Force Multipliers
The Commission has issued several instructions, from time to time, on various measures to keep a watch on the polling process at Polling Stations to ensure conduct of free and fair elections. These measures include use of Micro Observers, Video/Still cameras and web casting. Based on the recommendations of Working Groups and the experience of the past elections, following consolidated instructions are issued in supersession of all existing instructions on Force Multipliers, including, among, others the instructions on the use of Micro Observers, Video/Still cameras and Web-Casting. It may be noted that all earlier instructions found applicable have been incorporated in these instructions.

CHAPTER I
INTRODUCTION
Force multiplication/multiplier is a term commonly used in armed forcesparlance; and refers to thoseattributeswhichwhenapplied toorutilizedbyagivenforce,makeitsimpactmuchhugerandalsomakesitmuchmoreeffective.Therefore,latestandeffectiveequipment,training,goodtransportlogistics,etc.,areconsideredforcemultipliersintheircase.
However,inelections,theCentralArmedPoliceForces(CAPF)areconsideredthe main force multipliers due to their perceived neutrality, superior traininganddiscipline, andexperienceof dealingwith very challenging situations, etc..With our population increasing at thedecadal growth rate of 17.64% (Census2011),itisleadingtoincreaseinthenumberofelectorseveryyear;andthiscallsforan increase in thenumberofpolling stationsalso.Withanestimatedvoterpopulation touchingalmost1billion in2025; thenumberofpolling stations inthe country is likely to cross 11 lakhs as compared to the 9.3 lakhs today. TheCommissionappreciatesthefactthatthemanpoweravailablewithCAPFislikelytoremainmoreorlessconstantanditisessentialthatcertainnon-CAPFmeasures,ashereinafterelaborated,areastutelydeployedaseffectiveforcemultipliersforcreatingaconduciveenvironmentforfree,fair,peacefulandparticipatoryconductofelections.
Basedonpastexperiences,advancementintechnology,andrecommendationsoftheinternaldeliberations,non-CAPFmeasuresarenowcategorizedinfollowingsixteencategories:
1. Technology – Use of Technology such asWebcasting, CCTV, Still Cameras,Videography,SMSmonitoring,etc.
2. Micro-observer
3. Transportation –Efficientuseoftransportandeffectiverouteplanning
4. Recruitment -tofillgapsinresourcesthataretobeutilized
5. Capacity Building –standardized,highqualityandneed-basedtraining
6. Deployment Planning – Advanced and effective Deployment Planning incompleteconfidentialityandwithelementsofsurprise(suchasrandomization)

7. Pre-poll deployment –Effectivepre-pollutilizationofstatepoliceandCAPFbasedonadvancedplanning

It must be emphasised that conduct of free and fair elections under thesuperintendence,directionandcontroloftheCommission,hasbeenthehallmarkofIndiandemocracy.Withemergingchallengesoflimitationinresources,aswellas aspirationsofbillion-pluspopulation innear future, theCommissionherebydirects theelectoralmachinery to strengthen itsprocesseswithmoreeffectiveuseofnon-CAPFmeasuresinstructuredmanner.TheCommissionhaspreviouslyissuedvarious instructions regarding forcemultipliersandeffectiveuseofnon-CAPFmeasures,thelistofwhichisplacedatAnnexure-I.Thepresentcompilationseekstoencapsulateessenceofallexisting instructionsoftheCommission inasinglecomprehensivemonographforthepracticalusagebytheelectionofficials.Thedetailingofeachcategoryof sixteensuchmeasures in the third chapter isdesignedtobehelpfulinplanningandimplementationoftheinstantinstructionsforsuccessfulconductofelections.Achecklistwithspecifictimeline,atAnnexure-II,worksasreadyreckonerfortheusersinthefield.

CHAPTER II
TYPES OF FORCE MULTIPLIERS
The non-CAPF measures are categorised in sixteen groups for ease ofplanning,implementationandmonitoring,whichareasfollows:
1. Technology Itmaybenotedthatconsideringthe limitationonavailabilityofCentralArmedPolice Forces (CAPFs), the Commission has already decided that critical pollingstations shall, at least, be covered by one ormore of the following non-CAPFmeasurestokeepawatchonthepollingprocess,viz.micro-observers,video/stillcamerasorwebcasting.Further,ithasbeenprovided thatallocationof force topollingstationsbedoneonthebasisofsensitivityanalysis.However,evenatthosepollingstationswhereCAPFisdeployed,theabovemeasurescanbeputinplacetokeepawatchonthepollingprocess.
The utilization of technology as a non-CAPF force multiplier, involves the utilization of the following four methods:
• Webcasting
• Videography and still camera use
• Use of CCTV
• SMS monitoring system
(1.1) Use of webcasting at polling stations:
The Commission realizes the importance of Information Technology inbringingtransparencyandefficiencyintheconductofelectionsanddirectsthatwebcastingbeeffectivelyusedforpolldaymonitoring.
a. Meaning of webcasting:
Webcastingsimplymeanslivestreamingofvideoontheinternet.Itisaprocesswhereentirepolldayproceedingsarecapturedasavideofileandstreamedliveforviewingatselectedlocations.Itdoesnotinvolveuseofcomplicatedtechnology.Allthatisneededisavideocameraconnectedtotheinternet.
i. Anyvideocamera,includingawebcamcapableofbeingconnectedtotheinternetcanbeusedforwebcasting.

ii. Cameracanbeconnectedtotheinternetthroughacomputer,eitherdesktoporlaptop.
iii. IPcameraswithdirectconnectiontotheinternetarealsoavailablethesedays,whichmaybeused.
iv. Manymobiledeviceswithbuilt- in internetconnectivityalsohavecameras.Theseincludemobilephones,tabletcomputersetc.Theycanalsobeusedforwebcasting.
b. Objectives of webcasting:
Themainobjectivesof‘webcasting’ofthepollproceedingsareto:
• ViewthepollproceedingsinrealtimebytheElectionCommissionofIndia,theChiefElectoralOfficer,theDistrictElectoralOfficer,theReturningOfficerandtheviewingteamatControlrooms.
• To effectively monitor the polling process and deter the troublemongers andmischiefmakers; imbibe confidence in themind ofelectorates; bring in transparency and impartiality in the pollingprocess.
Pre-poll activities:
c. Identification of locations for webcasting :
Commission directs that web casting should be done from as manyPollingStationsaspossible.EffortsshouldbemadeforwebcastingfromallPollingStationswhereinternetconnectionisavailableorcanbemadeavailable.Forthispurpose,DEOsshouldchecktheavailabilityofinternetconnectionthroughalandlineormobilebroadbandconnectionateachPollingStation.
d. Process of setting up webcasting at Polling Stations
i. Webcastingcanbedoneinsidethepollingstationfromasmanyaspollingstationsaspossibleandasresourcesallow.
ii. The Commission has not prescribed any maximum or minimumnumber of Polling Stations to be webcasted for an AssemblyConstituency / Parliamentary Constituency and has left it to thediscretionoftheReturningOfficer.

iii. Many of the Polling Stations are located in Primary Schools, andmanyof themhavebeenprovidedconnectivity.Efforts shouldbemadetoutilizethisconnectivityifitisfoundadequate.
iv. Inothercases,atemporarylandlineormobilebroadbandconnectionshouldbetaken inallPollingStationswhereconnectivityforsuchaninternetconnectionispossible.OtherwebcastinginfrastructureshouldthenbeprovidedtoallsuchPollingStationswhereinternetconnectionistakenoravailable.
v. Desktop or laptop computers can be borrowed from schools orGovernmentoffices,whereveravailableforafewdaysforuseatthePollingStationsforwebcasting.MostPollingStationsarelocatedinschoolbuildings,wherecomputershavebeenprovidedundervariousGovernmentandNon-Governmentprogrammes.Thesecomputerscanbeusedonthepolldayforthepurposeofwebcasting.lncasecomputersarenotavailableatthePollingStationbuildingitself,theycanbeborrowedfromotherGovernmentdepartmentsortakenonrentforafewdays.
vi. Camerasshouldthenbeprovidedandconnectedtothecomputers,havinginternetconnection,atPollingStations.
vii. Ifmobiledeviceswithcamerasandinternetconnectionareavailable,theycanbeprovidedtoPollingStationsforwebcasting.Suchmobiledevicescanalsobehiredforafewdays.
viii. Some CEOs have suggested that they have access to IP cameras,which do not require connectionwith computers forwebcasting.TheseIPcamerasifavailablecanalsobeused.
d. Preparation for live streaming :
Live streaming of video from Polling Stations will require that thecomputer, mobile device or the IP camera at the polling Station isconfiguredforlivestreamingofvideoonsomewebsite.Manywebsitesallowfreelivestreamingofvideos.TheseincludeYouTube,Ustream,etc.ThemethodofconfigurationforlivestreamingofthesewebsitesisgiveninAnnexure-2.Itmaybenotedthatnopaymentoffeeetc.isrequiredforthispurpose.

g. Checking of the webcasting preparation before poll day :
Theprocessofconfigurationofcomputers,includingtakingofinternetconnections at Polling Stations should be completed at least 3 daysbeforethepoll.LivetestofwebcastingfromPollingStationsshouldbecarriedoutat least2daysbeforethepoll toensurethatnothinggoeswrongonthepollday.
h. Additional Staff for Webcasting :
i. In the CEO office –NoadditionalstaffwouldberequiredattheCEOoffice.TheITteamoftheCEOofficeshouldmakearrangementsforviewingthelivefeedonpolldayinCEO'sofficewellinadvanceandshouldtraintheteamoftheDEOsforwebcastingandcontrolroomviewing.
ii. In DEO office/RO office –Dependingonthenumberofpollingstationsfromwhichwebcasting isplanned,oneormore ITpersonnelwillbeneededintheofficeofDEO/RO.Forthispurpose,ITmanpoweravailableinGovernmentofficesinthedistrictshouldbeborrowedandtrainedinadvance.DistrictscanalsoplanoninvolvingstudentsofNIITs,EngineeringColleges,etc.
iii. In the Polling Stations – One additional Polling Officer will beneeded inPolling Stationswherewebcasting isdone. ThispollingofficershouldhavesomebackgroundinITandshouldbetrainedintheprocessofwebcasting.
iv. Sector Officers – AllSectorOfficersmustbetrainedinwebcasting.Theyshouldbefullyinvolvedinthepreparationforwebcastingandlivecheckingofwebcasting,twodaysbeforethepoll.
v. Asanew initiative, IP based camera canbe installed toviewandrecord the movement of the people outside the booths and tomonitorforanyuntowardincidents.
vi. Duringthecountingday,IP camera maybeinstalledatthecountingcentersandtheactivitiesatthecountinghallmayberecorded.
i. Training :
TrainingofallOfficers/Staffassociatedwithwebcastingisveryimportant.AllSectorOfficers,PresidingOfficersandpollingofficersof thePolling

stationswherewebcastingisplannedmustbetrainedinwebcasting.ThedistrictITstaffshouldalsobeproperlytrained.
j. Recording of video in case of webcasting :
In all cases where webcasting is done, the video of the entire day’sproceedingsmustberecorded.ThiscanbedonelocallyonthecomputerintheconcernedPollingStation,orcentrallyontheserveroftheCEO;orboth. Ineithercase thePollingStationwise recordingof theentireday’sproceedingmustbekeptintheserveroftheCEO,andshouldbeavailabletotheROandObserverforviewingatthetimeofscrutiny,onthenextdayafterthepoll;incaseofanycomplaintwithrespecttothatPollingStation.
(1.2) Use of Video Cameras and Still Cameras:
InordertoenabletheCommissiontohaveatrue,faithfulandconcurrentrecord of the violations of the election law and standing instructions oftheCommission;andtoassess the impactof itscorrectivemeasures; theReturningOfficerofeachconstituencyshallmakearrangementstorecordthroughvideography,thecriticaleventsduringtheprocessofelectioneering;includingbutnotrestrictedtotheperiodofpubliccampaign,thedayofpoll,thetransportandreceiptofpolledballotboxesandothermaterials,countingofvotesandthedeclarationof results; inan independent, intelligentandpurposefulmanner.
TheReturningOfficer shall,whileprogramming the itineraryof thevideoteams,takeintoaccountthenumberofelectors,thesizeoftheconstituency,thenumberofsensitivepollingstations,previoushistoryofboothcapturingandothermalpractices,thegenerallawandordersituation,thelikelihoodofcommissionofcorruptpracticesandelectoraloffencesandotherrelatedfactors.
On the basis of his assessment, the Returning Officer should decide thenumberofvideoteamsneeded,takingintoaccountthefactorsmentionedabove. The Commission has not prescribed any maximum or minimumnumber of video teams for an Assembly Constituency/ParliamentaryConstituencyandhasleftittothediscretionoftheReturningOfficer.
Pre-Poll Activities:
a. Use of video camera and still cameras at Polling Stations-

VideocamerasshallbeusedatasmanyPollingStationsaspossibletokeepawatchontheproceedings.Stillcamerasshallbeusedatallthosepollingstations,whereMicro-observers,videocamerasorwebcastingisnotbeingused.Inthismanner,allcriticalPollingStationsshallbeatleastcoveredbysomemethodtokeepawatchontheproceedings.
b. Inventory of cameras/ Videographers/photographers-
i. DEOs shall prepare an inventoryof all videoand still cameras, aswell as videographers/photographers available in the district, foruseonthepolldayatPollingStations.Thisinventoryshallhavetobepreparedwellbeforetheannouncementofelections,preferablysixmonthsinadvance
ii. An inventory ofallvideoandstillcamerasavailableinallGovernmentDepartmentsshallalsobepreparedandtheyshallbemadeavailabletotheDEO.
iii. In addition, DEO shall also hire video and still cameras from themarketandshallfixthehiringcharges,basedonprevailingmarketrates.
iv. Private videographers or photographers hiredbytheDEOshouldnotbelongtoanypoliticalparty;shouldnotbeknownsympathizersorsupportersorcloserelativesofanyofthecontestingcandidatesorleadersofanypoliticalparty;andshouldnothavebeenhiredbyanypoliticalpartyorcontestingcandidate.
v. TheDEOcanalsouse video and still cameras owned by Government Employeesandshallfixthehiringchargesforthemaswell.Thesemaybealittlelessthanthehiringchargesforvideoandstillcamerashiredfromthemarket.
vi. IncasevideoorstillcamerasarehiredfromGovernmentEmployees,the employee fromwhom the camera is hired shall also beusedforvideography/photographyusingthatcamera.Inthesecases,theinstructionsforrandomizationofemployeesonpolldutyshallalsoapply.
vii. In case video or still camera is hired from a Presiding Officer or Polling Officer,itcanbeusedinthePollingStationwheretheyare

on put duty. However, another Polling Officer will be appointedtohandle the camera, so that thePresidingOfficerof thePollingStationconcernedshallbeabletodohis/herworkuninterruptedly.
viii. Incasethereisashortageofvideoorstillcamerasinanydistrict,theyshallbetakenfromtheneighbouringdistrict;andtheDivisionalCommissionerortheCEOwillfacilitatesuchsharingofvideocamerasbetweendistricts.
c. Method of placing cameras-
Camerasshallbeplacedinsuchamannerthattheycanrecordthevotersinthequeue,andtheproceedings inthePollingStation, includingtheprocessofidentificationofvoters,applicationofindelibleinketc.Itmustbeensuredthatsecrecyofvotingisnotviolatedbythecamera inanymanner.Undernocircumstancesrecordingofvotesbytheelectorsinthevotingcompartmentsshouldbecapturedbythecamera.
d. Training of videographers/photographers-
Videographers/photographersshouldbetrainedbytheReturningOfficeronhowvideography/photographyshouldbedoneandwhateventmustbecovered.Thevideographers /photographersmustbe told that theprinciplebehindtheschemeistorecordcriticaleventswhicharelikelytovitiatethepollandnottojustvideotapeorphotographinaroutinemanneronlytofillthecassetteorcameramemory.
e. Before poll day following items should be considered for special watch and videography -
• Meetings addressed / attendedbyMinisters, topnational / Statelevelleadersofrecognizedpartiesandstarcampaignersofpollingparties
• Riotsorriotoussituationsorcommotions,brickbatting,free-for-alletc.
• Violentincidents,damagingofproperty,looting,arson,brandishingofarmsetc.
• Intimidationofvoters
• Inducement/bribingofvotersbydistributionof items likesaree,dhoti,blanketsetc.

• Vulgardisplayofexpenditurelikehugecutoutsetc.
• Movement and activities of candidates with doubtful / criminalrecords
• Importantevents suchasnomination, scrutinyandwithdrawalofcandidatures
• PreparationsofEVMsbyReturningOfficer
• ElectionExpendituremonitoringguidelinesenforcement
[Theseareillustrativeandnotexhaustive.Allvideoanddigitalphotographyshouldbedonewithdateandtimerecordingsothattherealtimeanddatecanbeverified.]
Poll Day Activities:
f. What should be recorded by camera on the day of poll-
The videographer/photographer shall make sure that all importanteventssuchasmockpoll,sealingofEVMs,signingbypollingagentsonthesealsofEVMs,etc.areproperlyrecorded.AnyuntowardincidentatthepollingStationmustalsoberecorded.Especiallythefollowingmustberecorded:-
i. Attemptsofintimidationofvoters.
ii. Attemptsofinducement/bribingofvoters.
iii. Canvassingwithin100metresofpollingstations.
iv. BoothCapturing
v. Positioning of voting compartment and placement of EVM in thevotingcompartment(beforecommencementofpoll)
vi. BasicMinimumFacilities(BMF)atthepollingstation
vii. Presenceofpollingagents
viii. MockPollandcompletionofdeclarationbyPresidingOfficer.
ix. Clearance and sealing of ballot slips generated during mock pollfromVVPATwhereused.
x. ClearingofMockpoll.

xi. SealingofEVMs.
xii. Processofidentificationofvoters.
xiii. Votersinqueues.
xiv. Thelengthofqueueatthetimefixedforcloseofpollanddistributionofslipstovotersinthequeue.
xv. AnydisputeofanynatureatthepollingStation.
xvi. VisitbySectorOfficers,Observersandotherelectoralfunctionariesoranyimportantpersonincludingthecandidates.

All video and photography should be done with date and timerecordingsothattherealtimeanddatecanbeverified.(Note: The list above is illustrative and not exhaustive.)
g. Food for videographers/photographers-
Food shall be provided to videographers and it shall be ensured thatthevideographers/photographersDONOTacceptthehospitalityofanycontestingcandidateorpoliticalpartyortheirworkers.Allvideoteamsshould be under the personal supervision and guidance of a seniorelectionofficer.
Post Poll Activities:

The recordingmade by video and still cameras shall be kept in videotapes,CDs,Pendrivesorother storagedevices in the safe custodyof

DistrictElectionOfficer.TheserecordingsshallberetainedtilltheperiodoffilingofElectionPetitionsisover;andincaseanelectionpetitionisfiled,thentillthefinaldisposaloftheElectionPetition.
j. Video recording/ photographs to be scrutinized and videographers/ photographers to be available at the time of scrutiny
Ifvideography/photographyhasbeendoneataPollingStation,itshallbe viewedby theROandObserver at thetimeof scrutiny, in caseofany complaint with respect to that Polling Station. (1.3) Use of CCTV
CCTVasaNon-CAPFmeasuremaybeusedsparinglyasitiscomparativelycostintensive,butitcanbeusedasaveryeffectivetool,particularlyinthevulnerableareas,wherethreatperceptionorrateofbreachofelectionlawsishistoricallyveryhigh. WhileusingtheCCTVasaNon-CAPFmeasure, itmust be ensured that all the instructions/parameters mentioned abovefortheuseofVideoandstillcamerasaretobe,adseriatum,scrupulouslyfollowedinthecaseofCCTVcoveragealso.
(1.4) SMS monitoring
i. TheCommissiondirects,totheextentfeasible,theusageofSMSbasedpollManagementSystemforgettingupdatesonthevariousmilestonesonpre-polldayandpollday.
ii. SMSbasedmonitoringsystemrequiresaBLO,whoisattachedtoapollingstation,tosendformattedSMSmessagesofcriticalevents/milestones,fromhismobilephonetotheCentralServerintheCEO’soffice.
iii. Forthesystemtoworkeffectively,pre-formattedSMSmessagesonpolldayactivitiesandpre-scheduledtimingsofSMSfromtheBLOs,mustbecirculatedtotheBLOsduringtheirtrainingsessions.

2. Use Of Micro-Observer
TheCommission recognizes the crucial role playedby theCentralObservers inthe conduct of independent, free and fair elections. As part of the election

observation framework, theCommissionhasdirected thatMicroObserversaretobeappointedformicro-observationatthePollingStationLocationlevel,whoshallworkdirectlyundercontrolandsupervisionoftheGeneralObserver.Inmultipolling stationbuildings,each locationwillhaveonemicroobserver, insteadofonemicroobserverperpollingbooth.Themicroobservercanoscillatebetweenthe polling stations within the same campus at frequent intervals. It is madeabsolutelyclearthatinnocasethemicroobserverwillactaspresidingofficerorthepollingofficer.
Pre-poll activities:
(a) Appointment of Micro-observers :
ThefollowingcategoryofpersonscanbeappointedasMicro-observers:
a. GovernmentofIndiaemployees,notbelowGroupC.
b. EmployeesofcentralpublicsectorUndertaking,notbelowGroupC.
b. Preparation of database of Micro-observers :
District Election officer (DEO) will prepare a database of all Governmentof IndiaandCentralPublicSectorUndertakingsemployees in thedistrict.Thedatabaseshallcontainthename,designationandorganizationof theemployee.ThedatabasewillalsohavetheelectordetailsoftheemployeeincludingtheAssembly,PartandserialnumberintheelectoralrollandtheEPlCnumber.Inadditiontothis,thepostaddress,telephonenumber,mobilenumberandemailIDoftheMicro-observersshouldalsobeincludedinthedatabase.
c. Sharing of Micro-observer database with other districts :
TheremaybeasituationthatsomedistrictsdonothaveadequatenumberofGovernmentofIndiaorCentralPSUemployeestobeappointedasMicro-observers. DEO of such a district shall get the database of Governmentof India or Central PSU employees posted in neighboring districts, withthehelpof theDivisionalCommissioner, inStateswhichhaveadivisionalcommissioner systemandwith thehelpofCEO inotherStates. In caseaMicro-observerhastogotoanotherdistrictonpollduty,arrangementforproperstayofsuchMicro-observersmustbemade.Similarly,arrangementsfortheirtravelfromthedistrictoftheirworktothedistrictoftheirpolldutymustalsobemadebytheDEO.

d. Randomization of Micro-observers:
ThelistofpollingStationswhereMicro-observersaretobeappointedshallbepreparedby theDEO in consultationwith theobserver,dependingonthesensitivityanalysisofPollingStationsandavailabilityofMicro-observers.TheavailableMicroobserverswill thenberandomized inthepresenceofobserver, among thosePolling Stations. The conditions for randomizationofMicro-observerswillbethesameasthatofpresidingofficers,viz.theyshallnotbepostedonduty inaPollingstationwithinthesameAssemblyconstituency,wheretheyareenrolledasvotersorwheretheyareworking.All efforts should, however be made to put them on duty in the sameParliamentary Constituencywhere they are enrolled as voters, to enablethemtoexercisetheirfranchisethroughEDC.Theyshallbeinformedaboutthe exact Polling Station where they will be on duty only on the day ofdeparture.
e. Training of Micro-observers:
Micro-observersshouldbegivendetailedtrainingontherulesandproceduresoftheentirepollingprocess.Inaddition,theymustalsobetrainedontheworkofobservation,whichisexpectedofthem,andthemethodoffillingthe report which they are required to submit. There should be at leasttworoundsoftrainingforMicro-observers.TheyshouldbetrainedbytheObservers.IllustrativetrainingmaterialfortheMicro-observersisavailableon the ECI website under the link “TrainingMaterial at Sl. No. 14MicroObserver”.
f. Logistics for Micro-observers:
TheDistrict ElectionOfficer shall be responsible for providing logistics toMicro-observers.OneNodalOfficerforMicro-observersshallbeappointedforeachdistrictbytheDEO.Microobserverswillreachthedispatchcentersontheirown.FromthedispatchcenterstheywillbesentwiththepollingteamtothePollingStation.Theywillreturntothereceiptcentrewiththepollingteams.EachMicro-observershallbegivenaphotoidentitycardbytheDEOtoensurehis/heraccesstothePollingStations.
f. Exercise of franchise by Micro-observers:
Micro-observersareentitledtoEDCorpostalballot likeanyotherpersononpoll duty. TheDEO shall send Form-12 and Form-12A to everyMicro-

observeralongwiththeappointmentorder.Micro-observersshallbeaskedtobring thecompletedFormson thefirstdayof training.Thecompletedforms shall be sent to the concerned Returning Officer by the DEO. TheReturningOfficershallissueEDCorpostalballotdependingoneligibilityandensurethatitisdeliveredtotheMicro-observeronthesecondtrainingday.AllinstructionsoftheCommissiononPostalBallotsandEDCforemployeesonpolldutyshallalsoapplytoMicro-observers.
Poll Day Activities:
a. Reaching the Polling Station in advance:
Themicroobservershouldreachthepollingstationatleastonehourbeforethe commencement of the poll. If for certain reason it is not possible toreachinthemorning,heshouldreachintheeveningofthepreviousday.Havingreachedthepollingstationheshouldassessthepreparednessforthepoll.
b. Work to be done by Micro-observers on poll day:
Microobserverswilldothefollowingatthepollingstation–
i. AssessthepreparednessatthePollingStation.
ii. Check theavailabilityofBasicMinimumFacilities (BMF)at thePollingStationandcertify,beforethestartofPolling.
iii. WatchthemockpollandseethatitiscarriedoutaspertheinstructionsoftheCommission.
iv. SeethatthevotesintheCUareclearedafterthemockpollandbeforethe start of actual poll and thatmockpoll certificate is signedby thePresidingOfficer.
v. DuringthepolldayheshouldregularlynotedowntheimportantpointsforhisreportintheformatgivenatAnnexure-2.
vi. It ismadeabsolutelyclear that innocase theMicroobserverwill actasPresidingOfficerorthepollingofficer.HistaskistoobservethattheelectionprocessisbeingcarriedoutinafreeandfairmannerandthereisnovitiationofPoll.
vii.During the process of observation on the day of the poll, the Microobservershallspeciallyobserveandnote:-

c. Micro-observers can be used on more than one poll day:
Incaseofmulti-polldayelectionsandincaseofshortageofMicro-observers,theycanbeusedforpolldutyonmorethanonepollday.Theconvenience,safetyandlogisticsofmovementmustbetakenintoaccountwhileputtingthemondutyformorethanonepollday.
d. Micro-observers in multi-polling station locations:
IncasethelocationatwhichaMicro-observerisputondutyhasmorethanonePollingStation,theMicro-observershallberesponsibleforallthePollingStationsatthatlocation.ThereisnoneedtopostseparateMicro-observersinPollingStationsatonelocation.TheMicro-observershalldividehistimebetweenPollingStationsandwillvisitallthePollingStationswithinthesamecampusatfrequentintervals.HeshallmakeitknowntothepollingagentsateachPollingStationthatheisavailableincasetheywanttobringanythingtohisnotice.

e. Supervision of the work of Micro-observers:
GeneralObserverswillsupervisetheworkofMicro-observersandshallbeinclosetouchwiththem.Micro-observersshallreporttotheObserveraloneandnottoanyotherelectionofficials.
Post Poll Activities:
a. Report to be submitted by Micro-observer:
Afterthepollprocessisover,theMicro-observerwillsubmitareporttotheGeneralObserver in the formatasenclosedatAnnexure-1.HeshallhandoverthereporttotheGeneralObserveratthecollectioncentreinasealedenvelope. He shall also orally brief the General Observer on anything ofimportance thathadhappenedduring theday.GeneralObserverswill gothroughthereportsubmittedbyMicro-observersandcanseekanyfurtherclarificationsrequired.
b. Honorarium to Micro-observers :
Micro-observersshallbepaidanhonorariumofRs1000/-foreachPolldayofduty.ThisshallbeinadditiontotheadmissibleTAandDA,andthefoodallowanceasperthenormsoftheStateandtheirparentDepartment.Thehonorarium, TA,DAand foodallowance shouldbepaidby theReturningofficer,incash,totheMicroobserversatthereceiptcenteritself.
c. Micro-observers to remain present at the time of scrutiny :
Microobservers’reportsshallalsobetakenintoconsiderationatthetimeof scrutinyafterpoll for takingadecisionon re-pollordisciplinaryactionagainstanydelinquentpollingstaff.Micro-observersshouldremainavailableatthetimeofscrutiny,fortheGeneralObservertoseekanyclarifications,ifrequired.
3. Transportation
The Commission directs theDEOs and ROs to undertake efficient utilization ofavailablemulti-modal transport facilitiesandeffective routeplanning toensurethemitigationoflastminutechallengesandrisks,forwhichadvanceplanningisthekeyforsmoothandhasslefreemobilityduringelectionprocess.
AttentionoftheDEOsisspecificallyinvitedtotheprovisionsofSection160oftheRPAct,whichisthestatutoryfoundationthatallowstheStatetorequisitionvehiclesincludingvessel/animalfortheconductofelections.TheDeputyCommissioners/

DistrictMagistratesofthedistricthasbeenexercisingthepowersunderthissectiontoensurethemobilityduringtheprocessofelections.However,factorslikelongerschedulesorphasesofelections,additionofactivitieslikeEEM,SVEEP,increaseddeployment of CPMF, increasedmobility of poll personnel for enforcement ofMCCandExpendituremonitoringandenhancedawarenessoffranchiserightsofdrivers, helpers etc affect the transportation requirement and planning for theelections, makingit a complex exercise. This further gets complicated as mostdistrictslackscientificassessmenttoolstoassesstheneed,theavailability(insideandoutsidethesystem),andtheutilization.
In this context, the Commission's prescription for detailed and comprehensivetransportationplanningintheformofthechecklistfortransportation(inpart-7oftheDEO’schecklist-2014),isreiteratedforapplicationandimplementation.

• Vehicles of BSNL, UPSC and education institutions (except inunavoidablecircumstances)
• VehiclesofForestdepartment,AIR,Doordarshan,WHO,UNICEFandOrganizationsofUN.
(iii)Vehicleshouldbe ingoodconditionandshapeandfreefromdirtandsmell.
(iv)Asfaraspossibletruckshouldnotbeusedforpollingparties.
(v) Vehicleshouldnotberetainedunnecessarily.
(vi)Check if any boats or such other means would be necessary to bedeployed,andwhetheranyspecialpreparations/precautionswouldberequiredineventualityofrainsorothersuchevents.

(vii)Have the districts’ “Disaster/Flood Contingency/Management Plans”re-lookedinto/updated;andduepreparationsshouldbemadeinlightofthesame.
c. Database
i. Database to be prepared in advance; much before elections areannounced.
ii. All thevehicleownersshouldbeaskedto furnishdataaboutdrivers/conductors/cleanersincludingtheirenrolmentdetailsinelectoralrolls.
iii. Preparation of District VehicleMovement Plan by DEO shall be doneimmediatelyonannouncementofelections.
iv. Para3.17oftheHandbookofReturningOfficer(2014)undertheheading‘TRANSPORTFORPOLLINGPARTIES’;specifiesthatitisexpectedthattheROwilldrawuptheVehicleMovementPlanforeachpollingpartyalongwithsufficientreserve.
v. In the existing scheme of arrangements large variation exists on theground. In some states it is the district authorities who are solely incontrol ofmanagement of transportation;whereas in resource scarcestates, particularly in the north-east, a large number of districts haveto be dependent on the centralized state authority for allocation andmanagementoftransportation.Inthelattercase,DEOsandCEOsbothhavearoletoplayforadvanceplanning.
vi. Other than surface vehicles, helicopters, ships / boats, animals, andportersarealsousedinlogistically-challengedstatesduringtheelections.For helicopters, theCommissionplaces common requisitionswith theMinistryofDefenseforallocationofhelicoptersinhillsstate,LWEstate,andislands.Thedeploymentofothermodesofmobilitymustbeplannedandexecutedatthedistrictandthestatelevelbasedontherequirement.
4. Recruitment
The Commission's standing directions regarding filling up of all vacancies ofemployees/officials/policestaffwhomaybeinvolvedintheconductofelections,well in advance before theGeneral Elections, are to be strictly compliedwith.However,sinceallvacanciescannotbefilledbytransfersalone,theremaybeaneedforfreshrecruitmentinmanycases.Tofillgapsinrecruitmentforthosemanpower

resourcesthataretobeutilizedingeneralelections,theCommissiondirectsthatpreferablyallrecruitmentsshouldbecompleted,atleastoneyearbeforegeneralelections,togiveenoughtimeforfreshrecruitstoundergonecessarytraining.
Themanpowerthatactsasanon-CPFmeasureandtherefore,aforcemultiplier,canbecategorizedasbelow:

TheCEOshallengagewiththeconcerneddepartments,atleastayearinadvance,toreviewthevacancypositionandtimelyrecruitmenttofillgaps,ifany.
5. Capacity Building Of Security Personnel
Itmust be borne inmind that a peaceful and violence-free election, need notnecessarilybeafreeandfairelection.Correctandunbiased implementationofthe election laws and Election Commission’s directions is absolutely necessary.Since,policemachineryplaysakeyroleincreatingaconduciveenvironmentfortheconductofelections inapeacefulandorderlymanner, it is imperativethatproperandperiodic trainingon thevariousaspectsofelectionpreparedness isconductedfortheentirepolicebrass,fromseniorlevelslikeDIGs,IGsetctothecuttingedgeoftheforceattheConstablelevel.Inviewofthesame,itisdirectedthat following instructionsbestrictlycompliedwith regarding trainingofpolicepersonnelassociatedwithconductofelections:
A. At State/Police HQ level:
i. State Nodal Officer for Training:TheSateshallappointaseniorofficer,notbelowtherankofIGP,preferablytheADGP/IGTraining;astheNodalOfficeratStateleveltoarrange,oversee,preparecontent,monitorandreport the trainingof the statepolice forces. The seniorPoliceofficerwhowouldfunctionasnodalofficershouldremainintouchwiththeCEO

onday-to-daybasis;sothattheCommission’sinstructionsfromtimetotimearefollowedupandimplemented.
ii. Levels of training: Training will be organized at two levels:atthestatelevelatPoliceHQs;andattheDistrictlevel,whichincludedBlock/Tehsil/Talukalevel.
iii. Trainees in state police:Inageneralelection,allmembersoftheStatePoliceForcefromtoptobottomshallundergorelevanttraining.
iv. Other trainees: Similarly, allmembers of the State Armed Police andHomeGuardsshallalsobegivenrelevanttraining.
v. Content: Standardized,highqualityandneed-basedtrainingshouldbeimparted; this should include giving of handbooks, and other trainingmaterialsuchaspocketbooks,Flyers,etc.
vi. Checklists: A checklist will be prepared/ updated for the key officialsassociated with the conduct of election indicating their duties andresponsibilitiesinthelightofinstructionsbeingissuedfromtheElectionCommissionofIndiafromtimetotime.
vii.Reference material:Besides,referencematerialshouldalsobepreparedindicatingtherelevantSectionsofvariousActsthatarerelevantduringthecourseofelections.ItshouldindicatethenatureofoffenceandtherelevantSectionswhethercognizableornon-cognizableandtheactiontobetakenincaseofanyviolationandshouldbemadeavailabletoall.
viii.Coordination: Proper coordination between the CEO’s office and thepolice headquarters is to be established. Any instruction connectedwithmaintenance of law and order preparation of State/district leveldeployment plan of CPF etc., the guidelines should be immediatelybroughttothenoticeofpoliceheadquarters.
B. At district level
(a) Incorporating recent instructions of ECI in Training module:
The DEO-cum-District Collector/DM will hold a meeting with SP andsenior police officials and apprise them of all the recent instructionsoftheECIthatmustbeincorporatedfortrainingattherelevantlevels.TheattentionshouldbedrawntoCommission’sinstructionsregardingmaintenance of law and order, execution of non-boilable warrants,

seizureof illegalarms,surrenderof licensedweapons,enforcementofexcise law, action against bootleggers, restriction on use of vehicles,instructionregardingpriorpermissionforcampaignvehicles,banonuseofanyvehiclefortransportingvotersonthedayofpolletc.
(b) Training on enforcement of MCC:
TheenforcementofMCCisthejointresponsibilityofthedistrictelectoraladministrationaswellasthepoliceadministration.Clearaccountabilityshould be spelt outwhen thedistrict administration / RO formsMCCsquads/teams.There shouldbea specificaccountability for thepoliceofficialsattheThanalevel.
(c) Training regarding Complaint Monitoring System in the district:
Thisshouldalsobeintroducedfortrackingelectionrelatedviolenceandoffence;andtrainingmusttakecareofthisaspect.
(d)Training on analysis of offence history of the polls:
TheDEOandSPwillreviewthestatusoftheelectionrelatedcasesduringthepreviouselectionandexpeditefollowupactioninthisregard.Policepersonnelmustbetrainedtocollectsuchinformationandanalyseitandtakefollowupaction.
(e) Training on concept of vulnerability mapping and identification of critical polling station and critical clusters is very crucial:
i. The Commission has introduced a new concept of vulnerabilitymapping and specific process for identifying the critical pollingstations and critical clusters (refer circular no. 464/INST/2008 dt.24.10.08).Theconventionalmethodofidentifyinghypersensitive/sensitive/normalpollingstationsadoptsthelawandorderandpasteventsofviolenceasthemajorcriteria.However,thenewsystemof identifyingcriticalpollingstationsandcriticalclustersgiveslotsofimportanceforthefactorsassociatedwithfreeandfairelectionprocess
ii. Training to be organized by the district administration (DEO andSP)forpoliceofficials;itshouldbeplannedinadvance;andpropertrainingmaterialshouldbeprepared,preferablyatthecentrallevel,thatcanbeaugmentedatthedistrictlevel.Copiesoftherelevant

circulars of the ECI and extracts of relevant law should also becirculatedinthetrainingprogramme.
iii. As the vulnerability mapping gives valid inputs for identificationof critical polling stations and critical clusters, the entire conceptshouldbeexplainedtothecuttingedgepoliceofficialsproperlybytheDEOandSP
f. Training on various aspects of misuse of money power and election expenditure; some essential inputs:
i. Themisuseofmoneypowerhasemergedasabigchallengetothefreeand fair electionprocess. Feedbackhasbeen receivedaboutcandidatesindulginginvariousmethodstoinducethevoterswhichincludesoutrightpaymentofcashthatamountstobriberyandotherformsofinducementssuchassupplyofliquor,foodpackets,holdingof lunchanddinnerparties in thenameof“birthdays”andother“anniversaries”togiveelectionrelatedinducement,distributionofgifts inthenameofmass-weddingandsoon.Duringtheelectionprocess,a close trackingbyeachandeveryThanaofficerof suchpaymentsandotherformsofinducementattheirlevelisessential.
ii. The field level election machinery/police administration shouldworkasateamtotracksuchtypesofmalpractices.Wheneversucheventtakesplace,videocoverageofsucheventsshallbeensuredsothatsufficientdocumentaryevidenceiscreated.
iii. ItisnoticedthatliquoristransportedevenfromthefarawayStatesto the election going States. Proper checking at the inter-Stateborderandcommercialtaxcheckpostwillbehelpfulintrackingsuchtransportationofliquor.Wheneveraconsignmentofsuchliquorisintercepted,properinvestigationshouldfollowtotracetheoriginofsuchsupplyandthedestination.
iv. A proper investigation is essential to establish linkage betweenthe election process and the supply of such inducements.Mediashouldbebriefedwheneversuchconsignmentsareseized.Aproperorientationaboutthisshouldbegiventothepoliceofficialsduringtrainingprogrammes.
v. Information on the Commission’s instructions about ceiling forexpenditureinelection,thedetailsofSection77ofR.PActregarding

thelistofstarcampaignerstobesubmittedbytherecognizedpartyand the implications therein should be explained to the policeofficials.
vi. Section171Hwhichdealswiththeillegalpaymentbyanypersonforfurtheringinterestofacandidateshouldbeexplainedtothepoliceofficialsduringtrainingprogramme.
g. Training on issues related to defacement of Public properties
i. The ElectionCommission has been issuing a detailed instructionsregardingpreventionofDefacementofPublicPropertyandotherconnectedissues.Inthisregard,thelatestCommission’sinstructionsvideno.3/7/2008/JSIIdated07.10.08needstobeproperlystudied.
ii. ThestepstobetakentoimplementtheCommission’sorderinthecontextofprevailing law if any, applicable to theState shouldbeproperlyexplained.
iii. ThemethodologytobeadoptedforenforcementofCommission’sinstruction should be discussed in the training programme andexplainedtothefieldofficials.
h. Training on issues related to discipline during nomination process Commission has issued instructions to ensure proper discipline during the process of filing of nomination.
i. Duringthefilingofnomination,thecandidatecanbeaccompaniedby only the four other persons (refer 464/inst/2007/PS I dated09.02.07). This restriction by and large is being strictly followed.However, there are instances inwhich these instructions are notfollowedresultinginchaoticsituationinsidetheRO’sroom.
ii. In order to ensure that proper discipline is maintained and theCommission’sinstructionsregardingrestrictionofpersons,anodalofficerneedstobeidentifiedandtrainedbytheSPofthedistrict;whowouldberesponsibleforsanitizingtheareaofRO’spremisesandensurethatonlythepermittednumberofpeopleareallowedtogoinsidetheRO’sroomandtheentireproceedingshouldbevideographed.

iii. Dutiesandresponsibilitiesofthenodalofficerinthisregard,shouldbeproperlyexplainedbytheSPtothenodalofficerduringtrainingsession.
iv. PublicationofelectionpamphletsinviolationofSection177AoftheRPAct,1951needsclosetrackingandmonitoring.
i. Training on aspects that impact upon communal harmony
i. Thepoliceadministrationshouldremainvigilantaboutcirculationofcampaignmaterialwhichcanaffectthecommunalharmony.Astrictvigilneedstobekept.
ii. Theprovisionsofelectorallawaswellasmodelcodeofconductinthisregardshallbeexplainedtothepoliceofficialsduringtrainingprogramme.
j. Training about Poll day and counting day duties
i. Anorientationshouldbegiventothepoliceofficialsaboutthepollingprocessonthepolldayandotherconnectedissuesandaboutthedutiesandresponsibilitiesofvariouspoliceofficialsonpolldaywithreferencetosecurityatpollingstation,patrollingofthecatchmentsareas, trackingofareas identifiedasvulnerable, transportationofpolledEVMs,sealingandguardingofstrongroomsandthecountingdayarrangements.
k. Training on how to coordinate with the CPF
i. Whenever CPF are deployed in a district/constituency, a propercoordination has to be ensured so that the deployment of CPFbecomesmoreeffectiveandfunctional.Hence,aproperorientationneedstobegivenabouttheroleofCPFvis-à-visStatepolice/localpoliceandothercoordinationresponsibilities.
ii. ThedistrictshouldalsopreparematerialtobegiventotheCPF,thatis:listofvulnerablepockets.Terrainandweatherofthedistrict,listof PS and locations, communicationplan, do’s anddon’ts for theCPF,planforpre-polldeployment,etc.
l. Directory of electoral administration
i. A directory of key functionaries of the electoral administrationboth civil and police should be prepared indicating the names,

designation, landlineandmobilenumbers forbettercoordinationbetweencivil&policeauthorities.
ii. This directory should be handed over during training to all keypersonnel;andalsototheseniorCPFpersonnel
6. Deployment Planning
TheCommissionfullyrealizestheimportanceofsystematic,carefulandadvanceplanningoftheactivitiesanddeploymentofvariousresourcesandmanpowerforthesmoothandefficientconductofelectionsinafree,fairandpeacefulmanner.Inordertoensurethattheelectionmachineryisfullygearedtoitstask,deploymentplanningmustbedoneinaproperandmeticulousmannerforwhichthefollowingstepsarerequiredtobetaken:
(a) Keepinginviewthelocalissuesandchallenges,sufficientmeetingsshouldbeheldbetweentheDistrictelectionmachineryandPolicedepartmenttoinjectconfidenceinthepublic,politicalpartiesandthemassmediatoensureviolence-freeelection.
(b)A broad deployment plan should be prepared at the time ofannouncement;whichcanbefine-tunedatleast15daysbeforethepolldayinconsultationwiththeObserver.
(c) ConsideringthecrucialroleplayedbyCAPFinenhancingthecredibilityandtransparencyoftheelectionprocess,attemptmustbemadetodeploycentral forces in vulnerable areas as early as is practicable.Necessarycoordination andmonitoring systemmust be put in place to preparedetailedday-to-daydeploymentplanofCAPFandclosemonitoringmustbedonetoensureoptimumutilizationofthecentralforces.
(d)FordailyLawandOrderreportingfromDistricts,aportal(CEOLawandOrder Portal) should be created and used during the entire period ofModelCodeofConduct.
(e) AssoonastheCriticalityAssessmentandVulnerabilityMappingexercisesareover,thedeploymentplaninclusiveofalltheavailablePoliceForces(including State Reserve Police, Local Police, Armed-Unarmed HomeGuards,IndustrialSecurityForce,GramRakshakDaletc.)shouldclearlyspelloutStaticandMobiledeployment.Thispath-breakingmeasurecanhaveitsimmediateimpactinensuringthatpoliticalclashespriortopollcanbesignificantlycurbedandtheconfidenceofthevotersintheability

of the ElectionMachinery in conducting free and fair polls is greatlyboosted.
(f) SeniorpoliceofficerscouldalsobedeployedinallthesensitivedistrictstohelptheSPsbutwithoutinterferingwiththeregularchainofcommand.AdvancedandeffectiveDeploymentPlanningincompleteconfidentialityandwithelementsofsurprise(suchaspolicerandomization)isthekeytosuccess.
(g) TheForceDeployment–PlanningandExecutionManualmaybereferredtoformoredetail.
7. Pre-Poll Deployment
(a) Pre-polldeploymentmustbeverycarefullyplanned,bothforthestatepoliceforcesaswellasfortheCAPF.
(b)Statepoliceforcesareresponsibleformaintaininggenerallawandorder;thustheirpre-polldeploymentshallbeginfromdateofannouncementofpolls.
(c) The most important contributing factor for the peaceful polls is theavailabilityof amplenumberofCentralArmedPolice Forces,both forthepolldutyaswellasforconductingareadominationexercises,routemarchesandotherconfidencebuildingmeasures,whichcansurelyleadto a significant fall in the incidences of violence and also ensure thatpeoplecouldcasttheirvotefearlessly.
(d)In order to curb pre-poll violence, the deployment of Central ArmedPoliceForce(CAPF)wellinadvanceofthepollsisnecessary,whichshouldbestrictlydeployedforareadominationandconductingroutemarchesandotherconfidencebuildingmeasures.
(e) Effectivepre-pollutilizationofstatepoliceandCAPF,ifany,isbasedonadvancedplanning.
(f) Complaintsaboutobstructions/threatonpolldayshallbeenquiredintoimmediately.
(g) Specialdrive tobeundertaken to compile the listofpersonswhoarereported to have indulged in the offences during the election period.ReportmustalsobesoughtfromtheCPF.

1. Essential State police pre-poll deployment:
(a)Flying Squads (FS):
i. ThereshallbethreeormorededicatedFlyingSquadsundereachAssemblyConstituency/Segmentfortrackingillegalcashtransactionsoranydistributionofliquororanyotheritemssuspectedofbeingusedorbribingthevoters.
ii. TheFlyingSquadswillconsistofoneSeniorExecutiveMagistrateastheHeadoftheTeam,oneSeniorPoliceOfficerofthePoliceStation,onevideographerand3to4armedpolicepersonnel.
iii. They are tobeprovidedwith a dedicated vehicle,mobile phone,avideocameraandnecessaryPanchnamadocumentsrequiredforseizureofcashorgoods.
(b)QRTs (Quick Response/Reaction Teams):
i. In the aftermath of the recent terror attacks, every Police Forcehas constituted an elite “Quick Response/Reaction Team” (QRT)comprising commandos, specially and rigorously trained i.e. atpar with the National Security Guards (NSG) and armed withsophisticated weapons, specially designed vehicles and ultra-moderncommunicationsetstocounteranyterroristattack
ii. FanningacrosseachofthedistrictsoftheState,QRTcommandosareavailablewhohavespecialtrainingtotackleanyhostagesituationorterrorattacksinpublicplaceslikemarkets,multiplexesorshoppingmalls.
iii. Theyshouldbedeployedduringtheelectiontohelpthelocalpolice/CAPF.
(c) Static Surveillance Team (SST):
i. There shall be three or more surveillance teams under eachAssemblyConstituencywithoneMagistrateandthreeorfourpolicepersonnelineachteamandavideographereach.
ii. This teamshallputcheckpostsandkeepwatchonmovementoflargequantitiesofcash, illegal liquor,anysuspicious itemorarmsbeingcarriedintheirarea.

iii. Theentireprocessofcheckingshallbevideographed.
2. CPF area domination:
(a) BriefingistobegiventoCPFpersonnelaboutchallengesofarea;briefingby SHO if deployed in a Police Station; andbyDMand SP if it is in adistrict.
(b)Briefingalso tobe given toCPFpersonnel byObserver andROabouttheirduties,structure,functioningofforcesetc.
(c) WhereverCPFarrivesinadvanceforareadomination,specialattentionshallbegiventovulnerablelocations.
(d)TheCommanders/AssistantCommandersoftheCPFshallbegivenalistofvulnerablelocations.
(e) CPFwill be used for the purpose of area domination conducting flagmarch (shouldbemoreon foot), confidencebuilding amongelectors,checkingofborderetc.,till2daysbeforethepoll.
(f) CPF to conduct Patrolling duty on assigned routes (election sectors)coveringafixedclusterofpollingstations.CPFmobilepatrollingpartywill be provided sketch map indicating PS locations, their sensitivegradations,nameandcontactnumbersofSO/RO/Observeretc.
(g) OnpolldayCPFnottobekeptasstrikereserveetc.
(h)CPFtoconductPatrollingdutyasflyingsquadonpollday inadefinedareawithsurpriseelement.WhentheCPFisassigneddutyina“flyingsquad”mode,itshallbeaccompaniedbyaZonalMagistrate.
8. Geography, Terrain, Weather
Soundandpractical knowledgeof local geography, topographyand terrainandsubsequent efficient deployment of resources in accordance to the peculiargeographical, climaticor topographical condition (suchas intelligentuseofSATphones,wireless,boats,etc.)isanimportantnon-CAPFmeasure.ThepreparationofDistrictElectionManagementPlanshouldinvariablyincludethisintheDistrictProfileandtheoverallpolldaymanagementplan.
9. Communication Plan
Considering the wide array of a election-related activities at various levelslike national, State, district and polling station level,which often require to be

undertakenconcurrentlyandwithclosecoordinationbetweendifferentagenciesand stakeholders, the crucial importance of a robust and thoroughly testedcommunicationplancannotbeover-emphasized.RightfromdrawinguptheStateandDistrictElectionManagementPlan(SEMPandDEMP),uptocountingandresultdeclaration;trackingandmonitoringofthesemultifariousactivitiesisanimportanttaskforallelectionofficers.Thisisprimarilyachievedbyestablishingreliableandsecurecommunicationlinkagesbetweenthevariousstakeholders.Theimportanceofstrategiccommunicationplanninginelectionscannotbeundermined,whichisat theheartof successfulelectionplanningandmanagement.TheCommissionissuesthefollowinginstructionsinthisregard.
1. Appointment of State Level Nodal Officer Communications:
Everystatehasaposition in thepolice forcescalledADG/ IGCommunicationswho is responsible for procuring and managing the communication system inState police. This officer may, preferably, be officially appointed as the NodalOfficer Communication for each state and should be responsible for assessingrequirements and providing communication systems at each PS and also forcoordinatingwithneighboring states and the center forprocurement, etc. ThisofficershouldbeappointedasNodalatleast6-8monthspriortotheduedateofelections,sothathehasenoughtimeforalsoissuingpurchaseorders,wherevernecessary.
2. Levels of Communication:
Thefollowinglevelsofcommunication(whichincludesthestakeholderswhousethem)aretobeestablishedandmadeoperational,duringelections:
a. Nationallevel–ECI,MHA,MOD,BSNL,ElectionObservers.
b. State Level – CEO, Chief Secretary, Police Headquarter, Nodal Officers(Police,ExpenditureMonitoring,MCCetc.)Electioncandidates,ElectionObservers.
c. District level – District Election Officers, Superintendents of Police,ReturningOfficer/Asstt.ReturningOfficers,ElectionObservers,Electioncandidates.
d. SubDivisionandTehsillevel–Asst.ReturningOfficers,fieldlevelstaffofRevenueandpolicedepartments,Electioncandidates.
e. Polling Station Level – Sector/Zonal Magistrates, Security Forcesdeployed,Pollingpersonnel,BLOs,Pollingagents.

3. Communication network is used during the election period for the following purposes:
(a) Pre poll period – this is the period when planning for polls takes place; and communication network is required for the following tasks:
1. Information about physical status of polling stations – by SectorofficersandDistrictRevenueOfficerstotheDistrictandStateLevel.
2. Information regarding available means of communicating theprogressofpolltodistrictcontrolroomsonpolldayfromthepollingstations.

5. SectorOfficers’assessmentofVulnerabilityofpollingstationsinhissector.
6. DraftplanforDeploymentofSecurityForcesmadepollingstationwise.
7. Trackingofelectionexpenditureofcandidates,movementofillicitliquorandcashandgenerallawandorderinthefield.
8. Receipt of election related complaints, physical verification andredressalofthesame.
9. Information regarding availability of human resources, to bedeployedforvariouselectionrelatedwork.
10. Informationonthedispatchofpollingpartiestopollingstations.
(b)Poll Day – for conduct of elections reliable communication network is required for:
1. Reportingofmockpollandstartofpoll.
2. Reportingonpollingpercentageatregularintervals.
3. Reporting any emergency situation in the polling station – EVMbreakdown, security threat, polling personnel welfare etc. andrespondwithoutdelay.

4. Monitoring the LawandOrder situation, throughout thedayandtakingappropriatesecuritymeasures,whereverfoundnecessary.

(c) Post poll period – in the follow up of polling process a good communication network serves the following purposes:
1. Trackingthepollingpartiesontheirwaybacktotheheadquarters.
2. Reporting on the final status of men and material, after thecompletionofpoll.
3. SendingstatutoryreportstothestateandECI,afterthecloseofpoll.
4. Monitoringandreportingofthestatusofstrongroomsstillcounting.
(d)Counting Day: A secure and reliable communication system is required on the counting day for:
1. ReportingtheresultsofcountingasprescribedbyECI.
2. ReportingbyElectionObserverstoECI.
3. Trackingoftheprogressofcountinginthecountinghalls.
4. MonitoringLawandOrdersituationonthecountingdayandtakingappropriatemeasures.
4. The flow of information through the communication channels is as follows:

TheCEOof the state shall identify additionalmanpower resources that canbetapped from various departments of the state and central government fordeploymentduringelections.DuetolimitedavailabilityofCentralArmedPoliceForceandStatePolice, itmaybecomenecessarytoaugmentpolicestrengthbydrawingfromrelatedagenciessuchasSocialForestryGuards,DriversofStateRoadTransportCorporation,GramRakshakDal,NSSVolunteers,NCCCadets,InspectorsfromCustomandCentralExcisesDepartmentetc.
1. Newly recruited police :
Aspecialtrainingmaybegiventonewlyrecruitedpoliceforcetomakethemsuitablefordeployment.
2. Use of Bus Drivers of State Road Transport Corporation :
BusDriversmay bemobilized twoor three days before the poll day andmaybeusedinplaceofregularpolicedriversforpolicevehicles.ThepolicepersonnelsosparedmaybedeployedatpollingstationsandancillarypartiesformaintenanceofLawandOrder.
3. Use of Forest Guards :
ForestGuards fromSocial ForestryDivisionofForestDepartmentmaybetrainedanddeployedatparwithpoliceconstables.
4. Use of Armed Home Guards :
A largenumberof armedpolicepersonnel that aredeployedat currencychests/GovernmentTreasuriesetc.maybereplacedbyarmedHomeGuardstwotothreedaysbeforethepoll.ArmedpolicepersonnelsorelievedmaybeutilizedformaintenanceofLawandOrder.
5. Use of Industrial Security Force :
CoysofStateReservedPoliceForcewhicharedeployed for the industrialsecuritywithONGCorsuchother InstitutemaybereplacedbydeployingIndustrialSecurityForcepersonnel.
6. Use of private security guards :
Coysdeployedforthesecurityoflargeprivaterefineriesetc.(situatedintheStateifany)maybereplacedbydeployingprivatesecurityguardsandcoyssorelievedmaybeutilizedformaintenanceofLawandOrder.

7. Use of NSS Volunteers / NCC Cadets :
Theymaybeutilizedforthepurposeofmaintenanceofqueuesatpollingstation.
8. Use of Inspectors from the Customs and Central Excise Department:
This maybe done only as a last resort; that is, if no other manpower isavailable.They canbemadein-chargeofagroupofPollingStationsandusedinmobiles.
However, before deploying any member of a voluntary force/agency/bodylike Gram Rakshak Dal or National Volunteer Force etc, prior approval of theCommissionmaybeobtained.
11. Manpower Audit
The CEO at the state level and DEO at district levelmust carry out a detailedmanpower audit, preferably four to six months in advance, so that maximummanpowercanbemobilizedforelectionrelatedduties.Thisistobedoneinthefollowingmanner,amongothers:
(a) Assessingrequirementofeverycategoryofelectionfunctionary

(c) Byplanningleaveperiod,

1. Call Centers:WidepublicitymaybegiventoECIhelplinenumber.ApressreleaseinformingthegeneralpublicmaybeissuedonthedayofpollbytheCEO.
2. Control Rooms: Establishing Control rooms at District and State levelandwidepublicity of phonenumbersof keyelectionofficers are alsoeffectivemeasures.
14. Inter-State Cluster for Sharing of State Police Manpower
Sincetheavailabilityofcentralforceshasincreasinglybecomeoneofthecrucialfactorsindeterminingtheelectionschedule,itisextremelyimportanttooptimize

theutilizationofstatepoliceforces.Innon-LWEaffectedareas,zone-wiseclustersofstatesshouldbeformed,forsharingorpoolingthestatepoliceresourcesandmanpowerinapredeterminedmanner.Itmightbe,eventuallypossible, insuchstatestoconductelectionsentirelyintheabsenceofCPMFifsuchsharingisdone.
BasedonInter-Stateconsultationsforavailabilityandneedassessmentofsecurityforces,thepollgoingStatemaystructureitsdeploymentplan.SOPforinductionandde-inductionshallbefollowedinallsuchcaseswithoutexception.Sensitizationtrainingofsuchforceswillbepartofthisarrangement.
To facilitate this process, a joint coordination committee comprising CEO/AdditionalCEO,StatePoliceNodalOfficer,StatePoliceNodalOfficer(CAPF),StatecoordinatorofBSF,SSB,ITBP,CISFandallotherStatePoliceForcesmaybeformedforco-ordination,communicationandcommandpurposes.

15. Motivation and Welfare of Police ForcesMobilizationofforcesandconductingtheelectionisadauntingtaskandamajorchallengeforthepoliceandthedistrictadministration.Pro-activeinterventionbythedistrictpoliceandthedistrictadministrationthroughvariousinitiativestoraisethemoraleoftheforcescanhelpreducethestressleveloftheSecurityForces.
Following are some of the measures, which can motivate the Forces:
(a) Asecurityauditcanbecarriedoutwhichcanhelptoplaceindemandthequantumofforcesrequiredfortheelections,aslackofadequateforceleadstoextendeddutyhourswhichresultsinfatigueandfrustrationamongthePoliceforces.
(b) ProperPre-inductiontrainingistobeimparted,toensurethatthesecurityforcesmobilizedfromoutsideperformtheirtaskwithoutanyfault;andalsosothattheyfamiliarizethemselveswiththeterrain,cultureandcustomaswellashistorysheeters,troublemongers,localcriminalsandtheirideology&tactics.
(c) All the forces should be briefed and sensitized well in advance on theprecautionarymeasuresandshouldbeinstructedtoobserveitinletterandspirit.
(d) MandatoryandpersonalbriefingbyDEO-cum-DMandSSP/SPofthedistrictforces isahugemotivatingfactor.Theteamsshouldbebriefedonroutes

andotheraspectssuchaspatrollingtheperipheryofthebooth,providingsecuritytothevotersandthepollingofficialsandescortingthemsafelyaftertheelection.
(e) Routemapsaretobepreparedbeforeonemonthtakingintoconsiderationthelocationofpollingboothsandintensityofanti-socialactivitieswithgridreferenceandbemadeavailabletoalltheoperationalparties.
(f) Case study method can be used, photographs, video and films can bedisplayedandobserved,variouscasestudiescanbediscussedtoavoidanyuntowardincidents.
(g) Sufficienttimegapbetweendifferentphasesofpoll.
(h) Participativedecisionmaking–coordinationmeetingsatState/districtlevel.
(i) EveryCAPFteamshouldbeprovidedwitharepresentativeofthelocalPolicefromthetimeoftheirinductiontillthecompletionofelectoralprocesssothattheycoulddotheirdutywellbecauseoftheirknowledgeofterrainandlocallanguage.
(j) EffectiveroleofRailwaysandIRCTCintakingcareoftheforcesisamotivator.
(k) Helicopter services can be used to drop the security personnel and thepollingofficialsintheboothslocatedatinaccessibleareas.Thishelpsthemconserveenergyforpolldaydeployment.
(l) Effective use of modern technology should be done and the securityforcesmustbebriefedaboutthefactthatthedistrictadministration is inaposition to respondveryspeedily toanyuntoward incident.Tomonitorall thedevelopmentsonthepolldayacontrolroomistobesetupatthedistrictHeadQuarterswithVHF,MobilePhonesandtelephonefacilities.Thecontrolroomhastobemadefunctional24x7frompre-electoralprocesstothecompletionofelectoralprocess.
(m) Preparation of pre/during/post-poll daily movement plan for CPF helpsthemgetorganisedswiftlyleadingtolessstress.OperationalplansaretobechalkedoutwellinadvanceandshouldbepersonallysupervisedbytheSP.
(n) Exigency plans such as evacuation of wounded in case of an encounter,replacement of EVMs in case of destruction and reinforcement of forcesin caseof anyemergencyare tobepreparedwell in advanceandall theresourcesaretobeputinplace.Allthesemustbesharedwiththeforces.

(o) Safereturnoftheforcestotheirrespectivebasecampsistobeensured.
(p) RecognitionbyECIforgoodworkandgoodrecoveries.
Following additional steps can be initiated for the welfare and encouragement of the force personnel:
(a) TheCommissiondesires that anofficer of the rank of Inspector General of Police in state Govt. ineach&everystatemaybeappointedasNodal Officerwith immediateeffect to look into thematterofCPF facilities likeaccommodation, Logistic, welfare measures, compensation/insurance,packedlunchorpaymentforrefreshmentchargesetc.
(b) EveryDistrictmust appoint aDistrict levelNodalOfficer forWelfare, notbelowtherankofDeputySP;andhiscontactdetailsmustbecirculatedtoallmembersofthestateandcentralpoliceforceswhoaredeployedforpolls.
(c) ProvisionforInsurance,Propermedicalcoverearmarkingofsuperspecialtyhospitals,cashlessMedicaltreatment,incaseofevacuation,Airambulance,helicoptersupportetc.forallpolicemenonelectiondutyshouldbeensured.
(d) Enhancement ofmedical facilities in the areaswith deployment ofmoreDoctorsfromotherpartsofthestateshouldalsobeensured.
(e) Essentialmedicinestobekeptinsufficientquantityatcentralizedholdingareasothatrequisitedoseisadministeredtoeachindividualundersupervisionofthemedicalofficeroflocalunit.
(f) Arrangement with Hospitals for Cashless Treatment Specially for superspecialtytreatmentshouldbegiveninadvancesothatthereisnoconfusionaboutwherethepatientisrequiredtobetakenaftermedicalevacuation.
(g) Distributionoffoodpacketsshouldbeplannedinadvance.
(h) Properaccommodationsandlogisticssupport.
(i) VisitofSeniorOfficialsformonitoringthefacilitiesprovidedtoCPFattheplaceofaccommodationsinthedistrict.
(j) Timelyrevisionofvariousorderssuchasex-gratiacompensation,uniformityinremuneration.
(k) Allthedepartmentsofthestategovernmentatthedistrictlevelshouldbeinstructedtofacilitatetheforcesfromtheirsideforthesmoothconductofelections.

(l) Ithasbeenoftenbroughttonoticethattheforcesdeployedarenotdefrayedhonorariumasperinstructionsofthecommission.Itwillbedesirablethatthenominalrollsofalltheforcesshouldbeacquiredbeforethedispatchofthepollingpartiessothattheexactamountisdisbursedintime.
16. The Role of Media as a Force Multiplier
(a) Commission has always found media as an important ally in electionmanagement. Hence, in conduct of election, an efficient structure forinformationdisseminationtomediahasbeencreatedat theCommission,StateandDistrictlevels.
(b) Media can play a positive and pro-active role in supplementing electionmanagementindeliveryofafree,fair,transparent,peacefulandparticipativeelection.
(c) To enable Media as a force multiplier, ensure timely and due access toelectionrelateddataandinformationtomedia.
(d) Apart from this, designing and producing/procuring various materials(handbooks,pamphlets,posters,TVspots,radiojingles,documentaryfilms,newspaper ads etc.) for education of candidates, political parties,media,citizens/votersetc.isalsovital.
(e) Aproactiveinformationcampaignoutliningtheroleofsecurityforceswillgo a longway in building confidence in voters and also keepinghigh themotivationlevelsofthemenwhoworkundertryingcircumstances.
(f) Inordertoensurethattheexerciseofconductofelectionsissuccessful,awell-coordinated voters’ education campaign is conducted in cooperationwithlocalmediainstitutionsaimedatincreasingthevoters’turnout.
(g) The secondobjectiveofmedia campaigns is toguarantee thatall eligiblevotersunderstandandparticipateintheelectoralprocesses.
(h) Theparamountlessonthattheelectionmanagementbodycanlearnfromthepreviouselectionsistotreatthemediaasakeypartnerandnotarivalinthepromotionofdemocracythroughelections.
(i) AuthorityLetterswillhavetobeissuedtoallaccreditedMediaforthepollingdayandthedayofcounting.

(j) Further, engagement of the available IT resource in order to inform andmotivateaninternetsavvygenerationandtheyoungmobileuserscanalsoactasaforce-multiplier.
(k) Folk Dance, Festivals, Fairs/Fun Fairs, Films, TV, Radio including local FMchannels, youth and sports icons can be used to promote the culture ofvotinginanethicalmanner.Identifytheexistingcommunicationandmediainfrastructure available in your area, their utilization, reach and impact.Select themost cost effectivemedia to reach the target audience at theshortestpossibletime-framewiththemaximumimpact.
(l) SmoothcoordinationwithMediapersonnelandotheragenciesresponsibleforconductingtheelectionisessential.
TheCommissiondesiresthatthesesixteenmeasuresmaybeextensivelyused,soastocurtailthedependencyonCAPF.TheelectionmachineryinIndiahasalreadyusedanumberof suchmeasures inpreviouselectionswithproductive results.Now,itisincumbentuponthismachinerytomainstreamthesemeasures,undertheoverallguidance,supervisionandcontroloftheCommission, intheexistingelectoralmanagementprocesseseffectivelyandefficiently.
CEOsshallensureproperimplementationoftheabove-listedForceMultipliersandNon-CAPFmeasuresandcloselymonitorthemduringtheentireelectionprocess.
