Taking a strong stand, HI also said that it will not avail the services of Kaushik and video- grapher Basavraj, who courted controversy by being in the com- pany of sex workers during the tour of Canada and China, in fu- ture. Addressing a press conference here, HI secretary general Narinder Batra said the national federation felt that the written version of the player com- manded “high credibility” with specific charges being levelled against Kaushik. “We feel that the committee does not have coercive powers to go into the issue. In view of the Supreme Court judgement in the Visakha case regarding sexual harassment at work place, which relates to Section 354 of IPC (relating to outraging the modesty of a woman), we are marking a copy to the Delhi Police Commissioner for taking suo moto notice so that this can be taken to its logical conclu- sion.” he said. PTI NEW DELHI/AHMEDABAD, JULY 24 Facing arrest on charges of mur- der and kidnapping, Gujarat Minister of State for Home Amit Shah, a close associate of Chief Minister Narendra Modi, re- signed from the government today but remained untraceable for the CBI. Forty-six-year-old Shah, who has been slapped charges of murder and kidnapping in the fake encounter killing of alleged gangster Sohrabuddin Sheikh and his wife Kauser Bi in 2005, sent his resignation to Modi’s residence this morning, which will be accepted, the Chief Min- ister said this morning on arrival in Delhi. Modi, who is here to attend a meeting of the National De- velopment Council (NDC) meet- ing announced Shah’s resignation but contended that he was “completely innocent” and that the charges against him were “politically motivated” by the Congress government at the Centre. The resignation of a man, con- sidered a very close associate of Modi, did not, however, im- press the Congress which said it was “too little, too late”. The resignation coming after resisting it for days and weeks was not “graceful and volun- tary”, said Congress spokesper- son Abhishek Singh. For the BJP top leadership and Modi to fully justify Shah’s actions showed there was no “contrition, apology or ac- ceptance” on their part, he said adding this was contempt of court. However, BJP spokesperson Prakash Javdekar contended that Shah should be congratulated for submitting his resignation and was only availing all options before law to face charges that “are well known to be false and concocted”. Meanwhile, CBI continued its search for Shah, who along with two other accused Yashpal Chu- dasama and Ajay Patel, have gone underground. “All three are key accused in the fake encounter case and we are searching for them,” CBI officials told PTI in Ahmedabad. Teams from the Central agency, which filed a charge sheet in the case yesterday, are searching for the accused in var- ious locations, they added. Shah was exploring legal op- tions after his anticipatory bail plea was rejected by the Special CBI Court yesterday, sources close to the minister said. Shah resigns, still untraceable HERALD REPORTER MARGAO, JULY 24 PWD officials have mulled a footbridge at the Comba railway crossing and a pedestrian way inside the subway for the benefit of the student community when the railway crossed is closed for vehicular traffic. The tragic death of a Std XII student at the Margao railway crossing earlier this week finally brought senior PWD officials to the site to find solutions to the crossing problem faced by the students. Led by Principal Chief Engi- neer Rego, the PWD officials in- spected the water logged subway and discussed measures to prevent it from flooding by raising the level of the road. It was also discussed to build a raised platform inside the sub- way for the pedestrians. The officials have further de- cided to hold a meeting with Konkan Railway officials on the question of building a foot- bridge at the level crossing. Rego told Herald that they have discussed two possible so- lutions to the crossing problem. One, to build a footbridge – which forms part of a long term solution — and the second op- tion to raise the height of the road at the subway after discus- sions with KRC officials “Raising the road level at the subway can offer solution to the problem. Even at Vile Parle, the road level is raised to meet the situation”, he said. The suggestion to raise the road level at the subway was made by Rego after he was in- formed that the subway gets water logged due to water gush- ing from the River Sal. He said the PWD would pre- pare estimates for the construc- tion of a subway at the railway crossing, adding that the sug- gestion would take a concrete shape only after a meeting with the Konkan Railway officials. He further said the pedestrian way inside the subway will be taken up after receiving clear- ance from the KRC, adding “if the KRC agrees with our sug- gestions, work would start soon”. PWD Executive Engineer, Ringe said he would invite KRC officials early next week to find a solution to the problem at the Comba crossing. He suggested construction of a walkway with railings inside the subway for the students. “When the subway was con- structed by the KRC, we had no say. Water gushes in the subway when the water table in the River Sal is high”, he said. Ringe recalled that even Chief Minister Digambar Kamat had spoken to the KRC officials on the need to build a footbridge at the level crossing, adding that the proposal would taken up with the Konkan Railway early next week. Photo by Santosh Mirajkar PTI ISLAMABAD, JULY 24 LeT, blamed for the Mumbai at- tacks, has expanded its opera- tions to Afghanistan and the West and has become more ac- tive throughout the region, which calls for concerted action against the outlawed group, America’s top military official said tonight. “I’ve watched LeT (grow) since the end of 2008, move to the West, become more active in other countries, more active throughout the region, more engaged with other terrorist groups,” Mullen, who arrived in Pakistan today to meet with the leadership and military officials, said during an interaction with a group of journalists here. Besides expanding to the West, the LeT “is in Afghanistan (and) other countries”, Mullen said in response to questions. He said there is “heightened concern about (LeT’s) emer- gence and what is significant (is its) emergence not only on the regional stage but potentially as a terror organization with global aspirations”. “There is an increased level of concern where the LeT is and where it appears to be headed. It is something we all have to address,” he said. Mullen initially tried to parry a question on whether he had raised America’s concerns about the LeT with Pakistan’s leader- ship by saying that everyone would have to work together to address the threat posed by the group. In response to a pointed ques- tion on the same issue, Mullen indicated he had raised the mat- ter with the Pakistani leadership on more than one occasion. “I tried to make the case that the LeT is a growing threat, it is an organisation that is becoming more lethal. (This has been) proven so and it is not just operating where it used to be. It’s expanding, it is in the West, it is in Afghanistan, it is in other nations. All of us have to be concerned about it,” he said. India says Pakistan-based LeT, which was founded by terrorist leader Hafiz Muhammad Saeed, was behind the 2008 Mumbai carnage and wants Islamabad to take action against terror em- anating from its soil against India. LeT expanding to West: Mullen PTI NEW DELHI, JULY 24 Calling it the biggest litigant in the entire Government, Finance Minister Pranab Mukherjee today asked the Income Tax De- partment to reexamine the way it handles tax disputes. Speaking at the 150th an- niversary of the Income Tax in India, Mukherjee also exuded confidence that direct tax col- lections, hit by the global finan- cial crisis in the last two fiscals, will regain its pre-crisis collec- tion with the economy poised to grow by 8.5 per cent this fis- cal, nine per cent the following year and double digits thereafter. “One area of concern is liti- gation with taxpayers. The De- partment is filing appeals in a routine manner without careful thought and examination lead- ing to the Department earning the dubious distinction of being the biggest litigant in the Gov- ernment of India,” Mukherjee said. He said some of the appeals filed by the department have been dismissed by the courts on account of inordinate delays. “These issues require a re- look at the system of legal and judicial management,” the fi- nance minister said. He said that there must be institutional arrangements to address tax disputes to the sat- isfaction of both taxpayers and tax collectors so as to reduce the number of litigations. The finance minister said that the proposed Direct Taxes Code, expected to replace the Income Tax Act from the next fiscal, will provide a taxation regime which is simple and broad based.     Tree crashes on govt workshop at Poinguinim

    A cashew tree came crashingdown on a government carpen-t r y workshop a t I dda r -Poinguinim, while a residentialhouse collapsed at Palolem, asheavy rains lashed Canaconataluka on Saturday.

    The government carpentryworkshop, presently used as asaw mill, suffered a loss of aboutRs 40,000, informed the Cana-cona fire services.

    Firefighters later cleared thecashew tree which broughtdown a part of the governmentscarpentry unit.

    This unit was previouslyused by ITI students as aworkshop to study carpentrytrade, while the staff alsooperated the premises forother trade related activities,earning revenue to the gov-ernment.

    Lately, residents have com-plained that this unit is now awhite elephant, which has bbenpoorly maintained by authori-ties.

    In another includent, a housewith mud walls collapsed atPalolem, causing a loss of Rs35,000 to the owner, Ulhas Des-sai.

    A meeting convened to delib-erate on problems likely to befaced by residents of Cortalimdue to the proposed six-lanehighway has demanded a flyoverto save houses from demolition.

    Speakers urged the govern-ment that the ideal solutionwould be to build a flyover fromZuari Bridge to the Toyota show-room as these could save housesand other structures from dem-olition.

    They also averred that the fly-over would also do away theproblems that residents wouldface at the crossing in case ofthe six-lane highway.

    The speakers, however, cau-tioned that if the six-lane high-way was cons t ruc ted bydemolishing houses, the gov-ernment would have to com-

    pensate owners as per the pre-vailing market price and wouldhave also to make available suitableland to the affected persons.

    NHAI Project Director P S Do-damani said the central govern-ment had reduced the width ofthe road from 60 metres to 45metres to save the structures,but refused to divulge furtherdetails.

    Ligorio Monteiro, privatesecretary to the local MLAMauvin Godinho, said everyattempt would be made tosave houses and assured thatthe MLA would be with thepeople on this issue.

    About 77 per cent of schoolsin the State use stereotypemethods in teaching leavingvery little scope for interactiveand experimental teaching.There is no creativity in teachingmethods and experimentalteaching is almost neglected asteachers are more interested incompleting syllabus in time,says Bharatiya Jain Sanghatana(BJS), an NGO in its special reportfor 2007-2008.

    The BJS has developed an in-tegrated Educational Quality Im-provement Project (EDUQIP) toimprove quality of education inthe educational institutes. Itconducted extensive study ofthe schools in Goa and madeseveral recommendations to up-grade quality of education.

    The report was tabled in theHouse, this week, in responseto a question tabled, What isbeing done to improve the qual-ity of education in Goa?

    It further says, about 40 percent of schools of Goa do nothave adequate toilets and alsotheir maintenance is very poor.Above 50 per cent of schoolshave common toilets for staffand students. Also, most of theschools provide unfiltered tapwater to the students for drink-ing and 42 per cent schools haveinsufficient number of taps andsupply of drinking water.

    About 27 per cent of schoolshave no playgrounds and about45 per cent schools have verysmall playground with unevensurface making it almost unus-

    able, says findings of BJS. As re-gards to participation of man-agement i n o r i en ta t ionprogrammes it found that 80per cent of the private manage-ment members have never orrarely attended any orientationprogramme on education. Theyshowed keen willingness to at-tend suchprogrammes, never-theless, says BJS in its report.

    About 42 per cent schools donot have libraries with sufficientbooks.

    It also found that small roomsare used as library to storebooks. Also, most schools didnot have enough number of ref-erence books and magazine.

    The BJS in its study alsochecked safety and security inthe schools and discovered thatan alarmingly 90 per cent ofschools do not have sufficientsafety and security systems likecompound wall, fencing, fire ex-tinguishers, safety in labs, speedbreakers outside school.

    Besides, in most of theschools no disaster managementdrill and training has taken place

    whereas first aid facility was alsofound to be inadequate.

    The State Government inreply to the House clarified thatevery schools has been nowasked to prepare road map toupgrade their present standard.

    Valpoi police on Friday arresteda woman on charges of kidnap-ping and severely assaulting herniece from Brahma Karmali-Sat-tari.

    According to Valpoi police,the incident took place on July16, when the accused, SnehalGaonkar, a native of Bicholimbut married at Sattari, visitedPoriem on July 16 at about 11am. She picked up her niecefrom her school at Poriem andtook her to an isolated place inBicholim where she confinedher in a room.

    When the school was over forthe day, the girls father wentto collect her from the Valpoibus stand, but she could not befound till evening.

    Suspecting Gaonkars involve-ment in the disappearance ofhis daughter, the father con-tacted Valpoi police later in thenight.Valpoi police along withtheir counterparts in Bicholimwent to the site and managedto locate the missing girl.

    The girls father told policethat Gaonkar had kidnapped hisdaughter to settle scores fol-lowing a rift among family mem-bers some months ago.

    The accused was arrested onFriday evening, after the fathercomplained that his daughterhad been admitted at GMC dueto severe injuries, following theassault by Gaonkar.

    A market yard for locally grownvegetables and fruits in Cana-cona will be set up before theforthcoming Ganesh Chathurtifestival, which will be used asan outlet for farmers and a col-lection centre for the depart-ment.

    This was announced at a Kir-shi Melava, attended by a largenumber of farmers, at the Gaon-dongrim panchayat hall.

    The agriculture departmentwill form a committee to ensurethe commencement of this mar-ket outlet-cum-collection yardat Canacona and will make pay-ments on weekly basis to farm-ers who provide products

    through this collection centre(yard).

    While attending to grievancesof farmers, Agriculture ministerVishwajeet Rane assured farm-ers, affected by the floods inOctober 2009, that their de-stroyed field pumps would berep l aced be fo re GaneshChathurthi.

    The agriculture departmentwill finalize a dealer who willbe asked to directly provide apump set to those affected farm-ers.

    It is learnt that around 190farmers, mostly from Gaondon-grim and Khotigao, have claimeddestruction of their pump setsinstalled in their respectivefields, during the October 2

    floods, which had devastatedthe taluka.

    The government had ear-lier asked farmers to eitherrepair or purchase a newpump set in place of the de-stroyed one and to submitbills to the department forreimbursement.

    Departmental sources haveclaimed that except for one ortwo farmers, others have notsubmitted the bills for reim-bursement.

    The government will also provide2,500 metres of electricity fencingfor cultivable fields, from the present500 metres, to provide protectionfrom wild animals.

    The Aldona Primary Health Cen-tre (PHC) along with the Penhada Franca panchayat picked upover 300 discarded tyres lyingscattered in Britona and sur-rounding areas.

    Aldona Health Officer DrPradeep Dhavjekar, Sanitary In-spectors Nanda Pisurlekar, Dat-tanand Gaunkar and ExtensionEducator Sridhar Acharya tookpart in the drive. We conductedthe cleanliness drive on a regularbasis in areas where cases of Malariaare detected, Dr Dhavjekar toldHerald.

    In May, we conducted acleanliness drives in Halliwada,Virlosa and Moira and at Man-shebhat and Hal l iwada inBritona in June.

    Water stagnates in used tyresand provides a good breedingsite for mosquitoes. Cases ofMalaria were detected in Man-shebhat and Hal l iwada inBritona. Hence, we decided tocollect all discarded tyres fromthese areas, Dr Dhavjekaradded.

    Around 100 discarded tyreswere found in an open area atthe crematorium at Britona. The

    Green India Recycling companyfrom Margao has agreed to takethese tyres, he said.

    Dr Dhavjekar added that therehad been a substantial drop inmalaria cases due to cleanlinessdrives, surveillance activitiesand educational programmes.

    In 2009, 203 malaria cases werereported by Aldona PHC from Janu-ary to June, consisting of Plasmodium

    Falciparum (38) and Vivax (165). Dur-ing the same period this year, malariacases have dropped to 96, which includesPlasmodium Falciparum (10) and Vivax(86).

    Britona, Salai and Sucorro arehigh risk areas, where the populationis high, said Dr Dhavjekar.

    Our surveillance teams visithouses to collect blood samplesof those people down with fever.

    Besides we conduct information,education and communicationprogrammes in villages underour jurisdiction to create aware-ness about malaria.

    As stagnant water provides abreeding ground for mosquitoes,the Aldona PHC has also engagedfield workers to fumigate construc-tion sites and in open spaces, wherewater stagnates, Dr Davjeker added.

    According to reports, the inci-dent occurred at about 7 pm,when branches fell on the housebelonging to one PurushottamKatkar from Karapur, causing aloss of about Rs 10,000.     A 23-year-old youngster, res-ident of Pateapur reportedlydied due to Malaria, even asHealth officials rushed to Nuvemon Saturday to hold an aware-ness program for the Panchmembers.

    Poor response from NGOs, non-filling up of certain posts andslow progress in preparation ofestimates for various civil worksby the Public Works Departmenthave remained the major rea-sons for under utilisation ofamount meant for schemes ofSarva Shiksha Abhiyan (SSA)from 2005 up till now.

    In a written reply to a ques-tion tabled by Mandrem MLALaxmikant Parsekar, EducationMinister Babush Monserrate in-formed Goa SSA was formed inSeptember 2005 and being theinception year filling up of allposts of Cluster Resource andBlock Resource Persons, etc.,wasnt possible.

    Monserrate stated as a result,the activities approved by theProject Approval Board (PAB)could not be undertaken as pro-vided in the Annual Work Planand Budget for 2005-06.

    He mentioned in 2006-07 theamount provided under the In-tervention for Out of SchoolChildren scheme could not bespent due to poor response

    from the non-governmental or-ganisations (NGOs). Also, slowprogress in preparing estimatesfor various civil works by PWDwas the major reason, hereplied.

    Reasons for under utilisation of SSA fund outlined Monserrate said in 2007-08

UptoJune 2010 for the academic year2010-11, the expenditure figureis Rs 40 lakh, he stated.

    The reply of the minister fur-ther informs, The sharing pat-tern of the amount between theCentre and the State was in thefol lowing ratios: 2005-06(75:25), 2006-07 (75:25), 2007-08 (65:35), 2009-09 (65:35),2009-10 (60:40) and 2010-11(55:45). For 2010-11 the Gov-ernment of India has not re-leased any amount till date.

    The Directorate of Educationwill provide a total grant of Rs60,000 in three installments tothe agency implementing theRevised Scheme for Literacy andVocational Training for Adultsin a bid to boost the literacyrate of the State from 82 percent (as per 2001 census) to 100per cent. The first instalment ofRs 20,000 will be installed afterthe issue of sanction order fromthe directorate.

    Government statistics revealthat most of the 18 per cent il-literate people are in the agebracket of 50 to 60 years. Thescheme is will help these peopleto learn read, write, use num-bers. It will also impart voca-

    tional training and skills in aneffort to fulfil the aim of achiev-ing 100 per cent literacy by2011. The scheme aims to trainpeople from the age of 20 andonwards.

    As per the scheme, the StateGovernment will endeavour toset up vocational training cen-tres and each of these will havean intake of 20 candidates. Eachcentre will operate four times aweek for duration of one-and-half hours daily.

    The training has been dividedinto literacy and vocational seg-ments. In the literacy segment,learners will be taught topicson health, education, science,etc., and also writing skills. Be-sides this, they will witness mo-tivation sessions.

    Students and teachers of a gov-ernment high school, GowalKhola, conducted a cleanlinessdrive in the area under VillageHealth and Sanitation Commit-tee assisted by CommunityHealth Centre Canacona re-cently.

    About 76 students and seventeachers from the GHS GowalKhola guided by health workersconducted cleaning of the resi-dential areas. They also visitedeach and every house in the lo-cality providing information onthe need of maintaining clean-liness.

    The students themselvesidentified exposed empty bot-tles, cups, coconut shells, etc,and turned it upside down toavoid accumulation of water,which in turn help to stop fur-ther growth and breeding ofmosquitoes and other water-borne germs.

    The students also urged theresidents to keep their housesand surroundings clean, testblood in case of fever, take com-

    plete treatment, use bed nets,etc.

    The Mapusa Nagrikancho Ekvotthas filed a contempt petition inthe High Court against the Ad-ministrators of Mapusa Munic-ipal Council (MMC) for notimplementing the directions ofthe High Court.

    The Mapusa NagrikanchoEkvott members in their petitionhave stated that many footpathswithin MMC market have beenallowed to be blocked by shop-keepers, who place their waresor other items on the pave-ments, thus frustrating the or-ders of the High Court thatpavements should be clear ofall obstruction.

    MMC has not taken meas-ures like cancelling licenses ofthose shopkeepers who consis-tently violate directions asstated in the High Court orderdated October 18, 2000, thusgiving clear message not onlyto the violators but also every-one in the market that it is per-missible to continue breakingthe law with impunity, statedthe petitioners.

    The members further statedthat in front of Alankar Cinematheatre, where traffic island usedto exist, shops have been al-lowed to come up which entirelyblock the streets from 4 pm upto1 am.

    Some shop owners have be-come so brazen that they haveset up tables and chairs on the

    street, claimed the members.Even entrances of MMC mar-

    ket have not been spared, assome vendors like lottery ven-dors, tailors, etc have been al-lowed to set-up tables andchairs within the corridors ofthe entrances and to carry outtheir activities, states the pe-tition.

    Though the notification ofMMC stipulates that vehiclesmay not enter the market ontwo sides between 10 am to12.30 pm and from 4 pm to 6pm and on Fridays from 6 amto 6 pm, the vehicles enter themarket at all hours.

    Within MMC market, thereare lanes between various smallbuildings. These lanes wereprovided by the original plan-

    ners so that public would haveeasy access by way of pave-ments bordering the shops andto go from building to build-ing.

    MMC in the course of yearshas allowed new shops, hawk-ers, stalls and fruit vendors tooccupy all these lanes in themarket, which has caused con-gestion and chaos in the mar-ket, added the members in thepetition.

    Further, these lanes are alsoallowed to be occupied by cars,motorcycles and cycles, whichmove in and out of the marketwith impunity at all hours thuscausing the public enormoushardships.

    Despite orders of the HighCourt that road setbacks shouldnot be occup ied , manyshop/kiosks still continue to op-erate within the road wideningareas.

    The petitioners have statedthat MMC has violated the spiritbehind the orders passed bythe High Court, which were ul-timately for the benefit of peo-ple and hence actions of theMMC amount to contempt ofCourt.

    MMC, by its uncaring atti-tude, seems to consider thatthey can flout the orders passedby the High Court with impunityand it is therefore submittedthat they deserve to be severelypenalized, prayed the petition-ers.

    A meeting of members of the Goa State Committee on Babyfriendly hospital initiative was held under the Chairmanship ofSecretary Health Rajeev Varma at Secretariat on Friday.

    The meeting reviewed the efforts by the Committee membersto promote breast feeding at District Hospitals, GMC hospital andother private hospitals in the State.

    It was informed at the meeting that Asilo hospital Mapusa hasalready taken the initiative to provide cubicles to mothers inorderto facilitate breast feeding when they visit the hospital.

    Secretary Varma expressed dissatisfaction for not providing cu-bicles or rooms for breast feeding to visiting mothers at GoaMedical College Hospital. It was informed at the meeting thatsuch provision was necessary to give Baby Friendly Status to thehospitals. This facility is also being provided at Hospicio HospitalMargao.

    It was informed at the meeting that efforts are being madethrough education, pamphlets and other media to promote breastfeeding.

    Directorate of Health Services in cooperation with voluntaryorganizations, breast feeding support groups and other concernedbodies organizes programmes at various places to encouragebeast feeding.

    Secretary of Health Varma suggested the involvement of theCollectorate offices at both the Districts in the programme.

    August 1 will be observed as breast feeding week and nutritionweek with various programmes. The main function will be held atGovernment College, Khandola.

    Additional Sessions Judge(Fast Track Court No. 1), Phul-bani, Sovana Kumar Das acquit-ted the accused due to lack ofevidence.

    The nine belonged to Bara-ganda village under Gochaparapolice station and were ar-rested on charges of housetorching, unlawful assemblyand other charges under RiotsAct consequent upon the riotsin 2008. Altogether 891 caseshad been registered in connec-tion with the riots in the dis-trict of which 129 casesdisposed of so far.

    Bothwitnesseshad fourmeetingswithmiddlemensentby Shah at separateplaces.Thesemeetingswere video-graphedbythetwowitnessesinadiscreetmanner.Thisaudio-visualrecordinghasbeenseizedbytheCBI.

    CPI-M led LDF government inKerala today left it Centre totake a decision to ban the rad-ical Muslim outfit PopularFront of India (PFI), whose ac-tivists were responsible forchopping the hand of a collegelecturer for preparing a ques-tion paper with derogatory ref-erences about ProphetMohammed.

    PFI operates not only in Ker-ala but also in some otherstates, so it was for the Centreto examine the activities of theoutfit and take a decision,State Home Minister KodiyeriBalakrishnan told reportersafter a high level meeting oftop police officials here today.

    In Kerala, PFI was trying toinflame communal passion andreligious sentiments, he said.Kerala would give its opinionon the question of banning theorganisation when Centre asksfor it, he said.

    Kerala wanted the Centre totake up the probe into the caseof tampering the brake of apassenger train at Nilambur onJuly 7. 'This is the first case inKerala involving trains.

    A probe by Centre would re-veal whether it has any connec-tion with train relatedincidents in other states, hesaid.

    Without giving details, Bal-akrishnan said one suspectedMaoist was taken into custody

    at Nilambur and investigationwas progressing whether hehad any role in the incidentconnected with cutting off thebrake system of a stationaryNilambur-Shornur passengertrain.

    Literature and documentsseized from the offices and res-idents of PFI activists as part ofprobe into the attack on lec-turer had revealed many thingsabout their activities, Balakr-ishnan said.

    On the question of prevent-ing the parade organised bythe outfits in certain parts ofthe state on August 15, he saiddistrict authorities have theright to take a decision on thematter considering the law andorder situation. Few district au-thorities had already bannedthe proposed parade by PFI.

    More people were involvedin the attack on lecturer T JJoseph and probe into the casewas progressing in right direc-tion, he said.

    So far, 10 PFI activists werearrested in connection with theattack on lecturer of Newman'sCollege Muvatupuzha T JJoseph on July 4.He was at-tacked when he was returningwith his family after Sundaymass at Muvatupuzha.

    The newly formed anti-ter-rorist squad has also startedfunctioning in the state, hesaid.

    Balakrishnan said state hadalso requested Centre to probe

    into the utilization of funds re-ceived by religious and otheroutfits which receive fundsfrom foreign countries. As perthe record 1533 organisationsin Kerala got foreign funds to atune of Rs.884 crore during2006-07.

    State has limitations in prob-ing the use of such funds andCentre should conduct a probeon how they use the funds, hesaid.

    As part of government re-solve to check religious funda-mentalism, Balakrishnan said abook titled 'Chinvadpalam'written by one pastor, havebeen banned as it containedderogatory remarks about an-other religion. Police havebeen instructed to seize thecopies of the book in circula-tion, he said.

    Referring to reforms in po-lice in the state, he said com-munity police would bestrengthened by introducingthe system in more places. Aninternational seminar on Com-munity Policing would be heldat Kochi in October.

    An amount of Rs 25 crorehas been earmarked to set upCommunity Police ResourcesCentre in 70 police stationsacross the state, he added.

    Sticking to its demand for sack-ing of the Nitish Kumar govern-ment in the light of the CAGreport on alleged withdrawalof money from the state treas-uries, opposition RJD todaysaid it was a 'systematic andmerciless' plunder of the stateexchequer and accused thestate government of trying to'forestall' a CBI probe.

    ''Why are you (Nitish Kumar)worried when you have notcommitted any offence?'' RJDspokesman Shakeel AhmedKhan and its General SecretaryRamkripal Yadav said talking toreporters here.

    ''The state government ismaking a sinister bid to fore-stall a probe by CBI into non-reconciliation of the advancesof Rs 11,412 crore drawn fromthe state treasuries on abstractcontingent (AC) bills which isfraudulent in nature,'' Khansaid.

    Khan, a senior lawyer of thePatna High Court and formerlaw minister, said the court had

    rightly observed that hugeamounts have been 'systemati-cally and mercilessly' plun-dered in the state withpurposive and complete ab-sence of government attentionand it must be investigated byCBI, which is beyond the reachof the state government.

    Commenting on the recentruling of Speaker Udai NarayanChoudhary that no agencies

    would be allowed to interferein the matter being examinedby the Public Accounts Com-mittee of the house, Khan saidthe cases of fraudulent natureformed a criminal offence andonly a prosecuting agency hadthe authority to bring the cul-prits to justice.

    ''The state governmentshould have supported the in-quiry by an independentagency instead of making at-tempts to forestall the investi-gation, which is also anoffence,'' he said.

    Equating the present case tothe multi-crore rupees fodderscam, Khan recalled that two ofthe charimen of the Public Ac-counts Committee -- JagdishSharma and Dhruv Bhagat,were put behind the bars byCBI on similar charge of fore-stalling the inquiry.

    He also took a pot-shot atthe ruling NDA in the state fornot sparing even the Rajbhavanin the controversy and said RJDwould continue its agitationfor the ouster of the NitishKumar government.
