Although I’m not old enough to

have seen it, I have heard stories about the day the circus came to town. People would come from near and far to watch the spec-tacle.

“Here it comes!” Someone would shout and all heads turned, looking down the tracks. An old coal-powered steam train came rumbling down the tracks with a steady rhythm: choo, choo, choo, choo, choo, choo. The pace slowed and a whistle sounded, whoot, whoot, whoot, announcing her ar-rival.

An engineer was leaning out the right-

side window of the engine; the brakeman and conductor looked out from the caboose. The crowd of people moved back from the steel rails, making way. The big, black locomo-tive came to a screech-ing stop, belching blasts of steam from her brakes. The engi-neer in his greyish-blue pinstriped bib overalls and a matching cap stood looking out the window. With sweat on his brow and smudges of black coal dust on his round cheeks, he waved, “Howdy folks!”

The train pulled box-cars and bunkhouses. Flatbed cars carried colorful wagons - some for amusement and some loaded with ti-

gers and bears and other such wild beasts. There were livestock cars with slatted sides, carrying horses; one had two giraffe heads poking out the roof.

While the people en-joyed watching, there was work to be done and no time to waste. Men emerged from the train. The crowd shift-ed, gathering around the livestock car as the crew lowered the ramp. This is what they were waiting to see.

Adalynn Lucille Arndt, daughter of Tedd and Anna Arndt of Lewisville, was born June 22nd, 2020 at UHD Blue Earth, under care of Dr. Parnell.

Adalynn weighed 6 lbs., 12 oz. and was 18.5” long. Grandparents are Bernie and Julie Petrowiak, East Chain and Todd and Glenda Arndt of Lewisville.

Great grandparents are Joan Closs of Fairmont, Vern and Mary Arndt of Lewisville and Bill Osborne of Madelia.

Adalynn has two brothers, Tyler and Raylan.

Four musical sisters will perform Friday from noon to 1 p.m. in Citizens Park, located in Down-town Plaza, as part of Red Rock Center’s all new summer concert series. Bring your lawn chairs and the whole family to enjoy this fun, family friendly concert. Free hot dogs, chips and water will be served while supplies last. Sister Luv is composed of four sisters, Xena, JLee, Elsie, and Shelly who have been singing together for most of their lives. They perform all differ-ent genres of music including 40s-70s Pop, Clas-sic Country, and Gospel. Sister Luv has captured many audiences’ hearts across the southeast-ern Minnesota area through their shows and around the world through their social media postings. They even host their own bi-month-ly “Sister Luv & Friends” show in Lanesboro.Their love of singing and entertaining has led them to formally start their group, Sister Luv, to honor their Papa Bear, who passed in No-vember 2018, after battling brain cancer. He was always their greatest fan and even now in heaven, he remains with them in spirit.

Barb’s Condo Garden

Creating unity. Reliv-ing memories. Feeding the spirit.

When Barb Berg (74) retired from Goldfinch Memory Care this spring, she wanted to continue doing things to bring joy and purpose to those around her. Barb re-turned to something else she loved: gardening.

It’s not easy to have a vegetable garden when you live in condo, but Barb got permission to dig up some of the yard around the building. Now the Belle Vue Es-tates Condos in Fairmont has a 32’x12’ garden with 21 types of vegetables growing. Barb invited all the residents to partici-pate. Sixteen residents, ages 60-100, each con-tributed $12 to buy seeds and plants.

Barb tends the garden several hours each day keeping it weed-free. The garden has brought the condo residents togeth-er. Most of the residents had gardens to feed their families in their younger years and enjoy sharing

their stories and garden-ing tips.

Residents walk out to the garden each day to see the progress. They all look forward to hav-ing fresh produce. As vegetables are harvested, they will be put in baskets

in the lobby for everyone to enjoy. Surplus will be donated to a local food shelf.

Barb’s Condo Garden has become a gathering place that nourishes the body and soul.

What’s CookingGrill time!

One of the best parts of summer is grilling and

Vidalia onions! So I am excited to share today’s side dish recipe with you. I love onions in just about any-thing, have never been able to understand people who say they don’t like onions my Dad was one of those people. This recipe came from facebook, I hope you enjoy it too. I am giving you the recipe the way it was printed but I didn’t use thick sliced ba-con, I used what I had on hand and I par cooked the bacon a little just until some of the fat rendered out it was still soft.

Bacon Wrapped French Vidalia Onion 4 Vidalia onions ( small-medium)2 Tablespoons extra virgin olive oil1 1/2 tsp. Montreal seasoning4 slices thick sliced bacon4 oz. Gruyere, sliced or torn if you like2 Tablespoons flat leaf parsley, chopped Basting Sauce 3/4 cup beef broth1/4 cup white or red wine1/4 tsp. chopped thyme1/2 Tablespoon Montreal seasoning Peel and cut about 1/2 inch of the onion tops.

Trim a small amount of the bottom of the onion so they stand upright.

With a spoon scoop out a few of the inner layers of the onion leaving the majority of the outer layers. Place each onion on a square of heavy duty tin foil or you could put them in a square tin foil baking pan.

Brush onions with the olive oil, sprinkle liberally seasoning over each onion, fill center of onion with cheese. Wrap bacon slices around each onion and secure with toothpick.

Combine basting sauce ingredients and put 2 Tablespoons of sauce in the center of each onion. Wrap foil around onions or cover foil pan with foil cook on a medium grill for 30-60 minutes, I like mine to fall a part when it’s done, you can put them in the oven too. Enjoy!

Heritage Acres meeting

The board of direc-tors of Heritage Acres has called for a monthly membership meeting for Thursday, July 23rd at the Prairieville build-ing at 6 p.m. The meet-ing is called to get help planning the Threshing Day on August 9th and the annual meeting on August 27th

.Decisions are needed

for food offerings and

help for the Threshing Day.

The annual meet-ing will include election of three directors. The terms of Jerry Simon, David Bulfer, and Mike Jacobson (voted to re-place Jeff Hagen) are expiring. Also included are a guest speaker, a catered dinner and the annual report.

Members are asked to return the member-ship and banquet letter mailed in June.

Little Cardinal Tennis Camp Tanner DeWar and Maxwell Seifried, both of Fairmont, were named to the spring Dean’s List at River-land Community Col-lege, Austin, MN. To be eligible for the dean’s list students must have completed 12 credits per semester with let-ter grades and have earned a grade-point average of 3.25 to 3.99

Lakeview Methodist is constructing a new $24 million, 72-bed skilled nursing facility in Fairmont.

For 50 years, Lakev-iew Methodist Health Care Services has been a Minnesota leader in skilled nursing. Lake-view Methodist provides 24-hour skilled nursing care for short- or long-term stays, offering a wide range of health and living services for the senior experiencing the need for prolonged or extensive health care services. Building on its long-standing reputa-tion, for five decades, the campus has offered skilled nursing in the community and is one of only three in Martin County, the second old-est county in the state.

Located at 610 Sum-mit Dr. on Lakeview Methodist’s campus overlooking Budd and Sisseton Lakes, the new building will offer great-er state-of-the-art ame-

nities for more people. That’s needed now more than ever because by 2025, one of four Min-nesota adults will be 65 or older and at least 70 percent are expected to use long-term care ser-vices at some point.

Built by Kraus-Ander-son Construction and designed by Wold Ar-chitects, the new 2-sto-ry, 86,000 square-foot building is being creat-ed in the emerging care center design known as a “Neighborhood Con-cept,” which encourages companionship and sociability among resi-dents. Lakeview Meth-odist will offer greater amenities for more people in a homelike, warm, person-centered environment designed to uplift the senses and improve mental, physi-cal and social health.

Lakeview Methodist currently offers physi-cal, speech and occupa-tional therapy, spiritual care and worship ser-

vices, social work ser-vices, transitional care, IV therapy and medica-tion assistance, as well as an activities director for intergenerational so-cial services, daily group and individual activi-ties. The new facility will feature wider hall-ways, a child daycare center, restaurant-qual-ity dining room with chef-prepared meals, overnight guest room, community rooms, un-derground parking, gift shop, courtyard and gardens, outdoor decks and patios, and state-of-the-art monitoring and technology. Residents also will enjoy a movie theater, fitness center,

beauty shop and barber services, café and laun-dry services.

“A greater level of comfort and dignity will be offered by creat-ing private rooms in a homey, neighborhood style of living,” said Deb Barnes, Lakeview Meth-odist administrator. “This affords everyone the same opportunities and better meets the demands of prospective residents and their fami-lies in the future, ensur-ing Lakeview has a place in your community for many years to come.”

Construction is antic-ipated to be completed by fall 2021.

Jason Ronald Diek-mann, age 49, of Omaha, NE, formerly of West Des Moines, IA and Tru-man, MN, passed away peacefully on May 31st, from a massive stroke he suffered on May 20th in Omaha.

Jason Ronald Diek-mann was born January 3rd, 1971 in Fairmont, MN. Jason attended Tru-man schools, graduating

in 1989. He was employed with Heartland Retire-ment Group, selling in-surance and retirement policies.

If you weren’t his friend when you met him, you were his friend when you left him. Jason enjoyed spending time with his family, especially his daughters, and many friends. He enjoyed foot-ball, especially the Min-nesota Vikings, a true purple fan; auto racing, riding his Harley, travel-

ling, especially his recent trips to Florida with Carla.

Left to cherish his memory are his parents, LeRoy and Chris Diek-mann, daughters Nika and her children, Aidyn, Jaylee, and Jaeger, Zoel and Lainie; his sister and her husband Tasha (Casey) Kester and their children, Tyler, Natalie, Luke and Gavin; his girl-friend and soul mate, Car-la Ogborn Gottsch and her children, Lauren, Kas-sidy, Nicolle, Michael and

Berkley; special friend Jake Mayer; many aunts, uncles, cousins and many wonderful friends who will miss him dearly.

Jason was preceded in death by his brother-in-law Jeff Abel; grand-parents Julie and Harold Diekmann, Ronald and Billye Osland and step grandmother Dorothy Osland.

Thank you Carla and Jake for being there and being his voice when he didn’t have one.

Roger L. Hall, 75

Funeral services for Roger L. Hall, 75, of

Granada, MN, were held on Friday, July 10th, 2020, at the Lakeview Funeral Home in Fairmont. Burial followed the service at Center Creek Cemetery near Granada, MN. Roger passed away Sunday, July 5th, 2020. The Lakeview Funeral Home and Cre-mation Service of Fair-mont assisted the family with arrangements.

Roger Lee Hall was born on December 16th, 1944, in a home on the family farm near Grana-da, MN, the son of Wilbur

Wendell and Clara Emma (Measor) Hall. Roger re-ceived his education at-tending school in Grana-da and graduated from Granada High School.

Following his gradua-tion, attended Dunwoody College of Technology, and later enlisted with the United States Army where he served proudly until receiving his honorable discharge.

On October 15th, 1965, Roger was united in mar-riage to Harriet Daniel-son in Northrop, MN. To-gether the couple made their home on a farm near Northrop and were blessed with two children,

Jeffrey and Steven.Roger loved living the

life of a farmer. In his younger years, he found a passion for welding and worked for many years at Standard Weld-ing. He then began work-ing for Stokely’s where he harvested sweet corn, earning the nickname of “Sweet Corn King”. Roger never lost his love for rais-ing crops and looked for-ward to the change of the seasons and the work that came with it.

In his youth, Roger looked forward to throw-ing his leg over his mo-torcycle and cruising the countryside on road trips

with the Traveler’s Mo-torcycle Club. In his later years, Roger looked for-ward to heading to warm-er weather in the winter following the open road on trips to the South. He treasured spending time with family and friends especially “Spud” and his coffee buddies where they met at Perkins to solve the world’s problems over a warm cup of coffee. Roger was a member of Grace Lutheran Church in Fair-mont, the Lee C. Prentice American Legion Post #36, and was a proud member of the Iron Work-ers Union.

memory are his sons, Jef-frey L. Hall and Steven J. Hall; granddaughter,Makayla; two step grand-children, Kammy (Matt)Sadler and Kasey Adams-Urban; L. Gary L. Goedtel, 81

Gary Lee Goedtel, age 81, of Troy, Michigan passed away unexpect-edly on March 30th, 2020 in St. Petersburg Beach, Florida. He was a 47 year resident of Troy. Gary was a loving husband, father and PaPa.

He is survived by his beloved wife of 53 years, Jennifer and two sons: Scott Goedtel (Melissa) of Northville, MI and

Mark Goedtel (Angelina) of Royal Oak, MI. He was the loving PaPa of Eliza-beth, Jimmy, Grace, Mila, Luke and Emily, and dear brother of Bonnie Bock (Arlen), Barbara Bremer (Charlie), Dennis Goedtel (Jana) and David Goedtel (Judy).

Gary was preceded in death by his parents, Lu-cille and Otto, and daugh-ter Hahni. Mr. Goedtel was born in 1938 in Fair-mont, Minnesota and graduated from Fairmont High School in 1956. Af-ter serving in the United

States Army from 1958 to 1961, he graduated from Brown Institute of Broad-casting in Minneapolis, Minnesota. He was a ra-dio engineer and broad-caster for several years, broadcasting under the professional name of Gary Martin for KQAQ, Aus-tin, Minnesota and then several years with KTOE, Mankato, Minnesota.

He then graduated from University of South-ern Minnesota with a B.S. in business. In 1973 the family moved to Troy, Michigan and Gary was

employed in the sales engineering automotive business until his 2001 retirement from INA USA Corporation. Gary’s re-tirement was spent travel-ing, golfing, and enjoying his 6 young grandchil-dren. Winter months were spent in St. Petersburg Beach, Florida.

He was a member of the President’s Club at Oakland University and Katke-Cousins Golf Course in Rochester, Michigan. Gary was an avid golfer and proud to be in the “Hole in One”

Club at Katke-Cousins. He played the game with his great pals, “The Rab-bits,” for almost 40 years. (The Rabbits know who they are!) Inurnment will take place at Great Lakes National Cemetery pri-vately at a later date.

In lieu of flowers, me-morial tributes suggested to Wounded Warrior Proj-ect or Tunnel to Towers or Shriner’s Children’s Hos-pital.

Brent Clover, 73

A celebration of the life of Brent Clover will be held Saturday, July 18th, 2 p.m. to 5 p.m. at Sylvania Park in Fair-mont. Brent’s family would like you to join to-gether to celebrate his life.

Brent passed away in his sleep on March 27th and we are now able to gather and share

stories and memories. From Brent’s love of air-planes and motorcycles, his time at the sheriff’s department, or his vol-unteering at the Opera House, we are excited to come together and cele-brate this amazing man.

Fall in line for Operation Round Up time! The next deadline is September 30 for Operation Round Up funds from Federated Ru-ral Electric’s Trust Board.

Operation Round Up involves about 80 percent of Federated’s members in Jackson and Martin Counties; they allow their monthly electric bills to be rounded up to the near-est dollar amount. The “rounded up” change goes into a trust fund. An in-dependent Trust Board, which consists of Feder-ated members, evaluates local funding requests and distributes the funds.

Love is in the eye of the beholder. Many peo-ple find forests beautiful, many fewer love prairies.

However, most people have never seen a tallgrass prairie. Just two hundred years ago, tallgrass prai-rie extended from the forests of Kentucky and Tennessee to the middle of Nebraska and Kansas, from the Gulf of Mexico to southern Canada. Part

of the lack of romance in prairies for most people is that you need to imag-ine what it was like. There are very few places where you can see anything like the great sweep of the presettlement grasslands. The tallgrass prairie grew in some of the best agri-cultural land on the con-tinent and it was quickly plowed. It provides the strong agricultural base

of the United States. The Corn Belt and the tall-grass prairie region are almost exactly the same area, and we live right in the heart of it.

People who find for-ests romantic have surely walked through forests, enjoying the scents and sounds. To do that in a tallgrass prairie, you’d first have to find one, and that might be difficult. In

most places 99% of the prairie is gone. The piec-es that remain are small enough that you can’t avoid seeing the neigh-boring properties. There are three exceptions…two tallgrass reserves in Kan-sas and one in Oklahoma.

It’s not all bad news though! This year the Con-

servation Reserve Pro-gram (CRP) announced they would accept appli-cations for tallgrass prai-rie restorations in their general sign up. CRP is a program that allows farmers to temporarily retire farmland and they receive yearly compen-sation. The contracts last from 10-15 years. Martin County received a large number of applications

for this program at the be-ginning of the year and we are hard at work helping the Farm Service Agency draw up plans for these tallgrass prairie restora-tions. We are very excited about these restorations, yet there are a couple of things missing in the ecosystem which are in-credibly important to a tallgrass prairie…bison and fire. CRP contracts allow for controlled burn-ing and grazing, but only at specific points in the contract and it must be defined in the contract as such. Most people prefer to mow, mostly because

it’s safer and easier. Native prairies take quite a bit of time to establish, some-times years, but once they are grown in, they will take your breath away.

We try to teach about tallgrass prairie, but it’s difficult to show prairies to the next generation in a way they will be interest-ed or impressed. It used to be a man could stand in his stirrups and not see over the grass! That isn’t the tallgrass prairie that you are likely to see on a visit to a local remnant. Mostly the grass is about 3’ high. Walking out into a mature field of corn is the closest we’ll ever get to the feeling of standing in the middle of a tallgrass prairie. Walking through one has been described as ‘swimming’ because the grass was so thick, you would have to push your way through as you moved.

The CRP program re-quires farmers to seed a diverse mix of native grasses and forbs (flow-ers). The forbs are re-

quired to have a few spe-cies which bloom in all seasons except winter, so there is always food for pollinators. This mix of gasses and forbs provide shelter for larger animals, which, in turn, eat the in-sects or the grass, such as pheasant, deer, and tur-key. Ah, the circle of life.

Prairie restoration is very active across the tall-grass prairie region and likewise there is energetic prairie education going on at all levels. A great deal of progress has been made in the last 30 years, preserving prairie rem-nants, connecting isolat-ed pieces, reintroducing bison. This is our great lost ecosystem, in the middle of everything but very nearly totally gone.

Take a hike out to one of our many public spac-es to get acquainted with what made the Midwest so successful. Accord-ing to the Martin County website “Other areas to use and enjoy in the county are the DNR Wild-life Management Areas (WMA). Many of these areas have never been plowed and also have not been used as pasture for many years. They have remnants of native prai-ries as part of their ecol-ogy.” So, next time you are out for a drive, walk, or bike ride, keep your eyes peeled for the sea of green and flashes of color that is a tall grass prairie ecosys-tem.

youth between the ages of 8-21 years of age (as of Jan 1, 2020). The Min-nesota Youth Livestock Expo is a youth live-stock show that is open to Minnesota 4-H and FFA members, as well as other youth; howev-er, it is not intended to replace the Minnesota State Fair 4-H or FFA Livestock Shows.

Leaders of those programs are continu-ing to pursue efforts to livestock show oppor-tunities. The shows will take place at the Mar-tin and Jackson County Fairgrounds and will include Beef, Swine, Sheep and Meat Goats.

Market Goat Show •All market goats must be identified with an official tag.•All market goats must be born after December 1st, 2019. Goats are to have milk teeth but there shall be no evidence of break-ing of the skin or erup-tion of the two permanent front teeth. Goats may be mouthed at the show. •Positive identification is required on all market goat entries at time of entry and at show. Weight Dec-laration •Exhibitors will self-declare the market goat’s weight(s) utilizing a weigh-card system. All weigh-cards will be due at check-in. No changes will be allowed to the weigh-card once submitted. •Show management will re-weigh the first and sec-onds (possible addition-al). A 5 lb. variance from weigh-card weight will be allowed. Animals not meeting the 5 lb. variance either above the weigh-card weight will be dis-

qualified. •The minimum weight for goats will be 40 pounds with no maximum weight limit. Goats weigh-ing less than 40 pounds will be ineligible for fur-ther competitions and no premiums. •Goats must have all blankets pulled at the time of vet check-in. Show Structure •Entries in the Breeding Doe Show will be divided into divisions then broken into classes. •Does will be divided by age within the division. Class sizes will be deter-mined by Show officials based on the number of animals at check-in. •Does will enter the ring by age,

show management may combine class until they reach a minimum class size deemed appropriate. •The top two animals from each division will compete for Supreme Champion Breeding Doe. Reserve Champion Breeding Doe thru 10th Place Breeding Doe will also be chosen. May be more than the top 2 in each division for the Top 10. Release Time •All Breeding Does will be released at the conclu-sion of the Breeding Doe Show. Any violation of re-lease rules will result in all premiums withheld and may be barred from future competition. •ABGA Does must have appropriate paperwork available if re-quested. General Swine Rules 1. Entry Closing Date –Online entries must be completed and paid for by 11:59 pm July 20, 2020. 2. NO LATE ENTRIES will be accepted. 3. Entry fee is $50.00 per entry. Can enter up to 4 animals, 2 barrows and 2 gilts. No re-funds will be given. 4. All entries will be identified with 840 ear tag AND ear notches. a. All swine must have a legible and fully healed (free of scabs or evidence of being freshly cut) ear notch or they will not be allowed to show. b. Animals arriving at the show without 840 ear tag identification will be dis-qualified. c. Animals ar-riving at the show with 840 tags and ear notches that do not match entries will be disqualified. 5. Regis-tration Certificates–Breed registered animals must have breed association issued registration certifi-cate and meet breed qual-ifications to show as a rep-resentative of the breed. Breed registration certifi-cates must be submitted to Swine Directors at check in. Ownership of animal must be by June 15,2020. 6. Breed Divisions –Breeds must have a minimum of 4 head of the same breed checked in with proper breed verification to qual-ify as a breed division. Breeds with proper breed

verification but less than 4 head of the same breed will show in the All Other Breed Division. 7.Gilts cannot be double entered. 8. This is a non-terminal show. All animals must be removed from the MYLE Jackson County Fairgrounds by their ex-hibitor at the conclusion of shows. 9. Declared Weight-Market barrows, market gilts and cross-bred breeding gilts will show by declared weight. 10. MYLE Exhibitors must show their own animals unless they have multiple animals in the same class. 11. The Judges decision is the final in all classes. 12. Any swine showing symptoms of infectious, contagious, or communi-cable disease will be re-moved from MYLE show. 13. We reserve the right to drug test any animals dur-ing the MYLE show. 14. Breeding and market gilts can be released after the conclusion of the Market Gilt Champion drive. Gilt Swine Show Rules 1. The Gilt show rules are in ad-dition to the general swine rules and the IAFE Nation-al Code of Show Ring Eth-ics. 2. Each exhibitor will be permitted to bring no more than 2 gilts to MYLE. Can be a combination of breeding or market gilts. 3. Gilts cannot be double en-tered. 4. Declared Weight: Market gilts and Cross-bred breeding gilts will show by declared weight.

TO WHOM IT MAY CONCERN: NOTICE IS HEREBY GIVEN that the City Council of the City of Fairmont will hold a public hearing to consider proposed Ordinance No. 2020-09.

An ordinance establishing Franchise Fee on Natural Gas

Companies operating in the City of Fairmont, MN.

Be it ordained by the City of Fairmont, MN, as follows: The City of Fairmont MN, (hereinafter referred to as “City”) hereby establishes a franchise fee on every natural gas company, and every other person, firm or corporation, their successors and assigns, owning, operating, controlling, leasing or managing any natural gas plant or system, generating, manufacturing, selling, distributing or transporting electricity/natural gas, (hereinafter referred to as “Energy Providers”). Energy Providers shall collect from their customers, but not from the City of Fairmont, located within the corporate limits of the City of Fairmont, and pay to the City an amount based on the following fee schedule, after adjustment for the net write-off of uncollectible accounts and corrections of bills theretofore rendered: CUSTOMER CLASS MONTHLY METER CHARGE THERM RATE CHARGE All $2.50/Month/Meter $0.015 Per Therm Used The amount paid by Energy Providers shall be in lieu of, and Energy Providers shall be exempt from, all other occupation, license, excise or right-of-way permit fees or taxes which the City may impose for the rights and privileges herein granted or for the privilege of doing business within the City, and in the event any such fee, charge, license, tax or assessment shall be imposed by the City, the payment to be made in accordance with the provisions of this section shall be reduced in an amount equal to the annual burden of such fee, charge, license, tax or assessment imposed upon the Energy Providers. Ad valorem property taxes imposed generally upon all real and personal property within the City shall not be deemed to affect the obligation of the Energy Providers under this section. Any consideration hereunder shall be reported and paid to the City by Energy Providers on a Quarterly basis. Such payment shall be made not more than thirty (30) days following the close of the period for which payment is due. Initial and final payments shall be prorated for the portion of the period at the beginning and end of the term of this Ordinance. The franchise fee shall be based on the amount collected by Energy Providers during complete billing months during the period for which payment is to be made by imposing a surcharge equal to the designated franchise fee for the applicable customer classification in all customer billings for gas service in each class. The time and manner of collecting the franchise fee is subject to the approval of the Minnesota Public Utilities Commission. No franchise fee shall be payable by

Energy Providers if Energy Providers are legally unable to first collect an amount equal to the franchise fee from their customers in each applicable class of customers by imposing a surcharge in Energy Providers’ applicable rates for gas service. The Minnesota Public Utilities Commission requires Energy Providers to provide the Commission with sixty (60) days notice, including the filing of the franchise fee ordinance or other operative document, prior to implementing a franchise fee. The city recognizes that the Minnesota Public Utilities Commission may allow the utility company to add a surcharge to customer rates of city residents to reimburse such utility company for the cost of the fee. Energy Providers shall list the local franchise fee collected from customers as a separate item on bills for utility service issued to customers. If at any time the Minnesota Public Utilities Commission, or other authority having proper jurisdiction, prohibits such recovery, then Energy Providers will no longer be obligated to collect and pay the franchise fee herein contemplated. In addition, an Energy Provider may discount or reduce the franchise fee payable for natural gas delivered to a specific customer of an Energy Provider when it is required to reduce the franchise fee to retain the business of that customer. Modification or reduction of the franchise fee should occur if the franchise fee would cause the customer to cease purchase or transportation deliveries of natural gas from the Energy Provider by installing equipment to access natural gas supply not subject to the City’s franchise fee. The City shall provide copies of annexation ordinances to Energy Providers on a timely basis to ensure appropriate franchise fee collection from customers within the corporate limits of the City. The City shall have access to and the right to examine during normal business hours, those of Energy Providers’ books, receipts, files, records and documents that are necessary to verify the correctness of payments due hereunder. If it is determined that a mistake was made in the payment of any franchise fee required hereunder, such mistake shall be corrected promptly upon discovery, such that any under-payment by Energy Providers shall be paid within 30 days of the recalculation and any over-payment by Energy Providers shall be discounted from the next payment(s) due. This agreement shall be in force and effect from and after passage of this Ordinance, its acceptance by Energy Providers, and its publication as required by law. The City, by Council Resolution, may revoke this agreement if Energy Providers do not file a written acceptance with the City within ninety (90) days after publication. 4-H Auction Scholarships to continue

The cancellation of the 2020 Minnesota State Fair and most County Fairs in Minnesota has greatly af-fected 4-H livestock proj-ect members this year. However, one popular tra-dition that will continue is the awarding of the 4-H Auction Scholarships in 2020.

The scholarships are sponsored by the Minne-sota Livestock Breeders’ Association (MLBA), in conjunction with Minne-sota 4-H and the State 4-H Auction Committee. Since its inception in 1995, the 4-H Auction scholarship program has awarded ap-proximately $525,000 in scholarships to 390 out-standing 4-H members.

In 2019, a total of $65,000 was awarded to 43 outstanding 4-H junior leaders that are enrolled in various 4-H animal sci-ence projects. The MLBA 4-H Auction Committee hopes to meet or exceed that level of 4-H Auction scholarships in 2020. Any current Minnesota 4-H

member that is enrolled in one or more 4-H ani-mal science projects and graduated from high school in either 2019 or 2020 is eligible to apply.

In addition, appli-cants must be enrolled at an accredited college or university for the 2020-21 school year and be fur-thering their education working toward a post-secondary degree.

The deadline for eligi-ble 4-H members to apply for the 4-H Auction schol-arships is August 1, 2020. The application form con-tains all necessary details to apply for the scholar-ships. The application can be downloaded from the MLBA 4-H Auction web-site at: www.mnpurple-ribbonauction.org.

To make the 4-H Auc-tion scholarships happen, the 4-H Auction Commit-tee relies on scholarship donors. There are three levels of scholarships: $4,000, $2,000 and $1,000. Scholarship donors are asked to pledge half of one of those amounts to have their business or individ-ual name recognized as a scholarship donor for the full amount of the schol-arship. The balance of the matching dollars for the 4-H Auction scholarships normally are derived from funds generated by the Minnesota State Fair 4-H Auction. However, with the 2020 Auction be-ing cancelled, the match-ing funds for 2020 have generously been donated by Ames Construction of

Burnsville, Minn., a long-time major supporter of the 4-H Auction.

The regular meeting of the Martin County Board of Commissioners was called to order at 9:00 a.m. by Chairman Steve Flohrs. Commissioners present were Kathy Smith, Richard Koons, Steve Flohrs, and Elliot Belgard. Commissioner Mahoney was absent. Motion by Commissioner Smith, seconded by Commissioner Belgard, to approve Martin County’s Recommendation Proposal in response to the COVID-19 pandemic. Carried unanimously.

Motion by Commissioner Belgard, seconded by Commissioner Koons, to approve the CY2020 Wellness Budget in the amount of $10,000. Carried unanimously.

Motion by Commissioner Koons, seconded by Commissioner Belgard, to approve resolution for the issuance of tobacco license for Town Center Inc., d/b/a Town Center SuperValu located at 500 Hwy 4 South in Trimont, MN, effective April 3, 2020 through April 2, 2021. Roll Call AYES: Commissioners Smith, Koons, Belgard, and Flohrs. NAYS: None. Commissioner Mahoney was absent.

Motion by Commissioner Belgard, seconded by Commissioner Smith, to ratify Martin County Library Elevator Modernization with MEI Total Elevator Solutions in the amount of $64,510.00 and DeWar Electric in the amount of $7,890.00; and that costs of the Martin County Library Elevator Modernization will be shared 50% with the City of Fairmont. Carried unanimously.

Motion by Commissioner Koons, seconded by Commissioner Belgard, to approve and authorize the Implementation Process for the Greater Blue Earth River Basin Alliance (GBERBA) to be the fiscal and administrative host of funds for the Watonwan River Watershed One Watershed One Plan. Carried unanimously.

Motion by Commissioner Smith, seconded by Commissioner Koons, to approve and authorize Board Chair to sign resolution for the Blizzard Snowmobile Club to apply for maintenance funding for the existing GIA Trail System. Roll Call AYES: Commissioners Belgard, Koons, Smith, and Flohrs. NAYS: None. Commissioner Mahoney was absent.

Motion by Commissioner Belgard, seconded by Commissioner Smith, to approve the quote bid and proceed to purchase the proposed Ascentis Human Resources Information System and Payroll System in the annual amount of $37,906.00 plus one-time System Implementation cost of $8,852.00. Motion by Commissioner Belgard, seconded by Commissioner Koons, acting as the Drainage Authority for Martin County, approve Change Order No. 2 – Tile Reroute with a net increase of this Change Order in the amount of $21,383.75 for the JD #314 M&F Repair Project. Carried unanimously.

Motion by Commissioner Belgard, seconded by Commissioner Koons, acting as the Drainage Authority for Martin County, approve Change Order No. 3 – Contract Completion Extension – Extend completion time to June 30, 2020 for the JD #314 M&F Repair Project. Carried unanimously.

Motion by Commissioner Belgard, seconded by Commissioner Koons, to approve the proposed Martin County Single and Multi-Family Housing Tax Abatement Policy and includes a $250 application fee, effective March 17, 2020 through March 17, 2025. Motion by Commissioner Belgard, seconded by Commissioner Koons, to set a public hearing date on April 21, 2020 at 10:00 a.m. at the Martin County Courthouse, Commissioners Meeting Room, in consideration for Proposed $250 Tax Abatement Application Fee for new construction of Single and Multi-Family Housing; and to review and revise Martin County’s Liquor License Fees. Carried unanimously.

Motion by Commissioner Belgard, seconded by Commissioner Smith, to terminate Katie Poppe’s employment with Martin County, effective March 17, 2020. Carried unanimously.

Sec. 366.015 they must remove rocks larger than 5 inches in diameter from and cut, destroy or remove all weeds, grass and other plants up to three inches in diameter by mowing 8” swath that grows upon town roads adjacent to their land and within five feet of their mailboxes located off of their property. The work must be completely after September 1st and by October 15th or the town board may perform the work and have the expenses collected as a tax on the property.

FIREFIGHTER WANTEDThe City of Fairmont is now accepting applications for the rewarding and challenging opportunity of community ser-vice, in the position of Fire Fighter with the Fairmont Fire Department. This position is volunteer/paid-per-call. Ap-plicants must meet the following minimum qualifications: Must be at least 18 years of age, must possess a high school diploma or GED equivalent, must possess a valid MN driv-ers license, and must live within Fairmont’s City limits or an 8 minute response time to the Fire Station. Applicants must hold certification as Firefighter 1 and 1st Responder(EMR), or be able to complete the following within the first 2 years of hire: approximately 172 hours of Fire Fighter 1 training and 48 hour Emergency Medical Responder course that are Vocational/Technical approved. Applicants must be in good health and physical condition and have the ability to perform fire suppression and emer-gency rescue operations in extreme conditions. Those who meet the minimum qualifications will proceed with a gen-eral knowledge written test, a position related physical agil-ity test and an oral interview. Once a conditional offer has been made, the finalist will submit to a physical exam which consists of a physical exam, pulmonary function test with chest X-Ray, electrocardiogram and a drug and alcohol test. A driving and criminal history background check will also be performed.
