HFC’S UNDER PRESSURE FOR GLOBAL REDUCTION
UNITED STATES• California adopted EPA SNAP HFC
phase out dates effective 1/1/19
• Proposed additional 2023 phase out date for residential a/c, 150 GWP limit for new commercial refrig. (> 50lbs, 2022), and sales ban on high-GWP HFCs (2022)
• NY proposing to adopt SNAP dates
• CT, MD committed to HFC phase out actions
• WA, VT introduced legislation to adopt SNAP phase out dates
CANADA
October 2017 Environment Canada prohibited use of HFCs:
• GWP >150 used in foams (2021), aerosols (2018), and domestic appliances (2025), new vehicle AC (2021)
• Various GWP limits for commercial refrigeration (2020)
• GWP>750 in chillers (2025)
• GWP>2200 in transport refrigeration (2025)
• Also adopted bulk HFC phasedown on Kigali schedule, 2019 start
MEXICO• Ratified Kigali Amendment—freeze on
HFC consumption 1/1/24
• HCFC-141b banned 1/1/17
LATIN AMERICA• HCFC-141b banned in Brazil 1/1/2020
EUROPEF-Gas Regulation, GWP prohibitions:
- GWP>150 in domestic refrig./freezers (2015)
- GWP>2,500 in stationary refrig. equip. (2020)
- GWP>150 in moveable room a/c (2020)
- GWP>150 in XPS foam (2020)
- GWP>150 in PU foam (2023)
- GWP>150 in aerosols, including technical (2018)
• Countries with HFC taxes in place: Denmark (2001), Norway (2003), Slovenia (2009), Spain (2014), France (2021). Countries considering HFC taxes: Poland and Sweden
• General phasedown of HFC consumption between 2015 and 2030. HFC quota scheme: 37% reduction in January 2018
• GWP>150 prohibited in new vehicle AC (2017)
AUSTRALIA• 2018, began phasedown of bulk
HFC imports.
UNITED KINGDOM
CHINA
SOUTH KOREA
JAPAN• HFC phaseout scheme by quota in 2019
• Target GWP limits:
- 750 in room a/c (2018)
- 750 in commercial a/c (2020)
- 1500 in condensing and refrig. unit (2025)
- 100 in cold storage (2019)
- 150 in mobile a/c (MY2023)
- 100 in PU residential foam (2020)
- 10 in dust blowers (2019)
• China still focusing on HCFC phaseout, executing HPMP stage II. Not funding high-GWP HFC to be alternatives for HCFC phaseout
• Ministry of Ecology and Environment working on Kigali approval
• Voluntary Green Guide (BRE), GWP must be <5
• 2016 implemented credit for replacement of HFCs in MACs

In Oct. 2016, the parties to the Montreal Protocol amended the treaty to add a schedule for global phasedown of HFCs called the Kigali Amendment (b/c it was agreed to in Kigali, Rwanda)
The Kigali Amendment does not automatically take effect in party countries.
Party countries must “ratify” the amendment by following their own domestic approval processes.
Already ratified by 85 countries!

FLUSHING OF A/C & REFRIGERATION CIRCUITS
The picture can't be displayed.
16
Circuit Flushing: Current Industry Practices
Flushing Practice Advantage Disadvantage
Purge with pressurized Nitrogen (N2) only
Cheap
Not effective as • N2 is a gas not solvent.• Can only push mechanical debris due to pressure- can push
contaminants to tight places-• Can’t dissolve and flush Oils- debris may be still glued with oil
to surface
Flush with Refrigerant (followed by pressurized N2)
Handy
Expensive
Not Effective as refrigerant in NOT a solvent. Low boiling point reduces efficacy of solvency.
Environmentally damaging
Flush with R141b (R11) (followed by pressurized N2)
Effective
Environmentally damaging
Illegal- R141b (HCFC) is banned for import for flushing application in Saudi Arabia
Expensive- Direct cost
Chances of counterfeit (due to ban) product
Not safe for technician
The picture can't be displayed.
