Hinsdale South Coach Paul Hoel was recognized for his achievement of induction into the IHSA Baseball Coaches Association Hall of Fame. The Board congratulated Hinsdale Central Soccer player Evan Floersch on being named a 2014 Player of the Year by the National Soccer Coaches Association of America (NSCAA) and a member of the NSCAA's Boys' Fall High School All-America Team. Lauren Fuller was also recognized for numerous All Tournament and All State designations by local press and coaching associations. AUDIENCE COMMUNICATION Yvonne Mayer of Burr Ridge. CALL OF MEETING

A Committee of the Whole Meeting of the Board of Education of Hinsdale Township High School District 86, DuPage and Cook Counties, Illinois was called to order by President Skoda on Monday, January 12, 2015 at 7:00 pm in the Hinsdale Central High School Community Room, 5500 S Grant Street, Hinsdale Illinois 60521.

1. Question #1: Shall the Board of Education of Hinsdale Township High School District 86 petition the Illinois General Assembly for a change in State labor law to prohibit teachers and other professional employees of public school districts from striking or engaging in any form of work stoppage?

Ms. Manley motioned to approve advisory referendum question #1 for the April 7, 2015 ballot. Mr. Corcoran supported.

Members of the Board expressed their thoughts that the proposed referendum questions may reach beyond the and life of a School Board Member.

2. Question #2: Shall the Board of Education of Hinsdale Township High School District 86 petition the Illinois General Assembly for a change in State election campaign finance law to prohibit the making, offering, soliciting, and receipt of political contributions between school board candidates or incumbent school board members and the employees, employee unions, vendors, and contractors of that school district?

3. Question #3: Shall the Board of Education of Hinsdale Township High School District 86 petition the Illinois General Assembly for a change in the Illinois School Code to render ineligible for elective school district office any person who is, at the time required for taking the oath of office, in arrears in the payment of any tax or other indebtedness due to that school district, as is currently the law for municipal offices?

Member Gallo noted that this question was similar to a question she proposed. Representative Sandack was contacted regarding the question. Member Gallo pulls the question from consideration.

4. Question #4: Shall the Board of Education of Hinsdale Township High School District 86 include criteria in the annual evaluations of its teachers and other professional employees, mandatory components for assessment of those employees by the affected students and parents as well as the classroom attendance of the employees?

Ms. Manley motioned to approve advisory referendum question #4 for the April 7, 2015 ballot. Mr. Corcoran offered the second.

Members of the Board discussed the PERA teacher evaluation development process already underway. Inquiries were made to determine if student feedback, parent feedback and teacher attendance are required by law to be part of a teacher's annual evaluation. Discussion ensued. It was determined that the sentiment of the Board is to include parent and student feedback in performance evaluations - and that a vote to support referendum question #4 would set the Board's directive in the matter.

Question #5: Shall the Board of Education of Hinsdale Township High School District 86 henceforth only agree to employee contracts which provide salary and compensation increases for individual employees commensurate with an upper limit of 125% of the increase in the Consumer Price Index published by the U.S. Department of Labor?

6. Question #6: Shall the Board of Education of Hinsdale Township High School District 86 provide to its employees only those benefits and at such levels which are comparable to each benefit received by private sector employees within the District community?

BOARD C: Insurance Committee

The Board President appointed Members Gallo and Planson to the Insurance Committee in May 2014- when the majority of Board committees were appointed.

ADMINISTRATION A. Academics 1. 2014 - 2015 School Year Calendar Change to Designate Student Attendance Days for the Use of

Emergency Days January 7 and 8 Superintendent Law recommended that the Board approve a change to the 2014 - 2015 school year calendar to designate January 16 as a student attendance day rather than an Institute Day to make up for an emergency day called January 7 - and to make up the lost Institute Day on June 8, the first approved emergency day after school is scheduled to end June 5. Law advised that the next emergency day designated in the approved school year calendar is January 19, 2015 and introduced discussion with the Board the options for making up the second emergency day called January 8.

An option to eliminate late start days designated in the current calendar to recoup lost instructional time was discussed, as well as adding an emergency day to the end of the school year. Ms. Manley offered a motion to approve a School Year Calendar 2014 - 2015 change to designate January 16 as a student attendance day rather than an Institute Day to make up for an emergency day called January 7 and to designate June 8 as an Institute Day- and to designate February 16 as a student attendance day to replace the emergency day called January 8.

Following the vote, Members discussed the possibility of revising the school year calendar to start school earlier in August and hold semester one finals prior to winter break.

2. Staffing Framework and Programs Superintendent Law introduced a framework developed by Administration for determining staffing. Discussion of the staffing process and timeline followed.

3. Mandated Policies Two policies reflecting recently enacted legislation were presented to the Board for approval expediting the standard process for Policy Committee review and first and second readings by the Board.

Policy 7:180 Prevention of and Response to Bullying, Intimidation and Harassment Member Gallo recommended making bold language within the policy and further noted information that should be updated in Policy 2:260.

Ms. Manley motioned to adopt Policy 7:180 with language in bold as noted in discussion. Mrs. Gallo supported.

Policy 7:270 Administering Medicines to Students Discussion of a section of the policy addressing storage of general use epi-pens took place. It was determined that this section applied to current district practice and should be included.

Mrs. Gallo motioned to adopt Policy 7:270 including the section School District Supply of Undesignated Epinephrine Auto-Injectors. Ms. Manley seconded the motion.

ADMINISTRATION B. Academics 1. Proposed Changes to the English Language Leamer Program's Location, Structure and Offerings

Assistant Superintendent Pam Bylsma brought to the Board a report on the services the District provides to students designated as English language learners and information on how we can improve those services. Bylsma proposed changes to the ELL program's location, structure and offerings. Discussion of private school requests for ELL services, the associated regulations and the impact of grant funding by attendance area followed. It was clarified that should the District's ELL program move to Hinsdale Central,

students who participate in the program at Hinsdale Central would remain Hinsdale Central students when they reached proficiency and exited the program despite the boundary in which they live within District. Board members requested that Bylsma prepare a financial impact statement for the proposed changes in structure and coming into compliance when she brings the proposal back for their approval.

ADMINISTRATION C. Student Services 1. Continuum of Services

Assistant Superintendent Tammy Prentiss reported to the Board on the current status of the continuum of services District 86 provides students with disabilities. Prentiss advised that at the January 26 meeting she will bring to the Board for its consideration a recommendation to create a District Therapeutic Classroom as outlined in her memo. Other recommendations would follow. Prentiss further advised that an evaluation of the 2014-2015 reals costs to outplace District students were evaluated to identify opportunities for bringing students back into District. Discussion followed on appropriate outplacement, assistive technology needs and how decisions that will be before the Board will impact what can be achieved

ADMINISTRATION D. Business 1. Q2 GFund Report

An updated on student raised funds was reviewed. It was noted that GFunds have not yet moved into the Infinite Visions software.

ACTION ITEM 1. Corwin Contract

Assistant Superintendent for Academics Pam Bylsma presented the Board with a request for Administrator Training. It was confirmed that the proposed training would be supported by grand funding.

Mrs. Gallo motioned to approve a contract with Corwin for Administrator Training and deliverables as outlined for $63,514.80. Mrs. Planson offered the second.

Mr. Casini motioned to approve Resolution #14.12 to Approve the 2014-15 Compensation of Superintendent Dr. Bruce Law. Mr. Corcoran seconded.

Member Manley requested that the minutes reflect that she voted against the Superintendent's compensation as the proposed change was greater than CPI. This vote in no way should be construed as dissatisfaction with the Superintendent's performance. If others employees by the District are tied to CPI, the Superintendent's compensation should be tied to it as well.

NEW I OLD BUSINESS

• Infinite Visions System Update and January 26 Reporting

Electronic paystubs for direct deposit have begun. Electronic W-2s will be implemented for next tax year. Payroll was balanced.

• FOIA Process efficiencies and improvement suggestions

Mike Wychocki of Hinsdale. Mr. Wychocki spoke on the Board's consideration of referendum questions and 2014 achievements.

ADJOURN TO CLOSED SESSION

At 10:04 pm Mr. Corcoran motioned to adjourn to Closed Session to discuss Pending Litigation; Collective Bargaining; Security Procedures; the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Employees and Matters Related to Individual Students with no action to be taken following Closed Session. Mr. Casini supported the motion.

Statement from Dr. Skoda on Steering Committee Candidates

As you know, we are in the process of updating the Master Facilities Plan. As a part of this exercise, we are fanning a steering committee to help guide the process as we evaluate how best to move the District forward. On Wednesday, we will begin soliciting applications to join the steering committee and help District 86 with this important work.

Any conununity member interested in participating will have to fill out a short application outlining the applicant's interest and qualifications. Applicants should be able to commit to attending meetings on aggressive timeline as recommendations will be submitted to the Board by summer.

Selected applicants will be joining administrators and parents on the Steering Committee to make recommendations to the Board of Education.

More infonnation will be posted on the District website Wednesday, including an overview of the meeting schedule and a link to the application. TI1e deadline for submitting an application is 5 pm. January21,2015.

Administration will be recommending candidates to me and I will appoint them to the Steering Committee.
