Why was AAIM created?The Office of Management and Budget

(OMB) Management Procedures Memorandum No. 2013-02◦Departments may not increase their gross

square footage over their FY 2012 baseline For owned, leased, or GSA predominant office or

warehouse space

◦Triennially produce and annually update a plan related to office and warehouse real property acquisitions

◦Annually evaluate their performance against their plan

◦Known as Freeze the Footprint (FTF)
