Invitation

This year, 2011, marks the 20th HPCM Annual Provincial Palliative Care Conference. The first Annual Provincial Palliative Care Conference occurred in 1991, several years before palliative care was named as a core service within Manitoba. Until April 1999, palliative care was provided only in St. Boniface Hospital and Riverview Health Centre. In 1999, the Minister of Health for Manitoba announced $3 million would be provided over two years for palliative care. Over half of those funds went to renovate the palliative care unit at St. Boniface Hospital. The remaining $1.2 million went to the health regions to create a Regional Palliative Care Coordinator position, with responsibility for the development and coordination of services, and the identification of educational needs of staff in the region. In Winnipeg, a Medical Director and Program Director were hired to develop a regional program to meet the needs of Winnipeggers and to provide consultation and educational resources in other regions. At the provincial Conference in September 2000, the Minister of Health announced an additional $2.75 million for palliative care in the Winnipeg Region, resulting in a full program with clinical nurse specialists, after-hours service, and palliative care coordinators. In the past 20 years, palliative care services have grown and evolved in Manitoba. However, with an aging population, the need for increased services in all areas of the province will continue to rise. It is appropriate then, that this year’s Conference be named “Raising the Bar”. Join us as we listen and learn to address the challenges of today while celebrating the successes of the past.

Reflections on the Essence

of Palliative Care

Senator Carstairs has travelled across every

province in Canada over the past ten years

meeting with health care workers, patients,

families and volunteers as she advocated for

better palliative care.

In this lecture, she will share some reflections

on her travels . Sometimes amusing, sometimes

tragic, and always inspiring, these visits reveal

the essence of palliative care.

Page 8: Hospice & Palliative Care Manitoba 20th Annual Provincial ...mpha.in1touch.org/uploaded/38/web/documents/Palliative Care Conf… · This year, 2011, marks the 20 th HPCM Annual Provincial

Senator Sharon Carstairs, P.C. Rising to the Challenge

What have we learned after a conference like this? What difference can it make to our practice? When does the word “care” become an art of inclusion that involves self and those we serve? When authenticity and integrity become part of our practice, then wellness or wholeness are more than ideas or ideals . . .

they become our everyday lived realities.

Keynote Speakers

Commitment to high-quality hospice and palliative care at the end of life requires a social and political decision to resource this care appropriately and fairly. In the midst of resource allocation pressures privileging high-technology and acute care 'fix'-oriented medicine, a compelling case must be made for justice and fairness at the end of life.

Dr. John Bond, PhD Manager of Research, and Advisor on Research and Applied Learning

Riverview Health Centre, Winnipeg

Life after Loss

Dr. Nuala Kenny, OC, BA, MD, FRCP(C) Emeritus Professor of Bioethics, Dalhousie University, Halifax

Justice at the End of Life

Karen Toole, BA, MDiv Provincial Coordinator of Spiritual Care in Health, Province of Manitoba

Making it Work . . . Takes a Little Kindness

Following death, survivors must find a way of living without the physical presence of the deceased in their lives. John will identify and examine a variety of issues (emotional, behavioural, physical, spiritual) he encountered following the unexpected death of his wife, Sharon. Solutions to problems, sources of support and insights into how people assisted him during his grieving will be provided.

This closing session will summarize key moments and meaning of the Conference. Together we will focus not on the “how” or “what” of self care but on the “why”.

A review of the ethical and moral case for just and fair treatment at the end of life and of the empirical literature regarding end of life costs within and without

hospice and palliative care.

This presentation explores a variety of issues the bereaved may face, and suggests ways to move through grief to a new stage of life.

Palliative care services have come a long way in Manitoba since the opening of the first palliative care unit in 1974. Yet, there remain challenges to overcome in meeting the needs of our aging population, providing appropriate services across all jurisdictions, and supporting caregivers. Public policy challenges and options will be explored in this presentation.

An exploration of the public policy challenges facing palliative care in Manitoba and discussion of policy options for addressing future needs.
