Remedial Project Manager (6H-EA)EPA has reviewed the cost assumptions for offsite incinerationpresented by Hercules in the Operable Unit 2 Feasibility Study (OU2FS) and conclude that the costs as presented could be overstated byas much as 100 percent.The cost for offsite incineration presented in the FS is $7,515 perton of waste material to be incinerated. This figure includes sitepreparation, excavation, backfill, re-vegetation, transportation,and disposal of incineration residuals, with no specific breakdownfor each of the elements.EPA has re-evaluated what the cost for offsite incineration shouldbe based on experience with offsite incineration facilities, andexperience with conducting construction work at numerous Superfundsites. Following is EPAs cost breakdown for offsite incinerationby element. (Note: Construction cost elements, i . e . dirt work, etc,used by EPA in this estimate are consistent with estimates providedto EPA by Hercules in previous correspondence).EPA EstimateIncineration cost at APTUS - $3,800/ton

In addition, 55 percent operating costs will be added on top of theincineration cost for both the EPA estimate and the Herculesestimate to take care of construction management, engineeringservices, profit, overhead, contingency, etc.Hercules has recently signed a contract with APTUS, an off sitehazardous waste incineration facility to burn dioxin contaminatedmaterial for $4,000 per ton. This cost includes disposal of theresiduals. EPA has a similar contract with APTUS to incinerateapproximately 3,000 drums of dioxin waste from the Vertac site.Attached is a quick comparison of the costs estimated to incinerateapproximately 1890 tons of soils using cost assumptions from the FSand cost assumptions from EPA. The FS costs for off siteincineration are approximately twice that projected by EPA.For the purpose of the OU2 proposed plan EPA will use its own costassumptions to address potential off site incineration costs.attachments 1) OU2 FS Volume and Cost Nomograph

Volume and Cost Nomographs
Overview
These nomographs arc designed to enable estimation of material quantities, and costassociated with combinations of TCDD action levels and technologies other than thosepresented in the detailed analysis (Section 5) of this FS. The following steps should befollowed for using these nomographs and to estimate an order of magnitude cost for aparticular remedial technology as a function of volume:
1. Determine the quantity of materials subject to remediation for each technologyby using Figures A-l and A-2.
2. Using the quantities from Step 1, use Figures A-3, A-4, and A-5 to determinethe cost associated with incineration and desorption/chemical treatment.
3. Using the quantities from Step 1, use Figures A-6, A-7, and A-8 to determinethe cost associated with consolidation and covering.
4. Add "fixed" costs associated with TCB spill-related materials, containerizedsoils consolidation, site preparation, site restoration, and monitoring duringimplementation. These "fixed" costs are as follows:
TCB spill-related materials: $4,400,000 (if desorption is not included)$3,500,000 (if desorption is included)
Containerized soil: $410,000Site preparation: $70,000Site restoration: $40,000Monitoring: $110,000
An example using the nomographs is provided below.
The order of magnitude estimated costs and quantities derived from the nomographs shouldbe used for comparative purposes only. FS-level detail, as presented in the FS cost tables,requires consideration of all site-specific factors, and should be used if additional remediationscenarios are considered.
Example
The following remedial actions are considered under this example problem:
• Covering surface soils exceeding 35 ppb but less than 350 ppb TCDD.• Consolidation of surface soils exceeding 350 ppb but less than 2,000 ppb
TCDD.• Onsite incineration of surface soils exceeding 2,000 ppb TCDD.
