It looks like fall is in the air, school is
back in session, trees are starting to
turn and budget time is in full swing
around the Village Hall.
So what’s been happening around
Village Hall since our last newsletter?
• We have added a wall and windows
to the lobby area where you pay
your water bill and taxes. See the
next page for more information.
• We continue to negotiate with de-
velopers on various projects around
the Village and hope share some
details in the very near future.
• The Village Trustees and our director
of Public Works are learning about
the recently purchased iPads and
the benefits associated with them.
Not only are there cost savings in
paper and ink, they also provide
email capabilities and reduce or
eliminate the risk of personal com-
puters being subject to open meet-
ing records requests. Other benefits
include having access to the ever
changing ordinances, our water,
sewer, zoning maps along with inter-
net capabilities (each trustee with
WI –FI is paying the monthly cost).
• Discussions are ongoing for our ani-
mal control contract.
• We have signed our contract with
the Central Racine County Health
Dept. Added services provided will
include a minimum of once a year
inspections of all premises that serve
and sell food to the public and the
addition of an environmental ex-
pert as it relates to health, i.e. lead
paint, etc.
• The planning commission is in the
midst of preparing “Forum of the Fu-
ture” which will be focused on gain-
ing input from our major employers
in UG as they begin to evaluate the
needs of our community. Keep an
eye out for further information on
the village website and newspaper.
• Continued discussion with the State
of WI to address the Hwy 45 and 11
intersections to be rebuilt to accom-
modate the increasing traffic and
constant replacement of traffic sig-
nals. We have heard now that the
project is not moving forward until
2019. Maybe call anyone you know
at the State Capital and plead our
case for moving this date up.
• Jill Koop has officially taken over as
Clerk-Treasurer for the Village as of
September 1, 2012.
• Jan Winget officially retires as of
September 30th, 2012. But breathe
a sigh of relief (I know we are) as
she has agreed to stay on as need-
ed for upcoming elections, bud-
gets and audits in 2013.
• Roberta Campbell is our new Dep-
uty Clerk, make sure you stop by
and say hello.
• You will also be seeing some up-
dates on the fire station including
some new doors, windows etc.

Committee, Piggly Wiggly, Community State Bank for
all their work on the best ever Super Saturday, Union
Grove’s Got Talent and the 5K Run, the Kiwanis Club
for once again sponsoring its annual “Rain Dance” for
the good of the farmers and yards. Seriously though,
through the efforts and countless volunteer hours of
these and so many other events our community of
Union Grove continues to be a “Growing Community
with Small Town Charm.”

NEW LOOK AT THE MUNICIPAL CENTER
The first thing you will notice when you come up the stairs
or off of the elevator is a new wall that was installed. Af-
ter lengthy discussions on security and privacy it was de-
termined that we needed to enclose the area where our
deputy clerk is stationed. Since the building is used by many
different groups after hours and over the weekend, we
felt it would be best to have our front office be enclosed
because of court information, Juvenile information, office
equipment, etc. This may be a new look, but we have the
same great service we offer you on every visit!

Book Discussion Group: Attention
book lovers! Do you like to discuss
books with other avid readers? Li-
brary staff will select a “book of the month”, and we
will meet to discuss our ideas, interpretations, and
opinions of the selected book. Stop by the circula-
tion desk to register one month prior to the discussion
to allow time for checking out and reading the book.
Group meetings are scheduled for Monday evenings
from 6:30-8 p.m. Pre-registration is required.

Crafter’s Group: This group meets every second and
fourth Saturday of the month at 9:30 a.m. All types of
crafts and crafting levels welcome. Bring your unique
project, no matter what stage it’s in, to the library and

Children’s Programming
Preschool Story Time will be held Tuesday mornings at
10:00 am, Oct. 2, 9, 16. This program is designed for chil-
dren 2-4 with an adult/caregiver Preschool Story Time in-
cludes simple stories,songs, finger plays, and movement
for the “active” set. Pre-registration is not required.
Snuggle Bugs Story Time will be held Wednesday morn-
ings at 10:00 am, Oct. 3, 10, 17. This program is designed
for pre-walkers (crawlers & those not yet comfortable
being totally vertical) with a parent or caregiver. This
interactive story time includes stories, songs, bounces
and other movement activities to be done with a par-
ent or caregiver. Pre-registration is not required.
After School Story Time will be held Thursday after-
noons at 4:00 pm, Oct. 4, 11,18th. This program is for
children in Kindergarten - 4th grade with an adult (no
drop offs please). This story time includes stories, songs
and crafts. Pre-registration not required.
Family Story Times: The second Thursday of the month
at 6:30 pm, Oct. 11 and Nov. 8, join Ms. Kathy for Fam-
ily Story Time. These sessions are for any age and any
number of family members. This “intergenerational sto-
ry hour” meets the needs of traditional and extended
families. Families gather at the library for stories, songs,
crafts, and fun. Pre-registration is required.
Make-N-Take: Every Friday between 10:00 am and 2:00
pm, stop in with your preschooler and make a super
simple, self-directed art project for free! Supplies and
directions are provided. Registration not required.

HOLIDAY HOURS
The Community Development Authority (CDA) has
had a busy and productive summer. We have been
brainstorming, surveying and planning. Here is what
we came up with, a Rent Assistance grant program of-
fered to qualifying new business startups interested in
opening on Main Street to fill our vacant storefronts. So
far we have had more than 5 businesses apply for this
program. The CDA has recapitalized the Facade/Rent
Assistance Grant Program in the amount of $50,000.00.
We feel having this amount available will help us assist
several more businesses. This was recapitalized from
the TID 4 funds.
We also put out a shopping survey online, compiled
the data and released it to our present businesses, to
help them grow. We hope to aide our existing busi-
nesses while inspiring new enterprise in our community.
Please come downtown and visit our businesses and
our ongoing farmers market. The Farmers Market is run-
ning every Tuesday 3pm to 7pm through October 16.

TINY TOT TUMBLING – ages 18 Mons. to 6 yr old: Classes
held every other Wednesday at the Village Hall – cost
is $60 per child. Classes run Oct 10th – Dec 12th. Next
session will start in January with signups in December.
Watch the village website for winter registrations.
ADULT WALKING PROGRAM: Starts back up again in
November running till the first of April. Adults are wel-
come to sign up at the Village Hall any time before
hand. The program will be held at the UG high school.
You are welcome to walk the halls before school starts
from 5:15-7am, when school is in session (when school
is closed, no walking is allowed).
BASKETBALL: Sign up will be held at
the Village Hall from 10-1 on Octo-
ber 20th for kids in Kind. to 8th grade.
Cost is $60 per child. Games and
practices will be held on Saturdays
from Dec-March. Look for the sign up
at the local schools, village website
and the Village Hall will allow sign
ups during the month of October.
A thank you to all of our soccer coaches for helping
us out this season... without them we would not have
a program! This season’s turn out has been great with
300 kids in the program and growing. Everyone is wel-

grams and hear how well they are run and how much

We all shop for groceries, sometimes two or three times
a week –- or more. Now turn those shopping trips into
easy cash for your school, and encourage friends to do
the same! Just look for the Box Tops logo on hundreds of
products like Cheerios®, Hamburger Helper® and Kleen-
ex®, in almost every aisle of the store. All you need to do
is clip and send them to your school’s Box Tops coordi-
nator —- each one is worth 10¢ for your school.
Please look for box top locations at participating busi-
nesses in the Union Grove area (coming soon), or con-
tact Karin Kirchmeier with the Union Grove Elementary

will be happy to pick them up at a location near you.

RUMMAGE SALE SIGNS: Garage/Rummage sale signs
cannot be on any poles, public property or parkways
within the Village limits. If they are they will be removed
and thrown away by the Village. You can only put ga-
rage/rummage sale signs on personal property with
permission from the property owner.
RECYCLING: When setting out your recycling please be
sure that you have it bagged or covered so that your
recycling is not being blown all over the neighborhood
if it becomes windy. We have had many complaints re-
garding people’s recycling ending up in other people’s
yards. Please be courteous and be sure everything is
secured.
DONATION OPPORTUNITIES: There are so many opportu-
nities to have your name or the names of family mem-
bers go down in History in Union Grove. Currently our
Parks System is looking and accepting donations of the
following items:

• Park Event Signs at Village Square or School Yard

• Bleachers at School Yard Park

VILLAGE TIDBITS
Fall is here and I hope everyone had a great summer.
The leaves are falling now and we are working very
hard on leaf collection. Please remember we have
several miles of streets to clean-up. When you do blow
your leaves into the street please be sure to push them
up against the curb and not in the middle of the street.
With the onset of fall, certainly winter will follow! While
tuning up your snow blower please remember not to
blow your snow from your driveway or your sidewalks
into the street. Our crews work extremely hard to keep
our streets snow free and it is very difficult for them to
have to go back and redo a street especially after
working such long hours during snow storms. Please be
considerate.
Sec. 90-2. Snow and ice removal.
(a) Village responsibility. The department of public
works will be responsible for the removal of snow and
ice from the street.
(b) Responsibility of owners and occupants. The own-
er, occupant or person in charge of each and every
building or structure or unoccupied lot in the village
fronting or abutting any street shall clean, or cause to
be cleaned, the sidewalk in front of or adjoining such
home, building, or unoccupied lot, as the case may be,
of snow or ice to the width of such sidewalk within 24
hours after the end of the snowfall. If snow or ice is not
cleared, the village will clear the sidewalk. The owner,
occupant, or person in charge shall be sent a state-
ment for the actual labor cost of removal by the village.
Any snow or ice clearance charge that is unpaid by the
due date set forth in the statement shall be delinquent
and shall be collected via the benefited parcel’s next
tax bill as a special charge, under Wis. Stats. §66.0627.

Have 2 Ways Out’ is the theme of this year’s Fire Pre-
vention Week, October 7-13, 2012. With preplanning
for escape, it is fitting that we think about preplanning
for many activities you will be doing soon that could
become quite dangerous very quickly.
As always, check smoke alarms, put in new
batteries, test the device, be sure you have
purchased and installed a carbon monox-
ide detector and discuss your escape plan
with family members should a fire start. Pre-
planning and practice helps reduce panic
and helps to ensure everyone’s safety.
The very, very dry summer not only instituted a burn
ban, but now as leaves fall, gardens die off and yards
are prepared for winter, I must urge the serious prep
needed should you start a burn area. Please have
water available, tend to the fire at all times, check
wind direction and speed, and check our burn ordi-
nances by going the Village website. When you are
done, douse out all embers and even cover with dirt
as we had several calls this past summer for fires that
rekindled, some even a day later.
With children back to school, redouble your alertness
to their potential errors of running into the street, not
looking both ways or just not being attentive to their
surroundings.
Home fires are always more prevalent in win-
ter than any other season. It is important to
be extra vigilant with holiday decorations,
cooking for gatherings, winter storm power
outages and how we deal with them, espe-
cially with light and heat, alternative heat-
ing sources, and my biggest scare, the use
of home candles.
So as we urge you to plan ahead for emergencies
and educate your sons and daughters on fire safety
and prevention, visit some fire prevention websites for
several helpful hints and suggestions such as www.
usfa.fema.gov/citizens/home_fire_prev/index.shtm or
simply type ‘fire prevention tips’. Try to enjoy all that
Wisconsin fall and winter bring to us. Please be fire safe
and accident vigilant.

MESSAGE FROM FIRE CHIEF CZERNIAK
WHEN – Before you start your project is when you should
obtain your permit. This gives you the opportunity to ask
questions and discover if the project will run into code
problems.
WHAT – BUILDING PERMIT – Most items that change the
shape and finishes would require building permits. This
includes but is not limited to residing, reroofing, addi-
tions, decks, swimming pools, sheds, garages, porches,
finished basements, driveways, furnace replacements,
A/C units, adding water softeners, roof pitch changes,
fences, changing grade of the lot, adding a pond, ad-
ditions, new buildings and interior remodeling.
ZONING PERMIT – If you change the exterior size or
shape of a building, or add a new building a zoning
permit application is needed to review setbacks.
EROSION PERMIT – Typically with projects that need to
excavate soils an erosion permit is also required to track
and record that activity to satisfy DNR regulations
ELECTRIC, PLUMBING and HVAC (heating ventilations
& Air conditioning) – These permit requirements kick in
when affecting those items.
All permit applications can be printed off the Village’s
Website at www.uniongrove.net.

schedule inspection or ask questions and schedule ap-
pointments for permits. To minimize inconveniences he
can schedule appointments after 4 pm and on Satur-
days to avoid time off of work.
WHEN DO YOU NEED A PERMIT?
If you are thinking of registering to vote in the upcoming Presidential Election, we strongly
urge you to come into the Municipal Office at your earliest convenience to register. We
anticipate long lines for registration the day of the election. Our offices are open Mon-
day – Friday 8:00 a.m. to 4:30 p.m. and you are welcome to come in at any time during
those hours to register. Please be sure you bring along proof of residency in the form of
a Driver’s License or Utility Bill with your name and address on it. If you have a Driver’s
License we will need your number off of your License. If you have any questions, please
feel free to contact the Village Municipal Center at 262-878-1818.
EARLY VOTER REGISTRATION
The Village of Union Grove would like to welcome Lar-
issa Gallagher to the Library Board and Chris Gallagher
to the Plan Commission. The Gallagher’s just moved to
Union Grove and wanted to become active in their
community. Thank you for offering up your services, we
look forward to working with you both.
There are still vacancies on the Zoning Board of Ap-
peals, Park and Recreation and the Community De-
velopment Authority. If you are interested in getting
involved in your community, please stop down at the

win 100,000 grant if we win this contest. Each Household
can earn rewards for Magazine subscriptions,discounts
on products,entertainment and gift cards.
All you have to do is recycle once a week report it to
www.recyclebank.com/greenchoices. (No computer
you can call 1-888-727-2978 option 1.)

Here are some of the details:
• Contest will run from July 1, 2012 through December
31, 2012
• Residents must create a Recyclebank.com account
and link Home Recycling earn opportunity.
• Residents must self-report
once per month to be
counted in monthly com-
munity participation.
Winning Criteria:
• A community’s participation score in a given month
is determined by the percentage of households in
the community self-reporting their recycling in that
month. A community’s standing at any point in the
challenge is determined by the average of the com-
pleted months’ participation scores.
• Members can earn 10 points for every time they re-
port their recycling activity
• Members reporting more than once earn more
points, but reporting more than once does not count
