Tri-Cities Housing
Resource Center
Information
• Established in 1834 as an orphanage• Today, serves more than 500 children and families daily• Located on an 82-acre campus at the corner of Brook Rd
and Parham Rd in Henrico Co. Programs include
• education and respite for children with autism and• mental disabilities• housing for adults with disabilities• behavioral treatment for children and families• transitional housing for homeless families• child development center
Flagler Services
• Programs Include:– Child development assessment– Job and Career counseling, skills training– Educational and vocational training– Parenting skills training– Budgeting and financial planning training– Support groups and social network training
Housing Resource Center
• Serving the Tri-Cities area (Petersburg, Hopewell and Colonial Heights)
• Available to all individuals and families seeking housing assistance
• Screening for housing needs, barriers, and eligibility
• Serve as a referral agency for services or provide prevention assistance
• Provide housing referrals or provide rapid re-housing

• Intake and Assessment of housing needs
• Homelessness Prevention Assistance
• Rapid Re-housing Program
• Assistance to Homeless Veterans and their families
Eligibility for Services with HRC • Eligible program participants for homeless prevention activities must
meet HUD’s definition of at-risk homelessness:An individual or family:– Has income below 30% of the median income AND– Has insufficient resources immediately available to attain housing– stability AND
– has moved frequently because of economic hardship, is living in the– home of another because of economic hardship, has been notified that– their right to occupy their current housing or living situation will be– terminated, lives in a hotel/motel, lives in severely overcrowded– housing, is exiting an institutionOR– otherwise lives in housing that has characteristics associated with– instability and an increased risk of homelessness.
HRC – Prevention Assistance
Assistance include
• Financial payments• Landlord Mediation• Budgeting/Money Management Training• Light case management (up to 30 days after)
Goal is to assist client within 10 days from intake
Financial Assistance Includes
Rent and utility assistance in the case where otherwise eligible program participants have received eviction notices or notices of termination of utility services AND
• Program participants cannot make the required payments due to sudden reduction in income
• The assistance is necessary to avoid the eviction or termination of services
• There is a reasonable prospect that the family will be able to resume payments within a reasonable period of time
HRC – Rapid Re-Housing
• Limited to families with children and low to moderate housing barriers
• Services include:
– Preliminary Budget Assessment– Landlord Negotiations– Address past Debt payback– Financial Assistance– Case Management up to six months
Goal is to establish housing within 30-45 days
HRC – Proposed Outcomes
• Reduce the number of individuals entering into homelessness
• Shorten the length of homelessness• Divert families from entering into shelters• Reduce the number of families turned away• Increase provision of services to households
with immediate needs• Reduce the burden of intake and assessment for
existing prevention providers
