For additional information or questions, please call (518) 465-5829 or visit www.theacca.net SPRING 2014 In recent years, New York State has experienced a frightening increase in opioid use in both its street and prescripon forms. Heroin, in parcular, is emerging as a public health concern in every community, but its rise is especially alarming in our State’s smaller, urban, suburban and rural areas. The increased incidence of heroin use largely involves young people who have turned to the drug in part because of its relavely low cost and high accessibility in light of recent eorts to curb accessibility to prescripon drugs. Here in the Capital Region, hospitals are experiencing a growing number of heroin-related visits to emergency rooms. Our treatment centers are also witnessing the surge in heroin’s renewed popularity: In 2000, addicon to heroin and other opiates accounted for just 5% of admissions to treatment centers in Albany County. In 2013, heroin and other opiates were responsible for 23% of admissions. Recognizing the urgency of the situaon, ACCA has taken proacve steps to address the issues surrounding heroin abuse in the Capital Region. In December, 2013, ACCA staand alumni aended a Public Forum held by the NYS Senate Democrac Conference on New York, where Senators heard from public health, criminal jusce enes and professionals discussing their concerns related to substance abuse. ACCA alumni, Chris A., provided formal tesmony about his personal experience with heroin addicon and stressed the importance of legislave support for treatment of individuals struggling with addicon. In collaboraon with Albany County STOP-DWI, Hope House, and the Albany College of Pharmacy and Health Sciences (ACPHS), ACCA will convene a Community Forum to address the issues of heroin and prescripon drug abuse in our region. The forum will occur on Tuesday, March 11 th at 6:00 PM in the ACPHS Student Center and will feature a panel of individuals to provide informaon and answer quesons, with representaves from the judicial system, the healthcare industry, the chemical dependency treatment eld, as well as local community members on the path of recovery. Part of the forum will include a presentaon on Naloxone (Narcan), a drug that can be administered nasally by friends and family to reverse the eects of acute overdoses involving opioids like heroin and prescripon painkillers. Stafrom Catholic Charies Project Safe Point will be on hand to provide informaon on future Nalaxone trainings and how individuals may obtain the drug. In addion, local service providers will be available before and aer the forum to address quesons and oer resource materials to aendees. Former ACCA client Chris A. testifies at a NYS Senate Hearing in December 2013 NY GOOD SAMARITAN LAW Did you know that accidental overdose deaths are the leading cause of accidental death in New York State, exceeding even motor vehicle accidents? Many of these deaths are preventable, but most people witnessing a drug overdose don’t call for emergency assistance. Why? The majority hesitate to call emergency services due to fear of police arrest or criminal prosecuon for drug possession. In 2011, a law was passed in NY to prevent overdose fatalies. Called Good Samaritan 911, it encourages people to call for emergency services in the event of an overdose by providing protecons from charge and prosecuon for possession of small amounts of drugs, and also protects against arrest for misdemeanor possession of residual amounts of drugs or paraphernalia. By providing these protecons, people shouldn't have to fear arrest when calling 911—even if they possess small amounts of drugs.
