MESSAGEHorticulture is a growth engine for Agriculture sector and the way to attain nutritional security in the state. The
population of Rajasthan has increased from 5.65 Crore to 6.85 Crore in last decade which necessitates
increasing the production of horticulture crops to meet the growing nutritional demand. Consumption rate of
fruits and vegetables is showing an upward trend because of greater awareness among the people on healthy
diet and also increase in purchasing power. This necessitates the farmers to make a shift from traditional
farming to commercial cultivation of horticulture crops. The varied agro climatic conditions favor the
cultivation of extensive array of Horticulture crops. Hence it is necessary for effective utilization of available
land and greater efforts had been put forth for enhancing the productivity. The climatic conditions of Rajasthan
allow growing various types of horticulture crops specially the seed spice. Rajasthan is having prominent
position in production of seed spices in the country. Besides some other crops also have prime position at
production in the country viz. 38 % of Country’s Coriander, 46% of Country’s Cumin, 71 % of its Fenugreek,
18% of its Garlic, 20% of its Fennel, 49% of its Ajwain, almost all its Psyllium Husk (Isabgol), almost all its Myrtle
(Henna), 7 % of its Mandarin. This diversity in climatic conditions creates scope to develop continuous belts of
horticultural crops in the State
Various innovative activities like crop specific Center of Excellence, promotion of Solar pump sets, area
extension under Protected cultivation, development of Post Harvest Management, area extension under new
crop like Date-palm, Olive, other new introduction like Dragon fruit, Pistachio, Kinnova, Drum stick are under
demonstrative stage at Govt. farms during past 3 years.
YES BANK has taken the initiative to publish “Horticulture Atlas of Rajasthan” in the form of a book, which is a
laudable effort. I consider the publication as an extremely valuable initiative taken by the YES BANK and Govt. of
Rajasthan. This book presents a comprehensive information of the horticulture sector with many new features.
I congratulate the YES BANK and HORTICULTURE DEPARTMENT team that has painstakingly produced this book
and sincerely hope that it proves to be an effective compilation for administrators, policymakers, researchers
and farmers in implementing various policies and programmes in the State.

Foreword
Rajasthan is one of India’s leading mineral-rich states with a diversified economy driven by agriculture, mining and tourism as main growth engines. During 2010-15, Rajasthan witnessed an average 8% GSDP growth, higher than that of India’s GDP in the same period.
Agriculture contributed a significant 24% to Rajasthan’s GSDP in 2015-16. The State offers immense investment opportunities in agriculture and allied sectors, including organic cultivation, across the value chain (production, aggregation, on-farm and off-farm infrastructure), value addition, marketing and branding.
• The State contributes around 10% to India’s total spices and 15% to Medicinal and Aromatic Plants production.
• Further, due to its location advantage, Rajasthan remains a major supplier to the Delhi-NCR region, which is a growing hub for value added food products.
It is heartening to note that the Rajasthan State Government has been driving the agenda for doubling farmers’ incomes by 2022 and has planned various interventions to achieve this goal. The State has made commendable efforts to foster growth in the agricultural sector and has been at the forefront of promoting investments, reviewing policies, bringing transformational reforms and establishing adequate infrastructure.
• To achieve transformational growth in agriculture, it is essential that the State Government takes the value chain approach, beginning with selection of key commodities that are high value and generate remunerative returns for the State as well as farmers and work on bridging the gaps at each link of the value chain.
• Secondly, the State should aggressively push for sustainable measures of enhancing farm income, like diversification into on-farm and off-farm activities, organic farming, promoting micro irrigation, establishing post-harvest, processing, logistics and marketing infrastructure.
I firmly believe these efforts will be instrumental in enhancing farmer income in the State.
On the Occasion of the Global Rajasthan Agritech Meet 2017, YES BANK and Government of Rajasthan are pleased to present the ‘Horticulture Atlas of Rajasthan’ which provides an overview of the horticultural landscape of the state. I am thankful to the Government of Rajasthan for the support extended towards this collaboration. I am confident that this publication will be a handy reference tool for designing and planning targeted interventions across the value chain of specific commodities and geographies.

Strategies on Strengthening Horticulture Value Chains in Rajasthan

Located in northwest India, Rajasthan borders Punjab in the north, Haryana and Uttar Pradesh in the northeast, Madhya Pradesh in the east and Gujarat in the south. On the western side, it shares a long stretch of border with the neighboring country Pakistan. Situated in the Thar Desert, the state of Rajasthan is spread over an area of 342,239 sq. km (largest in India), and houses a population of 68.85 million (2011 Census). There are 33 districts, 314 blocks and 44,672 villages in the State. Rajasthan which is also known as the “Land of Maharajas” is known for its vibrant culture, rich heritage and colorful festivals.
The Gross State Domestic Product (GSDP) of Rajasthan stood at USD 102.98 billion and grew at a compound annual growth rate (CAGR) of 12.38% over 2004-05 to 2015-16.
The state has ten agro-climatic zones and a variety of soils that support cultivation of crops such as wheat, rapeseed, mustard, soybean, bajra (millet), maize, cotton and a variety of seed spices.
Out of the total geographical area in the State, less than 50% is cultivable and within the cultivable land, soil fertility varies considerably across districts. The wide differences in land productivity indicate the variation in soil health across districts in the State. Rajasthan farmers have a relatively larger average size of holdings of 3.073 hectare of land which is a manifestation of the less fertile land and soil structure in most of the arid and semi-arid zones in the state. Rajasthan is known for its aberrant and uncertain nature of rainfall. As more than 60 percent of the gross sown area in the state falls under arid or semi-arid zones in the state, agriculture in the state continues to be largely rainfed.

Agriculture and allied sector is the backbone of the State’s economy and contributes around 24% to the GSDP which is higher than the national average of 20%. Nearly 75% of the population of the State resides in the rural areas and about 62% depends on agriculture and allied activities for their livelihood.
Rajasthan is also a key state in terms of production of horticultural produce, particularly spices and medicinal and aromatic plants. As per the final estimates of GoI for 2015-16, the state produced around 6.82 lakh MT of fruits, 19.87 lakh MT of vegetables, 0.06 lakh MT of flowers, 10.56 lakh MT of spices and 1.87 lakh MT of medicinal and aromatic plants.

Rajasthan - Infrastructure Outlook
Mandis
Krishi Upaj Mandi Samities (KUMS) are an integral part of the agricultural scenario of Rajasthan.
There are 139 APMC market yards and 316 sub-market yards across Rajasthan.
Warehouses
The total warehousing capacity in the state is close to 21.6 lakh MT.
Of this, Rajasthan State Warehousing Corporation (RSWC) operates around 91 warehouses with a total storage capacity of 9.25 lakh MT.
Cold Storages
The state has approximately 109 cold storages with a total capacity of 5.6 lakh MT.
Soil Testing Labs
Presently there are around 101 Soil Testing Laboratories. The annual combined capacity to test soil samples is about 10.40 lakhs.
Centers of Excellence
Six Centers of Excellences on Citrus, Mango, Orange, Guava, Datepalm and Pomegranate have been established in the state.

Value chains for Horticulture crops are quite complex and risky due to the perishable nature of the produce, seasonal production and bulkiness. The range of prices at each leg of the value chain which is an outcome of demand and supply of various intermediaries at different levels is also unique for horticulture crops. Currently the horticulture value chains in India are largely intermediary driven, with limited value add at incremental stages and substantial price escalation. Similar is the case of Rajasthan where the horticulture value chains are dominated by middlemen who earn high margins but add little value to the produce, while offering very low price realization to the farmers. The approximate value transferred to the farmers is only 30-35% of the total consumer rupee. Also large intermediation results in high losses across the value chain.
Strengthenig horticultural value chains is very essential and will be integral to agricultural diversification in view of high income for the farmers, rural and urban employment generation, foreign exchange earnings for the state and a new method to combat challenges of food security.
The graphs below highlight the losses across the value chain of key horticulture commodities relevant to Rajasthan based on the study conducted by CIPHET on a pan India level.

Production
• Water Scarcity- There is an increasing gap between demand and availability of water in the state of Rajasthan. Moreover, scanty and uncertain rainfall greatly affects the sector.
• As per Niti Aayog, out of the total geographical area in the state, ~50% is non cultivable and within the cultivable land, soil fertility varies considerably across the state. Poor fertility and soil structure is a challenge in majority of the arid and semi-arid zones in the state.
• Deteriorating quality of land and underground water which affects the soil health.
• Large gap between potential and realized yield of crops and high inter-year variation in productivity.
• Mono-cropping in western dry region and southern tribal belt of the State, limits the scope for diversification and deprives the farmers from reaping the benefits of high value crops like fruits, seed spices, medicinal plants etc.
• Inadequate quantity of quality seeds of notified/ hybrid varieties of vegetables and spices are available to the farmers.
• Incidence of chronic diseases like Guava wilt, Citrus decline, Pomegranate blight, Mango malformation and viral disease in Cucurbits.
Technology
• Installation of technology like micro irrigation becomes unviable for small and fragmented land holdings, as the initial set up cost is considerably high.
• A huge gap exists between the technology available and adopted in the field.
• Low purchasing power of farmers to adopt hi-tech horticulture technology.
Challenges Across the Horticulture Value Chains

Post-Harvest Management
• Improper post-harvest management and marketing facilities like cold storage, pre-cooling and waxing centers, processing units etc. Some of the existing infrastructure is obsolete and some are non-strategically located.
• High wastage in perishables and quality deterioration due to mis-handling of produce. Perishables are packed in baskets or gunny bags. Which are then stacked one over the other. This adds to volume loss as well as value loss.
• Limited participation by private sector to invest in post-harvest infrastructure.
Marketing
• No support price for spices particularly for seed spices like Cumin, Coriander, Fennel, Fenugreek etc. and Psyllium husk.
• Price fluctuations (seasonal as well as yearly) and market gluts resulting in lack of remunerative prices to farmers.

There lies immense scope for working on the development of horticulture value chains of Rajasthan- specifically on fruits, seed spices and medicinal & aromatic plants. Strategic interventions are required across the value chain to improve the marketability of the produce of horticultural crops in Rajasthan. Government may play a central role in ensuring coordination and linkage between different stakeholders to enable better business propositions and services for all concerned stakeholders. The need of the hour is not only to establish effcient infrastructure but also to implement ICT across value chain and develop innovative value chain finance mechanisms for addressing the existing gaps in the value chains and facilitating relationships between farmers, financial institutions, processors and other stakeholders.
Selection of Key crops and their clusters:
Identification and selection of key potential crops of the state is of utmost importance and must be taken up on priority. Such an initiative provides a focus to all stakeholders and helps in streamlining all the resources towards the development of focussed crops. Identification and selection of key crops can be done on the basis of some key parameters such as:

On a preliminary front, the crops that qualify as the key focus crops for the state include:
• Seed spices- Coriander, Ajwain, Fenugreek, Fennel.
• Medicinal and Aromatic Plants- Psyllium Husk, Henna, Nigella Seeds, Senna leaves.
• Fruits- Citrus, Amla, Olives (as a niche crop).
For each of the identified crops, the state needs to identify suitable clusters which have the potential to be developed for adequate production, collection, processing and further trading. The interventions will be implemented in key clusters based on identification of key crops.

• Farmer Producer Organisation Formation – Formation of FPOs to strengthen farmer’s role in agricultural development leading to streamlining of extension activities, higher production, better post-harvest management and marketability of the produce with higher returns.
• Research and Development – Association and collaborations with institutes (ICAR, SAUs, NRCs etc.) for carrying out research projects, introduction of better varieties, promotion of farm mechanization and setting up of model farms in farmer’s field.
• Association with Private Sector – Introduce and propagate contract farming, extension activities, setting up of collection centres and higher returns to farmers on the produce.
• Risk Mitigation – Promoting animal husbandry and allied activities along with few off farm activities to mitigate risk and supplement existing income sources.
• Protected Cultivation – Setting up of green houses to cultivate off season vegetables is a potential opportunity for Rajasthan as it can become the major supply source for NCR, Mumbai and Ahmadabad. Awareness on protected cultivation, capacity building and streamlining of subsidy release is essential to promote protected cultivation in the state.
• Integration: Vertical integration of farmers through cooperatives, contract farming and retail chains would facilitate better delivery of output, reduce market risks, provide bet-ter infrastructure, attract more public interest, acquire better extension services, and create awareness regarding the prevailing and new technologies.
• Sustainable Agriculture: Sustainability in Agriculture has become more critical than ever. Growing health awareness and increased recognition of the adverse impact of excessive use of chemicals on human health and environment is pushing sustainable agriculture to a new level. Within the sustainability domain, Organic farming is becoming one of the most sought after measures. The state should aggressively push organic farming and stress on quality testing, certification and branding of organic produce from the state.
Interventions at Processing Level• Promotion of horticultural commodity processing – This will help in reducing wastage at
farm level, provide higher returns to farmers, generate local employment and increased revenue generation for the state.
o Incentive to set up processing units – A Public-private partnership (PPP) may be ex-plored where the government and private players can share a common platform to boost processing of horticulture produce with specific focus on the identified com-modities in the shortlisted clusters.

o Policy/Regulatory Incentives – Rebates / exemptions from Income Tax, Import Du-ties, Power tariff, Stamp Duty, Service Tax etc as a means of financial incentive to a project.
Interventions in Agri Infrastructure• Cold Storages/Warehouses – Setting up of storage infrastructure at strategic locations
in vicinity of identified clusters. A detailed study needs to be carried out by the state government to assess the infrastructure requirement- their capacities, location, business model and financial implications.
• Farm Power – Improve existing means and explore alternatives like solar power to boost farm productivity owing to higher number of clear sunny days.
• Irrigation – Promote drip irrigation on a large scale to optimize water consumption and boost existing yields. Also, other alternatives such as solar energy pump, utilization of treated water, participatory irrigation management and irrigation systems such as deep pipe irrigation, hose irrigation, tree shelters etc. along with rainwater harvesting.
• Improve ‘mandi’ infrastructure – Increase number of fruits and vegetables markets with latest infrastructure and increased their penetration to strengthen the procurement and distribution system.
• Promote eNAM - Rajasthan, being one of the focus states under this scheme by the GoI, it is imperative to cover maximum mandis under this initiative so as to help farmers to have a direct interface with the buyers, reduce transaction costs and bypass price fluctuations.
• Logistics: Adequate logistic facilities need to be developed to address perishability, transaction costs and maintain quality. Setting up of an integrated logistic hub in proximity to production clusters may be explored.
• Public Private Partnership (PPP): It is a strategic solution to establish and efficiently manage infrastructure like cold chain and processing units.
Interventions in Agri Marketing• Market Intelligence - Increased access to information on market demand and prices is
essential for increasing the bargaining power and strengthening the position of farmers and FPOs in the value chain.

• Market Visibility and Branding– Participation in trade shows to showcase horticultural strength of the state at major international and national events, thereby enhancing visibility and attracting investment. All products, raw or processed, for sale as organic may be given a brand name with the “Organic Rajasthan” logo.
• Periodical Buyer Seller Meets – Between government officials, private sector players and farmers/FPOs to understand and discuss challenges and potential opportunities.
• Agri Tourism – Rajasthan, being a major tourist destination, has immense potential to club its heritage and history with state agriculture. The horticulture department may work in tandem with the tourism department to explore opportunities in the sector, thereby boosting income and enhanced visibility.
• Capacity Building – An agri entrepreneurship programme may be framed in consultation with the private sector and SAUs to incubate, handhold, train and impart relevant skills to local youth to promote horticulture produce within the state. The entrepreneurs may also act as a linkage between the industry and farmers.
• Consumer Awareness Program on Organic – The state should run a locally driven awareness campaign on the production, availability and benefits of organic food in the state. The program should also target the tourists and provide them an organic experience of Rajasthan through “Homestays” where organic food is served, specialized restaurants serving organic food, organic counters at airports and key tourist destinations like - Chauki Dhani, Amer Fort, City Palace etc.
Technology Integration across the value chain
At present, most of the technology interventions are happening either at the processing level or in infrastructure development. However, the requirement of technology is across the value chain and most importantly on the production, post-harvest management and marketing front. Insitituting information systems for better coordination among different stakeholders from farmers to consumers is the need of the hour. The internet and mobile communication can also be used to enable efficient information and financial transfer between the stakeholders.
