popularity ratings.

The logic of Dagdag-Bawas is to maximize

her winning margin in areas where she willwin in a clean and honest election.

The idea is tocondition the

public to concedethese provinces toMrs. Arroyo evenif a GMA landslidehappens in theseareas.

COMELEC increased the number of votersto more than FIVE Million nationwide, of

which ONE Million found its way in thePCIB area, to provide enough leeway toadd votes without resulting in statisticalimprobability.

master sheet for each page of the ER.

The numbers were copied in the ERs andthen certified with the names of theelection inspectors.
