The Highway CodeThis Highway Code is issued by the Licensing Authority in accordance with Motor Vehicle and Road Traffic Act,

Section III (1) of M.V. and R.T. Act Chap. 48: 50.

(Resolution passed)

A failure on the part of any person to observe any provision of Highway Code shall not of itself render that

person liable to criminal proceedings of any kind, but any such failure may in any proceedings (whether civil or

criminal, and including proceedings for and offence under this Act) be relied upon by any party to the

proceedings as tendering to establish or to negative any liability which is in question in those proceedings.

Section III (4) of the M.V. and R.T. Act Chap. 48:50.

Remember:

a. Children are in special danger, particularly those under the age of five and those who cycle. Protect

them and train them in road safety.

b. Old people may react slowly. Their difficulties are increasing with the continued growth of motor traffic.

Give them great consideration.

c. The blind also need your help. They carry White Walking Stick. Give them every consideration and

assistance.

d. Health is important. Be sure you are fit to use the road. If you are not feeling well don’t drive.Never

force yourself to drive.

e. Lights, Brakes, Steering and Tyres should be frequently checked. Lack of maintenance, may lead to

accident.

f. Alcohol, even in quite small quantities, makes you less safe on the road. The only safe rule is “if you are

going to drive, don’t drink”. The same applies to drugs even if taken medicinally.

g. If a ball appears, there’s a child, beware.

Part 1 - PEDESTRIANS

1. Where there is a sidewalk or footpath, use it. Do not walk next to the Curb

with your back to the Traffic. Look both ways before you to step into the road.

2. Where there is no footpath, walk on the right side of the road, it is safe to walk

on the side facing oncoming traffic. Keep as close as possible to the side of the

road and walk in single file . Take care at right hand bends.

3. Do not stand on the roadway to wait on transportation, wait on the sidewalk

or footpath.

4. Do not allow children, up to the age of five at least, to go alone on the road. Go

with them, walk between them and traffic, always keep a tight hold of their

hands. Do not allow them to run, always set a good example for your children.

They learn by imitation. See Figure (1)

5. Always wear or carry something white or light-coloured or reflective in the dark. This is especially

important on roads without footpaths. Motorists can see your better. See Figure (2).

6. Do not loiter on the roadway or walk on cycle tracks, or wilfully obstruct the free passage.

7. A marching body on the road should keep on the left hand side . There should be look-outs at a

reasonable distance at the front and rear. At night they should carry lights, white at the front of the

column and red at the rear.

8. When crossing the road first look for a safe place to cross, then stop. Makes sure that you can see

clearly along the road in all directions, then look right, look left and right again, when it is safe go

straight across. Don’t try crossing between parked vehicles. See figure (3).

9. It is safer to cross at Footbridges, Zebra Crossings , Pedestrians Crossings or where there is a Police

Officer or Crossing Patrol.

10. When crossing the road at junctions, look out for vehicles turning the corner especially from behind.

11. Do not stand to near too the edge of the pavement. Stop a little way back from the Curb, where you

will be away from traffic, but can still see if anything is coming. If there is no pavement or footpath stand

back from the edge of the road where you can see traffic coming.

12. At junctions controlled by traffic lights watch the traffic as well as lights, and cross only when the traffic

light is in your favour and the vehicles have stopped. Avoid crossing at uncontrolled inter-sections.

13. If the traffic lights have a “Cross Now or Walk” signal do not cross until that signal appears.

14. When Police Officer or School Crossing Patrol is controlling traffic, cross the road only when the officer

has signalled you to do so. Always cross in front of him.

15. Remember that on one way streets there will usually be more than one lane of traffic proceeding in the

same direction. Do not walk until it is safe to cross all the lanes of traffic.

16. When about to cross do not stand behind any vehicle which has its engine running, because it might

reverse into you.

17. Keep out of the road if you see or hear Ambulances, Fire Engines , Police or other Emergency Vehicles

with their lamps flashing or sirens sounding.

18. Do not get off or on a Bus while it is moving, or when it is not a recognised stopping place. When

stopping a Bus give a clear signal to the driver. Do not step into the road until it has come to a complete

stop.

19. After getting off a bus never cross behind or in front of it. Wait until it has moved off. Go when it is clear.

20. Make a habit of assisting the aged, the blind or children to cross the road.

21. Never open the door of any vehicle before ensuring that it is safe to do so. Get out of the vehicle on the

curb side wherever possible.

Part 2 - PEDAL CYCLIST

1. Make sure your cycle is safe to ride. At night you must have in front a white light

visible from a reasonable distance. You must also carry in the rear a lighted

lamp showing a red light, or a reflector. Your brakes must be kept in proper

working order. Your tyres must be in good condition. Your cycle must be fitted

with a bell to warn road users of your approach.

2. A Police Officer in uniform is empowered, and shall be permitted by the owner or

the person in charge of any cycle, to test and inspwct the brakes of a cycle

when on the road. If the cycle is involved in an accident, within 48 hours the

Police can carry out the inspection on any premises.

3. No Parent, Guardian or any other person having legal custody of a child or

young person below the age of 16 years shall knowingly permit such child or

young person to ride on a road, a cycle which does not comply with any laws as

regards the condition of the cycle.

4. Do not learn to ride on the public road, it is dangerous. Look for a safe open

space.

5. When getting on or off do so on the left side of the cycle to avoid traffic.

6. Do not ride abreast another cycle. Do note ride on the sidewalk or footpath. It is an offence to do so.

7. When you are riding:

a. Always keep both hands on the handlebar unless you are signalling.

b. Always keep both feet on the pedals.

c. Do not hold on to another vehicle or another cyclist.

d. Do not carry a passenger on your cycle.

e. Do not ride close behind another vehicle.

f. Do not carry anything which might affect your balance or become entangled with the wheels or

chain.

g. Do not lead an animal.



h. Wear light coloured or reflective and fluorescent clothing especially between dusk and dawn, and

during inclement weather.

i. It is an offence to ride whilst under the influence of drink or drugs.

j. All accidents must be reported to the police immediately.

k. Move off the street to stop, park or make repairs to your cycle.

l. Where there is a cycle track use it.

Part 3 - MOTORISTS AND MOTOR CYCLISTS

1. All vehicles must be registered with the Licensing Authority.

2. Before you drive make sure that your vehicle is licensed and insured.

3. Keep your vehicles in good condition. Pay attention to lights, horn, brakes, steering, tyres (including

spares), windscreen wipers and washers. Keep wind screens, head lamps, indicators, reflectors, mirrors

and number plates clean and clear.

4. Before moving off, look in your rear view mirror, and around to make sure it is clear behind and that

nothing is about to overtake. Give a right turn signal and move off when it is safe to do so.

5. Keep to the left, except when overtaking, or when passing stationary vehicles or for other reasonable

or sufficient cause.

6. Use your rear view mirror often so that you know what is behind you. Do not stare at it, glance in it.

7. Always keep a special lookout for pedal cycles and motor cycles, particularly when overtaking or turning.

Bear in mind that two wheelers are much less easy to see than larger vehicles.

8. Do not exceed speed limits for the road and for your vehicle. Remember that any speed limit is a

maximum. It does not mean that it is always safe to drive at that speed. Always take into consideration

the conditions of the road. The speed limit in a built up area is 50 km/h and outside a build up area is 80

km/h.

9. Never drive at such speed that you cannot stop well within the distance you can see to be clear. Go

much slower it the road is wet.

10. Always keep a safe distance behind the vehicle in front of you, so you can stop if it slows down or stops

suddenly. The safe rule is never to get closer than the overall stopping distance as shown as follows.

11. Pull on the left side of the road, stop and allow the passage of ambulances, fire engines, protective

service vehicles or other emergency vehicles when they are sounding horns or sirens or displaying



flashing or swivelling lights. Do not chase behind emergency vehicles in an effort to get ahead of traffic.

12. Driving for a long time may make you feel sleepy. To help prevent this, make sure there is plenty of fresh

air in your vehicle. If you become tired, stop and rest at a suitable parking place.

13. When Towing another vehicle the Tow rope or draw-bar must not exceed five metres.

LANE MARKINGS

14. Where there is a double white line along the middle of the road, note whether the one nearer to you is

continuous or broken and observe these rules:-

a. If both lines are continuous or the line nearer to you is continuous, keep on the left of it and do

not cross or straddle the line(s).

b. If the line nearer to you is broken, you may cross it, but only do so if you can complete your

overtaking safely and before reaching a continuous white line on your side. See Figure (4).

c. Never cross a single broken white line along the middle of the road unless it is safe to do so.

d. Never cross a single continuous white line along the middle of the road.

15. Keep with the lane markings and cross them only when moving into another lane. You should change

lanes only when you have given the appropriate signal and it is safe to perform the manoeuvre. Slow

moving traffic should always keep on the left lane. Se Figure (5).

16. In traffic hold-ups or slow moving traffic do not jump the queue.

17. Well before you reach a junction, make sure you are in the appropriate lane.

18. When a vehicle is involved in an accident whereby injury or damage is caused to any person, animal or

property the driver of such vehicle shall immediately stop and convey or cause to be conveyed any

injured person to a doctor or hospital, give his name and address and Driving Permit particulars to

interested parties and immediately report the accident to a Police Officer or the nearest Police Station. It

is advisable to mark the position of the wheels of the vehicle(s) involved, in the presence of a witness.

19. Drive carefully and slowly when pedestrians are about, particularly in crowded shopping streets. When

you are approaching a stationary bus or other stationary vehicle, watch out for pedestrians emerging

suddenly from behind it.

20. At pedestrian crossings controlled by the light signals, give way to pedestrians who are crossing when

the signal facing you i,s red.

21. When turning at a road junction, give way to pedestrians who are crossing the road into which you are

turning.

22. When entering or emerging from a private road or property, give way to pedestrians as well as traffic on

the public road.

23. Slow down when pedestrians, processions or other marching groups are in the road, particularly where

there is no footpath. Give them plenty of room and be extremely cautious.

24. When coming to a zebra crossing, keep a look out for pedestrians waiting to cross (particularly children,

the elderly, or the infirm).

25. Go slowly when driving past animals. Give them plenty of room and be ready to stop if necessary. Do

not frighten the animals by sounding your horn or reviving your engine.

26. When a horse or other animal is being led, or ridden you must stop if signalled to do so by the person in



charge.

27. When approaching a junction with a sign marked “Stop” and a white line at the corner, you are to slow

down gradually and stop before the white line. Proceed only when the major road is clear. See Figure

(8) on page 15.

28. At a junction look right, then left, then right again. Do not go until you are sure that it is safe to do so.

Do not assume that the vehicle approaching from the right which is signalling with its left hand indicator

will turn left. Wait to make sure.

29. Well before you turn right at a junction, look in your rear view mirror to make sure that nothing is about

to overtake. When it is safe, make a right turn signal and take up a position just left of the middle of the

road with wheel pointing straight leaving room for vehicles from behind to overtake on the left. Wait

until it is clear in front then turn.

Remember the driver on each vehicle has a “Blind Spot” in his vision with respect to vehicles

overtaking on either side be extra careful.

30. If you intend to turn left, keep on the left, make a left turn signal in good time, and do not swing out to

the right either before or after making the turn.

31. When crossing a dual carriage-way or turning right into one, treat each half as a separate road. Wait in

the central dividing strip (between the two traffic islands) until there is a safe gap in the traffic on the

second half of the road. However, where the central reserve is too narrow for the length of your vehicle,

you should wait in the side road until you can cross the dual carriage-way in one movement.

32. At police controlled junctions let the police officer know clearly by your signal which way you want to go.

Do not filter left when straight ahead traffic is held up unless you receive a signal to do so.

33. When a junction is controlled by traffic lights do not go forward when the light is green unless there is

room for you to clear the junction completely. Never go forward when the red and amber lights are

showing together.

34. Where there is green arrow filter signal at junctions controlled by the traffic lights, do not enter the filter

lane unless you intend to go in the direction shown by the arrow.

35. When approaching flashing traffic signals, the following should be observed:

a. A flashing red signal means that you must stop and proceed when it is safe to do so

b. A flashing amber signal means that you must slow down and proceed with caution.

c. A flashing green signal means that you must slow down and, if turning, give way to opposing

traffic.

d. A green signal with an amber arrow means that you should slow down and if turning, give right–

of-way to opposing traffic.

36. At traffic lights, vehicles required to “Stop” must wait behind the solid white “Stop” line marked across

the approach.

37. At a roundabout you will see a sign indicating “Roundabout”. The vehicles on the right have the right-of-

way. Do not overtake or stop to put down or take up passengers at a roundabout.

38. Before you reverse make sure that there are no pedestrians or obstructions behind you.

39. Do not reverse from a side road into a main road.

40. If your view is restricted, get help before reversing.

41. It is illegal to reverse at a junction, or around a corner

42. You must make sure that all your lamps are clean, that they work and that your headlamps are properly

adjusted – badly adjusted lamps can dazzle road users and lead to accidents. See Figure (6).

43. At night always drive well within the limit of your lights.

44. In built-up areas use dipped headlights.

45. On unlighted roads always use your bright headlights. When meeting other vehicles dip them. If you are

dazzled, slow down or stop. See figure (7).

46. Drive on dip headlights when driving behind another vehicle.

47. In daytime whenever visibility is poor, switch on your park or dim lights to enable other road users to

see you clearly.

48. Flashing amber hazard lights have only one meaning – like sounding your horn, it lets other road users

know you are there and in distress.It is an offence to use them for any other purpose, e.g., Driving,

Parking, in Inclement Weather, etc.

49. It is an offence to sound your horn unnecessarily at weddings, near a hospital, to attract the attention

of persons or to hasten drivers on the green light. It is also illegal to sound horns between the hours of

9.00 p.m. to 5.30 a.m. in the City of Port-of-Spain, the Boroughs of San Fernando and Arima.

50. Before overtaking consider if it is necessary. To overtake look in your rear view mirror, make sure that

nothing is about to overtake you and see that the road ahead is clear. “Clear means that there is no

vehicle approaching from in front; that there are no parked vehicles or road repairs in front of the

vehicle that you are about to overtake; that the vehicle in front is not itself overtaking and that there is

sufficient space on the left to get back in lane after overtaking. Make a right turn signal. Sound your

horn, observe the vehicle in front. When you have sufficient space to overtake, you do so on the right,

then travel about three to four car lengths and get back to the left side do not cut in on the vehicle you

are overtaking.

51. Do not Overtake:

a. Around a corner or bend.

b. At the brow of a hill.

c. On a hump-back bridge.

d. So that you force another vehicle to swerve or come to a sudden stop.

e. In a pedestrian crossing zone



f. If you cannot see far enough ahead.

g. At an intersection.

h. At no passing zones.

IF IN DOUBT, DO NOT OVERTAKE.

52. Do not Park or Wait:

a. On a hump back bridge.

b. At or near a road junction or bend.

c. At the brow of a hill (as others will be unable to see what may be approaching).

d. On a footpath or cycle track.

e. Opposite or nearly opposite another standing vehicle or other obstructions (e.g., road repairs,

etc.).

f. Alongside a standing vehicle.

g. At a bus Stop, private entrances (e.g., School, Cinema, Hospital).

h. On a dual carriageway do not park on the right side of the left carriageway.Park only on the

extreme left of the carriageway provided there is no other restriction.

i. Within 3 metres of a fire hydrant of the frontage of a Fire Station.

j. Within 9 metres of a corner.

k. So as to obstruct the free movement of vehicles in a Car Park.

l. On a Pedestrian Crossing Zone.

53. When you draw up, pull as close as possible to the edge of the road. On a highway pull on to the

shoulder of the road.

54. It is illegal for a vehicle to be parked at night in the city of Port-of-Spain, or the Boroughs of Arima and

San Fernando without lights, unless there is painted on the rear of the vehicle and on the right or off-

side thereof (on or near as possible to the read off-side mudguard) a white rectangle or circle at least

320 square centimetres in area so as to face, and be visible to, traffic approaching from the rear. You

may park without lights at a place appointed solely for parking.

55. When there is a breakdown, get your vehicle off the road if possible and take the requisite steps to

indicate its presence and position by lighting or otherwise to other persons using the road. If you

cannot remove it off the road take immediate steps to have it removed as near to the left as possible.

See Figure (9).

56. To drive a taxi you must be the holder of a Taxi Driver’s Badge and Licence. Being the holder of a Class 3

Driving Permit and owning a taxi, does not qualify you to drive a taxi, not even in a case of emergency.

57. Number plates must be affixed one to the front (not inside) and the other to the back of the Motor

vehicle or trailer and in an upright position and must be easily distinguishable. Failing to comply you are

liable to a fine of $1,000.00 or 6 months imprisonment, M.V.R.T.R. 9 and M.V.R.T.A., section 91(1) 48:50.

Tie a white cloth to your radio antenna, door handle, or some other place where it may be easily seen. If

you do not have a white cloth, raise your bonnet.

Part 4 - OTHER ROAD USERS AND ANIMALS

1. The term “Vehicle” includes carriages, wagons, carts, motor vehicles, bicycles, tricycles, vans, hand carts,

sledges, trucks, barrows or any other machines for the portage of goods or persons. (This includes

Roller Skates and Skate Boards). The owners or person in charge of, tricycles, hand carts, sledges,

barrows, etc., are required to obey all traffic laws of Trinidad and Tobago.

2. Do not let your dog stray. When you take it for a walk, or when it is in your car, keep it under control.

3. Make sure that the road is clear before you let or take animals on to the road.

4. If you are riding a horse keep to the left.

5. When leading an animal in the road always place yourself between it and the traffic, and keep the

animal to the edge of the road.

6. If you are herding animals along the road and there is someone with you send him on ahead to warn

traffic at danger points such as bends, brow of a hill, and carry a light after sunset.

7. Do not allow your cattle to stray. They can be impounded. The term “Cattle” includes, cow, goat, sheep,

swine – M.V.R.T.R., section 56(7) 48-50.

8. Do not tether your cattle with a rope that is too long that it can reach the road.

9. Learn the meaning of road signs.

10. Do not chase your ball or playmate on the road.

11. It is the parents responsibility to teach their children road-safety habits, set them a good example at all

times.

12. Do not send children on errands if they have to cross busy streets.

13. No person shall wilfully drive, ride, draw or propel a vehicle or ride an animal upon any footpath or

pavement by the side of any road made or set apart for the use or accommodation of pedestrians.

LAW DEMANDS

These pages deal with major points of law affecting safety on the road. For the precise wording of the law you

should refer to Act 48:50 and 48:51 and the Summary Offence Act. These are indicated in the margin by the

following abbreviations:-

without the written permission from the Licensing Authority.

hundred dollars.

If involved in an accident which causes damage or injury to

person, vehicles or property or any animal not in your vehicle.

You must stop, take the injured to the nearest doctor or

hospital, give your name and address to interested persons

and report to the nearest Police Station or to a constable in

uniform immediately.

TIPS TO SAFE DRIVING

No one can be considered a safe driver unless his traffic habits include care, courtesy, responsibility and

common sense as fundamentals for safety.

No method of approach to the traffic problem will bring more beneficial results than your observance of the

following rules.

a. Consider the rights and privileges of others.

b. Drive your vehicle at a reasonable and safe speed at all times.

c. Dip your headlights at night to all oncoming traffic.

d. Give full and individual attention to your driving. If you want to enjoy the scenery, park your vehicle.

e. Always keep a safe distance behind the vehicle in front of you.

f. Keep your brakes, lights, steering mechanism and tyres in good operating condition at all times.

g. Do not insist on right-of-way. Life and health are much more important.

h. Watch the car behind and signal your intention to stop or change direction

i. Never overtake on the brow of a hill or curve or at any point where your view is obstructed.

j. Observe road signs and signals. They have a definite purpose-to prevent accidents.

k. The white cane, the symbol of the blind, exercise caution.

l. Never drive on a strange road as fast as you would on one that you know.

m. When approaching a steep incline change to a lower gear, do the same when descending.

n. Never drive when you become sleepy.

o. Slow moving traffic must always keep in the left lane.

p. When foot brakes fail don't panic, remember your hand brakes and shift to a lower gear.

q. Do not throw objects out of vehicles.

Certain things are considered unsafe and are therefore not allowed.

1. A red light showing from in front.

2. A siren or exhaust whistle, except on emergency vehicle.

3. A muffler cut-out

4. Anything that extends more than 300 millimetres beyond the plane of the wheels.

5. Using the shoulder of the road as a Highway.

6. Flashing amber hazard lights when driving or parking. They must only be used to warn of an unusual

traffic hazard.

YOUR KEYS TO SAFE DRIVING

1. Obeying traffic laws is the master key.

2. Courtesy comes before right of way.

3. Physical Fitness.

Let someone else take the wheel if you are not physically or mentally alert.

4. Proper care of your car.

5. Good vision.

6. Proper signalling.

7. Adjusting your speed to the condition of the road.

8. “If you drink, don’t drive.”

1. Leave a motor running in a garage.

2. Leave the vents open when following closely behind another car.

3. Leave the motor running and the windows closed while the car is parked.

4. Drive with a defective muffler or exhaust system.

5. Operate an air conditioner in a parked car with the windows closed.

1. From being thrown from your car. (Your chances of being killed are five times greater if you are thrown

from your car).

2. From hitting the dashboard too hard.

WHY YOU SHOULD NOT DRINK AND DRIVE

1. Alcohol slows down reactions.

2. Alcohol impairs vision.

3. Alcohol interferes with concentration.

4. Alcohol creates a false sense of confidence.

Remember for the average person, it takes one hour for the effects of one drink (30 ml) to wear off.
