TRAFFIC DISCIPLINE OFFICE
Income from Traffic Fines The MMDA earned a total of P27.324M from traffic fines during the 3rd Quarter of 2012, as compared to the same period last year, income from the same source was recorded at P32.752M, or a decrease of 16.57%
TRAFFIC ENFORCEMENT Traffic Direction and Control; Metro Manila Traffic Ticketing System During 3rd Quarter 2012, a total of 1,849 *Traffic Constables (TCs) were deployed for traffic direction and control activities, of which 1,029 were active **UOVR holders, who made a total of 66,879 apprehensions for various traffic violations. In comparison, 1,722 Traffic Enforcers were deployed during 3rd quarter 2011, who made a total of 39, 353 apprehensions.

60-Kph Speed Limit Enforcement at Macapagal Ave. The number of speed limit apprehensions along Macapagal Ave. was recorded at 1,701 for 3rd Quarter 2012, as compared to the same period last year with a total of 1,844 for the 3rd quarter of 2011.
60-Kph Speed Limit Enforcement at Commonwealth Ave. A total of 2,082 apprehensions were recorded for overspeeding in this major thoroughfare during 3rd Quarter 2012, as compared to the same period last year with a total of 1,872 for the 3rd quarter of 2011.
Bus Management & Dispatch System (formerly Organized Bus Route (OBR) Project)
During 3rd Quarter 2012, a PUB Drivers’ Databank system was developed and completed, with corresponding letters sent to 110 bus companies, and records obtained encoded into the system. This databank holds info on all MM PUB drivers, for linkage to concerned agencies like the LTO, NBI, LTFRB and other stakeholders.
Also during this period, testing of the RFID (Radio Frequency Identification) equipment to be used for the e-Tagging (Electronic Vehicle Tagging System) project for PUVs was completed, with a final report and recommendation submitted.
A Technical Study and Implementation Plan for a Bus Management System using a GPS (Global Positioning System)-based solution were also submitted.

Anti-Illegal Parking Operations The TDO Parking Discipline Group made a total of 2,819 apprehensions for illegal parking for 3rd Quarter 2012, as compared to the same period last year with a total of 2,599 .
Enforcement of the Yellow-Lane Rule & Closed-Door Policy
For the yellow-lane rule on public utility buses (PUBs), 2,771 apprehensions were made during 3rd Quarter 2012, while 270 were apprehended for violation of the closed-door policy. In comparison, 5,483 apprehensions were made during the 3rd quarter 2011 while 3,342 were apprehended for violation of the Closed-Door-Policy.
Anti-Colorum & Out-of-line Operations
A total of 532 apprehensions were made for colorum operation while 408 were apprehended for plying their vehicles out of line.
PUV Tagging During 3rd Quarter 2012, only 8 violations on PUV tagging were sighted or monitored, Compared to 220 for 3rd quarter 2011.

Design and Construction of Pedestrian Footbridges One new footbridge – located along Quirino Highway-Mindanao Ave. in Quezon City – was completed during 3rd Quarter 2012. Another footbridge – located along Quezon Ave.-Araneta Ave. in QC – is being relocated along Ortigas Ave.-Club Filipino in San Juan City, and is almost done at 90% as of the end of 3rd Quarter 2012.

Covering of Footbridge Stair Steps Welding and painting of steel plates to cover the stair steps of the Araneta Center footbridge in front of PWU EDSA Central Terminal is 100% done in August, 2012.
Construction of Children Road Safety Park Work on this ongoing project at Paraiso ng Batang Maynila at M. Adriatico-Quirino Ave., Manila is 85% done as of September, 2012.
Application of Thermoplastic Pavement Markings For 3rd Quarter 2012, application of thermoplastic pavement markings (in-house implementation) was completed in 37 locations throughout Metro Manila. A total of 14,382.4 linear meters and 2,911.62 square meters of pavement markings were done. In addition, 615 linear meters and 64.25 sq. meters of
pavement markings were painted at the Children’s Road Safety Park, Adriatico, Manila during 3rd Quarter 2012.

FLOOD CONTROL AND SEWERAGE MANAGEMENT OFFICE Flood Control and Sewerage Management Office (FCSMO) projects were undertaken by administration and by contract. They are also responsible for the regular operations and maintenance of Pumping Stations, Floodgates and other Flood Control facilities. For the 3rd quarter of 2012, regular maintenance activities include declogging of drainage laterals of which 114,093 linear meters has been completed, dredging of open waterways with 14,012 linear meters accomplished and desilting of drainage mains in which 760 linear meters were done. The office has likewise fabricated and installed 182 manhole covers and 92 steel gratings of the drainage system. 49 Pumping Stations are being maintained and operated efficiently by the office. Declogging, desilting and dredging of esteros and drainage systems increase the conveyance capacity of floodwater and improves the subsidence rate of floodwater.

SOLID WASTE MANAGEMENT OFFICE For the 3rd Quarter of 2012, the SWMO continually assessed the compliance of the 17 Metro Manila LGUs with the Door-to-Door (D2D) Garbage Collection System, in which 90% of the 1,705 barangays are implementing the scheme. The 3rd Quarter of 2012 compliance rate remains the same as the 3rd Quarter of 2011. The D2D system requires residents to segregate recyclable and non-recyclable trash and take their garbage out only at the appointed time of collection wherein LGU garbage collectors pick-up the same door-to-door.
For the Monitoring of Level of Cleanliness, the office has conducted a total of 50 days of inspection of garbage in major roads, investors’ corridors and national roads in Metro Manila. A total of 250 garbage piles were observed/ sighted and 59 letters were sent to the concerned LGUs for information and appropriate action.

As a regular activity, the office documents the volume of wastes received at three (3) disposal facilities namely the Rizal Provincial Sanitary Landfill, Quezon City and Navotas Landfills. For the 3rd Quarter of 2012, the actual volume of garbage/ waste disposed was 2,348,136.72 cubic meters. The SWMO also regularly maintains the operations of these disposal facilities as well as the closed disposal facilities which include housekeeping tasks, grass-cutting activities, equipment inventories and operation of leachate treatment plant at San Mateo Landfill. 12 site visits were also conducted in different SWM facilities for their monitoring and inspection activities.

The Over-all Waste Diversion Rate of the 17 LGUs stil remains at 41% for the 3rd Quarter of 2012. On the practice of segregation/ separate collection scheme, 1,057 out of 1,705 barangays are implementing the same with a 62% compliance rate. Also, 595 barangay-based and 572 school based Materials Recovery Facilities (MRFs) were established. The office likewise attended one (1) NSWMC-TWG meetings sponsored by NSWMC.
Policies, programs and projects for proper sanitary waste disposal and for the reduction, re-use and recycling of solid waste was implemented. Among these are the conduct of 7 orientation trainings for 12 seamen applicants, 8 orientation seminars on SWM conducted before school teachers and parents, NGOs, councilors, barangay officials and residents and provision of assistance on SWM to 21 researchers/ students. The office also distributed a total of 275 copies of IEC materials such as D2D comics, flyers and posters to different schools, LGUs and barangays. Other on-going activities of SWMO includes the establishment of an Appropriate Ecology SWM System for condominiums and subdivisions (HOAs Project) with 4 meetings held and 226 HOAs inspections made, establishment of on-site Materials Recovery Facilities (MRFs) in which the operation of the RDF project at the Rizal Provincial Sanitary Landfill was started on September 2012. Likewise, the office has also prepared 1 accomplishment report for submission to the Supreme Court regarding the clean-up of Manila Bay. SWMO also facilitated the collection/ hauling of 3,209 cubic meters of garbage accumulated in different Pumping Stations in coordination with the Flood Control. The office has also prepared site development plan, specifications and cost estimates for the fencing of the MMDA property at Carmona, Cavite. SWMO likewise conducted 4 sampling (waste and silt materials) as part of the Waste Analysis and Characterization Study (WACS) of MMDA.
The office likewise inspects garbage trucks prior to issuance of Permit to Dump based on their roadworthiness and compliance with required paraphernalia and truck criteria. An additional of 15 trucks was accredited for the month of September and the total of garbage trucks accredited is 1,328.
Seminar/workshop on RA 9003
For the implementation of RA 9003 or the Ecologial Solid Waste Management Act, SWMO has conducted one (1) meeting with 4 LGU-SWM Heads to discuss the creation of committees on wate management convened 1 LGU consultative meeting sponsored by EPWMD. The office also conducted continuing assessment of the LGU’s compliance with the provisions of RA 9003 with 1,656 out of 1,705 barangays or 97.12% has constituted their Barangay SWM Committees. An increase of 1.42% from the previous quarter’s 95.7% compliance rate.

Health and Sanitation Services Coordinating Assistance Division (HSSCAD)
Enforcement of MMDA Regulation No. 96-009 or the Anti-Littering Law For the 3rd Quarter of 2012, a total of 5,302 Anti-Littering Enforcement violators were apprehended. 1,187 of whom settled their administrative fines with a total revenue of ₱803,100.00. Also 388 of these violators have rendered community service in place of the administrative fines. Total number of Notices/ Summons sent was 6,504. Ten (10) previously apprehended violators have also settled their ad-ministrative fines and have been issued Motion to Withdraw (1999-2002) to secure NBI clearance.

Enforcement of RA 9211 or the Tobacco Regulation Act/ No Smoking in Public Places/ MMDA-Bloomberg Project For the 3rd Quarter of 2012, a total of 8,019 Anti-Smoking Violators were apprehended. 451 of whom has settled their administrative fines either through Metrobank or direct payment to the MMDA Office with a total revenue of ₱225,150.00. Also 318 of these violators have rendered community service and 1,735 attended the Smoking Cessation Services of the office in place of their administrative fine.

Enforcement Support Activity For the 3rd Quarter of 2012, a total of 29 Notice of Environmental Sanitation Violation Receipts (NESVRs) were issued to households/ establishments with violation of the Sanitation Code of the Philippines and other related environmental laws and regulations.

Monitoring of Environmental Health and Sanitation Discrepancies A total of 12 national roads and 18 barangays were moni-tored. Of this, a total of 52 environmental discrepancies were monitored.
Lingap sa Barangay Activities For the 3rd Quarter of 2012, the office was able to distribute 2,000 IEC materials (“Iwas Dengue”, “Bawal Magkalat” and Metro Ko Love Ko” flyers) to various locations in Metro Manila. They were also able to conduct orientation seminars on Metro Health & Sanitation, Anti-Littering and Anti-Smoking Policy in 9 barangays with 492 participants in Metro Manila. Misting operations were also conducted in 10 creeks/ canals, 4 government offices, 1 barangay and 15 schools with a total of 499 classrooms.
MMDA Anti-Smoking Task Force (100% Smoke Free Workplace) A total of 21 Anti-Smoking Law violators were apprehended at MMDA premises and satellite offices. 6 of whom are MMDA employees and 15 are civilians. Other programs/ projects/ activities accomplished by the office include the following: 1. Provided Marikina City with a total of 90 copies of Policies to serve as guides for
implementing Smoke-Free Law and 11 other LGUs were supported with guidelines and tools for enforcement.
2. 3 months of daily smoking cessation counseling sessions conducted. 3. Developed one (1) AVP (English version) of the Anti-Smoking and Smoking Cessation Program
for public viewing and information. 4. Distributed/ posted 150 pieces of stickers, 18 tarpaulins, 1 piece collage, 8 no-smoking logos,
10 Sandata Laban sa Sigarilyo, 51 Time to Quit tarpaulins, 530 pcs of IEC materials on project updates and other IEC materials at different apprehension sites, public utility vehicles, Smoking Cessation buses/ clinics, government offices including MMDA offices and selected Pahayagan ng Bayan along major thoroughfares.

Anti-Smoke Belching Unit
Pursuant to RA 8749 or the Clean Air Act, the office undertook Smoke Belching Operations for the 3rd quarter of 2012. The unit has inspected/ tested a total of 861 motor vehicles of which 164 vehicles passed and 697 failed the smoke emission test and were issued citation tickets. The unit has also confiscated 727 motor vehicle plates for violation of the LOI 555 and PD 1181 and surrendered the same to the Land Transportation Office (LTO). 697

SWEEPING OPERATIONS
For their regular activities, MPCG was able to sweep
(manually and mechanically) 55,836 km of roads, gathering
3,020.42 cu. M. of garbage and sweeping 391.51 cu. m. of
sand.
MOPPING OPERATIONS
For mopping operations, 1,446.86 cu. m. of garbage were collected and 53.72 cu. m. of sand were collected. The hauled sandbags had a total of 6,135 cu. m. of sand in it. MPCG was able to clear 20 pcs. of sleeping capsules in the Gwapotel. The number of plastic plant holder cleaned was 1,200 pieces. There were 108 metro aides assigned at Roxas Blvd. and other areas of Metro Manila.

CLEAN-UP OPERATIONS
With regards to the flushing, washing and cleaning operations, MPCG maintained a total of 156
units of urinals as of the end of the 3rd quarter. Thus, likewise were able to clean 4,910 sq. m. of
MRT walls, 60 sq. m. of waiting sheds and 18 units footbridges. A total of 16,620 sq. m. of tiles at
the tunnels were maintained, while 3,880 m. of gutters were cleaned. 2,936 m. of steel railings
were also cleaned. 4,432 sq. m. of fixed plant boxes were maintained.

CLEAN-UP DRIVE
For the clean-up drive; 2,732 cu. m. of garbage were cleared from Manila Bay during the recent clean-up after the monsoon rains. They were also able to put pedestrian lane markings on 25 elementary and high schools.
CONSTRUCTION WORKS
For construction work, the installation of 78 pcs. of tarpaulins regarding the MMFF and Eid al-Fitr
festival top the list of their activities, followed by the installation of 69 pcs. concrete fence. Third,
came the installation of drums and PVC pipe for the water, with 65 pcs. installed.

The painting tasks consist of the painting of 1,083 sq. m. of

LANDSCAPING ACTIVITY
For landscaping, the dominant activities was the planting of
assorted plants with 74,900 pcs. planted for the 3rd quarter.
With planting as the chief activity, it naturally followed that
watering of plants was another dominant activity with
1,611,015 litters of water used for plant watering. Levelling
of soil was a third important activity with 12,700 sq. m. of
soil levelled. Trimming of plants was another related activity with 16,632 sq. m. area of plants
trimmed.
MPCG personnel were able to trim 445,971 sq. m. of grass along NAIA, Terminal III, Villamor
Airbase, C-5, Diosdado Macapagal Ave. and other areas in Metro Manila.
SHUTTLE SERVICE
The shuttle bus service was able to service 18,044 passengers. The Two buses coming from 108
base served 9,784 passengers both for AM and PM service, while the one unit from Nagtahan
base served 8,260 passengers in both AM and PM schedule.

As service to the LGUs, the MPCG, participated in the Lingap sa Barangay with its tree trimming service, grass cutting service and cable wire bundling.
The Lingap sa Barangay is a regular activity of the MMDA which aims not only to help solve the various problems of the LGUs but more importantly to teach them the proper methodologies for doing the required tasks. The assistance to the LGUs are sporadic request coming from the said LGUs and needs the approval of the Chairman before it can be done. The sites serviced were Sta. Ana, Pateros; San Dionision, Paranaque, Buli, Muntinlupa; St. Joseph, San Juan; Tumana, Marikina; Escopa II, Quezon City; Tangas, Novaliches; Brgy. 184 Zone 19, Pasay City amd Brgy. 165 Zone I, Tondo.
The MPCG also serviced the various request from the LGUs such as sandbag delivery. Servicing of informal settlers going to relocation sites, tree trimming and grass cutting. The list of areas serviced in connection with the LGUs request are listed on the 3rd quarter report.
NGOs are also serviced with various activities needing MPCG’s assistance such as painting of field
office, tree trimming, grass cutting, portalets delivery and removal of church bells (assorted
activities).

Comparing year 2012 and 2011, 3rd quarter reports, based on bar graphs, clean-up operations, watering of plants, planting activities and grass cutting dominated their activities.
For the transportation program, the shuttle bus service was highly dominant.
For special operations, serving LGUs request was the dominant activity. Lingap sa Barangay,
although with similar activities occupied a small portion of the MPCG’s program.

Fixed Posting and Roving Operations Posting of operatives on entrance and exit gate of Baclaran Church for crown and traffic control and implementation of sidewalk discipline. METROPOLITAN SOCIAL SERVICE OFFICE
MMDA Worker’s Inn Port Area, Manila
One of the flagship projects of the MSSO is the operations and maintenance of the MMDA Workers’ Inn providing bed and bath facilities at an affordable price of ₱50.00 per 10-hours stay conveniently located at 161 A. Bonifacio Drive, Port Area, Manila. For the 3rd quarter of 2012, the MMDA Workers’ Inn accommodated a total of 73,775 guests with a gross income of Php 3,929,907.59. For general information, the previous rate of ₱30.00 was increased to ₱50.00 on August 6, 2012.

A regular activity of MSSO is the Street Dwellers Care Program, for the 3rd quarter of 2012, the office has rescued a total of 2,392 street dwellers/ nomads in various locations in Metro Manila and were turned-over to Jose Fabella Center, LGUs and other DSWD facilities. 104 of them were transferred from the Jose Fabella Center to their respective LGU-DSWD and other facilities like National Center for Mental Health. 64 rescued street nomads were transported back to their respective places of origin in Metro Manila or nearby provinces through the Balik Probinsya Program of the DSWD. 7 Joint Resuce Operations were also participated by the office which resulted to the rescue of 259 street nomads/ vagrants. The office is also regularly providing relief assistance to the Jose Fabella Center and other social welfare institutions catering to rescued street nomads which includes the turn-over of 300 units of capsule beds to Jose Fabella Center of which 50 units were already installed.

Other activities of MSSO for the 3rd Quarter of 2012 include the following:
1. As lead office of Task Force Rainbow, the office has conducted Earthquake Drill at the Veterans Golf Course, Quezon City which was attended by 1,126 MMDA employees and 30 participants from the Quezon City LGU. The office has likewise prepositioned and painted 40-footer container van for supply inside the Veterans Memorial Hospital.
2. Acted as MMDA representative and coordinator in preparation of inter-agency programs to include the activities for National Heroes Day, 29th Death Anniversary of Benigno “Ninoy” Aquino, Program Launching of the Department of Tourism, 116th Anniversary of the Martyrdom of Dr. Jose Rizal and other special activities.
3. The office likewise attended the regular meeting on the implementation of the Comprehensive Program for Street Children/ Families and Badjaos.
4. Led in the clean-up drive and misting operations at De Castro Elementary School, De Castro Subdivision, Brgy. Sta. Lucia, Santolan, Rosario and Pinagbuhatan in Pasig City. The office also assisted in the Emergency Rescue Association in distributing relief goods to the victims of flooding due to Habagat at Brgy. Pinagbuhatan, Pasig City.
5. The office is currently undertaking coordination activities with regards to the acquisition/ fabrication of wooden flat boats for distribution to the Flood Control Bayanihan Zone Alliance and Barangays for use in estero cleaning and rescue purposes.

For the 3rd quarter of 2012, the Planning Office accomplished the following activities/ programs/ projects:
On Development Planning - the Office conducted 4 workshops/ coordination meetings relative to the Metro Manila Greenprint and 22 briefings for the Metro Manila Mayors and other Stakeholders.
The Office attended/ conducted 13 Development-planning related meetings/ workshops and sub-mitted 4 reports relative to the following:

Likewise, 12 coordination meetings were conducted by the Office on EDSA-Pasay Taft Landscaping Project under the Re-Greening Project. Inspection works were also done for 40 days on softscape and hardscape works in 3 locations along EDSA. The Office attended 20 coordination meetings/ workshops relative to Metropolitan Manila Re-Greening Program, updating of Comprehensive Land Use Plan (CLUP), R-10 Widening Project, Resettlement/ Relocation/ Mapping of Informal Settlers Families (ISFs)

For the 3rd quarter of 2012, Task Force Baklas Billboard accomplished the following activities:
Most of the tarpaulins rolled down/ removed and billboards dismantled were done along EDSA, Commonwealth and Quezon Ave. in Quezon City and in Caloocan City. Re-inspection of 7 billboard structures was also done by the Task Force. Other activities performed by Task Force Baklas are as follows:

COUNCIL SECRETARIAT
The MMDA Council Secretariat (CS) provides legislative and secretariat support to the Metro Manila Council of Mayors and organizes the Council’s regular and special meetings. For 3rd Quarter 2012, CS accomplished the following:
1. Conducted legislative researches, drafted and reviewed 4 MMDA Resolutions and pre-sented these to Council members for discussion/ approval, which were subsequently en-acted/ approved in August, 2012;
2. Secured the signatures of Council members on the 4 approved MMDA Resolutions;
3. Provided secretariat support to one (1) Council meeting (on August 15, 2012), which con-sisted of preparation and clearing of the Agenda with the Chairman for finalization, tran-scription of stenographic notes and preparation of the Minutes, and packaging/ dissemi-nation of 38 folders/ meeting materials to Council members and concerned MMDA offi-cials;
4. Prepared/ disseminated a total of 95 official communications and referrals to Council members, government and non-government organizations and concerned MMDA officials and response to letters of private individuals;
5. Placed for publication in two (2) newspapers of general circulation one (1) MMDA memo-randum circulars (MC No. 08, series of 2012);
6. Registered four (4) MMDA Resolutions, 1 MMDA Regulation, and one (1) Memorandum Circular to the Office of the National Administrative Register (ONAR), UP Law Center;
7. Provided information assistance to 390 researchers regarding MMDA regulations and resolutions;
8. Provided information assistance to 285 callers about MMDA regulations and resolutions, including sending requested materials via fax.
9. Provided secretariat support to six (6) MMDA activities:
July 12, 2012 TWG meeting on Uniform Ticketing System;
July 16, 2012 Special Traffic Committee meeting on Truck Ban;
Aug. 31, 2012 Metro Manila Watch Program meeting;

10. Consolidated one (1) MM LGU ordinance related to the 7 mandates of the MMDA;

The Public Affairs Service has accomplished the following regular programs, projects and activities for the 3rd quarter of 2012:
1. A total of 15 requests for special press activities, media relations and media coverages were completed.
2. A total of 20 MMDA press releases and 9 photo releases have been disseminated to tri-media and published in several newspapers.
3. 13 sets of talking points were prepared for the MMDA sa GMA radio program every Sunday, 9:00 – 10:00 AM.
4. A total of 95 photo/ video coverages regarding MMDA activities and meetings have been documented.
5. Aside from their regular performance during flag raising/ retreat ceremonies as well as special activities of MMDA, the MMDA Drum and Bugle Corps have performed in at least 15 invitations from LGUs and other government agencies.
6. A total of 92 news clippings related to MMDA and the Chairman were compiled by the office.
7. A total of 13 compilations of TV and Radio news related to MMDA and the Chairman were compiled by the office.
8. The office likewise is in charge of the management of MMDA Pylons/ Pahayagan ng Bayan with 550 tarpaulins installed for the 2nd quarter of 2012.
Other activities of PAS upon the request of the Chairman and other MMDA officials include photo exhibits, writing of project documents, writing of speeches for the Chairman, correspondence, production of script and audio visual presentations including post editing and design and layout of tarpaulins and other advertising collaterals of the Agency.

The Management and Information System Staff (MISS) is responsible for the management and maintenance of the Attendance Monitoring System using Biometrics (Finger Scanners) for the timely release of daily time records to MMDA personnel. Presently, 16 PC-based scanners are being maintained by the MISS.
For the 3rd quarter of 2012, a total of 64,694 daily time records (DTRs) have been printed and released. The Office is also responsible for the maintenance of the MMDA Portal and Document Tracking System (DTS) as well as the E-NGAS work stations. 9 offices utilizing 12 computers with corresponding barcode scanners are being provided with technical assistance by the MISS.

CORPORATE PLANNING AND MANAGEMENT STAFF
The CPMS as a staff department is responsible for the evaluation of – departmental accomplishments. It is done during the first quarter of the year, during the first semester and at the end of the year (annually) except for times when other quarterly reports are required. The staff is also responsible for providing secretariat services in the conduct of the directors’ meeting as called by the Chairman. It prepares the agenda, directives, minutes and disseminates these as needed. During the 3rd quarter, the CPMS submitted innovative research which can be of use to the
agency, particularly the research on the possible adoption of the rooftop solar power program,
the matrix prepared for the different offices in connection with the Visioning Exercise held last
May 2012.

For the 3rd quarter of 2012, LLAS conducted a total of 54 Preliminary Investigation of
Administrative Complaints, prepared and served a total of 108 Summons/ Notices/ Orders for
Preliminary Investigation and prepared 16 Resolutions.

METROBASE
As the 24-hour monitoring and information unit of the MMDA, Metrobase accomplished the following during 3rd Quarter 2012:
1. As handler of the MMDA trunkline, 5 Metrocall 136 hotlines, and 1 direct line, 47 Metrobase personnel attended to and coordinated a total of 26,326 calls to concerned parties or units for appropriate action;
2. In dispensing radio control communication service with the aid of four (4) base channel radio communication equipment and the aforementioned communication lines, Metrobase monitored and assisted in a total of 1,309 stalled vehicles and 3,302 traffic accidents;
3. Ten (10) Metrobase personnel manage and maintain 56 operational out of 99 CCTV Road Safety Surveillance Cameras installed in various sites along major thoroughfares;
4. Ten (10) Metrobase personnel supervise and maintain the MMDA’s telecommunications equipment and related facilities which include:

4 operational repeater systems at:

The Finance Service is responsible for the collection of financial assistance and contributions from the National Government and for the collection/ deposit of fines/ fees and other income as well as the prompt settlement of Agency obligations.
For the 3rd quarter of 2012, a total of ₱305.539 M in terms of Internal Revenue Allotment and
National/ Budgetary Aid were collected and a total of ₱488.237 M for LGU’s 5% contributions.

The Accounting Division is responsible for the recording and reporting of Financial Reports/ Statements/ Transactions in accordance with the Electronic New Government Accounting System (e-NGAS) remittance of monthly dues to BIR, GSIS, PAG-IBIG, PhilHealth and other government agencies, and processing of payrolls, commercial and personal vouchers.

Budget Division is responsible for the preparation, review and analysis of the MMDA’s Annual Budget and other appropriation proposals reflective of the Authority’s priorities and programs. For the 3rd quarter of 2012, the Division has accomplished the following activities:
1. Prepared and submitted the FY 2013 Budget together with supporting documents to the Department of Budget and Management, Senate and House of Representatives.
2. For budget implementation and control, the Division has prepared 66 Advice of Allotment; 1,056 Earmarks, 51 Augmentations and processed 8,775 Obligation Requests (ObRs) and Certificates of Availability of Funds.

The Division encoded/ checked/ printed a total of 789 sets of payrolls.
2. Encoded amounts to be received by 6,796 MMDA employees based on processed

4. Updated employees loans e.g. GSIS, Pagibig, KOOP employees’ cooperative) and prepared 82,044 sets of remittances.

For the 3rd quarter of 2012, the Medical and Dental Clinic conducted a medical mission in
different barangays in Metro Manila and provided medicines and vaccines to 300 individuals.
Likewise, medicines were dispensed/ provided to a total of 1,118 MMDA employees, conducted
pap smear to 235 employees and blood donation to 24 MMDA employees. It also conducted
visitation of MMDA field personnel extending medical service to 711 MMDA employees.
