Central Public Procurement Portal (CPPP) of Government of India is operational since

2012. It hosts the Government eProcurement System (GePNIC) developed by National Informatics

Centre in close coordination with Department of Expenditure, Ministry of Finance. CPPP provides a single

point access to all the tendering information on various procurements made across the country.

It facilitates :

ePublishing - Publishing of tender enquiries, corrigendum & award of contract details.

XML - Facilitates publishing of tender comprehensive information of other eProcurement system

eProcurement - Facilitated through – GePNIC© implemented in 550+ Central Government Ministries/

Departments and Public Sector Units, it is also being rolled out across India in 30 State Government /UTs.

Electronic ReverseAuction

• Electronic Reverse Auction means an online real-time purchasing technique utilised by the procuring entity to select the successful bid, which involves presentation by bidders of successively more favourable bids during a scheduled period of time and automatic evaluation of bids.

• A procuring entity may choose to procure a subject matter of procurement by the electronic reverse auction method, if:

• It is feasible for the procuring entity to formulate a detailed description of the subject matter of the procurement.

• There is a competitive market of bidders anticipated to be qualified to participate in the electronic reverse auction, so that effective competition is ensured.

• The criteria to be used by the procuring entity in determining the successful bid are quantifiable and can be expressed in monetary terms.

• The procedure for electronic reverse auction shall include the following, namely:

• The procuring entity shall solicit bids through an invitation to the electronic reverse auction to be published or communicated in accordance with the provisions similar to e-procurement.

• The invitation shall, in addition to the information as specified in e-procurement, include details relating to access to and registration for the auction, opening and closing of the auction and Norms for conduct of the auction.

One day training on implementation of e-Procurement using Central Public Procurement (CPP) portal was arranged at NHSRCL HQ for officials of National High Speed Rail Corporation Limited - Ministry of Railways.

Two days introduction training programme was held at Vijayawada, Andhra Pradesh. The officials from various (R&B) Department Circles and NDB Personnel from the HOD office have attended the training and got knowledge in respect of creating tenders, publishing, opening, Evaluating and Reverse tendering etc.

One day online training for officials of Comptroller and Auditor General of India (CAG) at Regional training institute Bandra, Mumbai, Maharashtra. Around 47 department officials attended this training programme.

Two days training on eProcurement was organized for the officials of Urban Development Department, Tripura. 58 officials attended the training programme.

A Workshop-cum-Training on eProcurement via CPP portal to understand Quality Cum Cost Based Selection (QCBS Process) was conducted for Dept. of Investment & Public Asset Mgmt(DIPAM) - Ministry of Finance though NIC's Desktop Video Conferencing Service. Training was conducted on Two Stage Tender creation and Publishing for the officials of Railway board - Minister of Railways through Video Conferencing.

A Training on eProcurement was conducted to officials from Income Tax Dept, DTRTI, Chennai as a part of their “Special Course for Administrative Officers Grade - III. 52 officials participated in this Online Training.

An Online training was conducted on BoQ preparation to the officials of TIDEL Park, Coimbatore.

Demonstrated bidder prequalification module and auction process flow to the officials of National Highways Authority of India - Ministry of Road Transport and Highways and Helpdesk team through video conferencing.

Two days webcon session was conducted on eProcurement for official of ONGC Mangalore Petro Chemicals Limited - Ministry of Petroleum & Natural Gas.

A training was conducted on DSC and System Requirements for the officials of Delhi Police at Delhi Police HQ.
