History The Fort Howard Company was founded in 1919 by Austin E. Cofrin, with backing by a handful of investors. Built on the west side of the Fox River in Green Bay, Wisconsin, the company takes its name from an 1800s military outpost located near the mouth of the Fox River. mergers, employee activities, and company philanthropy. Biographical information on the Cofrin

family and other company leaders is also present.

History

The Fort Howard Company was founded in 1919 by Austin E. Cofrin, with backing by a handful of

investors. Built on the west side of the Fox River in Green Bay, Wisconsin, the company takes its

name from an 1800s military outpost located near the mouth of the Fox River. The company was

dedicated to the mass manufacture of sanitary paper products (namely bath tissue, colored crepe, facial

tissue, and paper toweling in the early days). Their marketing strategy of “elegant yet affordable”

made Fort Howard’s products widely available to the majority of the population, including private,

business, and commercial sectors.

From the start, Fort Howard operated nearly self-sufficiently. It supplied many of its own needs that

would normally have been be purchased or contracted through outside sources. They created their

own power, they made some of their own chemicals, they maintained their own landfills, and they

built and serviced their own machines. They had an in-house graphic design department that designed

all artwork for their products and packaging.

In the 1930s, even before the shortages and rationing of World War II or mass public recycling, Fort

Howard began experimenting with utilizing recycled wastepaper for its products. It organized

collections of old phone books, newspapers, and office wastepaper from publishers, businesses and

government agencies. Within the next few decades, the company processed hundreds of thousands of

tons of wastepaper. Due to its self-sufficiency and its greatly reduced cost for raw materials, Fort

Howard began to dominate the world market for tissue products.

The aggressive success of Fort Howard is due in large part to founder Austin E. Cofrin, who put on no

airs and had the hard-work ethic of someone who had been working and supporting his family since

the age of 13. He walked to the mill each day, even in bad weather, and he always knew what was

going on with his workers and his machines. Not until 1960, when his health forced him to retire, did

he surrender control. His son, John Paige Cofrin, was named president. Not until John’s death in

1974 did the company fall outside of Cofrin family control, when Paul Schierl was named president

and CEO.

Fort Howard quickly became one of the largest employers in the Green Bay area. In 1971, common

stock was offered for sale for the first time, making the company publicly-owned. This move

precipitated the start of many expansions and acquisitions that would span the globe and the next three

decades.

In 1976, Fort Howard began construction of a second paper making and paper converting plant in

Muskogee, Oklahoma and, in 1986, a third in Rincon, Georgia. In 1980, it acquired the Sterling

Group in Manchester, England, another operation that utilized recycled paper for its products. The

U.K. acquisition made it possible for Fort Howard to expand its market abroad. Also in 1980, Fort

Howard acquired The Harmon Group, a wastepaper firm in New York. The Harmon Group supplied

Fort Howard with much of its raw material for tissue production.

Armed with ample suppliers of wastepaper, ample production facilities, and a wide share of the

world’s tissue market, Fort Howard expanded its product line for the first time beyond tissue

production. In 1983, it purchased Maryland Cup Corporation, which was then the country’s largest

manufacturer of disposable (or edible) food use products, which included paper and plastic cups,

drinking straws, plastic eating utensils, and ice cream cones. This acquisition further increased foreign

markets, as Maryland Cup maintained manufacturing operations in the U.K., the Netherlands, Canada,

and Japan. Another cup manufacturer, Lily Tulip, was acquired in 1986.

In 1987, stock shareholders voted to change the name of the Fort Howard Company to the Fort

Howard Corporation, unifying all aspects of operations at all locations under one umbrella. The Green

Bay location was designated as the corporation’s world headquarters.

The cup acquisitions, however, proved not to be as cost-effective or profitable as the paper-making

business, largely due to the inability to use waste materials for production. A differing work ethic at

those plants compared to Green Bay’s mill was also a factor, according to CEO Paul Schierl in Fort

Howard: A Retrospect [published ca. 1985]. In 1988, Fort Howard and investment banker Morgan

Stanley bought all public shares of stock, once again making the company privately-owned. The

company decided to focus their resources on the tissue production side of the business. In 1989, it

acquired Ecosource, an office wastepaper recovery facility in Green Bay, similar to their Harmon

facility in New York. The cup operations were then sold in 1989.

In 1994, Fort Howard opened a sales office in Monterrey, Mexico, from which they imported products

from the Muskogee mill for the Mexican market. The company went from private to public again in

1995, when it offered 25 million shares of stock for public sale. In 1996, Fort Howard and CIMIC

Holdings Ltd. (an international holding company) embarked on a joint venture in China, opening a

tissue manufacturing mill in Shanghai.

Perhaps the biggest change Fort Howard underwent was in 1997, when it merged with another Green

Bay paper mill, James River. James River was originally known as Northern Paper Mills, where

Austin E. Cofrin was working as a general superintendant in1918 before founding Fort Howard

Company. After 78 years of manufacturing under the Fort Howard name and label, the newly-merged

company called itself Fort James. Three years later, in 2000, Fort James was bought by another paper

manufacturer, Atlanta-based Georgia Pacific. Both Fort James and Georgia Pacific remained publicly-

owned until Koch Industries, Inc. purchased all shares in 2005, making the company a privately-held

subsidiary. It continues to operate under the Georgia Pacific name and management today (2010).

Throughout these expansions, acquisitions, and mergers, Fort Howard’s leadership underwent changes

as well. In 1984, Paul Schierl (president and CEO for the past decade) became Board Chairman and

Don DeMeuse became president. In 1992, Fort Howard reorganized its management. Don DeMeuse

became Chairman and Chief Executive Officer, Kathleen Hempel became Vice Chairman and Chief

Financial Officer, and Michael Riordan became President and Chief Operating Officer. When Don

DeMeuse retired in 1996, Michael Riordan succeeded him as President and Chief Executive Officer.

When Fort Howard and James River merged in 1997, James River CEO Miles Marsh became

chairman and CEO, and Michael Riordan became president and chief operating officer of the newly-

formed Fort James. Pete Correll was Chairman and CEO of Georgia Pacific at the time of the Fort

James buyout in 2000.

Fort Howard had always considered itself a leader in reducing its impact on the environment, even

before environmental regulations introduced in the 1970s and the passing of the U.S. Clean Water Act.

They re-captured and re-used their wastewater and any tissue fibers in it. They received FDA

approval for substituting a safe alternative to ozone-depleting CFCs in their manufacturing process.

They carefully monitored their emission control systems, and not only met governmental standards but

often exceeded them. They had on-site landfills. Their wastewater sludge was utilized by Grantech, a

Green Bay company that provided safe shipping containment for fertilizer and herbicide

manufacturers.

In 1990, Fort Howard won the Environmental Protection Agency Administrator’s Award for

Recycling Leadership. In 1991, it received the National Recycling Coalition Award for Recycling

Innovation, and the American Paper Institute’s Environmental and Energy Achievement Award. The

company had a big voice in many municipalities’ now-standard mandatory recycling programs.

The management and leaders of Fort Howard were largely responsible for the company’s favorable

climate and its reputation as being a great place to work. Although they were demanding of very high

standards in their workers, they also knew how to have fun. Tennis courts were a part of the mill

property in the early years. They held three and six-mile runs. They sponsored employee bus trips to

Milwaukee Brewer games. Throughout their history, they have had company teams or leagues for

basketball, football, softball, archery, trapshooting, bowling, golf, and volleyball. They sponsored

company picnics for workers and their families. Since 1989 they have sponsored United Way

campaigns at the company.

In the regions in which it operates, Fort Howard (and the Cofrin Family) was recognized as a leader in

philanthropy. The Fort Howard Foundation has donated millions of dollars in scholarships, grants,

and gifts to nonprofit and health organizations in the Green Bay, Savannah, and Muskogee areas.

Some of the many Green Bay area recipients include the Curative Rehabilitation Center, NEW

Community Clinic, Family Service Association, Children’s Hospital of Wisconsin, the University of

Notre Dame, the YMCA, the Weidner Center for the Performing Arts, the University of Wisconsin-

Green Bay, the Hmong Community Center, Syble Hopp School, Paul’s Pantry, the Green Bay

Symphony Orchestra, the National Law Enforcement Memorial Fund, and many more.

COFRIN FAMILY contains biographical materials on company founder, Austin E. Cofrin, his son

John Paige Cofrin (who assumed leadership of the company in 1960), as well as other Cofrin family

members.

HISTORICAL MATERIALS document the founding of the company in 1919 and important

milestones, such as their 50th

and 75th

anniversaries.

ADMINISTRATIVE RECORDS

Because these records are so vast, they are broken down into the sub-categories of:

1. Agreements and contracts for purchasing machinery, use and maintenance of railroad

track, contractor negotiations and fees, consignments, price agreements, employment

contracts, broker arrangements, and any other agreements requiring legal or written

documentation between Fort Howard and other businesses, railroads, or public utilities.

2. Buildings and machines includes timelines for construction and expansion of certain mill

buildings, as well as specifications provided to the company for the construction of mill

machines and equipment.

3. Correspondence mainly from 1924-1965 documenting daily business operations such as

shipments of goods, company expansion, price negotiations, credit lines extended to the

company, submission of brand names to the Federal Trade Commission, etc.

4. Executives contains biographical sketches, limited correspondence, and speeches by

company executives (mainly Paul Schierl and Don DeMeuse, but files are present for

Kathleen Hempel and Michael Riordan as well)

5. Governing documents include articles of incorporation, bylaws and their amendments.

6. Leases for various buildings in locations such as New York, Cleveland, Chicago,

Philadelphia and Green Bay.

7. Licenses to conduct business in other states, to use explosives, and for public storage

warehouses.

8. Legal documents, mainly 1926-1956, include memorandums of judgment, objections to

tax assessment, cancelled checks used as evidence, cremation certificate authorizing the

destruction of certain company records, attorney appointment, and Defence Production

Necessity Certificates.

9. Patents on machines and devices used exclusively by the Fort Howard Company (mostly

by Glenn Shaffer and Emil Hansen)

10. Reports published both internally and externally. Content varies greatly from annual

reports to a disaster recovery plan. Years are sporadic.

11. Stock mainly deals with early subscriptions for stock, stock escrow agreements, and stock

performance, but includes the offer of the company to purchase public stock in order to

privatize the company in 1988.

12. Subsidiaries/mergers/acquisitions includes press releases and news clippings, talking

points of executives, management and branding direction, letters to suppliers and

stockholders. Primarily documents the Fort Howard/James River merger in 1997.

EMPLOYEES and company happenings are well-documented in the employee newsletters. This

collection includes Our Own (1926 – 1948), Fort Howard Focus (1978-1997, focusing on all locations

of operation), Fort Share (1990-1993), and subsequent publications focusing on the original Green

Bay mill: Inside the Fort (1987-2000), Inside Green Bay West (2000 – 2001), and West Side Story

(2001-2004). In 2004, Georgia Pacific combined their former separate employee newsletters from its

Day Street and Broadway mills into a single newsletter entitled Pressing Issues. Holdings of Pressing

Issues span from 2004 – 2007. Sales and marketing also had its own newsletter, Fort Howard Paper

Man (1968-1978), The Bugle (1979 – 1981), and The Pick and Shovel (1974-1975). No newsletters

from the 1949-1977 time period were acquired.

The earliest newsletters from the 1920s and 1930s read more like a small-town newspaper, including

wedding and birth announcements, obituaries, poems, jokes, medical and safety advice, classified ads,

and cartoons. A Servicemen’s Edition was published in 1945, and lists of Fort Howard employees

serving in the armed forces (and their addresses) are included here. Video newsletters were produced

quarterly in the late 1980s and 1990s called The Fort Howard Report, which encompassed all mills

and reported news on products, machinery, financial standing, and any new initiatives.

A good representation of Fort Howard’s many products is housed within the PRODUCT SAMPLES,

PRODUCT PACKAGING, PRODUCT LITERATURE, AND ARTIFACTS portions of the

collection. They clearly reflect the era in which they were produced.

Napkin samples reflect colors and patterns that were popular during certain time periods, as well as

pop culture. Napkins feature cartoon, comic book, and movie characters (Batman, Smurfs, Casper the

Friendly Ghost, Wonder Woman, Transformers, Rambo, etc.) as well as popular toys of the day

(Cabbage Patch Kids, etc.)

Napkins also feature popular slogans (i.e. “Buckle Up – it’s our law,” “Hamm’s – the beer you’ve

been looking for,” “Warner Bros. – 75 years entertaining the world.”). The country’s many

restaurants, lounges, and bars that had their names, locations, and/or mottos printed on their napkins

are also well-represented.

Included are samples of early toilet paper on the roll (many are undated, but appear to be from the

1930s-1940s), some in their original packaging. Some rolls appear to document the capability and

performance of the particular machines on which they were produced; others showcase the original

artwork from the labels in which they were packaged. Popular art styles (i.e. art deco) during certain

time periods can be determined from these labels.

A large collection of napkins and placemats sport a variety of advertisements, sayings and designs.

These are not only representative of Fort Howard’s market reach (restaurants, manufacturers,

breweries, airlines, etc.), but also provide a glimpse into happenings within the company. Napkins

commemorate vice president Dan Quayle’s visit to Fort Howard in 1989, and document employee

activities and initiatives on quality, safety, recycling, etc. Napkins frequently feature the current

company logo.

Product samples also include paper toweling (no dates), wipers (1997-2009), and a scattering of

disposable plates and cups.

Packaging and labels for these products cover a more comprehensive time span than the product

samples themselves. They tout what was important to consumers during certain time periods, such as

whiteness, softness, recycled content, convenience, etc. All artwork was done in-house by Fort

Howard artists; progression from hand drawing to computerized graphic production is documented.

Ad reprints from 1957-1963 and 1982-1996, as well as sales support materials such as product

specification sheets depict the evolution of Fort Howard’s products and target markets.

COMMUNICATIONS DEPARTMENT records contain press releases (1967-1997) and news

clippings (1954-2005), as well as corporate standards and logos throughout the company’s history.

FINANCIAL RECORDS are present from the inception of the company in 1919 through when it was

Fort James, ending in 2000. They include statements and balance sheets (mainly 1920-1974), product

invoices, miscellaneous tax records (1930s – 1950s), and budgets for the building of the plant in

Muskogee, Oklahoma (1980s). The records also contain a large number of accounting volumes,

mainly general ledgers (1920s – 1980s), daybooks (1919 – 1970s), and asset account and depreciation

logs by department (1928 – 1973). The effect of World War II on the mill and production is

documented in the asset account and depreciation logs by department (war department and emergency

department).

PUBLICATIONS of the company mainly date from the 1980s and 1990s and include pieces

documenting company history (The Story of Paper and Fort Howard Paper Company, 1984; Fort

Howard: A Retrospect, 1995; The Maverick Spirit: Georgia Pacific at 75, 2001). Other publications

include annual reports from 1971-1987 and 1995-1996.

The AUDIO AND VISUAL materials, 1920-2009, include photographs, negatives, slides, compact

discs, videotapes, audiocassettes, and film.

Photographs, negatives, and slides document the company’s history of exterior and interior physical

plant construction. Machinery installation and operation are well-represented through all eras as well.

In addition, the collection contains candid & formal photographs of company executives and mill

employees. Employee photographs include special events such as banquets, conferences, trips, picnics,

awards and pictures used in the company newsletters. Aerial photos were taken regularly of the entire

Fort Howard property and date from the 1930s through the 1990s. These aerial photographs offer not

only a history of the physical plant changes over the years but also document the changing landscape

of the east and west side of Green Bay. Other areas covered in the photographs, negatives, and slides

include company products and four decades of visits by Fort Howard customers to the South

Broadway mill. Miscellaneous photos include shots at the company dock slip, dumping and sludge

grounds, fires and snowstorms, celebrity visits, etc. In addition to Green Bay location photos, there are

mill/employee photos of the corporation’s out of state mills. Collection contains framed portraits of

Austin E. Cofrin and John P. Cofrin as well as framed prints of company products, historic company

photos, etc. There are also collages of photos mounted on foam core that were used for exhibits and

various award plaques.

Compact Discs in the collection were burned on either a Mac (1997-2002) or a PC (2000-2009) and

are noted as such in the finding aid. The discs contain digital photos of employees, events, products,

and company buildings. The photos were used for company publications or special projects such as a

power point presentation.

Videotapes date from the late 1980s through early 2000s and are either formatted for VHS or Beta

(the finding aid denotes format for these videotapes). Contents of the videotape collection include The

Fort Howard Report (a quarterly company newsletter), banquets, meetings, award presentations, and

press conferences. Of special interest are tapes documenting the merger of Fort Howard and James

River in 1997 and Fort James and Georgia Pacific in 2001. Video presentations to employees

regarding change from public stock to private stock status in 1988 are also documented. Products are

showcased in advertising spots as well as in presentations for salespeople. Employee training videos

cover a wide range of company departments. In addition, there is video of mill tours and machinery

operation videos that document the fundamentals of plant operations.

Audiocassettes are limited in number and date from the late 1980s to late 1990s. Subject matter

includes conferences and product information. Two 8mm videocassettes are also in the collection and

deal with product and the Muskogee OK mill.

Film in this collection is both 16 and 35 mm and the subject matter is limited to company products.

ARTIFACTS included in the collection are plaques awarded to the company (ca. 1980s-2009), items

awarded to employees for years of service or sales achievements (silver bowl, Key Club key, lapel

pin), an athletic club scrapbook from 1929-1930, several product dispensers and holders (undated), a

ca. 1960s-1970s hard hat, and various merchandise with the company logo from ca. 1980s – 2007.
