SCHOOLS
Schools start new year with new superintendent •w JULIF i invn -By JUUE BOYD of th» Potomac Newt
When the school beil rings in Prince William County this fall there will be a few changes.
Thel9e7-88 school year will be U»e beginnii^ of a new superintendent s tenn — a first in six years
Edward KeUy was hired to replace Richard Johnson, who was nred by the School Board in December because of growing Jcontro-y e r s y s u r r o u n d i n g h i s administration. ^Keily was the top administrator
of the Little Rock, Ark., school system. His biggest battle in Littlf Rock was preparing for a desee^ gation order handed down by a f -eral judge.
In Prince William, Kelly may find his biggest challenge in trying to house the i pidly growing student population.
The student pofHilation is expected to hit 38,830 at the start (rf the scho(d yedr — a growth of nearly 1,000 students in one year.
Because of this tremendous growth, a $44.9-million bond refer-«idum to pay fat construction of a high school, a middle schocri, two elementary schools and an addition to Dumfries Elementary School wiU be before the voters Nov. 3.
The construction is only half of what the school administration says must be completed by 1991.
Within the county's boundaries are 35 elementary schools, nine middle schools and six high schools.
During the 1970s — the last pop-ulation surge in this area — school construction could not keep up with the demand for classroom space. Tlje boom was managed by putting the easton schools wi a year-round calendar wiUi alteraatmg periods ^ 45 days in the classnxnn and 15 days out.
The idea was phased out in 1981 and schools returned to a traditional caloidar.
Realignment of school boundaries IS an issue the School Boaixl faces more often than it would like because the chaiKes do not come without (Htiblems from parents.
At School Board meetings there will be new faces in the chairman and vice chairman seats. Oerard Cleary, who represents the Wood-bridge District, and Maureen Cad-digan, who represents the Wunfnes District, were dected by toe board to chairman and vice chairwoman July 1.
The School Board members are appomted by the Board of County Siqiervisors. They make policies govemuig the schools and stu-dmts.
Special programs Rka this one at Occoquan Elamwitary School maica laaming fuh
r«fe?2?^'5f^°IS5!L*i^P^ Pa«°ts may review agendas of on the first and third Wednesday of each meeting at the s S S ^ o m -evay month between September plex or at the meetiiw. The agen-and June.
Each meeting has a scheduled time for residents to sp^nk. Meet-iDjte take^placeat the Independent HiU A<&mnistratioo Cbmplez at ittOQJofdinRoad.
das are distributed to various esaployees and concerned groups and to the county libraries. Anyone wanting a coiqr shoidd call 791-8706.
Prince William School Board members are appointed by super
visors in July followinf the supo--visor eiectioas. In J t ^ 1988, all Schod Board members' terms will end.

A lot of history among From staff reports
As Northern Virginia's suburban s|M|awl transforms our communities and dogs local byways, it's easy to whizz past those stod^ roadside historical markos vnn nary a glance.
The pace is increasingly hectic. Devekoers divide and subdivide, unfamiliar buildings rise above old farm fldds, dost flies from construction sites, traffic thickens and
it's rush, rush, rush all the way to-work and back.
Amid the hustle-bustle, recalling a little local h^torv can bdp refresh modom residents' sense of idace, our bond with wiuit we call home.
After aU, Prince William County has a past it.should be proud of. So do ttie two dtiei within its boundaries, Manassas and Manassas Parte. Here, Wa«diington drank, Lincoln visited, Robert E. Lee schemed, soldiers died and thousands of ordinary people lived lives that stUl fascinate.
That history has made tourism a major local industry, one ttiat
brou^t $40 million into the county and its dties last year. And that sum doeni't include money spent by fdks vdM visit fn»n nearby Washington, Maryland or ViT^xdB communities.
Judging by their numbers, those visitors dwdl on Occoqtian's mil-ItowB heritage, Dumfries' rise and fall as a oolooial seaport and Manassas' Civil War battles. Forgot
ten is an epoch that came before, the story of peoaie settled liere king before the oHoaistB carved oi4 their Tidewater villages and fian-tations.
Recorded only l^ potsherds and proiectile points buriied in the dirt, that unwritten history still awaits the archaeologist's trowel.

Settlers followed, pushing back the Doegs and transforming what they viewed as a wilderness.
By 1731, the Virginia G^ieral Assembly had carved out a j u r i s t tion named IVince William, after the British king's son.
The new county, which shrank in later political deals, initially comprised the land encompassed today by Fairfax, Fauquier, Loudoun and Arlington counties. Its boundaries stretched from the Potomac south to the Rappahannock River and west to the Blue Ridge Mountains.
The county's existing limits were formed in 1748 by redivision of Stafford, Culpeper and Orange counties.
Even with today's shrunken boundaries, Prince William is the only county in the state that crosses all four of Vi^uiia's land ts pes - from Tidewater, through the Piedmont and Triassic terrain to the Appalachians.
Prince William County's first public buildings were constructed along an Occoquan River ferry landing owned by the George Ma-

A flour mill operated along the river fran 179» to 1984, producing about 150 barrels per day. The town ot Occoquan was founded in 1804 and incorporated in 1874, 46 years after one of Virginia's fir« cotton mills b^an (^)erating by the river.
Nathaniel Jenney built the cotton mill, which was destroyed by fire during the Civil War.
Settlement of what is now Wood-bridge began in 1653, whoi the first land patent established 3,000 acres from the Occoquan River to Neabsco Credc. From that tract, a 534-acre plantation was cut and became known as the George Mason plantati<».

Merchants and landowners aought to esUbiisli tiie lynni of Dumfries as early as 1740, but political Mdurinf iield off a duuter until 1748.
The town also served as the third county seat, one of five designated by the siiifting wtiims of ecooomics and populatioa. Woodbrktae and Cedar Run had the honor first, then Dumfries, followed by Brentsville and today, Manassas.
The court sat at Dumfries from 1760 until ino, r o i ^ y the poiod of the tobacco port's heyday. At its height, some say Dumfries' commerce rivaled that of Alexandria
Tradition has it that George Washington, among other prominent planters, dra£k, bought supplies and stayed overnight at » e town's taverns, stores and hostei-ries.
By 1800, however, silt from the poorly managed farms had clogged the creek and lulled Dumfries' seafaring liveHbood.
Still, the same waterways had given rise to great concon durii^ the Revolutionary War. ThoiKh die county was spared land battle, local militia were on constant watdi for attacks by foitish ships.
War came in full Uoom lo this land 90 years later, daru« llie War Between the Sates.
The Battle of First Manassas in 1861 was Uie Civfl War's first major land battle; F o u ^ for control ol the railroads through MOIMMUHW Junction, it dashed Union dreams of a speedy end to the rebellion.
A second. Moodier battle waged there 13 montlB later opened tlie way fw Robert B.liOe's invasioe of the North.
During the war, Uncoln visited ttM junctioa, as did Lee and Coo-federate President Jefferson Davis. The battles, and dieir visits, brought Manaasas fame that endures today. At the time, pillage, fire and kUlings dedmatodtiie duBty village.
The railroad junction, still recovering from wartime, became a town in 1873 and a city in 1978.
Once in Manassas, modera travelers may want to stretch their legs on a walking tour oitend by £ e Manassas aty MuMum, a pralea-sional trove of western Prince Wil-Bam memorabilia.
Four other local museums may also intrigue the historically minded:
• Manassas Mayor Edgar Rohr's antique«ar collection at Center and West streets, downtown. 368-6000.
• The visiter coitar at Manassas National Battlefield Park, it-s ^ one great big outdoor muBuem and the county's most popular toiuist attraction.
Inside, photographs and articles eiqilain UK battles which put Manassas and Bull Run on the map of American history. Outside, raiders, monuments and markers guide visitors across some of the park's 4.000 acres, die puxt com-pelling testimony to the mifitary maneuvers here. 754-7107.
• The Weotts-Botts Museimi in Dumfries, home of George Washington's first biographer and inventor of ttie apocryphal cherry-tree story. 221-3346.
• Occoquan's BfiU House Mu-suem, once home or office to die millers who ran die riverfront community's large mill complex from die 17S0B to die early iMOs. 494-7525. The first dass at the Agricuiturai Coleg^ in IManassas.

Art, music, theater groups offer creative outlets By MICHEt^.MAY •.<f the Potomac News
Prince William County's Cultural Arts Federation helps relieve artists of paperwork so they cao >pend their time creatively.
Actors, singers, artists, crafts-inen, writers, dancers and musicians who belong to non-profit tjroups in Prince William, Manas-as and Manassas Park may join. The federation helps provide
snem with publicity, liability insurance, technical direction and sometimes even funding.
Technical help comes in the form it bookings" at county school buildings, advice on sound or liyght iquipment, and occasional Aorkshops oh legal or financial matters. For examine, seminars n copyright laws, insurance needs
and taxes were held during the past year.
Our main job is to mamtain a low profile and support these groups," says Roger Maier, executive director for the federation.
The federation is governed by a 15-member board of directors:. Board members are usually county residents with an interest in promoting the arts m the Prince Wil-iiam area. Tbe board meets monthly to set policy and oversee projects in the works.
-Money comes from private corporations, state grants, county appropriations and annual dues. Members pay $35 annually in dues.
The Virginia Gena'al Assembly
. approved a two-year grant ot $30,-000 for the federation to use in restoring the 1837 Sudley Manor House to create offices, art displays, meeting space and a visitor's center. This project is proceeding well, Maier says.
Accordiik to Maier, am^er project to find "art space" m two oi the county's largest public buildings — the Judicial Center and the McCoart Administrati<m Center — bias also been successful.
"With puUic art space just now becoming a nati(MiaI trinid, we could be ahead of the game," Maier said.
Artists from the group take priority, but the displays also attract artists from much further away, he said.
Officers of the federation are: David Deitrick, president; Susie Moorstein, vice-i»«sident; Adele Hughitt, secretaiy and Becky Lilly, treasurer.
Here is a list (tf tbe non-profit organizations who are voting members of the federatioo. Most of them require annual dues or fees to be members. FMT laore information on these groups, call the federation at 3^«047:

The state is trying to put everyone on a five-year cycle, so that when you turn 90,35 and 40 you will automatically know to renew your license.
Learner's permit: If you are 15 years, eight months and one day old, you may ippl^f (or a learner's permit. Tbe permits are good (tir one year and cost $3.
