HIGHLIGHTS OF ACCOMPLISHMENT 2013
NATIONAL DAIRY AUTHORITY
1. PERFORMANCE OF PHILIPPINE DAIRY PRODUCTION. Based on the report of the
Bureau of Agricultural Statistics (BAS), dairy led an increase in both volume and value of
production among the livestock sector, at 5.47% and 5.75% respectively.

Dairy production of 19.46 thousand MT-level was up by 5.47% and grossed around P592.17
million at current prices. The continued increases in the number of dairy animals on the milk
line particularly from cattle resulted in higher dairy production in the country.

3. IMPLEMENTATION OF THE BUY-BACK PROGRAM.
Part of the Dairy Herd Build-Up Program of NDA includes the crossbreeding and
upgrading program to produce local dairy animals. To support the program, the buy-
back scheme was introduced wherein the offsprings produced are collected and
procured by NDA and re-distributed. To date, a total of 1,011 heads worth P14.5 M were
already procured under the Buy-back program.
4. INCLUSION OF MILK FEEDING PROGRAM IN THE NATIONAL PRIORITY PLAN 2013.
NDA successfully defended the inclusion
of the Milk Feeding Program (MFP)
under the 2013 National Priority Plan.
Last 28January2013, the National
Economic Development Authority
(NEDA) certified the MFP as a Priority
Project for inclusion in the National
Priority Plan of the Government for the
year 2013.
Corollary to this is the Department of
Budget and Management’s (DBM)
inclusion of the milk feeding program in the menu of priority projects that may be
considered for implementation by members of the House of Representatives including
that of the Assisi Development Foundation’s (ADF) Hapag-Asa Integrated Nutrition
Program. In September, 2012, the NDA had been released the amount of PHP 167.4 M;
65.8 % of which have already been utilized in 29 out of the intended 65 congressional
districts. The program aims to feed undernourished children ages 2-5 years old from the
community and day care centers as well as kindergarten and grade 1 pupils from public
elementary schools.
The program has reached 117,766 children-beneficiaries nationwide utilizing the milk
sourced from about 14 local dairy suppliers. Each beneficiary receives a pack of 180ml-
200ml chocolate flavored milk processed and distributed to designated drop off points for
a maximum of 120 feeding days Monday to Friday.

5. PHILIPPINE-NEW ZEALAND DAIRY DEVELOPMENT PROJECT (PNZDP).
The Grant Funding Agreement (GFA) for the five (5) year PNZDP Project was signed last
22 August2013. The Project’s main goal is to assist in the development of a profitable,
equitable and sustainable local dairy industry. It shall benefit the dairy farmers in the
CALABARZON and Northern Mindanao Regions. The project has a total funding support
under the New Zealand Aid Programme’s ASEAN Regional Programme amounting to
NZ$4,530,930 exclusive of the additional NZ$ 777,100 which is allotted for the provision
of direct technical services.
Both the Governance Group and the Project Monitoring Office (PMO) of the project were
officially organized last October 2013. Likewise, the Chief Technical Adviser, Keith
Milligan, was deployed and conducted his first mission (22Oct-28Nov).
Eleven (12) focus farms were already selected in the covered dairy areas (6 farms in
Calabarzon and 6 farms in Northern Mindanao), listed as follows:
7. THE NDA-LAND BANK DAIRY FINANCING PROGRAM: “MILK PROGRAM” –
MASUSTANSYANG INUMIN PARA SA LIKAS NA KALUSUGAN.
The NDA and the LANDBANK have
finally agreed on the program
terms and conditions with the
signing of the MOA last
13December2013. The eligible
borrowers of the Program will be
dairy cooperatives, dairy farmers
and other local dairy industry
stakeholders, as certified by the NDA and qualified under the existing policies and
guidelines of the LANDBANK.
The LANDBANK shall lend using its own fund in accordance with modified credit
procedures and in consideration of the Program’s coverage under the DA’s Agricultural
Guarantee Fund Pool (AGFP).

8. ESTABLISHMENT OF NDA’S 2ND DAIRY MULTIPLIER FARM – NABC LOT 184.
NDA and BAI-NABC have agreed last June 2013 to set up the 2nd NDA Dairy Multiplier
Farm in the 83-hectare land at Lot 184. The survey plan for the proposed road network
was already completed and preparatory activities are on-going for the construction of
the road, pasture and building structures.
9. LAUNCHING OF THE MASSIVE CROSSBREEDING AND UPGRADING PROGRAM.
The National Dairy Authority launched the Massive Dairy Cattle Crossbreeding and
Upgrading Program last 19February2013. A technical forum was conducted on different
programs aimed at increasing the dairy population which includes the Calf Cash Support
Program, Buy Back Scheme, Calf Rearing Program, Male Calf Fattening Program and the
Breedable Heifers Rearing Program. The upgrading activities will be done in close
coordination with various dairy upgrading partners, namely: the backyard farmers, the
commercial raisers, the Regional Field Units (RFUs)/Local Government Units (LGUs) and
the partners under the Unified National Artificial Insemination Program (UNAIP). To date,
there are more than 5,000 local cattle that were inseminated with dairy semen
nationwide.
10. LAKBAY-ARAL FOR 100 POTENTIAL PARTNER
FAMILIES UNDER NDA-HEIFER DAIRY COOPERATION.
The Heifer Philippines Mindanao Regional Team, in
partnership with TOUCH Foundation and Propegemus
Foundation, and with full support from the National Dairy
Authority (NDA) Mindanao Office has successfully
facilitated three batches of “Lakbay Aral,” or educational
exposure trips, of 100 potential partner families in two
dairy zones in the Agusan del Norte and Agusan del Sur
regions. About 1,200 cows and 1,600 goats are earmarked
for this collaboration nationwide.
11. ISLAND-WIDE DMF/INVESTMENT FORA CONDUCTED.
These fora served as the venue for DMFs to share best practices. Discuss issues and
concerns and identify possible solutions.

12. PROGRESS REPORT ON DAIRY MULTIPLIER FARMS (DMF). To date, there are 61 dairy
multiplier farms operating nationwide managing some 5,584 dairy animals which is more
than double the original animals they received. The continued creation of dairy multiplier
farms can be attributed to the PL-480 funded project “Multi-Year Dairy Animal
Procurement and Breeding Program to Upscale Heifer Production for the Local Dairy
Industry” that provided the foundation stock.

13. UPGRADING OF MILK PROCESSING PLANTS (DAIRY REHABILITATION PROJECT).
The new milk processing plant of the Sta. Maria Dairy Farmers Multi-Purpose Cooperative
(SMDFMPC) located in Pulong Buhangin, Sta. Maria, Bulacan was inaugurated last
5April2013 after reaching its full completion. The plant was jointly funded by the US
PL480 Milk Feed Plus Project and Dairy Rehabilitation Project.
Five (5) plants located mostly in South Luzon have been fully upgraded. Iloilo and Bohol MPPs are still undergoing renovations while the FEDDAFCI MPP is still under evaluation.

14. UBAY DAIRY FARM UPDATES.
The UDMF’s small water impounding project worth 400,000 and funded by the BSWM has been accomplished
Civil works construction of the Ubay milk processing plant, maternity barn, dressing/wash room, product development room, vermiculture shed and the power generator shelter is on-going.
Two shallow wells and the jacob’s well are now
working.
More paddock watering holes, hot water set and the water system from admin building to farm entrance have been installed.
15. CALF REARING COURSES CONDUCTED. The NDA-South Luzon conducted four (4)
sessions on calf-rearing last June in Batangas (4-5 June) with 14 farmer participants; two
(2) sessions in Camarines Sur (25-26 June) with 57 participants and in Sariaya, Quezon
(27 September) benefitting 70 dairy farmers and extension personnel.
16. COMPLETION AND TECHNICAL CLEARANCE OF TWO (2) MAJOR DAIRY PROJECT
CONCEPT NOTES.
a. MITHI Proposal: Concept Note on Strengthening and Enhancing the Information
Technology Component, Facilities and Information Systems Capability of the
National Dairy Authority. This ICT plan is aimed at directly supporting the decision
making functions of NDA policy makers, the executive management, field operators
and ISSP planners. Critical and support information systems will be developed and
deployed. DBM cleared this concept note last 3May2013 by assigning this project
under the Land Use Cluster.
b. PPP Proposal: Concept Note on Rural Dairy Industry
Development. This involves the feasibility of private-
public partnership to operate dairy breeding farm/centers
and milk processing plants in selected dairy areas in
Luzon, Visayas and Mindanao. The project passed the
technical evaluation of the DA-PPP Technical Committee
last 08July2013 and was endorsed favorably to NEDA PPP
Center by the DA-PPP Steering Committee last 12July 2013

17. KLIMADAPT PROJECTS.
Unpredictable weather conditions that affect animal nutrition redound to lower milk
production. This project aims to make feeds available to dairy animals at all times. It
promotes corn silage making or other similar projects that will create sources of quality
feeds for dairy animals and at the same time provide additional income to dairy farmers
as producers. Seven (7) KLIMADAPT Projects were approved and awarded in Mindanao:

18. NDA-HEIFER INTERNATIONAL DAIRY PROGRAM TIE-UP.
In Mindanao, the first batch of dairy animals numbering 52 heads (42 dams, 10 heifers)
were delivered last 19August2013 to new farmer owners in Tungao, Butuan City, Ilihan,
Sibagat, Guinabsan, Buenavista and Mabuhay, Bayugan
In the Visayas, 411 (395-does, 16-buck) dairy goats were distributed to 177 ready
families, organized under the Ormoc Dairy Goat Raisers Association (ODGRA), covering
19 brgys in Ormoc City, 17 Self Help Groups and 385 families.
In North Luzon, NDA and HPI tied-up with Community One Resources Development
(CORD) for the social preparation of prospective farmer beneficiaries and provision of
technical services. The project involves 200 farmer beneficiaries covering 5 villages in the
municipality of Quezon, Isabela including the Barangays of Alunan, Mangga, Santos,
Barocboc and San Juan.

19. PARTNERSHIPS INVOLVEMENT.
a. COCO-MILK BLEND PROJECT.
A new product called the” Philippine Evaporada,” a coco milk blend of 20% coco
skim and 80% cow’s milk that can be promoted commercially and possibly utilized for
milk feeding is being explored. This is in collaboration with Philippine Coconut
Authority and the private sector (Coco Village and Coco House). The 80:20 coco-milk
blend that has shown promising results in its shelf-life and nutrient analyses will be
piloted in an area with selected beneficiaries to determine acceptability and compare
nutritional impact with the regular fresh milk feeding. This pilot feeding project is
implemented by a group comprised of the NDA as the project leader, a DOH-medical
officer, private nutritionist, school teachers, the NDA will also provide personnel for
the coordination and quality assurance, products processing responsibilities. The initial feeding trial started on 12November
2013. It was carried out for 60 feeding days,
involving 100 grade one pupils from the Cebu
City Central School. The pupils were divided
into 2 groups, one group with 50 pupils
receiving the regular 200 ml fresh milk daily
while the other 50 children receiving 200 ml of
the 80:20 coco-milk blend five days a week. The
beneficiaries were chosen randomly without
consideration of their nutritional status.
Pre and post MFP protocols like deworming, pre-weighing and orientation prior
feeding were done. A post weighing and project evaluation will be done by the group
as soon as the feeding days are completed.
b. THAILAND DAIRY EDUCATIONAL TOUR.
Six (6) NDA personnel participated on the
observatory visit in selected dairy farms and
animal feed production facilities in Thailand
last 14-19May2013 under the program
“Familiarization Visit of Philippine
Delegation to Explore Cooperation with
Thai Dairy Industry for Managers and
Technicians”. The objective of the program is
to share Thailand’s experiences on dairy
production and processing, animal feed production and dairy tourism projects and to
explore areas of cooperation and strengthen partnership between the Philippines and
Thailand.
This activity was followed by a high level visit on 27May-02June by the Philippine
delegation including the NDA Administrator, PCC Executive Director and the
Chairman of the Dairy Confederation of the Philippines (DairyCon), to further look
into the dairy industry in Thailand. The NDA Administrator also had the opportunity
to participate in the International Livestock Conference in Bangkok organized by the
International Livestock Research Institute and in celebration of the World Milk Day as
organized by the Food and Agriculture Organization (FAO) based in Bangkok. Both
activities were attended by dairy representatives from South East Asian countries.

c. AFACI HIGH LEVEL CONSULTATION ON ANIMAL GENETICS RESOURCE VALUE.
The NDA through its operations manager, Dr. Jaime M. Lopez, represented the country
in a summit on “Project Planning Meeting on Improving Animals Genetics
Resource Value and Productive Performance in Asia” held last 06-10May2013 in
Ulaanbataar, Mongolia. The
summit was sponsored by
the Asian Food and
Agricultural Cooperation
Initiative (AFACI) purposely
to come up with; listings and
mapping of indigenous
animal genetic resources in
participating countries;
appropriate technologies to
further enhance resources
for farmers’ use; and, share
information among AFACI
member countries.
d. BAI –NDA PARTNERSHIP ON SEMEN PRODUCTION
NDA and BAI agreed to jointly produce semen at NABC. NDA has provided nine (9)
dairy bulls, 2 caretakers and feeds for the animals. BAI shall produce the semen from
these bulls. Semen collection shall be shared at 70-30% by NDA and BAI, respectively.
Out of nine (9) bulls, six (6) bulls have already produced 14,659 straws detailed as

20. OTHER ACCOMPLISHMENTS.
a. FRUITS OF NDA SERVICES.
The recently concluded Search for the Top
Outstanding Farmer of the Philippines
(TOFARM) Awards held at the Makati Shangri-
La Hotel in Makati City last 15November2013,
gave a Special Citation to the Northern
Mindanao Federation of Dairy Cooperatives
(NMFDC) as an exemplary model in
“Agriculture Cooperative Category” and in
the agriculture sector in general.
The Northern Mindanao Federation of Dairy
Cooperatives also won in the Regional Gawad
Saka Awards as the The Most Outstanding
Agri-Enterprise. The NDA’s Mr. Roger P.
Dagondon was Outstanding Extension
Worker.
The NMFDC’s Highland Fresh Dairy Products
was also awarded Best SETUP (Small
Enterprise Technology Upgrading Program) Adoptor by the Department of
Science and Technology – X on 16July2013 during the Regional Celebration of the
National Science and Technology Week (NSTW) held at Pearlmont Inn, Cagayan de
Oro City
b. REVISION AND SUBMISSION OF NDA RATPLAN TO GCG.
The NDA submitted its revised Rationalization Plan (RATPLAN) to GCG last
15May2013. The previously submitted RATPLAN was revised with a more responsive
and relevant plan that would address not only the need to provide timely and effective
support services to dairy farmers, but also incorporates a pro-active calculation of the
future needs to accelerate the sustainable development of the local dairy industry. It
steers the NDA towards becoming a full-fledged GOCC mandated to undertake an
industry development role. The RATPLAN also seeks support through a ten year
subsidy for a responsive personnel complement while it gradually generates its own
maintenance, overhead and other operating funds through projects, enterprises and
service packages that its profit centers would generate to pursue the organization’s
corporate operations. GCG expects to release its final evaluation on the second week
of February 2014.

c. TURNOVER OF SPECIAL ASSISTANCE TO TYPHOON PABLO AFFECTED DAIRY
FARMERS.
Some feeds, vitamins and mineral supplements for dairy animals worth Php126,800
were distributed to 65 dairy farmers affected by typhoon Pablo in New Corella Davao
City last 22August2013.
d. NDA SUPPORTS THE 16TH DAIRY CONGRESS. The 16th Dairy Congress was held at Bacolod Pavilion Hotel, Bacolod City on 07-09February2013 with the theme “Gatas Pinoy: Paunlarin, Tangkilikin, Palaganapin!.” The dairy congress is an annual gathering of various dairy stakeholders to share knowledge and ideas on dairying and to drum up support and consolidate efforts to accelerate the development of the local dairy industry. Newest technologies available to the dairy industry were showcased. The congress was well attended by about 400 participants representing the dairy and livestock industries including the New Zealand Ambassador, His Excellency Reuben Levermore and Mr. Phillip Schull, the Agricultural Counselor of the USDA-FAS.
The event was supported by the Provincial Government of Negros Occidental headed by Governor Alfredo Marañon, Jr., the National Dairy Authority, the Livestock Development Council, the Philippine Carabao Center, and the Negros Federation of Dairy Cooperatives (NEFEDACO).
