Homelessness Data Capture - Output Specification

1. Introduction

1.1 Data that is held in the operational homelessness systems of the Scottish Councils is sent quarterly to the Scottish Government for use in its Homelessness Statistics (HL1) systems.

1.2 This document consolidates previous changes to the HL1 and details the HL1 return as at 00:01 on 1st July 2013. From this date onwards, the responses as contained in this document should be used.

1.3 This latest data specification is largely backwards-compatible with previous versions of the HL1. The changes in this document either:

Leave previous versions of questions unchanged Extend the range of responses which can be used to answer a question Delete options which are no longer available. Make subtle changes to response labels following legislative changes.

1.4 These changes are not retrospective. For example, if a case is at stage two (assessment) after 1 July 2013, but the stage 1 (application) was completed before then we are not expecting local authorities to revise the data in stage one. Similarly, if a case is at stage 3 (duty discharge) after 1 July 2013 but other stages were completed before then, we are not expecting local authorities to revise data in stages one and two.

3. File Format

3.1 This section describes the format of the export file containing HL1 data to be sent to the Scottish Government.

3.2 The file should be in comma separated variable length (CSV) format.

3.3 The file extension should end with “.txt” or “.csv” only.

5.1 Cases should be submitted in batches four times a year. Each batch should include cases for which one or more of the following stages has been completed:

Identification of associated applications:A requirement of the system is to provide the unique application reference of the last application made by an adult member of the household, if one exists. There should be a mechanism by which an operator can identify a previous application to associate with the current one. This will enable statistics to be published on the number of homeless households, as opposed to applications made. The Scottish Executive has no requirements as to how Councils’ homelessness software packages provide the mechanism, but a suggested method is described below.

If a previous application is identified that has at least one adult member of the presently applying applicant household in common the applications should be linked.

To identify such previous applications it is necessary to compare principal applicants and other adult members of households with all previous applications in the database. The criteria used for the search are enough of the following to satisfy the caseworker they are dealing with the same person: Surname, Forename, Middle Initial, Date of birth, National Insurance number, Aliases, Previous Addresses

If the search returns a match or matches i.e. a common adult between two applications, a linkage can be formed by storing the unique reference number of the most recent previous application in the current application record.

Two questions are asked and are then stored in two Boolean fields in the current record. • Are all adult members of both households the same? (yes/no) • Is the composition of children in both households the same? (yes/no)

If yes to both the above questions the current application represents a re-application by the same household.
