Introduction

In 2008, theCommission on HigherEducation (CHED) tookgreat strides in effectingvarious reform initiativesand proposed action plansin the higher educationsector. The year signaleda significant turn in theaccomplishments ofCHED as the primeagency that stirs thehigher education sector inthe country.

The 2008 CHEDAnnual Report highlightsvarious shifts in bothleadership and holisticappearance of CHED. Theagency had sustained itsefforts in revitalizing thehigher education sectorthrough its activeinvolvement in severalinter-agency undertakingssuch as the PresidentialTask Force for Education(PTFE) created by

President GloriaMacapagal-Arroyo andthe continuance of itsprograms and projects.CHED had alsoundergone the mostmeaningful period withthe completion of theHigher EducationDevelopment Center(HEDC) where the wholecentral office is nowlocated.

In September2008, CHED alsowelcomed the leadershipof Atty. Emmanuel Y.Angeles who serves as its8th Chairperson since itscreation in 1994 and thereplacement of outgoingChairman Romulo L. Neriwho served CHED fromAugust 2007.

The Commissionon Higher Education ismandated under R.A.7722 to promote qualityeducation; broaden access

to higher education;protect academic freedomfor the continuingintellectual growth; andensure advancement oflearning and research.Pursuant to thesemandates, theCommission hasvigorously implementedhigh-impact programsand projects along its four(4) major thrusts namely:Access and Equity,Quality and Excellence,Relevance andR e s p o n s i v e n e s s ,Efficiency andEffectiveness.

Promoting Access and EquityAccess to the Philippine Higher

Education is provided by the 1,741 highereducation institutions (HEIs) distributed allover the country. Of these, 203 are public,comprising 110 State Universities and Colleges(SUCs), 77 Local Universities and Colleges(LUCs), 16 Other Government Schools (OGS).

The private HEIs make up 88% of theentire higher education delivery system in thecountry with a total number of 1,538.

The total higher education enrollmentin Academic Year (AY) 2008/09 numbered to2,619,795. Of this, 1,697,410 or 65% isaccounted for by private sector and 922,385or 35% is accounted for by the public sector.

The CHED strategy for broadeningaccess is two-pronged:

• to financially assist students who wish togo to college, and

• to encourage/support alternative modesof acquiring education credentials

The Commission on Higher Education,through the Office of Student Services (OSS)provides three (3) types of student financialassistance programs (STUFAPs) for poor butdeserving students: Scholarships, Grants-in-

Student Financial Assistance ProgramsAid and Student Loans. A total of 52,078students availed the regular STUFAPs duringthe first semester of AY 2008/09. Grants tothese beneficiaries totaled more than P515Million (Table 2).

I. Scholarship Programs

State Scholarship Programs (SSP)

This is intended for the poor butacademically bright Filipino college studentswith percentage/rating of 90 and above in theNational Scholarship Qualifying Examination(NSQE) in 2007 and National CareerAssessment Examination (NCAE). SSPscholars are granted financial assistanceranging from P24,000-P30,000 per year toP94,760/year which includes: a) tuition /schoolfees = P40,000/sem; b) stipend = P1,000/mo;c) book allowance = P1,000/sem; and d) 3%administrative cost.

Private Education Student FinancialAssistance Program (PESFA)

This was established by virtue of RA6728 “An Act Providing GovernmentAssistance to the Students and Teachers inPrivate Education (GASTPE) andAppropriating Funds Therefore”, as amended

by RA 8545. The expanded GASTPE. PESFAis intended for the poor but academicallybright students who obtained a percentagerating of 85-89 in the National ScienceQualifying Examination/National CareerAssessment Examination (NSQE/)NationalCareer Assessment Examination (NCAE).

Persons with Disability (PWD)

This is intended for persons withdisabilities, including deaf and blind, andothers who are high school graduates orcandidates for graduation from high school.

Bright Mindanaoan Muslims

This is available to the cream of theFilipino Muslim students from Mindanao whointend to pursue college education in the fieldsof Agriculture, Social Sciences, Agribusiness,Science and Technology, Engineering andTeacher Education major in Mathematics,Sciences or Languages.

The students who availed the CHED Scholarship Program under the project of President GloriaMacapagal-Arroyo during theGovernement Beneficiaries meeting held in Mlacanag palace.

Higher Education Development ProjectScholarship (CHED-HEDP)

The project is a new system ofadministering student financial assistancewhich is being pilot tested under the HigherEducation Development Program (HEDP).The HEDP is a package of major reformsaimed at improving equity, efficiency andeffectiveness in higher education. The newsystem includes need- and merit-based studentassessment and upgraded award categories.

.Full Scholarship

The program is open for bright Filipinostudents who earned the highest score in theNCAE with a percentile rating score of 90 orabove in either the general scholastic aptitude(GSA) or entrepreneurship skill and must alsobelong to the top ten of the graduating class.

The program includes the StateScholarship Program (SSP), NationalScholarship Program (NSP), CHEDScholarship for Bright Mindanaoan Muslimand the HEDP Undergraduate Program.

Half Scholarship

This form of scholarship is availablefor bright Filipino students earned got thehighest score in the NCAE with a percentilerating score of 85 to 89 in either the generalscholastic aptitude (GSA) or entrepreneurshipskill. Scholars under this program shall enrollin private HEIs.

The program includes PrivateEducation Student Financial AssistanceProgram (PESFA), Scholarship for Personswith Disabilities (PWDs), and RegionalScholarship Program (RSP).

Graduating

The program is a one-shot financialassistance that is specifically designed forgraduating tertiary students who are under thethesis program or completing their thesis orresearch.

II. Grant-In-Aid-Programs

Tulong-Dunong includes the followingcomponents:

• National Integration Study Grant Program(NISGP)

• Selected Ethnic Group EducationalAssistance Program (SEGEAP)

• Scholarship Program for IndigenousPeople (SP-IEP)

• Study Grant Program for Solo Parent andtheir Dependents (SGSP)

Study Grant Program for Indigenous andEthnic Peoples (SGP-IEPs)

Formerly called National IntegrationStudy Grant Program (NISGP) and theSelected Ethnic Group Education AssistanceProgram (SEGEAP), thus is intended forqualified members of indigenous and ethniccommunities.

Study Grant Program for Solo Parents andtheir Dependents (SGPSPD)

The program covers solo parents ortheir legitimate children who qualified tocollege students as provided under RA 8972“An Act Providing for Benefits and Privilegesto Solo Parents”.

Iskolar ng Mahirap na Pamilya

As mandated through EO 307, eachindigent family is encouraged to send at leastone child to post secondary education withgovernment financial assistance ranging fromP5,000-P14,500 per year to P60,000/yearinclusive of a) tuition/school fees = maximumof P23,100/sem; b) stipend = P1,000/mo; c)book allowance =P1,000/sem, and d) 3%administrative cost.

Study Grants for Senior Citizens

RA 9257 known as “Expanded SeniorCitizens Act of 2006” provides that everysenior citizen or elderly resident citizen of thePhilippine of at least sixty (60 ) years of agemay avail of the study grant for continuingeducation program at selected state universitiesand colleges.

CHED Special Study Grant Program forCongressional Districts (CHED-SSGPCD)

This program is intended for theconstituents for Congressional District andParty-list representatives.

DND-CHED-PASUC ScholarshipProgram

The program benefits legitimate/legitimated children/ dependents of killed-in-action (KIA), battle-related CompleteDisability Discharged (CDD-Combat) of anActive Military Personnel of the Armed Forcesof the Philippines (AFP). Educational benefitsare granted to children of KIA CDD-Combatin order to contribute to the well-being of oursoldiers’ family and to encourage them to fightfor the country thru ensuring their children’seducation.

OPPAP-CHED Study Grant Program forRebel Returnees

The program aims to contribute inaddressing to the social economic needs offormer rebels and their legitimate/legitimatedchildren by providing access to collegeeducation opportunities for them.

III. Student Loan Program

Study Now-Pay-Later-Plan (SNPLP)

This program is designed to promotedemocratization of access to educationalopportunities in the tertiary level to poor butdeserving students through financial assistancein the form of an educational loan. It is ascheme that extends or credit to students whoare entering as freshmen in college or tertiarystudents with college units earned.IV. Student Services

The Office of Student Services (OSS)also implements programs for enhancingprovision of student services and promotingthe development of students. The followingactivities were undertaken in 2008:

Promotion of Students’ Rights andWelfare

• Student Governance

√ Student Youth Camp – 126 studentsfrom different HEIs participated.

√ Regionalization of StudentGovernments & Campus Journalists– NCR Congress – 180 studentleaders from different HEIs in theregion were present.

• Career Counseling and DrugEducation

√ Training for Guidance Counselors onDrug Counseling – 285 participantsattended.

√ Workshop on Program of Instructionon Drug Prevention and Control -355 participants attended.

√ Continuing Advocacy on DrugAddiction – 350 copies distributed.

• International Practicum TrainingProgram

√ Issuance of Overseas TrainingshipCertificate (OTC) for InternationalPracticum Training Program – 1,807participants were granted OTCs.

• Campus Journalism

√ Joint National ConsultativeAssembly of Student Leaders &Campus Journalist – 50 studentleaders and campus journalists werepresent.

√ 2nd Congress of Student GovernmentLeaders & Campus Journalists of thePhilippines – 150 participants fromdifferent HEIs.

• National Service Training Program

√ Leadership Seminar on ValuesFormation – 30 selected studentgovernment leaders & campusjournalists attended.

√ National Environmental Youth Camp– 120 students, faculty members andNSTP Coordinators were present.

Alternative Learning SystemsExpanded Tertiary Education Equivalencyand Accreditation Program (ETEEAP)

This program is another route whereinFilipino skilled workers and professionalscould have their experiences and prior learningcredited towards a formal degree in highereducation. It is being implemented indeputized HEIs nationwide that have programswith at least Level II accreditation, or Centerof Excellence or Center of Development status.

The program is being expanded thrudeputization of additional qualifiedinstitutions. ETEEAP graduates haveimproved chances of getting promoted andearn a higher income. There are 88 deputizedHEIs (64 private and 24 state universities andcolleges) implementing the program whichhave produced 6,220 graduates coveringAcademic Years 2000/01 to 2008/09.

The list of deputized higher educationinstitutions and their program offeringsthrough the ETEEAP is contained in CHEDMemorandum Order (CMO) No. 41, series of2007.

Ladderized Education Program (LEP)

Recognizing the need of some studentsto seek employment even before completingcollege, CHED and TESDA designed andimplemented the Ladderized EducationProgram.

Ladderization allows the recognition ofunits earned in technical vocational programs

in TESDA-registered schools for equivalentacademic units in CHED-recognized programsand institutions. It also enables students to getout of the education system to join theworkforce and re-enter at any level in theeducation ladder.

Ladderized Model Curricula

Ready for implementation are theladderized model curricula: Diploma inAgricultural Technology-Bachelor inAgricultural Technology (DAT-BAT), BS inMarine Engineering, BS in Hotel andRestaurant Management, BS in InformationTechnology, BS in Information System. BS inComputer Science, BS in Nursing thruMidwifery, Bachelor in Technical TeacherEducation (BTTE), BS. MechanicalEngineering.

Distance Education (DE)

This is a mode of educational deliverywhereby teacher and learner are separated intime and space, and instruction is deliveredthrough especially designed materials andmethods using appropriate technologies andsupported by organizational and administrativestructures and arrangements. The updatedPolicies, Standards and Guidelines forDistance Education (CMO No. 27, s. 2005) andfor Transnational Education (CMO No. 2, s.2008) were finalized. CHED is establishing adatabase on DE programs using the DE censusforms that were sent out to higher educationinstitutions.

Issuance of Permit and Recognition

The issuance of permits andrecognition to offer baccalaureate programs inall disciplines, except Maritime and GraduatePrograms, have been decentralized and arenow being processed at the Regional Offices.

The CHEDROs created RegionalQuality Assurance Teams (RQATs) whichconducts monitoring, ocular visits and on-site

evaluations of various HEIs that applied forgovernment permit and recognition.

In AY 2008-2009 CHEDROs issued atotal of 1,426 permits/recognition certificatesto qualified HEIs. The National Capital Region(NCR) which has the biggest HEI populationalso has the highest number of permits/recognition certificates issued (Table 4).

In 2008, the CHED Central Officeissued 52 permits and 36 recognitioncertificates to maritime HEIs while 30 permitsand 25 recognition certificates were issued to

institutions offering graduate programs. Inaddition, 112 applications for said disciplineswould have been processed by end of 2008.

Centers of Excellence / Centers of Development(COEs/CODs)

The Centers of Excellence serves asmodels of excellence and resource centers forthe other HEIs. Support to COEs/CODsincludes provision for student scholarships,faculty development, library and laboratoryupgrading, research and extension services,development of instructional materials, andimplementation of networking and linkagesactivities.

The Commission en banc sessionissued Resolution No. 281-2008 dated June 2,2008 as recommended by the Technical Panelfor Teacher Education (TPTE) which identifiesand designates the following higher educationinstitutions, Table 5 as Centers of Excellence(COEs) and Centers of Development (CODs)for Teacher Education with a validity periodof three (3) years from June 2, 2008 to June 2,2011:

Institutional Monitoring and Evaluation for QualityAssurance (IQuAME)

The IQuAME program is designed toassess through monitoring and evaluation, theeffectiveness of each higher education in itsentirety, particularly, the development andimplementation of institutional systems thatensure quality of HEIs academic programs andservices.

Under this program, CHED providesassistance to HEIs in the development of theSelf-Evaluation Document using the IQuAMEFramework. In line with this, CHED hasconducted three (3) zonal coordination andtraining sessions for CHEDRO Officials andassessors to improve the IQuAMEimplementation process.

For 2008, CHED OPS evaluated 21IQuAME Reports, recommended institutions’categories for the Commission en banc’sdecision. OPS also conducted orientation to atleast 180 HEIs in three (3) regions and eight(8) HEIs with at least 70 participants. Theorientation highlighted the development of theproposed guidelines and proposal for IQuAMEintervention programs. The OPS alsoconducted coordination meetings withCHEDROs and other CHED officials to clarifyIQuAME related concerns. As a result, theCommission issued CMO No. 41, s. 2008 –Approved Categories of Institutions AssessedUnder the Institutional Quality Assurancethrough Monitoring and Evaluation(IQuAME) in the 2nd Quartrer of 2007 andJanuary to June 2008.

Based on the results of the evaluation,an HEI may be categorized as Ar, At, B or C.

Category A (r). These are institutionsthat undertake the full range of highereducation functions, including research. Theseare likely to be only a small number of suchinstitutions, given the need for advancedresearch effort to be concentrated in academiccommunities having a critical mass of activeresearchers. Such an institution will normallybe evaluated against all of the indicators in theframework.

To be placed in Category A (r) aninstitution would have to achieve scores of atleast 3 in 75% of the indicators against whichit was assessed, n scores less than 2, and a scoreof at least 3 in the research indicator.

Category A (t). These are institutionsthat have teaching as their core business. Theywill normally undertake research, althoughfaculty will keep up-to-date with developmentsin their discipline through their personal studyand scholarship. They may undertake otherforms of advanced scholarship, the results ofwhich will often merit publication in refereedjournals, in fields such as professional practiceand higher education pedagogy. They mayundertake such activities as extension andnetworking, and they may house centers ofexcellence or development.

Such institutions will normally beevaluated against all indicators except forResearch Capability, which are relevant to theiradditional activities. It will be for CHED todetermine, in discussion with the institution,which additional indicators will apply.

To be placed in Category A (t) aninstitution would have to achieve scores of atleast 3 in 75% of the indicators, against whichit was assessed, with no scores less than 2.

Category B. This category containsinstitutions that are in a stage of development,and which have the potential to be placed inone of the A categories at a future date.Usually, they will undertake only thoseactivities covered by the core indicators. Asthey mature, they are likely to add activitiescovered by some of the other indicators; as theyreach that stage, they may qualify for one ofthe A categories. While in Category B, theywill normally be evaluated against the coreindicators only.

To be placed in Category B, followingan initial application an institution mustachieve scores of a least 3 in 50% of theindicators against which it is assessed, withno scores less than 2. To remain in thedevelopmental category, an institution mustachieve at the nest following monitoring andevaluation visit, an increase in the number ofscores of at least 3 with no scores less than 2.It should also be able to show a year on yearimprovement in the average pass rate in

licensure examinations. After two successfulevaluations in the B category an institutionshould normally apply at the next monitoringand evaluation visit for inclusion in theappropriate A category.

Category C. This category containsall other institutions.

Autonomous and Deregulated StatusThe Commission on Higher Education

(CHED) promulgates policies and guidelinesfor the grant of autonomous and deregulatedstatus to private higher education institutions(PHEIs) with corresponding benefits. Thesepolicies and guidelines shall be adopted in theidentification of PHEIs that will be grantedautonomous and deregulated status as well asin the evaluation of identified PHEIs for theretention/withdrawal or upgrading/downgrading of their status.

The grant of autonomous andderegulated status to deserving private collegesand universities is thus aimed at recognizing

Ensuring Relevance &ResponsivenessThe Evaluation/Reformulation of the National HigherEducation Research Agenda (NHERA)

In 2008, the NHERA of 1998 – 2007underwent evaluation and processing. Thecreation of a Technical Working Group (TWG)with technical staff was made possible throughCSO No. 115 S. 2008. The TWG assessed theaccomplishments of NHERA 1 in accordancewith the following: higher education researchpolicy environment, administrative andtechnical support for research, financialsupport for research grants, support to graduateeducation and publications, recognition ofresearch talents, and research capabilityprograms.

In 2009, the TWG is expected to submitits final report to the Commissionrecommending future research directions forNHERA and a draft Ten-Year National HigherEducation Research Agenda (NHERA) 2.

Under NHERA 1, public and privateHEI faculty and researchers were awardedgrants; 84 have availed of the Thesis Grantfrom 2005 to 2008 amounting to a total ofP3,961,950.00. Moreover, 147 were awardedDissertation Grants amounting toP7,880,936.05 from 2003 to 2008.

178 faculty/researchers were giventravel grants in 2005 – 2008 to present theirresearch outputs to various internationalconferences.

The Best HEI Research Program Award

A component of the incentive andawards system for the conduct of research anddissemination outputs of the NHERA is theCHED Best HEI Research Program Awardalong with the CHED Outstanding HEIExtension Program Award.

Held biennially, the 2008 CHED BestHEI Research Program Award was held on 17th

of December at the SEAMEO-INNOTECH,Diliman, Quezon City. The Award recognizestechnology-driven, innovative, and creativeHEI research initiatives that have contributedsignificantly to national development and tothe advancement of disciplines.

The Central Luzon State University(CLSU) in Munoz, Nueva Ecija, Region IIIwas this year’s National Winner for the BestHEI Research Program Award with its researchprogram titled “Sustainable Aquaculture andFisheries Research and Development Programfor Quality Life”. As National Winner, CLSU

The Zonal Research Center (ZRC) Program

With the prime task of helping theCHED to promote research and implementhigher education research in their respectivezones, the CHED ZRCs served as theimplementing arm of CHED. It serves as amechanism for the public and private HEIs inthe zones that have strong capacity for researchin helping other higher education institutionsin building research capability and facilitatingnetworking capacity among institutions undertheir zone jurisdiction.

The CHED ZRCs are hosted by HEIsthat are chosen based on institutionalcapability, institutional leadership with a stronggraduate program and a presence of criticalmass of research-oriented faculty.

The Commission has extended for six(6) months the term of the 9 ZRCs comprisingthe 2nd batch of operation until June 2008 togive them time to finalize their projects. The3rd batch’s operation started in the second halfof 2008 with additional two (2) zonal researchcenters and a replacement of one (1) centerwhich totals to 11. Two program clusterimplementers (PCIs) were also formed underthe management of two of the 11 ZRCs to assistthe zones in the implementation of their ZonalResearch Programs.

The ZRCs’ Zonal Research Program(ZRP) budget for 2008 amounted to P30million.

Improving Efficiency &EffectivenessRegional Complementation Project - Super Region

One of the rationalization initiatives ofCHED is the implementation of the RegionalComplementation Project wherein institutionalcapacity building activities of the Commissionare undertaken through networkingarrangements to benefit selected highereducation institutions (HEIs) within a givenpriority region. This project as a rationalizationstrategy intends to develop the selectedregions’/HEIs flagship programs and improveefficiency/effectiveness of their organizationalstructure and management system to help bringabout a more cost–effective delivery of qualityhigher education.

In order to ensure properimplementation of the Project and inconsonance with the government’s currentagenda to accelerate the development of thedesignated Super Regions, CHED organizedTechnical Working Groups (TWGs) to overseethe conduct of the complementation activitiesin Super Regions:

Agribusiness Mindanao - All regions inMindanao, except Camiguin province andSiargao Island belonging to Central Philippineswere involved. The nine SUCs received P7million funding support from CHED toimplement the projects on agribusinessdevelopment. Out of the P7 million, P2 millionwere divided among the four (4) SUCs in

region XI, as part of the Regional UniversitySystem project.

The Regional University System (RUS) hasbeen identified as one of the most viable andcost-effective strategies to rationalize thepublic higher education system in the country.This is clearly evident in the many studies oneducation that have been conducted in the pastwhich include among others the EDCOM,PCER, the Laya-Mananghaya RationalizationStudy, and most recently the Presidential TaskForce on Education (PTFE) per ExecutiveOrder No. 562 issued in August 2007. It wasfor these reasons that CHED has committeditself in implementing this innovative approachto improve the governance structure andinternal operations of the state universities andcolleges (SUCs) at the regional level.

In an attempt to jump-start theimplementation of this rationalization initiativeCHED has identified the Davao Region as thepilot RUS region. It has been chosen as thepilot region for the following reasons: (1) thepresidents of the 4 SUCs in the region wereall receptive to the RUS concept; (2) selectionof the RUS main campus will not be an issuesince clearly the University of SoutheasternPhilippines (USEP) as the only state universityamong the 4 SUCs will be a hands-downchoice; (3) the political leaders in the Davao

region were perceived to be supportive of theidea of establishing a Davao Regional StateUniversity System (DRSUS) throughlegislation.

On October 8, 2008, ChairmanEmmanuel Angeles formally launched theRegional University System andComplementation Project in Region XI. Thisoccasion was highlighted by the formal signingof the Memorandum of Agreement (MOA)together with four (4) SUC Presidents of theDavao Region. The MOA signing, which wasalso attended by the National TWG Chairmanand members, and the Local Force and theTechnical Staff of the RUS project, was heldat the USEP campus. Officials coming fromthe academe, some members of the DavaoRegional Development Council, heads ofprivate HEIs in Davao City, some governmentofficials, consultants and the USEP communitywitnessed the MOA signing.

The MOA commits specific resources/logistics from CHED and the 4 SUCs in theDavao Region which is critical in ensuring thesuccessful implementation of the RUS projectin Region XI.

It is expected that this high-impactproject will help bring about the following:

√ Implementation of CHED’s “one stateuniversity per region” policy whichwould help rationalize the publichigher education sector by a)decreasing the number of SUCs in thecountry; and b) eliminating thewasteful duplication of programofferings among the SUCs;

√ Optimization of government resourcesdue to the following: a) the four SUCswill now be operating under a commongoverning board; b) unified/harmonized curricula; and c) programdelivery via the Flagship Fleet Model;and

√ Improved quality of programs due tothe implementation of variouscapacity-building activities (i.e. facultydevelopment, research, etc.) in orderto generate globally competitivescientific and technical manpower andworld-class professionals.

Cyber Corridor - This area cuts across allregions. It is an ICT belt stretching over 600miles from Baguio City to Zamboanga. It isenvisioned to provide a variety of cyberservices at par with global standards. For 2008,the budget of P200,000.00 for Super RegionsCyber Corridor Project was initially earmarkedfor group activities/meetings. Instead ofholding workshop/meetings as planned, theTWG proposed that the budget be utilized forthe conduct of the Phase II of the project.

The initiatives of CHED, Departmentof Science and Technology (DOST) and otherfunding agencies to support higher educationresearch, have led to the generation of aconsiderable stock of information, knowledgeand technologies some of which have gonebeyond the walls of research institutions. TheIRUP was designed to ensure that the productsof higher education research are properlydisseminated and utilized.

This year, a total of 274 SUCs weregranted funds for developing/upgradingfacilities for instruction, research andextension. SUCs were granted assistance forincome generation.

Integrated Research Utilization Program (IRUP)

There are two components underIRUP: 1) the University Network with LocalGovernment for Agricultural Development(UNLAD); and 2) Strengthening the SUCs/HEIs in Technology Commercialization forPoverty Alleviation, Employment Generation,Food Production and Sustainable Development(TechCom). Both components are aimed atstrengthening the SUCs extension function andsupporting their technology transfer activitiesas well as their income-generating projects.The main difference is the requisiteinvolvement of concerned LGUs in UNLADimplementation. For TechCom projects, theSUC partners may be industry, LGU or otherentities.

Management Information System (MIS)In order to facilitate and improve

collection, collation and packaging of highereducation information needed by stakeholders,and to ensure efficient CHED operations andprovision of services, the following systems,procedures and activities have been developed/conducted:

Electronic Verification and CertificationSystem (EVCS). This is an electronic systemfor matching the curriculum of a degreeprogram against the Enrollment List andSummary of Courses Taken (Promotional Listor Form XIX by individual student). It will bethe basis for the issuance of Special Order and/or Certification, Authentication andVerification (CAV) certificate for students andgraduates of public and private higher

education institutions (HEIs). Updatedstatistics on enrollment and eventuallygraduates can be extracted from the system 45days after the opening of classes and end ofterm. The EVCS was completed and installedonto the CHED server and user’s training wasconducted for OPPRI-MISD and CHEDROsstaff. In turn, the trained staff echoed theirtraining to more than 1,700 HEIs registrars andtechnical staff nationwide on the use of EVCSin 2007 and also elicited comments andsuggestions which were incorporated into thesystem. CMO 37, s. 2008 was issued for theofficial implementation of the system.

Scholarship Administration System (SAS).The SAS is a web-based system for trackingthe performance of scholars/beneficiaries of

CHED’s student financial assistance programs(STUFAPs) once scholars are named, thesystem will monitor their progress until theygraduate or drop out of the scholarshipprogram. The CHED-OSS can extract accuratestatistics on the number of STUFAPsbeneficiaries by program, congressionaldistrict, etc. The HEDF could see in advancethe scholars to be funded based on theelectronic submission of Masterlist byCHEDROs. The HEIs could see the approvedscholars that they could admit into their degreeprogram and the students can access to viewtheir grades and check availability of benefits.The SAS has been completed and installedonto the CHED server. Web-GIS-based Information System (GISMapping).- The GIS-based will be a tool toassist the CHED central and regional offices,education planners and policy/decision makersas well as students in making informed choicesand decisions relative to higher education inthe country available through the Internet usingGeographic Information System (GIS)technology.

In addition, the CHED acquired andcompleted the customization of four (4)application systems developed by theDepartment of Science andTechnology-Advanced Science andTechnology Institute (DOST-ASTI).

√ Personnel Management System(PMIS) – consisting of modules onleave application process, OB Pass Slipand HR monitoring

√ Announcements and Events Systems

(AES) – which serves as onlinebulleting of information(announcements, updates, activities,etc.)

√ Equipment and Supplies InventorySystem (ESIS) – including modules onPurchase Request generator,equipment inventory, suppliesinventory systems and reports

√ Library Management System (LMS) –currently used by the CHED librariansfor cataloging, inventory, circulation,reports generation and searching.

User ’s training sessions on thecustomized systems was conducted in August2008. These system will be deployed at theCHED new building as soon as t h estructured cabling project is completed.

Provision of service to clients

The OPPRI-MISD Division composedof MIS, Network Group, Publication Sectionand Library Section served a total of 4,367clients, apart from the thousands of hits byinternational and local data users accessedthrough the CHED website being maintainedby MISD. The data requests included detailedinformation required by foreign credentialevaluators, graduates data by province/municipality for prospective Business ProcessOutsourcing locators, data for theses/dissertations of students, data needed bysenators and congressmen in aid of legislation,media requirements on enrollment andgraduates, among others. (Table 11)

The significant increase in assets is mainly due to the following:

On the other hand, the considerableincrease in the liability account is due to thesetting up of Other Deferred Credits which isthe credit counterpart for SNPLP loansreceivables, loan component of the SAFEProgram and share in the income of PCSO,PRC and PTA.

Sources and Application of Funds

The big increase in income is due tothe release of P1 billion fund sourced from R-VAT to support the Student Assistance Fundfor Education (SAFE).

Increase in personal services is due tothe 10% increase in salaries and wages madeeffective last July 2008.

Grant under the SAFE Scholarship

Program recorded as Donations largelyincreased the Maintenance and OtherOperating Expenses.

The huge increase in excess of incomeover expenses is due to the unliquidatedtransferred funds to Higher EducationInstitutions relative to the scholarships andloans granted under the SAFE Program.
