Dated the Z{'becember, 2OLZ OFFICE MEMORANDUM of rates of Non-practicing Allowance (NpA) ln respect of Central Health Service Officers- recommendations of the 7th centrat pay commission. The Seventh Central Pay Commission has recommended that Non ' Practicing Allowance (NPA) should be paid at the rate of 20 percent of Basic Pay, subject to ,the condition that Basic pay + NpA should not exceed the average of Apex Level and the level of Cabinet Secretar5r. Consequent upon acceptance of recommendations of tJle Seventh Central pay Commission by the Government, the President is pleased to decide that tlle NpA shall now be paid at the rate of 2oo/o of tJ:e basic pay in tr:e revised pay "r*;;; 1o9," . blsed on the recommendations of the Seventh Central pay commission, as contained in t]1e ccs (Rp) Rules, 2016, subject to the condition tJ:at the sum of basic pay and NpA does not exceed Rs.. 2,gr,soo (Rupees two lakh thirfy seven thousand and five hundred only).The following , conditions shall regulate the grant of NpA under these orders: (i) The term "basic pay'in the revised pay structure shall mean 'basic pa5/ as defined in Rule 3(x) of ccs (Rp) Rules, 20!6, i.e., "basic pay" in revised pay structure means the pay d.rawn in the prescribed Level in tJ.e pay Matrix (ii) The NPA shall continue to be treated as pay for the purpose of computation of Dearness Allowance and other allowance, except those allowances in respect of which the applicable orders provide otherwise, including calculation of retirement benelits. Dearness Allowance under these orders shall mean dearness allowance as sanctioned by the Central Government from time to time in t].e 7tn pay commission-related pay structure. (iiil NPA shall continue to be restricted to those medical posts for which medical qualifications recognised under the Indian Medical Council Act, L956 or under ttre Dentist Act, tg48 have been prescribed as an essential qualification. The following onditions shall also be fulfilled as hitherto:_ (a} The post is a clinical one. (b)The post is a whole time post.
