Planning Statement to accompany Hoseholder Planning Application

Introduction

This planning statement has been produced by Craig Johns Bsc(Hons) MRICS of Craig Johns Architecture on behalf of the client in support of the accompanying application.

This statement should be read in conjunction with the application package which comprises the following documents;

Existing site context

This proposal relates to the alteration and extension of an existing bungalow. The client brief is to provide a contemporary home whilst acknowledging and protecting the natural significance of its setting.

Design and Access statement- Tremellyon

Tremellyon is located on the South side of the valley from Pollurian Cove in the parish of Mullion. The immediate area is characterised by an eclectic mix of buildings ranging from traditional granite rubble built cottages and farm houses through to modern properties constructed within the last decade. The main structure in the immediate vicinity is the Pollurian Hotel, located just to the South of the subject dwelling.

Site location

The property has been orientated with its principal elevation facing approximately Southeast. This elevation faces the main access road.

Design and Access statement- Tremellyon

The site of the proposed dwelling is located to the North of the Pollurian Hotel. The subject area is within the bounds of an 'area of outstanding natural beauty' and approximately 15 meters from a 'site of special scientific interest'.

Development proposal and design strategy

The design approach begins with respecting the existing setting of the property and to ensure that no adverse impact is imposed upon the local area.

The existing structure is a c1970s bungalow, provided with a spar-dashed concrete block superstructure and a fair-faced brickwork extension to the Southwest which is provided with a flat bitumen felt roof. The main roof comprises prefabricated interlocking tiles and fenestration is provided in double glazed PVC-u.

This proposal seeks to consolidate the existing structure and provide alternative surface treatments in order to create a more fitting structure for the setting of the site. This is as opposed to the current monolithic, grey and utilitarian style building that exists at present.

The proposal also seeks to demolish the existing flat roof extension and in its place, provide a contemporary Kitchen, Dining and Utility space. This extension has been designed to form part of the main structure, albeit subservient, in order to provide continuity to the structure as a whole.

The structure will be provided with dormers to the Northwest slopes in order to break up the existing expanse of concrete tile roof. In addition, the concrete tiles will be replaced with a natural slate to provide both a material and roof style in fitting with the areas established vernacular buildings.

View of property from Southwest The existing structure is formed from grey spar dashed render, concrete interlocking tiles and little in the way of traditional features. It is the intention of this application to provide a traditional aesthetic, in keeping with the nature of the site and a move away from the standard, utilitarian c1970’s building type.

Tremellyon has been subject to a number of planning applications in recent years, the most recent and extant planning application is illustrated below.

The extant planning application which was approved on 16th December 2015 comprises a significant increase in plan area and massing to the existing structure. In addition, the proposal increases the height of the extension part over and above the level of the main roof.

In response to the overbearing nature of the extension in particular, we have significantly reduced the size and impact of the structure. The new scheme seeks to provide a proportional, subservient addition to the main massing of the building whilst providing a number of complementary surface treatments and features which propose to settle the structure into its surroundings as a traditional structure.

Environmental strategy

Our client is keen to adopt a low carbon and sustainable methodology to the procurement of the building. In line with our own core principles of low impact, sustainable architecture, the building has been designed with careful analysis of heat gains/ losses and the provision of low energy services installations.

A 'fabric first' approach has been taken with regards to the energy efficiency of the property. In short, this principle relies on maximising the performance of the structure with regards to insulation and controlled ventilation. By satisfying the basic requirements of a building it is possible to provide sustainable, energy efficient buildings which will enable the occupants to live healthy lives whilst reducing their energy requirement to a bare minimum.

The thermal elements of the property will be provided with a modern insulation in excess of current Building Regulations requirements. The property will be installed with a modern oil fired combi boiler which will provide on demand heating and hot water. The existing internal concrete walls will provide thermal mass to naturally control the heat and humidity of the internal spaces. This, in combination with the proposed increases in natural light and controlled ventilation will provide an exceptional environmentally considerate building.

Access

Access to and around the building will be achieved in strict accordance with the Equality Act 2010 and Part M of the Building Regulations Approved Documents. This will enable disabled and ambulant disabled users of the building appropriate and reasonable access throughout.

Conclusion

The design and use of the building has been guided by its existing form and the nature of the site itself. The structure has been provided with a light touch in order to provide a sustainable and appropriate contemporary building for its setting.
