Welcome to the last issue of Builder/Architect – South Carolina Upstate Edition for the year. I hope everyone enjoys the holiday season.

The feature for this issue is about interior detailing. Often what sets builders apart from their competition is the degree of attention they give to the finer details. Some of the elements covered include wall treatments, trims, ceiling fans, lighting, fireplaces, storage solutions, wine cellars, elevators and stairs.

My cover story in this issue is about Scott Lynch and Hollison Homes, LLC. The referrals and praise he receives from his homeowners is nothing short of spectacular. I spoke with one homeowner that was amazed with his continued follow-up years after the sale. Scott simply refers to his ongoing efforts to keep his clients satisfied as his “marketing department.” He is certainly in the home building business for the long term.

The next issue will focus on kitchens. This topic will include cabinetry, appliances, light-ing, flooring, plumbing and outdoor kitchens. The following issue will be about sustainable building practices. This “Building Green” issue will showcase green products and solutions for constructing homes.

It was the majestic weeping cherry tree that attracted Steve Greer to the lot he bought in the downtown Greenville’s Troxler Park neighborhood. Greer has the ability to know a good thing when he sees it. That’s why he chose Scott Lynch, owner and president of Hollison Homes, LLC, to build a custom home on the lot.

“Hollison Homes was recommended to us by a friend,” Greer said. “And the minute I met Scott, I knew he was going to be our builder. My wife, Tracy, and I had already been to an architect, so we brought the plans to Scott and he built our home exactly the way we wanted it. It’s awesome.” Now the Greers live in a gracious five-bedroom, 4.5-bath, 3,700-square-foot, two-story

brick home with a screened porch on the back. They love how the house sits deep on the lot, which offers the couple, who have two children and one on the way, plenty of privacy and room to grow. From the large porch on the front of the house they can look at their weeping cherry, which went untouched.

“You hear stories about builders both good and bad,” Greer cautioned. “But we never had one issue. Scott was very gen-erous and understanding about changes during the process. And now, three years later, if something minor comes up, since I’m not handy, he contacts the subs who did the work and they take care of it.” Greer is just one of Hollison Homes’ many satisfied customers.

And satisfied customers are Hollison Homes’ stock in trade. It is his long-term commitment to his customers that has driven refer-rals since 1995, when Lynch entered the Greenville market. He established Hollison Homes in 2001 and continues a trend of qual-ity, performance and integrity by building a mixture of speculative and custom homes in some of the area’s nicest neighborhoods.

“I am fastidious about organization and personal attention to my customers,” Lynch stated. “The customer depends on me from the point of sale through warranty. Long-term commitment postclosing really means something to me. It is my advertising.” The major majority of Hollison Homes’ business comes from referral, and Lynch likes it that way. “If I have had a successful experience with a customer, typically he refers me to someone similar, with similar beliefs and values and needs, which in turn creates another positive relationship.”

When it comes to his speculative homes, Lynch and his wife, Michelle, make every decision from where the house will be located on the site to the color of the tile in the bathrooms to the hinges on the kitchen cabinets. But to a man who loves people and thrives on communicating effectively, the speculative process is a lonely one. “I think the real skill and the creative part,” Lynch said, “the art of custom-home building is really when someone

has a piece of land and wants you to build a home. The fun of it, which is much more work, is to build the house on paper first through the building contract, and then to construct the house together, making all the selections and handling all the issues that arise until the project is complete.”

That hunger for quality collaboration is part of what makes each Hollison Home as unique as the people who live in them. The ideal client is as eager to create a dream home as Lynch is. “Most of my clients want to work together with me and the various suppliers and vendors to get what they want. Typically, we have the same philosophy regarding life and relationships and because of that we can collaborate on creating the best possible product and meeting expectations.”

with all the details and appointments accentuating quality, but Lynch keeps expectations in check from the onset. “For most of my clients, money is an ob-ject,” he pointed out. “I prefer to focus on where the people want to spend their money, creating features that will en-hance their lifestyle: special play rooms for kids, special garage features for the woodworking hobbyist and gourmet kitchens with all types of high-end ap-pliances if that’s what they want.”

Lynch has developed a methodology that defines expectations from the

beginning of the process. For each customer, once the contract terms are completed, he customizes a manual “to let them know what selections are needed, at what time the decisions are needed and to whom to speak with.” By the time he involves his field manager, he has narrowed all the thousands of comments and questions, e-mails and thoughts into a concise package that can be used to finish the

house. Still, he visits each site very frequently, always acting as the point of contact for the customer.

Over the years, since Lynch moved to Greenville from Florida, he has watched the Greenville market grow along with his business and the businesses of his subcon-tractors. “We all started with very small operations,” he said. “We have been to-gether all these years and our philosophies coincide. We all appreciate consistency and have a long-term approach.

“It’s a team effort,” Lynch said. “I believe in partnering. We know each other’s expectations and parameters.

And we are able to create greater capacity through teamwork.” Lynch usually has about eight to 12 projects going at once. Sometimes several of those projects will be in the same neighborhood, with a spec home going in a few streets away from a custom project.

Lynch is most proud of the relation-ships he has created through his business. “It’s fun,” he said. “There is nothing better than the satisfaction of building someone’s home, of seeing my homeown-ers all over town and maintaining those relationships for years to come. They know they are always welcome to call with a concern or question or if they want to build another home. It really is a long term commitment.” ■

We are sometimes asked by members, “What did the Home Builders Association do for home builders at the State House this year? ” Well, this year there is no doubt that the HBA Government Relations Program generated a high rate of return for the home builders of our state! The following bills will have a positive impact on the home building industry, reduce regulatory/legal barriers for home builders and put more money in home builders’ pockets.

KEY ISSUES FOR HOME BUILDERSWORKERS’ COMP REFORM/SECOND INJURY FUND

After a five-year battle royal, the General Assembly finally passed a comprehen-sive workers’ comp reform package (S.332) in the last two days of the session. We came along way in those five years from not being able to get a Second Injury Fund re-form bill out of a house subcommittee to the passage by the General Assembly of a compre-hensive workers’ comp bill this year.

Gov. Mark Sanford honored the building industry by having the official bill signing ceremony at River Shoals, a new residential development outside Greenville, SC, in late June. The governor credited the momentum generated out of a workers’ comp rally held at the same housing development this spring as to the eventual passage of the bill.

The final bill contained all the key elements of reform that the business community had sought: the elimination of the Second Injury Fund, addressed the court cases (Brown v. Bi-Lo, Dodge, Tiller & Ellison), dealt with repetitive trauma and the 50% back rule, and tightened the fraud provisions. When implemented, this legislation should refocus our state’s workers’ comp program back to its original purpose, eliminate abuses of the system and stop the ever escalating double-digit pre-mium increases home builders have seen in recent years. This bill will pay

huge dividends to home builders for years to come!

ETHICS REFORMLast year the South Carolina Ethics

Commission handed down a ruling that stated a public official would have to resign his/her position if his/her employer’s com-pany came before the board/commission he/she was serving on. In response to this overzealous ethics commission decision, Rep. Alan Clemmons and Sen. Luke Rankin introduced legislation (H.3226) that would keep the current recusal laws in tact. The bill allows citizens with professional interest (builders, Realtors, engineers, etc.) to continue to serve on county councils, city councils, as well as boards and commissions, but required them to recuse themselves from voting on issues that impact their employers.

COASTAL INSURANCEAs expected, the General Assembly passed

the coastal insurance bill (H.3820). The core bill was the proposal of the South Carolina Insurance Department, based on recom-mendations made by Governor Sanford. In addition to tax incentives for making homes stronger and for insurers to offer coverage, the measure includes a grant program to help homeowners strengthen their homes. The bill also requires companies to give a 60-day notice before canceling an insurance policy, limits the advisory committee to four consumers, requires annual public hearing/report, requires a 90-day policy cancellation notice if the policy expiration date is during the hurricane season, codifies wind pool lines redrawn in March and adds a captive insurance provision. This bill will bring stability and increased capacity of the coastal insurance market.

ROADSAfter almost a year of meet ings, a

Legislative Audit Council report and hours of debating, SCDOT reform finally became

a reality (S.355). At the end, the reform bill gave the governor more power at the SCDOT by appointing the new transportation secre-tary, created a priority rating system for road projects and provided additional account-ability for tax dollar investments. However, the final bill has centralized SCDOT decision making and accountability. There is a fear that what we have gained in accountability, we may have lost in efficiency.

The good news this year was that SCDOT reform is now behind us; the bad news is that the house proposal to spend an additional $40 million/year over five years for roads was rejected. With the passage of SCDOT reform the excuse for not providing funding for new roads until after reform has been completed is now gone. New funding for road construction will be an emerg-ing issue in the 2008 legislative session — guaranteed!

To address the traffic congestion problems that are increasingly occurring around our state, Rep. Dwight Loftis had inserted into the state budget bill a proviso for $75,000 to do an initial traffic congestion study. The study will look at possible solutions such as lengthening turn lanes and traffic light coor-dination to minimize traffic congestion.

PORT EXPANSIONIt was a very bright year for the South

Carolina Ports Authority. Not only did they receive the federal permits to construct the new port access road in Charleston, but they also received $167.5 million from the legislature to help fund the road. Additional funding will come from federal sources. In addition, this spring Gov. Sanford worked out a deal with Georgia to pursue a joint state port development in Jasper County. The South Carolina Ports Authority will be in charge of the port development and is moving forward to secure the needed land. These actions should translate into contin-ued development in South Carolina in the coming years and strong growth for our home building industry.

DHEC BOARD APPOINTEESAfter some controversy, Gov. Sanford

withdrew his original nominee and nomi-nated Paul “Bo” Aughtry, a Greenville developer, to be the next DHEC board chair who the General Assembly later confirmed. The governor also nominated Dr. David Mitchell of Spartanburg to fill Bo Aughtry’s Fourth Congressional open seat. Edwin Cooper III was nominated to retain his First Congressional District seat on the DHEC board. The election of these individu-als returns balance and impartiality to the DHEC Board.

BUILDING CODESThe Building Codes bill (S.504) spon-

sored by Senators Gregory and Leatherman would ensure that the approval of the International Residential Code (IRC) and the modifications to the IRC building code follow the same path to approval and become effective on the same date, and that emer-gency changes to the code could be made within the three-year building code cycle. This bill will ensure that our industry avoids mass confusion by requiring that all building code changes occur at one time.

AFFORDABLE HOUSING TRUST FUND

The “William C. Mescher Local Housing Trust Fund Enabling Act” (H.3509), sponsored

by Rep. Harold Mitchell, passed this session. The new law will bring clarity, accountabil-ity and uniformity to local governments in regard to the development of local housing trust funds. It also restricts local govern-ments from creating new taxes to fund these housing trusts. Given the increasing need for affordable workforce hous-ing in our state, this is a step in the right direction.

IMMIGRATIONThe General Assembly spent a fair amount

of time debating immigration legislation this year. However, the complexity of building a state immigration enforcement structure within a federal system and the promise of pending federal action resulted in no legislation passing. With the failure at the national level early this summer, immigration legislation will be back on the front burner for the 2008 legis-lative session.

SEPTIC TANKS/SEWERSThe Septic Tank bill (H.3373), sponsored

by Representatives Duncan and Pitts, will streamline the permitting of septic tanks and require DHEC to explore alternative systems for lots that will not “perk.” The home builder-friendly bill reduces the per-cent of septic tank inspections that DHEC is required to perform from 100% to no less than 3% annually, sets up a certification

program for septic tank installers so they can certify their own work without DHEC inspections and ensures that unscrupulous developers can’t sell lots to homeowners that will not perk and tarnish the reputation of our industry.

In addition, DHEC regulations to raise the septic tank fees passed the General Assembly. The funds will be used exclu-sively to hire new DHEC inspectors across the state. Many of the smaller counties now have to share inspectors with their neighboring counties, thereby extending the turn-around time for septic tank in-stallations. As a result, we should see the turn-around time for inspections improve significantly.

A new law (H.3115) sponsored by Rep. Pinson will allow a special purpose district, which only provides sewage collection and disposal, to use any method of financing authorized by law for the construction of sewer lateral collection lines within the special purpose district. The legislation was focused on providing sewer service to the Lake Greenwood area where septic tanks have been problematic.

IMPACT FEESAlthough we were successful in stopping

the only bill (S.107) that was introduced to liberalize the impact fee law, impact fees were still a popular topic. They are of great interest to local government officials in fast-growing counties. While we con-tinue to oppose changes in the state impact fee law, we did work with Rep. Mick Mulvaney on legislation (H. 4260) to improve the special tax assessment district law, which may provide some relief to fast-growing counties and ease the cry for impact fees.

INCLUSIONARY ZONINGLegislation was introduced in the House

(H.3904) to require inclusionary zoning (% of units priced under market rate) in residen-tial developments. Due to opposition by the HBA and the Realtors Association, the bill did not move this session.

PRIORITY INVESTMENT ACTAfter failing to pass for the last two

years, Rep. Hagood’s Priority Investment Act (S.266) finally passed this year. The bill that passed only suggested to local planning officials that they coordinate their planning activities, where the original bill

had mandated it. There is nothing in the bill that local governments can’t do already, if they want to. The lack of planning has been a detriment to the home building industry in some areas. Hopefully, this bill will be implemented to streamline the planning process.

RESTRICTIVE COVENANTSLate in the session an amendment was

added to the abandoned mobile home bill that was interpreted by some county officials to mean that they would have to review all permits for restrictive covenants prior to issuance of a permit. Working with Sen. McConnell and the Association of Counties, we were able to attach corrective language to the Cemetery bill (S.65). Quick action al-leviated county officials’ fears. This in turn ensured that the permit process would continue to operate smoothly.

PROPERTY TAX REFORMThe General Assembly passed the “prop-

erty tax clean-up bill” (S.367) for last year’s property tax reform bill. There is a provision in the bill that allows counties to put new homes on the tax book sooner and, in turn, start collecting property taxes quicker. The bill will help fast-growing counties in several ways, including improving their cash flow to meet the demands for new infrastructure.

GREEN BUILDINGIn the waning days of the session, a

provision to provide tax credits to builder/developers who build “green/environmentally sensitive” houses to the LEED or Earthcraft standards was added to a job development credit bill. Since no “green house” bill had ever been previously introduced, there was no oppor-tunity to vet the issue. The concept was well received, so we expect to introduce a more comprehensive bill next session

Thanks to the efforts of our HBA members, our volunteer leaders and local HBA EOs, we proved once again that as a group we can accomplish what as individuals we can’t. The results from this year clearly demonstrate that the General Assembly heard you loud and clear. You made a difference!

HBA OF GREENVILLE NAMES DEY EXECUTIVE VICE PRESIDENT

Michael Dey has been named execu-tive vice president of the Home Builders Association of Greenville, responsible for day-to-day management of the 675-member trade organization.

Dey comes to Greenville from Columbia where he was president of Michael Dey Public Relations, a government affairs consulting firm that represented numerous clients before local, state and federal governments on a variety of issues including real estate development, environmental, health care and recreation.

A graduate of the University of South Carolina School of Journalism, Dey also has been a lobbyist with the Home Builders Association of South Carolina and the South Carolina Association of Realtors. In addition, he has held government affairs positions with

home builders associations in Atlanta and Winston-Salem, and the Winston-Salem Association of Realtors.

“I am excited about the opportunity to work with the leadership and mem-bers of the Home Builders Association of Greenville to advance the work of home builders in the community,” Dey said. “HBA of Greenville has a history of strong community service, and its work in pro-moting professional business practices in the building industry and high-quality, af-fordable housing is important to ensuring Greenville citizens have the opportunity to own a home that meets their needs. My goal is to work with home builders to grow the association to its full potential.”

BRADEY NAMED SPARTANBURG EXECUTIVE OFFICER

The Home Builders Association of Greater Spartanburg has named Jennifer Bradey as their new executive officer. Bradey is a native of Spartanburg and returns to South Carolina after more than four years in Washington, DC. Bradey was the Manager of Political and Legislative Activities for the National Rifle Association Institute for Legislative Action’s Grassroots Division, which has

ranked as the best grassroots lobbying organization by national magazines such as National Journal and Fortune magazine. While in DC, she was also an executive member for South Carolina on the Taste of the South charity event, an event in DC that profited over $300,000 annually for Southern charities. Taste of the South was reported by the Washington Post news-paper as the most popular social event of the year.

Bradey is a graduate of Converse College with a Bachelor of Arts, double-majoring in politics and history. She is a former chair of the Converse College Republicans and vice chair of Spartanburg County Young Republicans.

DILLARD-JONES BUILDERS ANNOUNCES NEXT SOUTHERN LIVING TOUR HOME

Dillard-Jones Builders, LLC has an-nounced that its next Southern Living Builder Member Tour Home will open in 2008 in Tuscany Falls, a planned community off Scuffletown Road in Greenville.
