How to Read the STAR State Performance Reports Overview As you know, the No Child Left Behind Act of 2001 requires every schoolchild to be proficient in reading and math by 2014, as measured by scores on each state’s annual accountability test. Adequate yearly progress goals specify the percentage of children who must score proficient or better each year, by subject and grade. To help you evaluate student progress toward proficiency on your state assessment, we linked our STAR Reading and STAR Math assessments with your annual state tests. We combined the results of the statistical linking study with our powerful growth model—based on years of STAR test results from millions of students—to develop three new reports. The reports help you determine early and periodically whether students are on track to achieve proficiency on your state test and make instructional decisions accordingly. For a more detailed explanation of the foundation of the reports, please see page 10 of this document. The reports identify grade-level proficiency thresholds on your state test, as well as pathways to proficiency, all in terms of STAR scaled scores. Think of each proficiency threshold as a cut score—it’s the STAR scaled score that represents the lowest score on your state test a student needs to achieve in order to reach proficiency. Each pathway to proficiency is the trajectory of typical growth for students just at the proficiency threshold at the time of your state test. How to Read the STAR™ State Performance Reports Overview As you know, the No Child Left Behind Act of 2001 requires every schoolchild to be proficient in reading and math by 2014, as measured by scores on each state’s annual accountability test. Adequate yearly progress goals specify the percentage of children who must score proficient or better each year, by subject and grade.

To help you evaluate student progress toward proficiency on your state assessment, we linked our STAR Reading™ and STAR Math™ assessments with your annual state tests. We combined the results of the statistical linking study with our powerful growth model—based on years of STAR test results from millions of students—to develop three new reports. The reports help you determine early and periodically whether students are on track to achieve proficiency on your state test and make instructional decisions accordingly. For a more detailed explanation of the foundation of the reports, please see page 10 of this document.

State Performance Report - Student

Who it is for and where to find it

This report is primarily for teachers. You’ll find it under Reports or Enterprise Home in STAR Math and STAR Reading.

Purpose

This report helps you measure growth and periodically evaluate whether a student is on course to meet the proficiency standards of your state in reading and math. It graphs a student’s STAR scores alongside a pathway to proficiency for visual comparison and shows a trend line that projects the student’s growth.

What the report contains

All of the information is displayed on a graph. The vertical axis represents STAR Reading or STAR Math scaled scores; the horizontal axis represents the school year.

The graph contains four key elements: • Student’s STAR scores (open blue diamonds)

When you generate the report, all of the student’s STAR Reading or STAR Math scores will be plotted.

• Student’s trend line (black line) If the student has three or more scores, a trend line is shown.

• State Test (gold star) The gold star represents the STAR scaled score that is approximately equivalent to the lowest state score a student needs to achieve in order to reach proficiency at the time of your state test. Additionally, states that administer their state assessment in the fall will see a star depicting the proficiency threshold for the state test for the next school year.

• Pathway to proficiency (green line) A green line represents the typical growth for a student who just reaches the proficiency threshold.

Each grade level has its own proficiency threshold and pathway to proficiency in accordance with your state’s performance standards and patterns of growth for that grade. If your state test is given in the fall the pathway stops before the beginning of summer. The report also includes an explanation of the elements of the graph. This makes it easier to share the report with students and parents.

How to read the report For a student with three or more STAR assessments, look at the student’s trend line for insights about how scores have changed over time and to examine projected growth. Compare the trend line to the pathway to proficiency. This may help you determine if the student is at risk of not reaching the proficiency threshold without intervention. Compare a student’s latest scores to the proficiency threshold (represented by the gold star) for a rough idea of how the student currently compares to a student who just hit’s the state’s cut score for proficiency. Keep in mind how much time is left until your state test. For states that test in the fall, the report displays data for the current school year only. Because students typically lose ground during the summer, test students at the beginning of the school year, before administering the state test. After the state test, track student scores toward the proficiency threshold for the next year's test. Use the report for several purposes:

• Prior to the state test, identify students at highest to moderate risk. Adjust instruction as needed.

• Run interim reports to monitor the effects of instruction or intervention.

• Through the end of the school year, monitor growth for all students, regardless of level.

What to keep in mind The purpose of the State Performance Report - Student is to compare each student’s scores and projected growth at the time of the last STAR assessment to the trajectory of a typical student who will reach the proficiency threshold by the date of the state assessment. A student with STAR scores and a trend line above the pathway line is doing well with respect to the proficiency threshold. Adjustments to instruction may be indicated for students with STAR scores below the pathway. If the student has taken only one or two tests, there is not enough data to show a trend line projecting the student’s growth. Compare the single STAR scores to the line representing the pathway to proficiency for a rough idea of where the student stands in relation to a student on the pathway, and look for projections of the student’s growth when more scores are available. This report makes it easy to focus on the outlook reporting period. However, you can use the report through the end of the school year to monitor student growth both before and after the state test. See the sample reports at the end of this document.

State Performance Report - Class

Who it is for and where to find it This report is primarily for teachers. You’ll find it under Reports or Enterprise Home in STAR Math and STAR Reading.

Purpose For the groups you identify, the State Performance Report - Class compares your students’ performance on the STAR assessments to the pathway to proficiency for the state reading and math tests and summarizes the results.

The State Performance Report - Class helps you see how groups of your students (a whole class, for example) are progressing toward proficiency. The report graphs the average scaled score alongside the pathway to proficiency so you can track performance at a glance.

Use the information to confirm where instruction and interventions are effective, where to make further adjustments, and how many students remain at risk in terms of meeting performance standards.

What the report contains The report contains information based on the STAR assessments you’ve administered. Before running the report, identify the STAR test date ranges you want to include in the report. Also designate the groups to include: students by class, for example.

The report has two parts. The first part contains the following elements: • Average STAR scores (solid blue diamonds)

The average scaled score for the group is plotted on the graph. • Trend line (black line)

If the group has three or more scores, a trend line is shown. • State Test (gold star)

The gold star represents the STAR scaled score that is approximately equivalent to the lowest state score needed to reach proficiency at the time of your state test. Reports for fall testing states display two stars, one representing the proficiency threshold for the current school year and one representing the next grade’s proficiency threshold.

• Pathway to proficiency (green line) A green line represents the typical growth for students who just reach the proficiency threshold. If your state test is given in the fall the pathway stops before the beginning of summer.

The second part provides additional details. A table shows the average scaled score, number of students tested, and the number and percent below and on the pathway to proficiency for each test date range identified. Then it lists each student by group and shows each student’s most recent STAR test date and STAR scaled score.

How to read the report Look at the average scaled scores for the class in relation to the pathway to proficiency to see how the average scores compare to the state’s minimum proficiency level. If three or more test date ranges are shown, compare the trend line to the pathway to proficiency for a rough idea of how the group average has changed over time. For states that test in the fall, the report displays data for the current school year only. After the fall state assessment, track student scores toward the proficiency threshold for next year’s test. Look at the second part of the report for more details about the students tested and their scores. The numbers of students below or on the pathway provide an indication of the improvement of individual students within the group. Now look at the list of individual students and scores to see the most current range of scores for students "below the pathway" and on the pathway. This gives you a better idea of how many students are on the cusp of proficiency and how students are clustered within the two groupings. What to keep in mind Like the State Performance Report - Student, the State Performance Report - Class simply compares students’ scores and projected growth at the time of each assessment to the typical path of a student who will be at the proficiency threshold by the date of your state test. If a student has taken more than one STAR assessment within a test date range, the report uses only the last score. Check that roughly the same number of students were tested within each test date range. If only a few students were tested within some of the ranges, score comparisons will be misleading. Also consider the turnover in your classroom. If turnover has been high, each test period will include scores for a different group of students. That will make the comparison of group scores less useful. See the sample reports at the end of this document.

State Performance Report - District

Who it is for and where to find it This report is for district and school administrators using STAR assessments. Its intended users will find the report under Consolidated Reports in Renaissance Place™ or via Enterprise Home in STAR Reading and STAR Math. Purpose The State Performance Report – District provides you with periodic, high-level forecasts of student performance on the state reading and math tests. It includes a performance outlook for each performance level of the state reading and math tests. Run the report periodically until the midpoint of your state’s testing period to inform instructional decisions and set interim goals based on sound data. The report includes options for how to group and list information. What the report contains The report includes the following information in table format:

• Student Performance Outlook for your state test o Percentage of students at each performance level (forecast) o Number of students at each performance level (forecast)

• STAR Math or STAR Reading Participation o Percentage of students tested and not tested o Number of students tested and not tested

The Student Performance Outlook and STAR Participation tables are grouped as you choose by district, school, or grade. The information within the tables is listed as you choose by grades, teachers, classes, or student demographics. The forecasts in the Student Performance Outlook table take into account all of the STAR assessment data available for your students from the beginning of the school year through the date you run the report. The forecasts are based on analysis of data from STAR and from your state test.

How to read the report First, look under the Student Performance Outlook to see how many students, based on current data, are poised to meet proficiency standards. All levels of performance on your state test are listed, grouped under two headings—“Less Than Proficient” and “Proficient.” Review the percentages of students under each heading. Next, look at the percentages and numbers of students within each performance level to see if patterns emerge by grade or school. Check other factors such as demographics as well. Check the STAR Participation table to make sure the outlook is taking into account a meaningful number of students. If participation is low, look for possible reasons. What to keep in mind The State Performance Report – District provides a performance outlook built on many factors: all of a student’s STAR scores from the current year, what we know from analysis of STAR data about typical growth, what we know from analysis about the relationship of STAR scores and scores on your state test, and how much time is left before your state test. The performance outlook for your students is based on sound data, but remember that it is an outlook, not a statement of what will inevitably come to pass. Consider the timing of your reports. When you run reports early in the year, there is less student data on which to base the outlook. Look for patterns of success as well as signs that students are at risk in terms of meeting proficiency. When you see patterns that suggest students are at risk, seek additional information from other sources to help determine the issues and a course of action. At the end of the outlook reporting period, which begins on the first day of the school year and runs through the mid-point of your state’s testing period, the forward-looking outlook is complete and the data is no longer updated. You may continue to run the report, but it will show the same data until the beginning of the next school year. This report is available only during the current school year. If you want to compare this year’s reports with your next year’s, save them before the next school year begins. See the sample reports at the end of this document.

Tips: What to Do with the Data

Data alone will not improve student performance. Data combined with action improves results! Here are tips for converting information into interventions: • Note strengths. Which teachers or grades are doing especially well? What

are these teachers doing? • Celebrate progress. Reports reflect student and class progress. Success

for both teachers and students is the most important motivator as well as the most important goal. Draw attention to progress to create a culture that inspires more success.

• Build sustainability. Provide opportunities for teachers to collaborate.

Identify teachers who can act as mentors for teachers who are struggling. Be specific about strategies that foster success.

A note about Response to Intervention Screening is an essential component of Response to Intervention. A key purpose for screening is to determine where students stand with respect to the proficiency threshold (or benchmark) for the state accountability assessment. In this regard, the reports described in this resource, which help you gauge early and periodically which students are on track to reach proficiency or higher on your state assessment and make instructional decisions accordingly, can provide you with especially meaningful data.

Glossary outlook reporting period: in states that test in the spring, this is the period from the first day of the school year to the midpoint of the state’s testing period. For fall test states, this is the beginning of the school year through May 21. proficiency threshold: the STAR scaled score that is approximately equivalent to the lowest state score a student needs to achieve in order to reach proficiency; each grade level has its own proficiency threshold, shown as a gold star on the State Performance Report – Student and the State Performance Report – Class. pathway to proficiency: the trajectory of typical growth for students just at the proficiency threshold at the time of the state test, shown as a green line on the State Performance Report – Student and the State Performance Report – Class.

Interpreting Data when a State Test Changes

The STAR performance reports are fueled by a statistical link between STAR and your state test. That statistical link is based on the most up-to-date and complete information available. When a state test changes, there is not sufficient data to know immediately how much the new test differs from the prior edition. In order for Renaissance Learning™ to link STAR to the new version of your state test, students must first take the new test, your state must score the test, and the new data must be released. Therefore, if your state test changes, for an interim period the STAR performance reports will link to the prior edition of your state tests. They will still serve as a key indicator of whether your students are on track toward proficiency on the new test:

For students scoring well above the proficiency threshold on the STAR performance reports, you can assume the students are on track to score proficiently on the new state test. While your new state test will likely be more rigorous, these students are already well above the pathway to proficiency. Special care should be taken with students scoring just on the borderline of the pathway to proficiency on STAR performance reports. Because your new state test will likely be more rigorous, you can assume that you and these students will need to take extra strides to ensure they remain on target for proficiency. For students scoring well below proficiency on the STAR performance reports, it is likely these students will remain below the new test’s proficiency threshold without substantial intervention.

The second pathway shows typical growth through Spring 2013 in anticipation of the state test in 2013. Use this pathway to monitor student progress toward proficiency on next year's WKCE.

Proficiency thresholds and pathways are established using typical student growth during the current year, summer, and early school year prior to the state assessment.

Pathway to Proficiency shows typical growth for students who minimally achieve proficiency on the WKCE. An average score below this line indicates there are students who will need to improve at a higher rate than average to reach proficiency by the state test. An average score above this line indicates some, or maybe all students are above the Pathway to Proficiency. Use the tables below to identify students who may benefit from extra help.
