The Friends of Hiawatha Parks and Recreation would like to thank several sponsors who pro- vided food and drink at our rest stops: Buick GMC Cadillac Kia of N. Cedar Rapids, Farmers State Bank, ABC Disposal, General Mills, Edgewood Road Hy-Vee, Fareway, Culver’s Frozen Custard, Big 10 Mart, and Brickside Cafe and Pizzeria. The revenue generated from HIBRAI is designated to the Friends of Park and Recreation to be used to help fund summer programs for children. This summer a bridge was installed on the south side of Fay M. Clark Memorial Park as part of the disc golf course. This bridge was made from the rafters taken out of the quonset building in Hiawatha. These rafters were made by Fay M. Clark himself. Richard Larson explains the history of the quonset building: Around 1946, the Weld Shop located at Robins Road and Highway 150 burned down. The quonset building was constructed on North Center Point Road just past Blairs Ferry Road and Shiloh Cemetery. The building was built on a knoll west of Center Point Road. The Quonset Building was approximately 30’x60’ and made of cement block with steel arch style beams (rafters). Dutch Miller of Mt. Vernon was the block layer and Dick Larson mixed the mortar and carried the block. Fay Clark fabricated the arches by laying out a pattern on the concrete floor of the building and welding the arches there. The building housed the new Weld Shop, a Cafe, and a Phillips 66 Service Station with an attendant on duty. This was the one and only truck stop between Cedar Rapids and Waterloo. Over the years, several businesses have called this building their home. The Hiawatha History Commission saw these rafters as a valuable piece of history that allowed the Parks Department to use these to initiate the bridge you see pictured. There are several people to thank for the construction of this bridge including the Parks, Water, Building, and Streets Departments (particularly Rob Opfer, who did all the welding for this project). Additional thanks go to ABC Disposal for sandblasting the rafters and Coonrod Crane Service for helping us transport the bridge to the park. A plaque will be put in place to dedicate the bridge to Fay Clark.

On August 28 and 29, 2010, Friends of Hiawatha Parks and Recreation held the eighth annual HIBRAI (Hiawatha Bike Ride Around Iowa). Work on the North Center Point Road Water Main and Sanitary Sewer Extension Project is being performed by Abode Construc-tion. The project cost $182,922.40 and is nearing completion. Only a minor punch list of items remains. This project was 50% funded with L.O.S.T funds.

Work on the C Avenue from Blairs Ferry to Tucker Street Pavement Reconstruction Project is being performed by City Wide Construction. The project cost $123,907.80 and is in the second phase of construction. Major accomplishments for August include first phase pavement removal and new pavement placement. This project is 100% funded by L.O.S.T funds.

Work on the Northwest Water Main and Sanitary Sewer Exten-sion Project is being performed by Ricklefs Excavating. The project cost $2,687,144.47 and began construc-tion in August. Major accomplish-ments for August include the instal-lation of over 6700 feet of water main on Loggerhead Road, and 2 casings being directional drilled and pulled under I-380 to house sanitary sewer and water main connections. This project was 50% funded with L.O.S.T funds.

Ricklefs Excavating will also be working on the Herigate Green Drainage Project, starting in early September. The cost for this project is $122,287.50.

The 3rd Avenue from Marion Street to West Clark Street Pavement Reconstruction, Water Main Installation, and Sanitary Service Repair project is being performed by East-ern Iowa Excavating and Concrete. The cost for this project is $281,068.80, paid with L.O.S.T funds. It is scheduled to begin in early September.

The 2010 Drain Tile Improvement Project, which will update and improve drainage on Li-tchfield Drive, is going to be performed by Rathje Construction. The cost for this project will be $69,532.70 and is scheduled to begin in early September.

The FY 2011 Sanitary Sewer Repair Project is going to be performed by Dave Schmitt Construction. This project includes several point repairs of the sanitary sewer system and will cost $72,374.00. Work on this project is slated to begin in early September.

Why are the U.S. Flags flying all summer on Center Point Road instead of just the five special holidays?Hiawatha is celebrating our 60th Anniversary this year and we placed banners on every other street light. When we put up the U.S. Flags for Memorial Day, we received several calls saying how nice Center Point Road looked, so we decided to leave both in place until we install the christmas decorations later this fall.

What was all the noise at Hog Wild Days?For the first time this year the carnival rides were moved to the 10th Avenue parking lot and with all the rain, it prevented major damage to the park grounds. In doing so it moved some of the noise closer to homes on the west side of the park. The Mayor and City Council did receive phone calls and e-mails regarding the noise. We hope with some tweaking of equipment, things will work out better next year.

Why is the timing of the southbound green light on Center Point Road/Boyson Road so short on Sunday Morning?I had to check this out for myself and sure enough; it is short. We have talked to the City Engineer who will do some followup, but the fact is Boyson Road traffic has priority even on Sunday mornings.

Playing for KeepsFor the past 20 years the Hiawatha Parks and Recreation Department has sponsored summer recreation programs for children. Last year over 180 children participated in these programs. The purpose of these programs is to encourage creativity, friendship, team-building, and community service through a variety of different activities. The Hiawatha Playground, Tot-Lot, and Youth in Parks programs serve as a tool for children to build new relationships, encourage fitness, and escape the everyday of “downloadable” play. These programs reach children in grades Kindergarten through 8th. However, with the continual growth and cost in running these recreation programs, we need your help!

On Saturday, October 9th from 6:00 - 9:00 p.m. at the Cedar Rapids Toyota Showroom, 1190 Boyson Rd., the Friends of Hiawatha Park and Recreation will be hosting a fundraising event called Playing for Keeps. This will help us ensure our programs continue at an affordable rate to the children that need them the most. We have teamed up with Budweiser and Cedar Ridge Vineyards to provide a variety of beer and wine for sampling. We will also have hors d’oeuvres. This fundraiser consists of a live and silent auction with some amazing items up for bid. Please come and enjoy a night of friends, com-radery, and fun while promoting the continual growth and success of our children’s programs. Tickets are on sale for $15.00 at City Hall, 101 Emmons Street, Hiawatha, Iowa.

In July of 2009 a variety of shrubs and flowers were installed at the southwest quadrant of the Interstate 380 Boyson Road inter-change in Hiawatha, the eye design became a model to beautify the freeway at a number of locations in the Cedar Rapids metro area.The planting, approved last fall by the Hiawatha City Council, was made possible by a grant from the roadside improvement fund of the Iowa Department of Transportation. IDOT officials, led by Mark Masteller, worked with the Hiawatha Parks Dept., and Eye 380, a volunteer group seeking ways to beautify Interstate 380 in the Cedar Rapids Area. They were aided by horticulture students at Kirkwood Community College, the final design was produced by the volunteer work of Eric Shepley, a landscape architect at Hall and Hall Engineers in Hiawatha.All of the plants used at the Hiawatha site meet IDOT requirements for Iowa roadside hardiness and compatibility with traffic. After a two-year establishment period, the maintenance of the plants becomes the responsibility of local sponsors. Similar projects have been undertaken in other Iowa cities.The next step will be to determine interest in duplicating the Eye 380 design at other locations along the interstate through Cedar Rapids. Shepley said long-term annual maintenance costs were estimated at $750 per site. The Eye 380 committee hopes indi-viduals, organizations, and companies will support the interstate roadside improvements. Contributions may be sent to Eye 380, care of Trees Forever, 770 7th Ave., Marion, Ia 52303.Ever-Green Landscape Nursery & Supply planted the Boyson Eye 380 shrubs and grasses. Late last year the Cedar Rapids Crime Stoppers concluded that it would better serve the community if the tip reward practice would be expanded to include all of Linn County. They proposed this idea to the County and found support for the move.

The first half of 2010 has been spent in expanding the Board of Directors and establishing a legal entity by registering the Articles of Incorporation, formalizing the By-Laws, obtaining an Employment Identification Number and submitting for tax exemption. The purpose of this activity was to establish the group as a charitable entity so donors could use their donations for a tax deduction.

The Board of Directors expanded to seventeen seats. The representatives are from each of the cities who have a formal police department and three from Linn County at large. Hiawatha is allocated one representative as is Robins, Lisbon and Mount Ver-non. Marion has three representatives and Cedar Rapids has seven.

The purpose of the Linn County Crime Stoppers, Inc., is to promote public safety by providing education on safety, provide re-wards for tips leading to valid arrest warrants and arrests, and providing lecturers on various safety topics through affiliation with TRIAD, a county organization formed to provide such lectures.

The primary function is the support of the tip hot line 1-800-CSCRIME. If you have information of a crime that has been, or will be committed and can provide facts that will allow our police departments to arrest the culprit or prevent the crime, you may be eligible for an award. Your name is kept confidential and the information is provided to the police department of the impacted city. Should your tip prove to be instrumental in establishing a legal arrest warrant, the Linn County Crime Stoppers will consider you for a reward.
