MINUTES OF A REGULAR MEETING OF THE SARATOGA TOWN COUNCIL HELD JANU-ARY 2, 2013, AT 6:00 P.M. IN THE COUNCIL CHAMBERS OF THE SARATOGA TOWN HALL

Mayor John Zeiger called the meet-ing to order. The Pledge of Allegiance was re-cited. Members present were Coun-cilman Mike McWain, Councilman Steve Wilcoxson, Councilwoman Susan Howe and Councilwoman Judy Welton.

APPROVAL OF AGENDA: Council-woman Welton made a motion to approve the agenda as presented, seconded by Councilman McWain. The motion carried unanimously.

APPROVAL OF THE MINUTES: Councilman McWain made a mo-tion to approve the minutes of the December 18, 2012 regular with a correction to the amount to be paid for pagers for the fire depart-ment from $250.00 to $520.00 per pager, seconded by Councilman Wilcoxson. The motion carried unanimously.

APPROVAL OF THE BILLS: Coun-cilwoman Welton read the following bills for approval: Accounts Pay-able: $27,160.62; Payroll and FICA for 12/31/2012 in the amount of $57,844.90; and manual checks in the amount of $21,889.65 for a total of $106,895.17.

Councilwoman Welton made a mo-tion to pay the bills in the amount of $106,895.17, seconded by Councilman Wilcoxson. The Motion carried unanimously.CORRESPONDENCE:

COUNCIL COMMENTS: Mayor Zeiger explained to the council that he is in the process of setting up a Senior Officials Workshop to be held in Rawlins. The date is yet to be determined but Mayor Zeiger asked that each councilmember try to attend when it is confirmed.

REPORTS FROMDEPARTMENTS:

Town Hall: Mayor Zeiger explained that the oath of office would be giv-en to the reelected Councilwoman Howe and Councilwoman Welton and he would ask that Councilman McWain and Councilman Wilcox-son join him to reaffirm their oath of office.

Clerk Suzie Cox gave the oath of office to reelected Councilwoman Susan Howe and Councilwoman Judy Welton. Councilman Mike McWain, Councilman Steve Wil-coxson and Mayor John Zeiger joined them to receive their oath to reaffirmation.

Chamber Director Stacy Crim-mins addressed the council and presented the signed approval form for the event application presented at the last council meeting.

Councilman McWain made a mo-tion to approve the event applica-tion as presented by the Chamber of Commerce, seconded by Coun-cilman Wilcoxson. The motion passed.

Fire Department: Fire Chief John Lasco reported that a tally of the calls for the fire department for 2012 was: 31 fire calls, 8 motor vehicle accidents and 5 search and rescue calls.

Department of Public Works

• Street Department: Chuck Bartlett reported that the town crews have been snow plowing.Mr. Bartlett requested permission to order additional ice slicer at a cost of approximately $3,000.00.

Councilman McWain made a mo-tion to allow Mr. Bartlett to order ice slicer at a cost of approximately $3,000.00, seconded by Council-man Wilcoxson. The motion passed unanimously • Water and Sewer: Chuck Bartlett reported that the crew has been working on sewer lines and have 4 services left on the Maple Street Project to install. Mr. Bartlett added that the force main at the lagoon is leaking again and will need to be dug up and repaired.

REPORTS FROM BOARDSAND COMMISSIONS:

Airport Board: David Worthington addressed the council and voiced his concerns about the airport board, airport ordinances and re-cent building at the airport.

Mr. Worthington stated that he believes the council needs to re-view the airport ordinances as he believes the airport board has pri-mary authority over the council on matters pertaining to the airport.Mayor Zeiger noted that the council will be meeting with the airport board to review the ordinances however a definite date has not been set. A discussion followed.

Councilman Wilcoxson encouraged the council to review the airport ordinances prior to meeting with the airport board.

Councilman McWain made a mo-tion to have a workshop between the council and the airport board at one of the airport boards regular meetings, seconded by Councilman Wilcoxson. Roll call vote was taken with Councilman McWain voting yes, Councilman Wilcoxson voting yes, Councilwoman Howe voting yes, Councilwoman Welton voting yes and Mayor Zeiger voting yes. The motion passed.

Mr. Worthington presented the coun-cil with handouts of information pertaining to his concerns, but did not make the handouts available to the clerk and therefore they can not be referenced in the minutes.

David Worthington addressed the hanger currently being built by the Brush Creek Ranch indicating he was concerned about the place-ment of the hanger and the south-west winds creating a cross wind that has the potential to cause damage and personal injury.

Mayor Zeiger asked Chuck Bartlett to address the new hanger being built by the Brush Creek Ranch. Mr. Bartlett indicated that the new hanger could potentially increase wind speed around the existing hangers. However wind breaks can be strategically placed to reduce the potential for wind damage if necessary. Mr. Bartlett noted he will be contacting the contractors with Mr. Worthington’s concerns.

PUBLIC NOTICE

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1, Sec-tion 2(c) of the Solid Waste Rules and Regulations (SWRR), the

Upper Platte River Solid Waste Disposal District has submitted an application for a major amend-ment for the Saratoga Landfill.

The major amendment applica-tion consists of a 40-acre facil-ity expansion, for the disposal of construction and demolition (C/D) waste in unlined trenches. The Saratoga Landfill is located one and one-half miles east of the Town of Saratoga. More spe-cifically, this facility is located in the Section 8 of Township 17 North, Range 84 West, Sixth Prin-cipal Meridian in Carbon County, Wyoming. The total volumetric capacity of this 40-acre expansion area is estimated to be 573,268 cubic yards of C/D waste. The life of the facility is estimated to be 63 years.

The Department of Environmen-tal Quality, Solid and Hazardous Waste Division (Department) has reviewed the major amendment application and determined that it is generally complete and suitable for publication. The SWRR Chap-ter 1, Section 2 (b)(ii), require that the applicant must provide pub-lic notice that a proposed major amendment has been issued and inform the public that there is an opportunity to file comments on the proposed major amendment before it is issued in final form. The notice is also required to indicate that the public may file formal written objections to issu-ance of a final major amendment. This publication provides notice of those opportunities.

Copies of the major amendment application, the Department’s review of the application, and the proposed major amendment can be viewed at the Depart-ment’s Cheyenne office (122 West 25th Street, Herschler Building, 4th Floor-West, Cheyenne, WY 82002), at the Carbon County Public Library-Saratoga Branch (503 West Elm Street, Saratoga, WY 82331), or the Carbon County Clerk’s Office (415 West Pine Street, Rawlins, WY 82301).

Any interested person has the right to either: provide comments on the proposed major amend-ment, which the Department will consider prior to taking final action on the major amendment application, or file formal writ-ten objections to the proposed major amendment. The period for providing comments, or fil-ing formal written objections to the proposed major amendment, shall begin on Wednesday, Janu-ary 23, 2013 and end on Friday, March 1, 2013. Any comments or formal written objections must be received by 5:00 PM on the last day of the notice period. Comments or formal objections must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 122 West 25th Street, Cheyenne, WY 82002. Formal written ob-jections must be accompanied by a statement of the facts upon which the objection is based. If substantial written objections are filed, a contested case hearing will be held by the Environmental Quality Council.
