The activities and projects are listed as follow. 1. Major activities and projects 1.1. China Delegation (5-6 December 2008) On December 5-6, 2008, the Electronics Division organized a two-day delegation visit to Dungguan. The Dongguan University of Technology, the Dongguan Sung Shan Lake Science Park and IC packaging centre of the Solomon Systech were visited on the first day. The strengths and competitive advantages of the Sung Shan Lake Science Park and the electronics industry in Dongguan were studied. The delegation also arranged a meeting with the Digital Industry Association of Dongguang China and the Dongguang Science and Technology Association on the second day. The current problems and difficulties of the electronics industries in Hong Kong and Dongguan under the financial tsunami were also discussed.

Introduction Year 2008/09 was the 30th Anniversary of the Electronics Division. At the same time, it was an unusual year. The impacts of the financial tsunami had affected every sector in the society, with no exception to the electronics industry. The Electronics Division had organized a series of activities and projects to celebrate the 30th Anniversary but at the same time react to the changes in the economic environment. The activities and projects are listed as follow. 1. Major activities and projects

1.1. China Delegation (5-6 December 2008) On December 5-6, 2008, the Electronics Division organized a two-day delegation visit to Dungguan. The Dongguan University of Technology, the Dongguan Sung Shan Lake Science Park and IC packaging centre of the Solomon Systech were visited on the first day. 1.2. Reflected views and suggestions of Electronics Industry to Dr. Samson Tam reacting to the Financial Tsunami After the visit and various meetings with the electronics industry, the Electronics Division collected views from the industry and made suggestions to the government for taking appropriate actions to act against the financial tsunami. On December 23, 2008, a team of Electronics Division Committee met

with Hon Ir Dr. Samson Tam in his new legislative councilor’s office in Central. The importance of the development of science and technology to the Hong Kong economy was confirmed. Some possible supports such as R&D tax incentives, expansion of the Science and Technology Park, educational and development seed fund and

the development of Hong Kong Shenzhen Innovation and Technology Circle were discussed. A letter which summarized all the views and suggestion was formally passed to Dr. Tam. The Committee is very glad that Dr. Tam is very supportive to the industry and will reflect the views and suggestions to the Government. (Details of the letter can be referred to the 30th Anniversary Journal)

1.3. Technical Visits to the Cyberport On 3 Jan 09, a technical visit to the Hong Kong Cyberport was organized. The Cyberport is being positioned as the IT flagship consisting state-of-the-art infrastructure buildings in Hong Kong. It is an area designed to attract quality IT companies to help make Hong Kong the digital city of Asia-Pacific region. High-speed broadband access and advance IT services are being provided to tenants in the Cyberport. During the technical visit, our members visited various information system facilities such as the Visitor Centre which presented an interactive 360 degree video animation; the iResource Centre which provided a centralised library for the public to subscribe IT information; the Digital Media Centre which offered the unique state-of-the art digital multi-media creation facilities and a video studio which allowed navigation of a virtual but real-time scene from different viewpoints.

1.4. The 30th Anniversary Dinner The 30th Anniversary Dinner had been organized in 7/F, Habour Plaza Metropolis, 7 Metropolis Drive, Hunghom, Kowloon, HK on 8th May 2009 (Friday). Government officials including Ir. Stephen Chan of the Electrical and Mechanical Services Department and Prof. O Yue of the Innovation and Technology Commission were the guest speakers. They presented speeches on “Evolution of the Applications of Electronics in the Government in the past 30 years” and “Innovation and Technology of Electronics Technology in HK” respectively. Legislative Councilors Ir Dr. Raymond Ho, Mrs. Regina Ip and Ir Dr. Samson Tam also presented their views on “Technology and Engineering Develop in Hong Kong in the next 30 years” during the forum with Ir. Jolly Wong and Ir. Peter Yeung as the moderator of the forum.

1.5. HKIE 30th Anniversary Journal To celebrate the 30th Anniversary of the Electronics Division, a 30th Anniversary Journal had been published. This journal contains congratulations messages, committee introduction, technical and academic papers, album of past activities, current year activity report and forward looking message. The Journal had been distributed to all guests in the 30th Anniversary Dinner and the remaining will be distributed to schools, universities, libraries, government departments and members during the major events hosted by the Electronics Division.

HKIE Electronics Division Annual General Meeting 2009 – Candidates’ Biography Candidate for Chairmanship Ir Peter YEUNG Tin Chung

Ir Yeung is currently the Deputy Chairman of the Electronics Division 2008/2009. He serves in the HKIE Community Service Committee since 2007. He had previously served as Member of the Sub-Committee on Training in New Technologies of the Vocational Training Council from 1995 to 2001, and had served as Member of the Course Validation Panel of the Electronic Engineering Department of the Hong Kong Technical College (Chai Wan). Ir Yeung is also an active promoter of HKIE membership in the HK Science Park community.

Peter is the Senior Manager of Technology Support, in charge of the technology support infrastructure and professional engineering/laboratory services in the Hong Kong Science and Technology Parks Corporation. He heads the operation of the Integrated Circuits Probe and Test Development Centre, Reliability Lab, IC Failure Analysis Lab, Material Analysis Lab, Solid State Lighting Lab, Wireless Communications Test Lab, and Biotech Support Lab. He also chairs the HKSTP Safety Health and Environmental (SHE) Lab Advisory Committee to set up policy and monitor SHE practices of the Park. Peter has 20+ years of professional experience in electronics and technology development. He is a key player in the realization of Hong Kong as the fabless Integrated Circuits design hub and role model in the region under the “7+1” framework led by the Ministry of Science & Technology of the PRC. A member of The Institute of Electrical and Electronics Engineering, and the Tau Beta Pi Engineering Association, Peter holds a Bachelor degree in Electrical and Electronics Engineering from the Oregon State University and a Master degree in Business Administration from York University of Toronto. He is married with a daughter. . Candidates for Ordinary Membership (No. 1) Ir Dr CHENG Lee Lung

Dr. L.L. Cheng received his B.Sc. and M.Sc. from King's College, University of London in 1976 and 1981, respectively. He received his Doctor of Engineering from the Tsinghua University of China. He has worked with UDI Co. Ltd.(Austria) as a Technical Consultant responsible for providing technical advice to the Ministry of PTT, the Ministry of Electronics, Ministry of Railway and Ministry of Defence, China from 1985-1987.

He returned to Hong Kong and in March 1990, he worked with City University of Hong Kong and the present title is assistant professor of the Electronic Engineering Department. His recent researches are mainly on security systems, coding, cryptography, GPS, smart cards and computing systems. Moreover, he is very active in professional bodies such as IEE Hong Kong , Hong Kong Institution of Engineers etc. In addition, he is a member of Hong Kong SAR Government Appeal Board Panel, Amusement Rides (Safety) Ordinance and Lift & Escalators (Safety) and the member of the Disciplinary Tribunal Panel (Builders’ Lifts and Tower Working Platforms (Safety)) of H.K. Government. Dr. Cheng is also the director of the MaCaps International Company Limited.

HKIE Electronics Division Annual General Meeting 2008 – Candidates’ Biography Candidates for Ordinary Membership (No. 2) Ir Andy LAM Sui Ming

Mr. Lam graduated from Essex University (UK) with Bachelor degree (BSc) in Electronic Engineering in 1989. He also received his Master (MSc) degree in Electronic Engineering from City University of Hong Kong in 1997. In 2007, he further received his Professional Diploma in Occupational Safety & Health from Hong Kong Baptist University and CompTIA RFID + Certification from Computing Technology Industry Association (USA). His professionalism is Intelligent Transportation System (ITS) and R&D Technical Manager. He has over 18 years

experience in engineering field including planning, design, implementation and project/contract management of large-scale transportation related and Radio Frequency Identification (RFID) and electronics design in Hong Kong and China. In particular he has over 12 years experience in ITS areas such as the Electronic Toll Collection (ETC) System, Global Positioning System (GPS) and Advanced Traveler Information System (ATIS). He is the Head of Technology and Engineering of Autotoll Limited, he has project managed and maintained various key ITS projects in Hong Kong, which includes the ETC system in all toll-road and tunnels, GPS vehicle location fleet management system, Real tine Traveler Information system and Journey Time Indication System (JTIS). In addition, he jointed Wong’s Electronics Co., Limited and Suga Electronic Limited in 1990 and 1995 respectively. He had accumulated at least 6 years working experience in R&D, project Management and manufacturing of electronic devices. He is active in ITS industry and is currently the Honorary Secretary of Intelligent Transportation Systems – Hong Kong (ITS-HK), ITS-HK is a not-for-profit organization which aims to foster and promote ITS development and application in Hong Kong. He has been the core committee members for organizing the ITS technical talks, forums and conferences in Hong Kong and China with different organizations and institutions. (No. 3) Ir Dr Ringo LAM Wai Kit

Ir Dr. Ringo Lam graduated from the Chinese University of Hong Kong in BSc in Electronic Science in 1988 and obtained the MPhil in Electronic Engineering in 1991. After awarded with the PhD degree in Electronic Engineering from the Hong Kong Polytechnic University in 1998, Ir Dr. Lam worked at the Department of Computer Science at the City University of Hong Kong until 2000. Since then, Ir Dr. Lam partnered with friends to form an IT company in Shenzhen, specializing in Hardware and Software development, as well

as IT project consultancy. Ir Dr. Lam is now the Honourary Treasurer of the Electronics Division and represents the HKIE in Telecommunication Numbering Advisory Committee of the OFTA. Besides, Ir Dr. Lam is the appointed member of the Appeal Board Panel under Energy Efficiency (Labelling of Products) Ordinance, Cap 598. and the appointed member of the Appeal Board Panel under Amusement Rides (Safety) Ordinance (Chapter 449). (No. 4) Ir Macbeth Law Macbeth Law worked for HKSTP as a technical consultant for almost 7 year. His present major responsibility is providing test development services to the customers who mainly design integrated circuits. The services cover the design of test package on ATE (including hardware and software) for final testing and wafer probing, product evaluation, and specific test equipment development. Before joining HKSTP, he worked for Motorola as a test development and product engineer for 7 year. At that time, he focused on the testing of analog device, such as regulator, and video drivers. Nowadays, the integrated circuits are getting much more complicated and his focus is on the testing and packaging of mixed signals circuits, SoC and RF devices. Besides the above responsibilities, he was also involved in the coordination and planning of the setup of some laboratories ( IC design center, IC development centre, Photonic development centre and Wireless testing laboratory) in HKSTP.

Ir YH Tam received his BSc and MPhil from the Chinese University of Hong Kong. After few years working in the Medical Industry, joined the Department of Anaesthesia & Intensive Care, Faculty of Medicine of the Chinese University of Hong Kong in 1991. His duties including clinical research projects, developing of patient monitoring technique and equipment for Operating Theater and Intensive Care Unit in the Prince of Wales Hospital. He is also involving in the build-up of information systems for clinical application and networking facilities.

Ir YH Tam has been serving the HKIE Electronics Division Committee for more than 12 years. Currently he is the CPD representative for the Electronics Division, and had been appointed the posts of Technical Program Coordinator , Hon. Treasurer and Hon. Secretary in the past. (No. 6) Ir Christopher TO Wing

Christopher obtained a Bachelor of Honours Degree in Manufacturing Systems with Electronics from Glasgow Caledonian University and a Bachelors of Honours Degree in Law from City University of Hong Kong. He also holds a Postgraduate Certificate in Laws (PCLL) and a Masters Degree in Arbitration and Alternative Dispute Resolution from City University of Hong Kong and a Masters Degree in Commercial Law from the University of Northumbria. In January 2007, Christopher was awarded the Young Global Leader 2007 status by the

World Economic Forum to recognise the most distinguished 250 young leaders below the age of 40 from around the world. In 2001-2002 he was awarded Director of the Year by the Hong Kong Institute of Directors and is the President of the Institute of Compliance Officers and a Council member of the Hong Kong Institute of Directors and the Hong Kong International Arbitration Centre. He is on the panel of arbitrators and mediators of various leading arbitration and mediation centres around the world. He is the Honorary Secretary of the Asia Pacific Regional Arbitration Group. He was the Immediate Past Chairman of the Hong Kong Internet Registration Corporation Limited, Hong Kong Domain Name Registration Company Limited and the Inter-Pacific Bar Association Dispute Resolution and Arbitration Committee. Prior to his current posting he was Secretary-General of Hong Kong International Arbitration Centre and Asian Domain Name Dispute Resolution Centre. Christopher is currently the Executive Director of the Construction Industry Council. Christopher actively lectures at various local and overseas universities and holds Adjunct Professorships in Engineering and Law at City University of Hong Kong, Hong Kong Polytechnic University and is the Co-Programme Leader of the MA in Arbitration and Dispute Resolution of City University of Hong Kong. He was appointed as a member of the Advisory Group on Company Formation, Registration, Re-registration, and Company Meeting and Administration Provisions by the Financial Services and Treasury Bureau of the Hong Kong Government in 2007 and actively participates as a member in various Appeal/Disciplinary Bodies. He is a Fellow of various learned societies including the Institution of Engineering and Technology, Chartered Institute of Arbitrators, Hong Kong Institute of Arbitrators, Singapore Institute of Arbitrators and the Hong Kong Institute of Directors. He is also a Member of the Hong Kong Computer Society, Hong Kong Institution of Engineers, Hong Kong Corporate Counsel Association, Society of Construction Law, Intelligent Transport Systems, Hong Kong Mediation Council and an Associate member of the Royal Aeronautical Society. Christopher has also written many articles and books in areas such as Corporate Governance, Negotiation, Mediation, Arbitration, Intellectual Property, Domain Names Disputes and Ecommerce.
