engineering, fine arts or law.

Junior college sector incl. Teacher’s colleges, Technical,

Vocational & Training colleges Offers courses in agriculture, allied health, fine arts,

banking and policy studies. Do not include institutions under the Ministry of Defense

& the Ministry of Foreign Affairs.

Private (non-public) Education & Training


Semi-public (‘ban cong’) Facility owned by the state and managed by public

authority. Operating costs paid by student fees.

People-founded (‘dan lap’) Owned and managed by NGO’s or private associations.

Private (‘tu lap’) Owned and managed by private individuals. Fully private

only allowed in pre-school, vocational/technical school and tertiary education.

Undergraduate Courses & Awards


Short-cycle 3 years: Cert of Higher Education, Junior College

Diploma or Associate Bachelor Degree.

Long-cycle 4-6 years: Diploma of Higher Education, University

Graduate Diploma or Bachelor Degree.

Credits 210 (4-yr); 270 (5-yr); 320 (6-yr) program.

2-Phase Education System General Education, followed by Specialized Education

Graduate Courses & Awards


Master’s Degrees 2 years: Course work plus thesis. Entry by competition

Examination. Must show proof of good performance from graduating universities.

Doctoral Degrees 2 years Course work and completion of a thesis

(defended before national committee) or project. In some professional areas, 2 Post-Grad streams, leading

to higher academic degree or higher professional specialisations (ex. Medecine).

Overseas & Foreign Education


Overseas Programs Govt places high priority to send students overseas. Private-funding overseas students are increasing.

HERA* Higher Ed. Reform Agenda targets


(i) revenue from science & technology activities increased to 15% of total university revenue by 2010, and to 25% by 2020;

(ii) the proportion of university teaching staff with masters level degrees increased to 40% by 2010, and to 60% by 2020;

(iii) the proportion of university teaching staff with doctoral level degrees increased to 25% by 2010, and to 35% by 2020; and

(iv) the ratio of university students to teaching staff reduced to 20:1 by 2020.
