LANSING, Mich. — Among the armed pro-testers who rallied at the Michigan Capitol against Gov. Gretchen Whitmer’s coronavirus lockdown this past spring were some of the men now accused in stunning plots to kidnap her, storm the Capitol and start a “civil war.”
The revelation has sparked scrutiny of rallies that were orga-nized by conservative groups opposed to the Democratic governor’s orders and egged on by President Donald Trump. It has also prompted renewed calls from Dem-ocrats for a gun ban in the building — an effort that so far has failed even after they reported feel-ing threatened by rifle-carrying protesters who entered the Statehouse.
At least one man accused of aiding in the surveillance of Whit-mer’s home as part of the alleged scheme to kidnap her stood in the Senate gallery on April 30 as majority Republicans refused to extend an emergency declaration that was the underpinning of Whit-mer’s stay-at-home and other restrictions aimed at slowing the spread of the COVID-19 virus. “Several” of the 13 men arrested in the plots against the state govern-ment were seen at Capi-tol protests this year, the state attorney general’s office said.
A man whom the FBI identified in court papers as a leader in the alleged plot, Adam Fox, attend-ed an “American Patriot” pro-gun rights rally at the Capitol on June 18 to recruit members of anti-government paramilitary groups to attack the Statehouse, according to a federal complaint that cites a recording from a confidential informant.
“I’m not surprised — and anyone who is just hasn’t been paying attention,” Whitmer told The Associated Press by phone on Friday. There have been Republican lawmakers and at least one sheriff at the pro-tests, she said, “who fraternize with these domestic terror groups, who egg them on, who
encourage them, who use language that incites them. They too are com-plicit.”
Some of the men involved in the alleged plots were members and leaders of Wolver-ine Watchmen, which authorities described as “an anti-government, anti-law enforcement militia group.” Fed-eral authorities became aware in March about an initial plan by Wolverine Watchmen to target and kill police, according to court papers. Offi-cials have not indicated whether law enforce-ment monitored the anti-lockdown protests in April and May.
Such protests have attracted a range of people, including openly
armed Second Amend-ment backers and mem-bers of paramilitary groups dressed in tacti-cal gear — particularly early in the pandemic when some demonstra-tors displayed Confeder-ate flags, misogynistic anti-Whitmer signs and threatening images. GOP leaders have denounced such tactics while say-ing many people protest safely and responsibly.
The state’s Republican Senate majority leader, Mike Shirkey, “does not condone violence, does not embrace violence and has never advocated in support of violence,” spokeswoman Amber McCann said. “Like many politicians, he has spoken out when he dis-agreed with policy.”

KYIV, Ukraine (AP) — Belarus’ authoritar-ian president on Satur-day visited a prison to talk to opposition activ-ists, who have been jailed for challenging his re-election that was widely seen as manipu-lated and triggered two months of protests.
President Alexander Lukashenko spent more than four hours talk-ing to his jailed politi-cal foes at the Minsk prison that belongs to Belarus’ State Security Committee, which still goes under its Soviet-era name, KGB.
Lukashenko’s office said that “the goal of the president was to hear everyone’s opin-ion.” Among 11 jailed activists who attended the meeting were several members of the opposition’s Coor-dination Council and Viktor Babariko, the former head of a major Russia-owned bank. Babariko aspired to challenge Lukashenko but was barred from the race and remained in jail since his arrest in May on charges he dismissed as political.
Lukashenko’s land-slide re-election in the Aug. 9 vote was widely seen as manipulated amid widespread public frustration with the Belarusian leader’s 26-year authoritar-ian rule, his cavalier response to the corona-virus pandemic and the deteriorating economy.
A violent crackdown on peaceful demon-strators in the first days after the vote, in which thousands were arrested and hundreds were beaten by police, provoked international
outrage and helped swell protesters’ ranks.
The main opposi-tion challenger in the vote, Sviatlana Tsikha-nouskaya, who left for Lithuania after the election under pressure from authorities, cast Lukashenko’s visit to prison as a result of continuing demonstra-tions and urged keep-ing up a push for new elections.
“With this meeting, Lukashenko recognized the existence of politi-cal prisoners whom he previously dismissed as criminals,” she said in a statement. “Today’s event is a result of our pressure.”
The European Union and the United States said the election was neither free nor fair. They have slapped scores of Belarusian officials with sanctions for their role in the alleged vote-rigging and the crackdown on protests, but didn’t target Lukashenko himself.
EU members Poland and Lithuania have been especially outspo-ken in their support for Belarusian opposition politicians, leading to diplomatic tensions that have included Belarus’ government expelling Polish and Lithuanian diplomats. Those two countries responded by with-drawing their ambas-sadors to Minsk.
Late Friday, Britain temporarily recalled its ambassador to Belarus, Jacqueline Perkins, in response to the Belaru-sian government’s decision to expel the Polish and Lithuanian diplomats.

MOSCOW — Armenia and Azerbaijan agreed to a Russia-brokered cease-fire in Nagorno-Kara-bakh starting Saturday, but immediately accused each other of derailing the deal intended to end the worst outbreak of hostilities in the separat-ist region in more than a quarter-century.
The two sides traded blame for breaking the truce that took effect at noon (0800 GMT) with new attacks, and Azer-baijan’s top diplomat said the truce never entered force.
The cease-fire announcement came overnight after 10 hours of talks in Moscow spon-sored by Russian Foreign Minister Sergey Lavrov. The deal stipulated that the cease-fire should pave the way for talks on settling the conflict.
If the truce holds, it would mark a major diplomatic coup for Rus-sia, which has a security pact with Armenia but also cultivated warm ties with Azerbaijan. But the agreement was immedi-ately challenged by mutu-al claims of violations.
Minutes after the truce took force, the Armenian military accused Azerbai-jan of shelling the area near the town of Kapan in southeastern Armenia, killing one civilian. Azer-baijan’s Defense Ministry rejected the Armenian accusations as a “provo-cation.”
The Azerbaijani military, in turn, accused
Armenia of striking the Terter and Agdam regions of Azerbai-jan with missiles and then attempting to launch offensives in the Agdere-Terter and the Fizuli-Jabrail areas. Azer-baijan’s Foreign Minis-ter Jeyhun Bayramov charged that “conditions for implementing the humanitarian cease-fire are currently missing” amid the continuing Armenian shelling.
Armenia’s Defense Ministry denied any truce violations by the Armenian forces and said in the evening that the truce was “largely hold-ing” despite Azerbaijani “provocations,” to which the Armenian troops responded in kind.
The latest outburst of fighting between Azer-baijani and Armenian forces began Sept. 27 and left hundreds of people dead in the big-gest escalation of the decades-old conflict over Nagorno-Karabakh since a separatist war there ended in 1994. The region lies in Azerbaijan but has been under con-trol of ethnic Armenian forces backed by Arme-nia.
Since the start of the latest fighting, Armenia said it was open to a cease-fire, while Azerbai-jan insisted that it should be conditional on the Armenian forces’ with-drawal from Nagorno-Karabakh, arguing that the failure of interna-tional efforts to negotiate a political settlement left it no other choice but to resort to force.
The foreign ministers of Armenia and Azer-baijan signed the truce in Moscow after Rus-sian President Vladimir Putin had brokered it in a series of calls with President Ilham Aliyev of Azerbaijan and Arme-nia’s Prime Minister Nikol Pashinian.
Russia has co-sponsored peace talks on Nagorno-Karabakh together with the United States and France as co-chairs of the so-called Minsk Group, which is working under the aus-pices of the Organization for Security and Coop-eration in Europe. They haven’t produced any deal, leaving Azerbaijan increasingly exasperated.
Speaking in an address to the nation Friday hours before the cease-fire deal was reached, Aliyev insisted on Azerbaijan’s right to reclaim its territory by force after nearly three decades of international talks that “haven’t yield-ed an inch of progress.”
His aide, Hikmat Haji-yev, said that the Minsk Group must offer a con-crete plan for the Arme-nian forces’ withdrawal from Nagorno-Karabakh. “There will be no peace in the South Caucasus until the Armenian troops pull out from the occupied territories,” he said.
Fighting with heavy artillery, warplanes and drones has engulfed Nagorno-Karabakh, with both sides accusing each other of targeting resi-dential areas and civilian infrastructure.

CINCINNATI — With an eerily quiet and empty stadium plaza behind him, the tour guide tried to help people picture what they would have seen there more than 160 years earlier.
His audience of eight, all on foot, peered over masks at maps as he described hundreds of groceries, saloons, blacksmiths and 100,000 people living across two square miles — one of the pre-Civil War United States’ most congested areas. The area had an open secret then: It was filled with stations on the Underground Railroad for slaves trying to reach freedom. Today, they were walking those paths.
For so many Americans, this is a time of being cooped up, of being unable to interact with fellow humans and, in many cases, with the landscape itself. COVID-19 and its impact — more than 200,000 Americans dead — have kept many away
from air travel, cruise ships and crowded beaches.
Enter a decidedly unplugged alternative, a very concrete anti-dote to a suddenly more virtual life: the walking tour. Maybe not the most exciting outlet, but far better than being surrounded by the same four walls.
“Our mental health matters also, and it’s very important for us ... when we’re really feeling extremely alienated from each other and feeling trapped in our homes, to walk our streets, in the safest way possible,” said Rebecca Manski of Social Jus-tice Tours in New York City.
Such tours have picked up in popularity for people seeking outdoor social activity while maintaining health safety pre-cautions and staying in small groups. The Cincinnati walking tour, for example, was among several offered in recent months by the Cincinnati Reds Hall of Fame & Museum. The goal: to offset a pandemic-abbreviated baseball season that didn’t
allow fans in the ballpark. Normally, Bob Doherty, 61,
said, his family would have been inside the stadium that Sun-day afternoon, rooting for the Reds in their playoff-race game against the Chicago White Sox. The tour, which combined the roots of professional baseball and the city’s abolitionist his-tory, “is the next best thing,” he said. Others concurred.
“It’s refreshing to get out-side and be with family,” said Mack Doherty, 28. They were in a group of five including his father, his sister and her boyfriend. His girlfriend, Avery Helwig, 28, concurred: “So nice to get out.”
Manski’s New York group, like many tour companies, halt-ed in-person tours as the pan-demic took hold in March. She said the jarring sound of ambu-lance sirens as new COVID-19 victims were rushed to hospi-tals added to the obstacles of education-focused tours. Hers shifted quickly to virtual offer-
ings, and other groups have been offering small, private group tours or self-guided tours with audio and GPS informa-tion provided.
“It’s an interesting time to be in the travel industry,” said Riley Pearce, of Berkeley, Cali-fornia-based Backroads Tours. “Nobody knows what people are going to want, because people don’t really don’t know what they want yet.”
With pandemic worry reduc-ing participants on Backroads’ walking, hiking and bike tours by as much as 90% this year, they are rebuilding business with family- and private-group expeditions with a variety of approaches.
The Reds Hall of Fame Muse-um, in the city that pioneered professional baseball in 1869, has also done walking tours about the 1919 “Black Sox” World Series betting scandal and about the former River-front Stadium that hosted the “Big Red Machine” teams of
the 1970s. For fall, it’s launched “Brunch, Brews and Baseball” that includes a brewery tour.
But executive director Rick Walls said the nonprofit muse-um hasn’t been able to conduct popular ballpark tours or reap the visits and merchandise pur-chases by fans coming to games in the adjacent stadium.
“It’s been a pretty big hit,” Walls said. The museum couldn’t host its popular ballpark tours this summer, although they are resuming now that the Reds’ season has ended.
The museum has replaced in-person autograph sessions and discussions for its 5,000-strong membership base with Zoom calls with former Reds stars Walls said have “really stepped up” to help with free or dis-counted autographing of items for the museum to sell. Like other visitor-dependent busi-nesses, the museum is hoping for a normal 2021, but making contingency plans in case the pandemic continues.
