Background Information
The work among Hispanics in Austin is a hybridbetween working among International andNational peoples groups. Success depends on the
understanding of this complexity. HCBC NW En Espaol Ministry seeks to bring the
redeeming power of the gospel in the Hispanicpopulation for a complete transformation. We
understand gospel not just as a narrative but as apower that transforms people in theirenvironment.

Key to understand the strategy
The strategy could be visualized as a two sided
coin: Transformational Community
Development Programs on one side, Missional
Communities on the other side.
Both are inseparable and interdependant.

People flow dynamics
TCDP finds people in a condition of personal,
family and cultural disintegration,
dependency, survival mode, without Christ
and without Hope.
TCDPs purpose is to move people through a
four stages program to a condition of
individual, social and cultural transformation

SOCIAL TRANSFORMATION

Build Trust
Social transformation starts with building trust
trust between the HCBC NW Spanish Ministry, the
individuals and the community. This involves
building and nurturing relationships acrosscultural and social lines in the community and
between the community leadership and their
members. This step could last from two months
to two years.

Come Together
Community participation gains momentum in thisphase. Local leaders and cell group members areencouraged to rally together to participate inearly activities: Backyard Bible Clubs, Great
Adventure, Turkey distribution, toy distribution, meal distribution, and benevolence assistance. These are excellent opportunities to mobilize thecommunity because it is a high-visibility, high-impact intervention. As the community works
together, relationships are strengthened. Thesestronger ties become critical to the success of thesteps that follow.

Make Decisions
During this phase, community members assess
their needs and priorities and develop a multi-
year plan of action. Together they determine
how a large portion of the project budget is tobe allocated. Men, women and youth are
involved in this process, as the many positive
effects tend to carry over into other areas of
community life.

PHYSICAL TRANSFORMATION
These are the steps a community takes toward
physical transformation. Typically begin with
food security, literacy programs or ESL classes
and build on each other to self-sustainingeconomic development. All of these strategies
are often visible simultaneously in a mature
project.

Health/Sanitation
Lack of health insurance and inadequate
sanitation jeopardize the most vulnerable:
children and women. Programs to educate and
bring services providers to the communityelevate the expectations of success in life and
hope for a future.

Education/Vocational
One key problem children of immigrants confront isthe lack of home support for their education. Theyare normally born from uneducated parents and theirpossibility of extra assistance at home is nonexistent.
Literacy programs, mentoring strategies and afterhours coaching are essential to improve their scoresas well as to avoid frustration that later istransformed into drop outs. Parents at the same timeneed to build capacity in areas like English languageproficiency, trades, and other vocational training thatcould open up better job opportunities or thedevelopment of micro businesses.

SPIRITUAL TRANSFORMATION
The underlying cause of the process of
transformation hinges around the community
and its individuals experiencing an encounter
with God. There is no transformation possibleoutside a spiritual transformation that births
from a healthy relationship with Christ and His
transforming power. The success of the entire
program depends on this and it is the
foundation and base of all its activities.

Deed
"Preach the gospel always, if necessary use
words." ~ St. Francis of Assisi. The gospel is
communicated first by actions and attitudes
than by words. As people start seeingChristian love and care in action they begging
to open up to the message.

Life
Life in the small group, serving one another,
caring one for the other, living a transparent
Christian life in the small group, communicates
the effective power of transformation. Evenwhen confronting crisis and setback, grace
communicated in those circumstances has the
power to present an example of the way God
relates to the sinner.

Word
The power of the message when evident in thelives of the messengers invites and confrontspeople to a decision regarding the focus of the
message which is Christ and he crucified. TheBible Study and the one-on-one gospelpresentation of the gospel while being livedout in the life of the small group clearly
challenge people to make an eternalcommitment with Christ that will transformtheir lives as well as their families forever.

Shalom
True transformation culminates with
Shalom, a Hebrew concept referring to
people in right relationship with God, their
neighbor, and their environment. A localchurch becomes a beacon to surrounding
communities. This experience, then, can be
reproduced in other places.

Cell Groups Network or Missional
Communities
The purpose of the cell group network is to
become centers of spiritual transformation to
communities where the groups are located.
The cell group is the focus, center and life of theministry, all happens in the missional community
formed by the group.
The cell group side of the strategy works in anetwork. Interconnectivity and alignment are the
two most critical factors for growth in the system.
