Perusal and approval of the minutes of Finance Committee meeting dated 07.12.2011-

Perusal and approval of the proposal of the University to be sent to UGC for the Xll Plan period

- Proposal prepared as per letter dated 05.01.2012 of the Chairman, UGC.

Notes:The University Grants Commission, New Delhi vide its letter dated 05.0f.2012 has asked all theUniversities to prepare proposals as per UGC guidelines for the Xll Plan period and send it to UGC

before 70.04.201-2, after getting it approved from the respective University bodies. Accordingly,the proposal is bei red. The same shall be placed for I in the meeti

The subject matter was placed before the Finance Committee and Executive Council in theirmeetings dated 05.03.2011 and 12.03.2011 wherein it was decided that EPF Expert may beconsulted first and then the EPF Office may be approached to sort out the matter at an earliest.The matter had been taken up with the EPFO. Vide letter No.HNLU/11,593/2011 dated26.12.201,7, the University has sought guidance on specific issues pertaining to EPF from the EPFO

to sort out the matter. ln response to this, EPFO vide its letter No.EPF/RO/Rpr/Circle-il|/Enf./CG/1,9381,/91,3 dated 22.02.2072 has inter alia directed the University to remit the pF

contributions w.e.f. t6.07.2003 in respect of all employees and also submit statutory returns. Theabove letters are enclosed herewith for perusal.

A meeting of the Finance Committee took place on 07.12.2011 at 1.00 p.m. at the

Board Room of Hidayatullah National Law University, Raipur wherein the following members

were present:

Perusal and approval of the status of payments made from State Government Grant

for various construction/development activities. Perusal and approval of theproposed activities to be carried out from the balance State Governrhent Brant forcompletion of the Un campus.

Decisio n:

The Finance Committee perused and approved the status of payments made from State

Government for various construction/development activities. lt was also decided that

the heads in which Grant utilized/project cost has exceeded, details thereof may be

placed in the next meeting of the Finance Cornmittee for perusal/ex-post facto

approval. The Finance Committee also' perused and approved the proposed

developmental activities to be carried out from the balance State Government grantincluding the estimates prepared by the C.G. Housing Board.

The Finance Committee members from the Law Department, Government ofChhattisgarh also confirmed that against the estimates of Rs.2204.16 Lakhs of HNLU forAddl. Construction work, grant of Rs.1700.00 Lakhs was released by the State

Government. This is particularly in view of the fact that the University is already having

State Government Grant of Rs.450.00 Lacs and Rs.15.42 Lacs which has been treated atthe State Government level as a part of the totalestimates of Rs.2204.16 Lakhs and canbe utilized for development of the University campus at Raipur.

rding 2nu Convoca Feb 2012.Decision:The Finance Committee accorded its approval of Rs.20.00 Lacs for the 2nd ConvocationCeremony proposed to be held in February 20L2.

Decision:The Finance Committee approved the Audit Report of C.A. for the F.Y. 2010-lL with the

following observations or1 the notes on accounts of the audit report:

7 (a) Suitable steps should be taken for recovery of the amount and if recovery is not

forthcoming, then appropriate legal action should be considered.

8. Needful may be done.

9. The matter may be reviewed and placed with detailed facts so as to reach some

conclusio n.

employees' contribution from the concerned ernployees those who have left as ofnow. Please also further guide us that in case if we are required, how do we remit

EPF contributions of the einployees who have left the University, and whereabouts'are

also not known to us at this junctr-rre. :
