The ODE report “Integration of Data and Publication” (Reilly et al 2011)
concluded that these six criteria are key to ensuring the long term success
of linking data effectively to publications:
• availability
• findability
• interpretability and re-usability
• citability
• curation
• preservation

Data must be
• readily located
• accessible
• intelligible
• assessable
• usable by others
For data to meet these requirements it must be supported by explanatory metadata (data about data).

Success (…) will come from six changes:
1. a shift away from a research culture where data is viewed as a private preserve
2. credit for useful data communication and novel ways of collaborating
3. the development of common standards for communicating data
4. mandating intelligent openness for data relevant to published scientific papers
5. data scientists
6. new software tools

We are now on the brink of an achievable aim: for all science literature to be online, for all of the data to be online and for the two to be interoperable.
The cost of data curation to exacting standards is often demonstrably smaller than the costs of collecting further or new data.
Not only is open science often effective in stimulating scientific discovery, it may also help to deter, detect and stamp out bad science.

What researchers want
• Solutions for storage and preservation (two distinct issues).
• Tools and services must be in tune with researchers’ workflows.
• Researchers favour a ‘cafeteria’ model for services.
• Tools and services must be easy to use.
• Disciplinary differences must be taken into account.
• Researchers resist top-down and/or mandatory schemes.
• Researchers must be in control of what happens to their data.
• Researchers expect tools and services to support their research (not public requirements).
• The benefits of the support must be clearly visible – not in three years’ time, but now.
• Support must be local, hands-on, and available when needed.

1Offer research data management support, including data management plans for grant applications, intellectual property rights advice and information materials. Assist faculty with data management plans and the integration of data management into the curriculum.

2 Engage in the development of metadata and data standards and provide metadata services for research data. 5
3 Create Data Librarian posts and develop professional staff skills for data librarianship. 3
4 Actively participate in institutional research data policy development, including resource plans. Encourage and adopt open data policies where appropriate in the research data lifecycle.

5 Liaise and partner with researchers, research groups, data archives and data centers to foster an interoperable infrastructure for data access, discovery and data sharing.

6 Support the lifecycle for research data by providing services for storage, discovery and permanent access. 6
7 Promote research data citation by applying persistent identifiers to research data. 7
8 Provide an institutional Data Catalogue or Data Repository, depending on available infrastructure. 8
