What is Collective Outcome?
A collective outcome is a jointly envisioned result with the aim of addressing needs and reducing risks and vulnerabilities, requiring the combined effort of both humanitarian and development communities and other actors as appropriate (IASC)
Collective Outcomes for the HRP 2019-2020
Peace
Humanitarian(HRP)
Development(UNPF/SDGs)
CO 1: Affected people have access to adequate protection and means of livelihoods.
CO 2: Affected people have improved access to quality and affordable services.
CO 3: Affected people have consistent access to critical civilian structures.
Strategic Priorities
1. Life-saving/core humanitarian¹ priority (including seasonality);
Priority Critical High Medium/low
Score 3 2 1
Criteria Time- and/or season-critical actions that: • Remedy, mitigate, avert immediate loss of
life, physical and psychological harm or threats to people directly affected by the conflict.
Actions that contribute to the prevention of adverse effects of the conflict on vulnerable populations.
Actions that contribute to the prevention of further degradation of the humanitarian situation, which are not necessarily time critical.
[1] These criteria will be used by all Clusters to vet projects for inclusion in the HRP 2019-2020. Projects will be scored individually against each of these four specific prioritisation criteria through a three-point scoring system – three being critical, two being high, and one being medium/low priority.
Strategic Priorities (cont.)2. Geographical priority
Priority Critical High Medium/low
Score 3 2 1
Criteria Actions in:• NGCA• Area within 5 KM on both sides of the
‘contact line’• GCA area within 5-20 KM of the ‘contact line’,
only when the following conditions are met: Without action, gaps will exist. Action is required to adhere to ‘do no
harm’ approach [e.g. necessity to provide essential services in ‘safe’ locations, avoiding unintended pull factors or returns to unsafe locations.]
Communication with Government and non-humanitarian entities.
Actions in:• GCA of Donetska and Luhanska
oblasts beyond 20 KM of the ‘contact line’

Geographical Priority :
Non-Government Controlled Areas (NGCA)
Government Controlled Areas (GCA) (excluding 20 km area along the ‘contact line’ )

3. Vulnerability priorityPriority Critical High Medium/low
Score 3 2 1
Criteria Actions that specifically respond to the critical humanitarian needs of highly vulnerable people, particularly elderly, people with disabilities, female-headed households, IDPs, etc.
Actions that target moderately vulnerable people
Actions that target less vulnerable people
9-8 Critical priority 7-6 High priority 5 and below

What is Global Humanitarian Overview (GHO)?https://interactive.unocha.org/publication/globalhumanitarianoverview/• Most comprehensive,
authoritative and evidence-based assessment of world humanitarian needs.
• Country-level HNO and HRP contributes to it.
• Launched globally in December by the Under Secretary-General (USG)/Emergency Relief Coordinator (ERC)

Humanitarian Programme Cycle (HPC) Project Module
What is the HPC Project Module?• Includes all the humanitarian projects that are part of the Humanitarian Response Plan (HRP)• Planning tool for the 2019 HPC
Objectives of the Session:• How to register in the HPC Project Module using Humanitarian ID (HID)?• How to create your HID profile?• How to add your organisation?• How to add your projects to the HPC Project Module?
How to register in the HPC Project Module?
• Create Humanitarian ID profile;
• Check your e-mail. To activate your account, click on the access link;
• Complete your User Profile online;
• Access HPC Project Module with Humanitarian ID.
Humanitarian ID registration
How to access in HPC Project Module?
• You have created a Humanitarian ID account
• You will now see the “User profile screen”
• You must fill out your organization and the country in which you are working in
• Сlick next and you will be directed to the map screen
How to register your organization in HPC Project Module?
• Your submission will be reviewed by OCHA team within 24-48 hours.
• You will not be able to proceed until you have added this organization
• You will have to return to the HPC projects module after you have received this confirmation
Better to indicate general working contact data, which do not change with the rotation of staff
Map Screen
This is the standard screen that you will see when you have registered and logged in successfully to the HPC projects module.
Map Screen (search & selection)The left hand navigation side bar allows you to specify a range of parameters to search for projects. The parameters are:
• Type a project id or code if known to quickly search for a specific project.
• Select a year. The default is the current year, but additional years can be selected.
• Plans. For each plan you can also select additional fields to filter by, which are unique to that plan only
• Countries.• Global sectors you want to filter by. Note that this is different
from the plan’s clusters, which can be found inside each plan by clicking on the plan first.
• Organizations.

How to add your project?
Click on “New project” to begin creating a project.
New Project (basic information)
• The first step of the project creation process contains basic project information such as title, description, dates, organization and contact.
• Any required fields are highlighted with a red left hand border. The save buttons will not be available until all required fields have been filled out.
• Click “Save and next” to proceed to the next section.
• After clicking save, a project code will be assigned to the project and displayed in the toolbar.
New Project (select a response plan)
After selecting a plan, the plan’s specific fields will be displayed:• Cluster’s list. • Plan fields (required fields are marked with a red border on
the left hand side of the field)
Support multi-cluster or multi-organization approach
New Project (overview)
This section is critical. The “heart” of your project. Make sure the Needs, Activities, and Indicators all make sense together. The Activities you plan should respond to the Needs identified. The Indicators should measure the Activities you are planning, and be within your capacity to achieve.
New Project (cash based intervention)
If your Project provides Cash Assistance than choose Restrictions and Estimated percentage of project requirements to be use for cash
New Project (project area, GAM)
Gender and Age Marker (GAM), is an indicator that shows how well your project incorporates gendermainstreaming.
20km
New Project (select specific locations)
After selecting a plan in step 2, the country will be preselected. Use this step to specify admin 2 and 4 level.
New Project (linking the project to a clusters’ framework)
If more than one cluster was selected in step 2, then you can switch between the selected clusters to add the caseload and cluster activities and targets.
If the logical framework consists of activities and indicators, then in this step you can select which activities this project will be contribute to by selecting the relevant indicators on the logical framework, and specifying the project’s target value.
New Project (linking the project to a clusters’ framework)
In addition, if the indicator has a disaggregation model defined at the cluster level, then you can also specify how the project’s target is broken down according to the same disaggregation model.
New Project (project costing)
The sum total amounts of the rows must equal the total project cost. If it is not equal, it will be highlighted in red, and you will not be allowed to proceed to save.
Type the amount for each budget line in the “cost” column and the % total will be calculated for you. Alternatively, type into the % column and the cost amount will be calculated for you.
Type the total project cost of the project.
Type the amount for each budget line in the “cost” column and the % total will be calculated for you. Alternatively, type into the % column and the cost amount will be calculated for you.
New Project (budget by multiple organizations or multiple clusters)
If you have selected multiple clusters or multiple organizations as part of your project, then the budget breakdown based on the combination of all of them will be required.
