showcase of Stanford University’s ar-chitectural history. The tall, stacked windows that span its textured stucco façade mark the campus’s transition from Richardsonian Romanesque de-sign to Beaux Arts formalism during the inter-war period. Daylight cascades through the windows into an indoor courtyard, providing an open environ-ment for the students of the building’s two resident design programs to meet and collaborate. But four years ago, things were very different.
First built in 1889 by the university’s original architects, Shepley, Rutan and Coolidge, modifications beginning in 1949 fundamentally altered the build-

ing’s character. A one-story structure replaced the courtyard, entombing the sandstone and stucco, with a basic masonry façade in place of the win-dows. The internal layout would be further complicated by the addition of second and third floors in 1962.
On May 22, Palo Alto Stanford Heritage, or PAST, is awarding a Pres-ervation Award to Cody Anderson Wasney Architects, the firm selected by Stanford in 2007 to recapture the building’s more historically signifi-cant design — namely, a layout con-sistent with that created in 1914, when John Bakewell Jr. and Arthur Brown Jr. would add the building’s south wing. The pair are best known for de-signing many of the university’s most distinctive structures between 1913 and 1941, including Hoover Tower, and were responsible for the Peterson building’s characteristic U-shape and stacked window faÁade.
“We give these awards to projects that exemplify the saving, preserva-tion and rehabilitation of older historic structures,” said Scott Smithwick, an associate at the firm and the president of PAST. Removing the third floor, and restoring the open atrium, the firm relied on the original building plans and worked closely with Santa Clara County’s historic preservation officer and the university’s historical experts, he said.
PAST has been awarding such acco-lades since 1996 as part of its annual centennial home celebrations. At this year’s event, owners of more than a dozen Palo Alto homes will be award-ed centennial plaques to mark the 100 years since their construction, while three other projects will be honored with Preservation Awards, including the former AME Zion Church on Ra-mona Street. PAST members Brian and Carolyn George will also be pre-sented with a lifetime achievement award to honor their longstanding commitment to historic preservation efforts in Palo Alto.
“In this day and age when so many people decide to tear down the old and build new structures, part of our mis-sion is to encourage the preservation
of older homes,” Smithwick said. Speaking at the event will be author
Inge S. Horton, who last year pub-lished a book chronicling the careers of 50 female architects who were ac-tive in 1890-1951 in the San Francisco Bay Area.
“Julia Morgan is perhaps the most well known, but she had a group of close-knit friends who were also women involved in architecture,” Smithwick said.
The lecture, entitled “Julia Mor-gan’s Cohorts,” will focus on these personalities. “This is a group of people that are often not paid much attention to. Hopefully, this will give them the recognition they deserve,” he said.
One 19th-century woman who is perhaps more widely recognized is Juana Briones, whose landmark 1844 home in Palo Alto has been subject to much public debate in recent years. The building’s current owners, who
have held the property since 1997, are set to demolish the home after a lengthy legal battle that has spanned 12 years.
“The house is one of the oldest structures left in the entire state,” Smithwick said.
In May last year, PAST success-fully campaigned to have the house declared one of 2010’s 11 most endan-gered historic places in the country by the National Trust for Historic Pres-ervation. But after a series of court hearings, the house is now set for demolition.
The organization’s commitment to preserving the historically significant components of buildings in the area has spurred the launch of its conven-tion/easement program. PAST’s first covenant was signed two years ago with the city for the protection of the children’s library. Members now per-form a yearly walk-through to inspect the maintenance of historic features
of the building. “More recently, the owners of a
home that is currently for sale asked us to become holders of a covenant that protects the outside and histor-ic character of the structure for the lifespan of the house,” Smithwick said. The mechanism is one that has already been used to preserve build-ings of historical significance across the country.
“This is a way for private owners who value the heritage and historical importance of their homes to protect them for as long as the house remains standing, and I hope that this is the first of many.”

T he new CalGreen building code came into effect Jan. 1, 2011. Why should you care? All new
construction (both commercial and residential) must completely comply with these new regulations. Many home-remodeling projects must also comply.
Getting a building permit will require extra steps in design plans, permit drawings and new construc-tion details that must be completed before a final inspection and occu-pancy can happen.
More energy efficiency, water-ma-terial conservation and environmen-tal controls will be required. Rather than getting upset about yet another state law, I try to look at what Cali-fornia is trying to achieve. Put very simplistically, our state government is trying to keep California from running out of water and energy, which would create a huge crisis for all of us. No one likes brown outs and water rationing, but in the future this could be avoided if we all start to comply.
The other thing we are running out of is dump space, caused by the demolition process during construc-tion. Requiring dumping to meet a certain percentage of recycling
is the only way to keep us from mak-ing our state a wasteland. We all know that California real estate is too valuable to become a trash heap.
Most local cities and towns have already adopted Build It Green’s checklist as a “measuring stick” for meeting these new requirements. While there is a lot of overlap be-tween BIG and LEED programs, Build It Green’s checklist was cre-ated specifically for residences and is not as complicated or costly as the LEED certification checklist and program. In my April 15, 2011, article I mentioned four of the new requirements, which included low-flow toilets to hit 1.28 gallons per flush, storm-water management on each home’s property, low-VOC paints and the elimination of wood-burning fireplaces.
There are a lot of other items in-cluded in this new CalGreen code that appear on Build It Green’s checklist. Here are a few of the high-
lights: 1. Fire sprinklers will be required
for the entire home if a remodel involves 50 percent or more of the home.
2. All new and replacement resi-dential guardrails need to be 42” high instead of 36”.
3. AFCI electrical outlets are re-quired in all habitable areas of the home, not just bedrooms. This may require some work at the electrical panel.
4. Framing for new walls and addi-tions cannot exceed 19 percent mois-ture level when Sheetrock is needed to be installed. Enclosing wet wood can cause mold and mildew prob-lems and it causes Sheetrock cracks and nail pops as the wood shrinks over time. You will probably notice more protection being provided for new framing lumber as it is deliv-ered to jobsites. Also there will be more plastic used to protect new framing from rain. There will also be more “down time” after framing is complete before insulation and Sheetrock are installed.
5. Bathroom exhaust fans will be required in every bathroom that has a shower or tub. Having a ventilating window in the bathroom used to be all that was required. I am excited about this requirement as an open window on a damp cold morning has never taken steam from showers out of a bathroom. Moldy bathrooms often exist because there is no ex-
haust fan.6. If you are adding a second story,
exiting from floors above the first floor has been revised to limit the maximum travel distance to 50 feet. This would apply to new basements as well.
7. Each construction permit re-quires a construction waste-man-agement plan in writing. At least 50 percent of the construction waste must be diverted from the landfill. Zanker Waste Management facility guarantees that 85 percent of the waste received is recycled. Forms must be used to prove how and when this diversion happened.
8. All new equipment included in a new home or remodel must have an owner’s operation and maintenance manual that is given to the home-owner. These must be observed by the building inspector at final in-spection. DESCRIPTION OF THE WORK: The work includes, but is not limited to: a two (2) story new Media Arts Center and a new two (2) story Classroom Building for complete and operational buildings. Bidding documents contain the full description of the work.

PREVAILING WAGE LAWS: The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents.
Palo Alto Unified School District will maintain a Labor Compliance Program (LCP) for the duration of this project. In bidding this project, the contractor warrants he/she is aware and will follow the Public Works Chapter of the California Labor Code comprised of Labor Code Sections 1720 – 1861. A copy of the District’s LCP is available for review at 25 Churchill Avenue, Building D, Palo Alto, CA 94306.
1. A pre-construction conference shall be conducted with the contractor or subcontractors to discuss federal and state labor law requirements applicable to the contract.
2. Project contractors and subcontracts shall maintain and furnish to the District, at a designated time, a certified copy of each payroll with a statement of compliance signed under penalty of perjury.
3. The District shall review and, if appropriate, audit payroll records to verify compliance with the Public Works Chapter of the Labor Code.
4. The District shall withhold contract payments if payroll records are delinquent or inadequate.
5. The District shall withhold contract payments as described in the LCP, including applicable penalties when the District and Labor Commissioner establish that underpayment of other violations has occurred.

Palo Alto Unified School District
Providers of mental health services are invited to submit a
proposal (RFP) addressing the provision of school-based
therapy for students in the Palo Alto Unified School District
grades K-5. The District is interested in receiving RFPs from
agencies or individuals who can provide collaborative support
to school site teams and promote student success.
Upon selection, the provider must have the capacity to pro-
vide services during the 2011-2012 school year. Therapists
will receive referrals from school personnel, work as members
of collaborative teams, provide individual and group therapy,
and provide education and support for families. The model
proposal must include a Licensed Marriage and Family Ther-
apist (MFT) or Licensed Clinical Social Worker (LCSW) as a
primary point of contact for the school: preferably managing
all intakes, assessment and caseloads. Provision of services
should include both responsive and preventative strategies
to support students attendance, well-being, personal, social
and academic success, and decrease disciplinary referrals.
Multi-modal approaches are encouraged.
The model could include a team of interns to provide individ-
ual, group, and family counseling. If interns are used, please
include specific information in the proposal about how their
supervision will be provided.
