLA), and the

After completing a 15-year term as a technical expert and laboratory assessor for the National Voluntary Laboratory Accreditation Program (NVLAP), Dr. Granger assumed the position of Toxicology & Laboratory Director for HPE. Dr. Granger has been recognized as a Fellow of the American Institute of Chemists and is a Diplomat and/or member of numerous professional societies.

Brent Sharrer is a Board Certified Industrial Hygienist (CIH) and directs the industrial hygiene division at HPE. Mr. Sharrer has been with HPE for over 20 years and has developed extensive experience in conducting field investigations for residential, commercial and governmental IAQ investigations. His expertise includes directing remediation projects, consultation on asbestos, lead-based paint and mold issues, communicating health based risk analysis, preparing budgets, proposals and project

reports and providing technical discourse on IAQ issues with clients, colleagues and consultants. Mr. Sharrer is a member of professional societies including the American Industrial Hygiene Association (AIHA) and holds major certifications and licenses associated with asbestos hazards. Mr. Sharrer received his Bachelor of Science degree in Biology from the College of William and Mary in Virginia and a Masters of Science degree in Marine Science from the University of South Carolina. Prior to joining HPE, Mr. Sharrer conducted marine research on fish populations at the Belle W. Baruch Institute for Marine Biology and Coastal Research at USC. His previous experience also includes performing gas chromatography and mass spectroscopy analysis on water and soil samples for hydrocarbon and halocarbon for the Trace Organics Laboratory at Maryland Department of the Environment. Jason Edwards, BS Asbestos, Lead, Indoor Environmental Quality, Emergency Response Jason Edwards received his Bachelor of Science degree in Geological Science from the Virginia Polytechnic Institute State University in Blacksburg, Virginia. Mr. Edwards has practiced as an industrial hygienist for over 15 years and has successfully managed asbestos and lead abatement for numerous major projects. At HP Environmental, Inc. Mr. Edwards holds the position of Project Manager where he manages and conducts environmental testing, building surveys, and abatement monitoring related to asbestos and lead.

SITE ASSESSMENT Kent Campbell, BS, CPG Geology, Site Assessment, Environmental Sampling, Emergency Response Kent Campbell is a professional geologist with 20 years experience in professional geology and environmental consulting. His responsibilities have included environmental due diligence, multi-media regulatory compliance assessments, the design and implementation of site investigations, site characterizations, remedial investigations, as well as remedial design and installation. Mr. Campbell has provided clients with decision-driven environmental due diligence and compliance assessments. He has budgeted and managed large-scale, multi-media site investigations for several National Priority List facilities that included uncontrolled landfills, mixed-waste disposal sites, and facility decontamination and decommissioning. Mr. Campbell has been a leader in the investigation and remediation of contaminated sites in the Washington, DC area. His projects have included extensive multi-media sampling and analysis, data validation, ground water modeling, risk and remediation assessments, forensic investigations, corrective action plans and extensive regulatory negotiation on local, state, and federal levels. He has also provided litigation support and expert testimony for cases involving RCRA, NEPA, and CERCLA regulations, as well as characterization and remediation of petroleum-contaminated sites and hazardous waste sites. BUILDING SCIENCE Bill Kilpatrick, PhD, PE, LEED AP Facilities Engineering, Construction Management, Civil Engineering, Emergency Response

Dr. Kilpatrick is the Director of Building Sciences. He is a European Engineer in the European Union, a Chartered Engineer in the UK, a Registered Professional Engineer, a LEED Accredited Professional in Interior Design and Construction, and a Licensed Mold Inspector and Trainer. He has held full-time academic appointments in the Departments of Civil Engineering at the University of Maryland, Auburn University and the University of Aberdeen, and as an Adjunct Professor in the Department of

Civil, Environmental, and Infrastructure Engineering at George Mason University. His work experiences have encompassed a wide range of disciplines including facilities engineering, construction project management, environmental engineering and general civil engineering. He has considerable experience in materials investigation and troubleshooting, and has performed emergency responses to several hurricane and earthquake events. He is committed to keeping abreast of current knowledge and trends, the development and maintenance of key clients, and the training and mentoring of professional and technical staff. He is committed to teamwork, high quality service, and client satisfaction. More recently, he has developed an increasing interest in the comprehensive field of Building Sciences, combining his LEED expertise and diverse experience with the quest for innovation and sustainability in the design, construction, operation and maintenance of Green buildings. He is a Past President of the Northern Virginia Post of the Society of American Military Engineers and currently serves on the Board of Directors as the K-12 Outreach Director.

LABORATORY SERVICES

MICROBIOLOGY Ray Petrisek, MS, ASCP(MT)SM, HEM Microbiology, Indoor Environmental Quality, Emergency Response.

Raymond Petrisek received his Bachelor of Science and Bachelor of Administration degrees in Microbiology from Kent State University and his Master of Science in Medical Microbiology from Ohio State University. He is certified by the American Society of Clinical Pathology (ASCP), both as a medical technologist and specialist in microbiology and has over 35 years of experience in medical, health care environmental management and environmental microbiology.

Prior to joining HPE, Mr. Petrisek was Director of Immunopathology and Chief of Microbiology for a major reference medical laboratory. Between 1987 & 1992, Mr. Petrisek founded Sunwood Development Corporation where he successfully designed and constructed innovative homes of distinction. In 1993, Mr. Petrisek joined HPE in the position as Director of Environmental Microbiology where he consults on IAQ assessments and reviews scientific data dealing with human exposure to biohazards and has conducted countless investigations of biocontamination of water damaged buildings and water systems. Mr. Petrisek has successfully directed aerobiological assessments of numerous projects for law firms, military and governmental agencies, commercial and residential owners, hospital, medical and prison facilities, insurance companies and industrial facilities. He has also provided expert testimony in administrative and arbitration hearings regarding indoor air quality, occupant exposure to bioaerosols, and microbiological issues within schools, hospitals, hotels, nursing homes, residences and office complexes. Mr. Petrisek is a member of the American Academy of Allergy and Immunology, American Academy of Microbiology, American Industrial Hygiene Association (AIHA), American Society of Microbiology, & the International Association for Aerobiology. Jonathon Hall, MS, MPH, CIH Microbiology, IEQ, Environmental Sampling, Occupational Exposure, Emergency Response

Jonathon Hall holds the position of Assistant Director of Environmental Microbiology and oversees the day-to-day operations of the microbiology laboratory, prepares and analyzes microbiological samples (air, water, surface & bulk matrices) and acts as the Quality Assurance Office for the department of Microbiology and Chemistry. Mr. Hall is a Board Certified Industrial Hygienist (CIH) with 10 years experience investigating and consulting on indoor air quality and industrial hygiene issues and provides

leadership and technical support in the areas of occupational health, environmental and industrial hygiene, toxicology and epidemiology. Mr. Hall conducts field investigations and surveys related to exposure assessments, standards compliance, and condition assessments related to field tasks that support HPE’s general services including, but not limited to, routine industrial hygiene tasks related to mold, water-damaged building materials, noise, heat stress, crystalline silica, volatile organic compounds (VOCs), and indoor air quality.

Mr. Hall received his Bachelor of Science and Master of Science degrees in Marine Biology from the University of Guelph, Guelph, Ontario and the Memorial University of Newfoundland, St. John’s, Newfoundland, Canada, respectively. Prior to joining HPE, Mr. Hall held the position of Research Assistant in the Department of Biochemistry & Environmental Medicine at The George Washington University Medical Center in Washington, DC where he researched oxidative-induced mechanisms of disease from magnesium deficiency, azidothymidine (AZT) and iron toxicity using whole animal and cellular models. During his tenure at the medical center, Mr. Hall obtained a Master of Public Health (MPH) in Environmental & Occupational Health from the School of Public Health & Health Services from The George Washington University. John Pfaff is an accomplished analytical chemist & laboratory manager with more than 25 years of experience. Mr. Pfaff's expertise extends to the fields of environmental, industrial hygiene & pesticide residue chemistry. Within these fields, Mr. Pfaff has directed numerous research studies & site investigations involving the analysis of toxic substances in air, water, soil & biological samples. In addition, Mr. Pfaff has directed & conducted numerous sampling activities for environmental surveys in land, rivers &

reservoirs. Mr. Pfaff has participated in development of several laboratory information management systems (LIMS), with skills in managing laboratory & quality control data and in building complex electronic data deliverables. Mr. Pfaff received his BS and MS degrees from Virginia Polytechnic Institute and State University in Biological Sciences and Environmental Sciences and Engineering, respectively. Mr. Pfaff was the Technical Director for a major Environmental Analytical Laboratory and has provided consulting expertise to several laboratories. Earlier in his career Mr. Pfaff performed and provided oversight for numerous environmental monitoring projects and industrial hygiene bench studies, and managed an environmental chemistry section for commercial laboratories including a mobile lab. At HP Environmental, Inc., Mr. Pfaff holds the position of Director of Environmental and Industrial Hygiene Chemistry and directs operations involving analysis of air sampling media, water and soil using a variety of techniques and instruments.

Any contractual proposal is limited to the quotation of prices for a predefined list of services. No other liability is deemed to attach. Any terms or prices outlined in a proposal are offered for a period of 60 days from the date of signing this proposal/agreement by an authorized HPE representative. Prices quoted in a proposal will be in effect for the duration of the project, or for one year, upon the endorsement of this proposal by signature of an authorized representative of the client.
