We are so happy you picked up this magazine!

Our Chamber is excited to introduce you to Sutherlin. We have a wonderful, close-knit community and we want to share some of the highlights with you.

We are located at the heart of everything Oregon: an hour to the coast; 1-3/4 to Diamond Lake; 1-1/2 to Rogue Valley Jet Boats; 45 minutes to waterfalls; over two dozen wineries within half hour, as well as

Seven Feathers Casino and Resort; and 15 minutes to fishing, boating, hiking, birdwatching, horseback riding and camping, and an abundance of low-traffic roads for biking … We’re surrounded!

And how about our flags? It has become a signature symbol for us, starting with our City logo, then recognizing that we have the largest flag along I-5, and giving a shout out to our local Lions Club who lines our streets with flags on every major commemorative holiday. We also have a Veteran’s Memorial in Central Park with the flags from the six different branches of the United States Armed Forces. And we have a flag monument project that is

an interesting melding of history, artistry, patriotism and promotion.

Did you know that there are 28 versions of the American Flag from Betsy Ross to the current flag? Each one has its own story to tell. And tell them we shall. We currently have 11 monuments built and displayed at different places throughout town. Come enjoy our City of Flags!

Come on down to the Visitors Center and say ‘hi’ to our friendly volunteers, check out our local restaurants, check into our welcoming hotels and make sure you walk downtown and enjoy catching up on some fun historical facts from the foundation of our republic to today. Come Discover our Backyard!

RECREATION

MASTER PLAN

The City of Sutherlin has hired Cameron McCarthy of Eugene, Oregon to develop a Master Plan for the 202-acre property. The process will utilize a community-centered focus in order to design a place for healthy, safe, recreation and wildlife viewing, while integrating the local values of open space, sustainability and community needs. We look forward to Ford’s Pond Community Park becoming a place for locals, and visitors to the area, to embrace, gather and enjoy year-round.

FUNDING Funding for the Master Plan is made possible through a Local Government Grant from the Oregon Parks and Recreation Department, in addition to a successful fundraising campaign by the Friends of Ford’s Pond, who received donations from individuals, businesses, and a grant from The Ford Family Foundation. Updates and information are posted on the Friends of Ford’s Pond’s Facebook page or website (fordspond.org).

Meanwhile, the property remains open to the public: Walk the 1.7-mile unimproved path or hike up the west hillside (elevation gain of 300 ft). Enjoy birding at this “hot spot” with the numerous waterfowl, song birds and raptors resting during their migrations. Or spend an afternoon fishing for crappie, bass, and catfish or canoeing/kayaking the 95-acre Ford’s Pond.

Ford’s Pond is located west of Sutherlin on Church Road, easily accessible for visitors traveling along I-5 or OR 138. Parking is available on Church Road, just south of Westlake Ave. No bathroom facilities are available at this time. On-leash dogs are permitted and doggie waste bags and trash receptacles are provided and maintained by the Friends of Ford’s Pond. Please pack all waste/trash out. No vehicles are permitted on the property; only non-motorized craft on Ford’s Pond; swimming is not permitted. Park is open dawn to dusk.

Umpqua Valley Modelers club promotes model airplane building and flying, and is open to people of all ages. Planes are radio controlled and take off and land on the water. Plat I Reservoir is home to the Annual Float Fly event held in June.

red rock trail Whether you are strolling along, walking your dog or bicycling, this 1-3/4 mile trail provides a joy to the senses.

Red Rock Trail is paved and runs from State Street to Nicholas Court along Sutherlin Creek offering scenic views and the sounds of wildlife in the Wetland Conservation areas.

Just below Sutherlin Dog Park, at 6th Street and Maple, visit Hartley Park and enjoy the playground and skate park.

Take your special pal for an off-leash romp and enjoy scenic views.The dog park is securely

fenced on 2-1/2 acres of gently sloping hillside among tall pines. It is divided into two separate areas for large and small dogs, both with weather shelters, picnic tables and benches. A paved walkway allows access for our friends with physical challenges. Ample parking and restroom available.

Southern Oregon Wine Institute The Southern Oregon Wine Institute (SOWI) was established in 2008 at Umpqua Community College as the first viticulture and enology program in Oregon outside the Willamette

Valley. SOWI offers education programs that merge conventional classroom training with experiential learning, providing students with the knowledge and skills necessary to either support existing growers and winemakers or establish ventures of their own. In 1983, Mildred Kanipe, a colorful farmer, passed

away and left her beloved ranch to the public as a county park. Mildred’s gift included almost 1,100 acres of land consisting of pastures, creeks, rolling hills, orchards and forests. Historical structures include a turn-of-the-century schoolhouse, a farmhouse and outbuildings. She wished the buildings to be preserved, a ranch museum developed, equestrian trails to be available and the land was to remain an animal refuge — the land and plants preserved.

The English Settlement School and the Kanipe Farmstead complex are listed on the National Register of Historic Places making way for their restoration and reuse as centerpieces of the park.

Today the park has much to offer a visitor. Extensive trails pass thru majestic forests, oak woodlands, lush pastures, over creeks and offer spectacular views. Open all year to hikers, and from March 16 to October 31 to horses and cyclists. www.mildredkanipepark.org

We are pleased to introduce the Central Avenue Paving Improvement project.

Yes, it’s happening! This project will address ADA compliant ramps, crosswalks, sidewalk replacement where needed, storm drains and a 2-inch grind and overlay beginning at the intersection of Comstock and Central Avenue heading east to approximately Sunny Street. Construction is proposed to begin early May and run tentatively through the end of October. This project could be potentially the biggest, but yet short term, impact on our businesses and residents. We ask that

you be patient and seek alternative transit routes, keeping in mind the outstanding end result that will come. It will be worth waiting for! We understand this will be an inconvenience, so again, we ask for your patience.

As spring approaches, a significant number of projects begin and will continue throughout the year.

The playground area at Central Park will be expanded with new play structures, ground cover and an estimated 1,000 square foot splash pad.

This park continues to bring poeple of all ages together in our community

and now we will give it the “WOW” factor for everyone to enjoy.

A new 14-inch sanitary sewer force main along the south side of Central Avenue in the east bound lane, from Miller Street to Front Street. Construction time frame estimated through the end of May. Following the completion of the 14-inch Force Main,

Douglas County will begin construction on North Comstockproject which includes paving, curb, gutter, sidewalks and bike lanes from the intersection of North Comstock and Central Avenue to the northern side of West Intermediate Elementary School.

The construction of our new Wastewater Treatment Plant is scheduled to begin in August with a proposed completion date of June 2019. Although this project will be the largest project for the City it will have the least impact on businesses and residents due to the location of construction.

Ford’s Pond will be utilized in conjunction with our new Waste-water Treatment Plant for storage of Class A recycled water. With so much potential for Ford’s Pond the City has teamed up with the Friends of Ford’s Pond. Upon being awarded a planning grant from the Oregon

Parks and Recreation Department, the City and Friends of Ford’s Pond will move through the process for the creation of a Ford’s Pond Community Park Master Plan. Proposed completion of the master plan is scheduled for November.

There is a planned project to relocate the

Urban Growth Boundary (UGB) from the Ford’s Pond area to a more urban location. This will exchange approximately 300 acres within the Urban Growth Boundary and relocate it closer to the City’s infrastructure near the southwest portion of Exit 136 toward Exit 135. We are teaming up with

ODOT for the possibility of providing a connector road between the two interchanges. This UGB exchange is proposed for completion around July 2017. However, the connector road will continue to be a work in progress.

As you can see 2017 is going to be very exciting with many community infrastructure improvements! Please have patience during the various construction phases and be respectful to all construction workers.

Todd McKnightmayor’s messageNow in my second term, I’m more enthused about our future than ever before. When I was growing up here in Sutherlin there was always a strong unity amongst families, the community and even City Hall. Newspaper headlines spoke of school accolades, Lions and Rotary Club contributions, Chamber of Commerce activities, Timber Festival events and yes, the City of Sutherlin all working together. I am convinced we have returned to a tremendous period of closeness as a community and in local government.

Council has come together to build upon previous priorities that included raising monies for new paving and to reconstruct Central Avenue, moving our new development land-use plans from

Ford’s Pond to along the freeway, new playground equipment with a splash pad in Central Park and continued investment in Police and Fire services.

In looking for creative ways to include citizen input earlier in our policy-making, we established a workshop agenda for the second meeting of each month. This is another effort to ensure shared discussions between council, staff and you, our citizens. We will soon be live-streaming all our council meetings so you can watch everything we are doing in the governance process. You can find us at

As of January 1, 2017, we reorganized to three Deputy Fire Chiefs assigned to three distinctive areas of responsibilities: Administration, Training, & Equipment and Infrastructure. All three share equally the Fire Operations component of the Department and rotate the “On Call” status weekly, thereby all realizing experience and development as the “Command Officer in Charge.” Once every six months their area of responsibility will rotate, creating a well-rounded Deputy Fire Chief with

redundancy and professional growth in mind. This will also allow for no single point of failure in our Fire Service mission.

Effective March 1, 2017, the Police Department will be re-organized: current Sergeants re-titled to Lieutenants more closely mirroring a Public Safety model and better meeting the rank structure in both Police and Fire Departments. Both Lieutenants will share equally in the Police Operations component of the Department, and oversee Administration, Training & Equipment and Infrastructure. Both will be cross certified as Fire Fighter 1’s in the State of Oregon, and will continue to rotate the “On Call” status during the week, thereby realizing experience and development as the “Command Officer in Charge.” They will continue to rotate every three months thus creating a well-rounded Police Lieutenant with redundancy and professional growth in mind. This will also allow for no single point of failure in our Police Service mission.

The Administrative Services Police Office Supervisor will be re-titled to the Public Safety Office Supervisor and will

oversee records and administration for both the Police and Fire Services. That Officer will also oversee staff in the Municipal Court, Code Enforcement, Property & Evidence, Records and other part-time employees.

Our Police and Fire Departments are proud to provide premier public safety services to the Sutherlin community, and policing services to our contract city of Oakland.

Without the support of the City Manager and the Sutherlin City Council, we could not have realized and enjoyed the level of success that exists today. We will continue to focus on building community support, trust and goodwill as we move forward with our public safety mission.
