This information is only a guide and, as a homeowner, you must have a basic knowledge of plumbing systems to take on any installations or renovations. Other methods of installation may be acceptable; however, all installations must meet the most current requirements of the National Plumbing Code of Canada.

Permits and inspections The Province of Alberta’s Safety Codes Act Permit Regulation requires a plumbing permit to install, alter or add to a plumbing system. An active plumbing permit is required before any inspections can be booked. All plumbing installations and renovations must have a Town of High River plumbing and gas safety codes officer perform inspections as outlined in the Town’s Quality Management Plan (QMP).

Booking an inspection

• Calll the Town of High River’s Safety Codes Department at 403-603-3468 or e-mail inspection requests at [email protected] for all required inspection phases of construction.

• Call at least two working days in advance. • Access must be arranged by homeowner and someone 18 years or older must be present. • Appointments are not possible; inspections are available Monday & Wednesday. • Plumbing inspections are separate from the building and electrical permit inspections.

Rough Inspection

• All plumbing drainage and venting must be installed and complete. • Waterlines must be installed and connected to the rest of the water distribution system. • All drains, vents and waterlines must be properly supported. • The bathtub/shower valve must be installed.

Final Inspection • All fixtures and equipment must be installed and ready for use. • Temperature of water at the bathtub and shower must not exceed 49 degrees Celsius. • All piping designed for future fixtures must be sealed with an approved plug or cap. • Toilets must be provided with a shut off valve.

Low water use and fixtures Low water use fixtures are designed to use less water while maintaining the same level of performance as older fixtures. Faucets, shower heads and toilets are just a few examples of fixtures available in low water use models. The Town of High River’s Water Conservation Bylaw (see below) and the National Plumbing Code of Canada require all new homes and renovations that require a plumbing permit to have low water use fixtures in place. Town of High River Water Conservation Bylaw No. 4212/2008 - Low Flow Plumbing Fixtures

Low flow plumbing fixtures are encouraged as a conservation measure for existing residential and commercial CONSUMERS.

1. For the purposes of this section, Low Flow Plumbing Fixtures are defined as: (a) toilets having a total water usage of no greater than 1.6 US gallons or 6.0 litres per flush; (b) urinals having a total water usage of no greater than 1.0 US gallons or 3.8 litres per flush, but

does not include urinals which flush automatically after a period of elapsed time, regardless of the amount of water usage per flush;

(c) showerheads having a rate of water flow no greater than 2.5 US gallons or 9.5 litres per minute; (d) lavatory basin and kitchen sink faucets having a rate of water flow no greater than 2.2 US gallons

or 8.3 litres per minute; and (e) public restroom faucets having a total water flow of no greater than 0.5 US gallons or 1.8 litres

per minute. 2. Subsection 1. (c) will not be interpreted to prevent the installation of more than one valve in a shower

stall or bathroom. 3. Every Person responsible for the construction of:

(a) New residential construction, regardless of the number of dwelling units contained in a structure; (b) New industrial, commercial and institutional construction; and (c) Any renovation project regarding a residential, industrial, commercial or institutional structure

that requires a plumbing permit; Must ensure that all plumbing fixtures installed in that construction or renovation are Low Flow Plumbing Fixtures, as they are defined in this Section.

4. Water will not be used for any air conditioning or any other means of cooling subject to a written approval from the DIRECTOR.

Irrigation systems All irrigation systems in High River must be protected against cross connection; a testable device such as a double check valve assembly (DCVA) must be installed on the water supply. A plumbing permit must be obtained through the Town of High River and an inspection from a plumbing and gas safety codes officer is required. The installation of cross connection control devices must conform to B64.10.07 Selection and installation of backflow preventers/Maintenance and field testing of backflow preventers.
