How to make a Public Records request in person in Missouri under Chapter 610 RMSo.

1. Ask for the Public Body to Identify their Custodian of Records RMSo 610.023. The Identity and Location of a Public Governmental bodys custodian is to be made available upon request

2. Give the Custodian your request. Your Request can be written, Oral, Faxed, or emailed. 610.023.(3), RSMo Does not specify in which Manner that a request has to be given or received.

3. Transparency Policy Chapter 37 37.070(2) -- Each department shall broadly interpret any request for information under section 610.023,

(1) Even if such request for information does not use the words sunshine request, open records request, public records request, or any such similar wording;(3) Regardless of the format in which the communication is made, including electronic mail, facsimile, internet, postal mail, in person, telephone, or any other format.

4. 610.023(2) Records may be copied on site using whatever means a requestor has at his/her disposal. Camera or Portable document Scanner etc.

5. Transparency Policy Chapter 37 37.070(3) Any failure by a department to release information shall, in addition to any other applicable violation of law, be considered a violation of the departments policy under this section and shall constitute a breach of the publics trust

You can advise the Custodian of Records that you will return after 3 days as afforded by Law to pick up the records 610.023(3) or you can leave an email or a phone # for them to contact you when the record becomes available, but you are not required to do so. Its entirely up to the requestors discretion.
