Introduction

HighDesertEducationServiceDistrict(HDESD)componentdistrictsinDeschutesandCrookCountyinclude:

•Bend-LaPineSchoolDistrict •RedmondSchoolDistrict • SistersSchoolDistrict •CrookCountySchoolDistrict

Incollaborationwithcomponentschooldistrict’sadvisorycouncilsandsuperintendents,theHDESDhasdevelopedthe2010-11LocalServicePlan(LSP)pursuanttoORS334.175andOAR581-024-0285.TheHDESDLocalServicePlanincludesthefollowingCoreServices:

Children with Special Needsincludespecialeducationservices,servicesforat-riskstudentsandprofessionaldevelopmentforstaffwhoprovidetheseservices.

Technology Supportforcomponentschooldistricttechnologyplansincludingtechnologyinfrastructureservices,dataservices,instructionaltechnologyservices,distancelearningandprofessionalstaffdevelopment.

School Improvement Servicessupportcomponentschooldistrictsinmeetingtherequirementsofstateandfederallaw;allowtheHDESDtoparticipateinandfacilitateareviewofthestateandfederalstandardsrelatedtotheprovisionofaqualityeducationbycomponentschooldistricts;addressschool-widebehaviorandclimateissues;andprovideprofessionalstaffeducationalopportunities.

Administrative and Support Servicesconsolidateandimprovecomponentschooldistrictbusinessfunctions,liaisonservicesbetweentheDepartmentofEducationandcomponentschooldistrictsandregistrationofchildrenbeingtaughtbyprivateteachers,parents,orlegalguardianspursuanttoORS339.035.

The2010-11HDESDLocalServicePlanincludesservicesrequiredbystateandfederallawandservicescontractedtocomponentschooldistricts,non-componentschooldistrictsandotherpublicandprivateentities.

HDESDprovidesentrepreneurialservicestonon-componentdistrictsiftheservicesarecurrentlyprovidedtocomponentdistrictsandmayprovidesavingsoraddedvaluetocomponentdistricts.

TheLocalServicePlanwillalsocontainannualperformancemeasures.

TheLocalServicePlanisapprovedannuallybyHDESDBoardofDirectorsandthecomponentschooldistrictsBoardofDirectors.

Local Service Plan Approval Process

TheLocalServicePlanmustbeapprovedbytheHDESDBoardofDirectorsandaffirmedbyatleasttwothirdsoftheHDESDcomponentschooldistrict’sBoardofDirectorsrepresentingatleast50percentofthetotalnumberofstudentsenrolledincomponentschooldistrictsoftheHDESD.

• January, 2010:The2010-11LocalServicePlan(includingsuggestednewservices)isreviewedbycomponentdistrictadvisorycouncils,theHDESDAdministrativeCouncilandapprovedbytheHDESDBoardofDirectors.

• February, 2010:LocalServicePlansubmittedtocomponentschooldistrictBoardofDirectorsforapproval.• June, 2010:LocalServicePlanservicesandbudgetsapprovedbyHDESDBudgetCommitteeandHDESDBoardof

Directors.

Amendment Process

TheHDESDLocalServicePlancanbeamendedbytwothirdsvoteoftheHDESDcomponentschooldistrict’sBoardofDirectors,representingatleast50percentofthetotalnumberofstudentsenrolledincomponentschooldistrictsoftheHDESD.

Revenues

StateSchoolFund:90%ofallStateSchoolFundmoniesreceivedbytheHDESDarespentonservicesprovideddirectlytocomponentschooldistrictspursuanttoOARS327.019(8).

SchoolImprovementFund:HDESDwillspend100%offundsfromtheStateSchoolImprovementFundonservicesorprogramsthathavebeenadoptedintheLocalServicePlanandapprovedbytheBoardofDirectorsofourcomponentschooldistricts.

GrantsandContracts:HDESDreceivesbothstateandfederalgrantsandcontractstoprovideservicestocomponentandnon-componentdistricts.

EntrepreneurialServices:HDESDprovidesservicestonon-componentdistrictsiftheservicesarecurrentlyprovidedtocomponentdistrictsandmayprovidesavingsoraddedvaluetocomponentdistricts.

Annual Performance Measures

ServicesprovidedbyHDESDandoutlinedintheLocalServicePlanaremeasuredannuallybythecomponentschooldistrictsusingafour-pointratingscale.Thisevaluationisdonethroughan‘on-line’questionnaireandsenttostaffandadministratorsworkingwithHDESDstaffinanyofthefourcoreservices,regardlessofwhetherthatserviceisthroughtheLocalServicePlanfunds,grantsand/orcontractsorisanentrepreneurialservice.

HDESDwillsubmitalistofallservicesprovidedundertheLocalServicePlantoeachlocaldistrictforthepurposeofmeasuringtheeffectivenessofeachservice.Asummaryofthisperformancemeasurementshallbeprovidedtoalllocalschooldistrictboardmembers,alllocalschooldistrictsuperintendentsandtotheHDESDBoardofDirectors.

Applied Behavior Analysis:TheAppliedBehaviorAnalysis(ABA)programworkswithstudentswithsevereautismorcommunicationdeficitswhobenefitfromAppliedBehaviorAnalysis.

Behavior Intervention Center: TheBehaviorInterventionCenter(BIC)isashort-termplacement(60days)forchildrenwithbehavioral/socialconcernsthatrequirespecializedintervention.ThegoaloftheBICprogramistoprovidethebehavioralandsocialinterventionstoallowchildrentosuccessfullyreturntotheirresidentschools.MoststudentsattendtheBICprogramforhalfoftheirschooldayandtheotherhalfisspentattheirneighborhoodschool.

Behavior Programs:Providesservicestochildrenwithemotionaland/orbehavioralproblemsthatadverselyaffectthechild’seducationperformance;theseservicesmayincludeyouthdeemedtobedelinquent.

Deaf Resource Program:TheDeafResourceprogramservesonlytheBend-LaPineSchoolDistrict.Thereisoneelementaryschoolresourceroom,onemiddleschoolresourceroomandonehighschoolresourceroom.

Healthy Beginnings (Child Find):Inpartnershipwithlocaleducational,healthcareandsocialserviceorganizations,HealthyBeginningsprovidestwelvefreecomprehensivehealthanddevelopmentscreeningsperyearthroughoutDeschutesCounty.

Special Education:ProvidesancillaryspecialeducationservicestochildreneligibleunderIDEApartBandC(childrenbirthto21).

GOVERNMENT GRANTS AND CONTRACTS:Federalgrants,stategrantsandcontractsandcontractswithcomponentdistrictsandagencies.

Cascade Child Center:TheCascadeChildCenter(CCC)servesstudentsinCentralOregonwithbehavioralissueswhorequiredaytreatmentservicesbecausetheyareunabletofunctionsuccessfullyintheirneighborhoodschools,butwhodonotrequireresidentialsupport.

Central Oregon Regional Program: CentralOregonRegionalProgram(CORP)isastatecontractedprogramthatprovidesspecialeducationservicestostudentswithlow-incidencedisabilities.Theseincludestudentswithautism,visionimpairments,severeorthopedicimpairmentsandhearingimpairments.

Early Intervention/Early Childhood Special Education:EarlyIntervention(EI)andEarlyChildhoodSpecialEducation(ECSE)arespecializedservicesforchildren,birthtoKindergartenwithspecialneeds.TheseservicesareofferedthroughoutCrook,Deschutes,Jefferson,Sherman,Gilliam,Wheeler,HarneycountiesandtheConfederatedTribesofWarmSprings.

Assistive Technology/Augmentative Communication K-12: AssistiveTechnology(AT)referstoanydeviceorpieceofequipmentthathelpsastudentwithdisabilitiesaccesshisorhereducation.TheATprogramprovidesequipment,evaluation,professionaldevelopmentandtechnicalassistance.TheATlibrarysendsoutequipmentforshort-termevaluationsothatastudent’steamcandeterminewhattypeofATdevicewouldmostappropriatelymeettheneedsofthatstudent.Onceanevaluationisdone,theATprogrampurchasesthedeviceforlong-termloanbythestudentandhis/herdistrict.

Healthy Families of the High Desert: VoluntaryhomevisitationprogramforfirstbirthfamilieswithnewbornsinJeffersoncounty.

Occupational Therapy/Physical Therapy- K-12: Children/studentsranginginagefrombirththrough21yearsofagewithidentifiedorthopedicimpairmentsreceivedirectinstructionand/orconsultationservicesfromlicensedOccupationalTherapists(OTs)andPhysicalTherapists(PTs).Inadditiontotherapyprovideddirectlytothechildrenandstudents,OTsandPTsconsultwithparentsandclassroomteachersaswellasworktoprovideappropriateadaptiveequipment.

Sign Language Interpreters K-12: TheSignLanguageInterpreterprogramservesDeafandHardofHearing(DHH)students.

First Step:FirstStepisapositivereinforcementbehavioralprogramservingKindergartenandfirstgradestudentsinDeschutesCounty.

Mathematics and Science Partnership (MSP): HDESDprovidesfiscalmanagementforthisCentralOregonconsortiumgrantinpartnershipwithOregonStateUniversity.Thegoalofthisgrantprojectistoimprovemathematicsinstructionandincreasestudentachievementbyimplementinghighqualityprofessionaldevelopmentformathematicsteachers.

Oregon Mexico Education Partnership (OMEP): ThePlazaComunitariaisaneducationalresourcefortheHispaniccommunitysponsoredthroughauniquepartnershipbetweentheStateofOregonandtheMexicanGovernment.PlazasofferSpanishliteracyprogramstoSpanish-speakingadultsandyouth.

Oregon Virtual School District (ORVSD): TheORVSDisasetoffreeresourcesforOregonpublicschoolteachersthatallowthemtointegrateavarietyofonlinecontentandtoolsintotheirlessons.

Title 1-C Migrant Education Program: TheMigrantEducationProgramidentifiesmigrantfamiliesandhelpsmigrantstudentswithacademicneeds.Allmigrantstudentsareeligibleforfreenutritionalservicesthroughtheschoolsandfree24-houraccidentinsurance.Region11servesthefollowingschooldistricts:BendLaPine,Redmond,Sisters,CrookCounty,JeffersonCounty,509JandCulver.

Writing and Math Problem Solving Assessment and Scoring: ParticipationinwritingandmathproblemsolvingassessmentandscoringprovidesstaffdevelopmentopportunitiestonewandreturningteachersinCentralOregon.

ENTREPRENEURIAL: HDESDprovidesservicestonon-componentdistrictsiftheservicesarecurrentlyprovidedtocomponentdistrictsandmayprovidesavingsoraddedvaluetocomponentdistricts.

Curriculum Services:HDESDprovidescurriculumservicestodistrictsincludingstaffdevelopmentopportunities,curriculumdevelopmentandregionalizedresourcestomaximizeefficiencies.
