General Project Developments

2008 Project Intent by Government;

2009 Appointment of Architect Renzo Piano (RPBW) as the main architect and consultant to the project;

2009/10 Preparation and publication of tenders;

2010 Appointment of BOVIS as the main project management company;

Appointment of ARUP as main engineering consultants;

2009/10 Submission of documentation to MEPA and other authorities - ongoing process;

2010-2012 Award of Work Packages through public tendering process.

completed; Fixing of steel supports to house the masonry blocks to

Parliament building in full swing; Works on Draw bridge; Street scape paving works around Opera House; Soft opening of Opera House in the Christmas period; Master Programme by BOVIS showing completion of

Parliament by December 2012 not achieved.

2013 Commencement of Ditch works and Old Railway Station (Yellow

Garage); Continuation of paving works; Completion of the multi-purpose area and restoration works of

the Opera House; Start of finishing and internal glazing works for Parliament; Fixing of the cladding stone continued albeit in a slow manner; Completion of staircase linking Freedom Square to Central Bank; Installation of 2nd fix of M&E Services; Master Programme by BOVIS to complete City Gate by

March 2013, not achieved; In September BOVIS issued a revised Master Programme

with a completion date of 29th May 2014.

2014 Installation of 2nd and 3rd fix of M&E services; Continuation of finishing, tiling, raised flooring and internal glazing

and cladding at Parliament; Railings of staircases were completed; Demobilisation by some of the contractors started; Installation of timber parquet flooring for the offices; External works in full swing for cladding to bridges and terrace

canopy; installation of some of the furniture; Master Programme by BOVIS of completion by the 29th May

2014 not achieved; In August, contractors committed themselves to a new

completion date of 30th September, this was not achieved; Application of penalties imposed by GHRC from 1st October.

The Reasons for Contract Delays :• Unique Designs led to :-

Delays in the preparation of construction drawings due to innovative construction methodologies;

Delays in the implementation of the works (learning curve);

• Consortium made up of a large number of companies that were unable to facilitate proper co-ordination and act in a coherent way;

• Delays in procurement by the contractors;• Lack of experienced workforce on site;• Long-standing mentality that public projects can be

extended without penalties being imposed.

The Way Forward –

Following failure to adhere to initial committed completion date, BIB JV corresponded with GHRC and presented a new works programme.

Additionally today contractors submitted an updated programme of works;

BIB JV were called for a meeting to explain in more detail their submissions to reach the completion date.

GHRC will review detailed submission once received.

GHRC requires that the building has to be handed over in full certification for public safety, testing and commissioning of all equipment, systems and mechanisms.
