THE HIERARCHY OF CONTROLS

When determining controls, or considering changes to existing controls, consideration shall be given to reducing the risks according to the following hierarchy:

Removal of a machine/equipment or a process or part of a process to eliminate the hazard

e.g. Outsourcing of a process to a third party company/supplier/service provider

ELIMINATION

SUBSTITUTION

Substitute a less hazardous material or reduce the system energy

e.g. lower the force, amperage, pressure, temperature, etc.

e.g. use of water based paint instead of solvent-based

e.g. Mercury free medical instruments

ENGINEERING CONTROLS

Enclosure or barriers to isolate source of hazard from workers

e.g. ventilation systems, machine guarding, fume hoods, sound enclosures

ADMINISTRATIVE CONTROLS

Changes/modifications in the work process / SOP’s

Safety Signs, Safe Work Permits, Job Rotations, Rest Periods, Safety Procedures

PERSONAL PROTECTIVE EQUIPMENT

Specialized clothing or equipment worn by employees for protection against health and safety hazardse.g. ear plugs, face masks, respirator masks, goggles, safety shoes, hard hats
