The city of Cascais is insert in the area of the highest density in the country and is characterized by several places of tourist at-traction, however, is also characterized by numerous areas of a low urbanization and an increasing devaluation of agricultural activity and the soil sues.

The choice of this location is strategic in the sense that one of the main objectives is the requalification of a degraded landscape but at the same time aims to combat the phenom-enon of urban sprawl and support the densi-fication.

Thus, factors such as forest, gardens and collective urban park should work together to make this area more in touch with rural terms.

The forest is one of the elements of the program and was perceived as a generator of space and urban form.

Tears were opened in the mass of the for-est that led to different housing typologies.

So, the city develops through various lines, like habitable bands, which eventually submit along with the forest as the generating element of the entire remaining program.

The relationship between these, forest and urban space, is ensured through an intercon-nection of interstitial spaces that fit and close together.

The urban design emerges from a territo-rial manipulation, where we want a strong con-nection to the existing topography.

The public space, where are the commer-cial equipments and the business and culture center, serves as a single space and recre-ational centre.

It is presented as a crack in the territory, in order to play with the opposition rural / urban, where, through strategic points is able to cre-ate various visual and physical relationships with the whole city.

The proposal seeks a full relationship with the territory of the city, presenting itself as a unitary structure in a direct relationship with the forest.

The choice of the place in cause, the his-torical center of Carcavelos, part of a partner-ship between the Municipality of Cascais and Lisbon Lusíada University, where from a de-tailed analysis will be defined the core of the historic center as well as the preparation of a Safeguard Overall Plan and Enhancing of the Historic Core of Carcavelos.

Based on the purposes advocated by such remarkable elements for the protection of heri-tage, such as the Venice Charter which says:

“The conservation and restoration of monuments constitute a discipline that calls for collaboration of all sciences and all the techniques that may contribute to the study and safeguarding ...” (Venice Charter in May 1964, Article 2), it was understood that to cre-ate an empathy with the site and consequently able to develop a plan compatible with the ex-isting set up with all the parameters needed to increase compliance with a regulation and protection, extensive research was needed in several areas.

In order to regain a functional balance of urban space, the intervention focused on three key areas.

Work Structure:- Volume I: Analysis;- Volume II: Study and investigation;- Volume III: Propose a safeguard plan for

the protection and enhancement;- Volume IV: Plan regulation;- Volume V: Legislation and Bibliography;- Analysis of profiles and facades of exist-

ing buildings and streets.

In response to the problems found in the Historic Center of Carcavelos and in order to improve it and to make it more attractive some urban proposals have been developed, most of them based in the following aspects:

The project consists of making an Environ-mental Monitoring Center and a weir on a river at the site and Tires.

The choice of site is strategic in the sense that a major goal is the requalification of a de-graded landscape. This landscape develops in two nature reserves, ecological and agricul-tural.

Therefore, it makes sense to create a cen-ter for observation and environmental control.

The site selected for the implantation of the center is exactly on the banks of a river-side, so was felt appropriate to integrate the new architectural object in the landscape.

Thus, the project is developed in a way im-mersed in river, enabling to create as the same time the weir, as well required.

Through a clean and direct gesture with the territory is developed a program that just stands out in the landscape through its cover-age.

The plans cover stand out in the river as concrete platforms. These platforms works as

spaces for contemplation, living and leisure, while allowing different points of view over the surroundings.

The proposal aims to a complete a rela-tionship with the territory, presenting itself as a unitary structure in a direct relationship to water and natural surroundings.

Rehabilitation, redevelopment and urban revitalization, these are the primary intention of the project. The historical center is located in Carcavelos, in Cascais area, belonging to the district of Lisbon, the capital of the country.

The strong link with the surrounding con-text is one of the most important and preva-lent in the development of this community. Its geographical location, proximity to the town of Cascais, the Sunshine Coast, the beach and all the historic and architectural elements pres-ent, as is the case of Fort St. Julian, offer to all this urban area own unique characteristics.

Intervention, contamination, plastic atti-tude, connection, expansion and urban sprawl, Historical Center, the place as an integral part of all existing historic structure, a revitalization, a need space in order to solve a set of present problems.

1. A landmark, an opposition space, an ur-ban attitude.

2. A public space, a public course, a build-ing.

3. A Space for Art and Culture, a program hidden and camouflaged by an organic struc-ture, generating public and private spaces, providing events, experiences.

The Cultural Space has the purpose to function as an entry for the entire project and is the most exposed area of the whole struc-ture created.

Situated on one of the most important streets of the Historic Center of Carcavelos, thus making the transition from a historic dis-trict for a new public space, a new urban at-titude.

The connection of the street into the struc-ture functions both as an extension, such as generating element of the entire program.

Based on an existing building, these are the two main intentions for their rehabilitation.The program has a more “public” nature, with a café and a space for reading, functioning as a factor of attractiveness.

The Art Gallery is developed under the concept prime of the entire project, as a “cam-ouflaged” space in a structure essentially pub-lic.

The versatility of the space is the main ob-jective of the gallery concept. The intention is to host several exhibitions and various authors from various fields, painting, sculpture and ar-chitecture.

Thus, it was created an amphitheater, where the focus should be on center stage.The course, in addition to serving as an ac-cess to the Workshops of Arts, is also a living space for contemplation.

These factors together has the significant resulting in the space, that is intended to re-ceive ephemeral events, and so capable to provide different views on the same object.

The permanent housing for new populations have a whole number of spaces to be created and set according to occupation. Because many of them are in contact with the Collective gardens were created spaces that can be opened or closed in the structure to enhance this relationship:

The temporary housing for older people were based on structural and conceptual the concept of community.The modules are transformed into public or private spaces for manipulation and rota-tion plans. A space can thus be open to the side and so on.

The modules are made up of a repeating structural basis and vary according to the day or night.The fact that had the biggest highlight is the neighborhood, the proximity between all oc-cupants.

Each house consists of an outside space and private space. It is the occupation of those spac-es or not the global space can change spatially. At night this place is closed, and during the day is opened to the outside, dividing the module into two parts (bedroom and living room) and causing a huge common space, as a free space and in full contact with the inner experience of modules.

The work consisted in making a proposal for a fence on the facades of the Cinema Eu-rope, Campo de Ourique, Lisbon.

Based on some assumptions this interven-tion aims above all strengthen their ephemeral nature, due to its functionality temporary main-tenance and repairing of the facade of the old Cinema.

The temporary use and functionality of this structure began as the starting point for the proposal. Its use beyond the work is the main catalyst for the whole concept and inter-vention.

The game volume is the result of all these parameters and is where the “worker” has a key role in the interaction of this great object to the city. The volumes are moving accord-ing to business needs, to gain space, to higher levels, to rest or storage spaces.

The result is an urban intervention, which interacts with who walks on the neighborhood, a living structure that allows not only a work-space but also a stage for various events and artistic performances. These objectives did this versatile object.

The module was chosen as the structur-al basis of this project, easier assembly and provide a spatial feature set. Its location is through a system such as “drawer” that allows an increase of circulation space and work.

The materials chosen for the plans of the module have different characteristics, a trans-lucent (acrylic) and a metal grid, giving the structure a theatrical character, due to trans-parency and volumetric motion.

Taking into consideration the proj-ect ART AND CULTURE CENTER Car-cavelos did the idea of a false wall “re-movable” that could adjust to different circumstances and spaces.

Therefore, this modular cabinet, which could fit several functions such as reception, waiting room, or even of shows supporting the adjacent cafe terrace.

The object works like a puzzle, set-tles into a modular system where several blocks are embedded in various and mul-tifunctional sizes.

So near the art gallery, this space can be quickly transformed into a recep-tion area or a space for an opening ex-hibition.

To support the arts workshop, this ob-ject provides work options, tables, chairs or support to expose pieces of art.

As a whole, it aims to be easy to set-up and storage and built with lightweight materials.

It created a sequence of situations fast or slow, either temporary or of contemplation, not only through the gesture referred to, but also because of the materiality and structure cho-sen (consisting of a set of wooden beams) for the treatment side of the course.

The intention is to create a succession of frames to ensure greater security and stability to the entire structure, a comfort to those who travels in and a view point really defined and a specific targeted and rhythm to the estuary.

PEDESTRIAM BRIDGE

As part of the design competition for the realization of a pedestrian overpass planned at Fort House inserted in Polis XXI Program was developed a proposal to strengthen the link between the urban and waterfront of the Tagus River estuary. The higher crossing on the existing railway lines the primary chal-lenge.

The proposal begins from a square that is already at a high elevation, almost in the same level of the iron viaduct.

The strategy is essentially based on four different intentions:

- The faster course over the railway lines - direct way;

- The viewpoint - for the Tejo estuary;- The vertical box / tower access - stairs

and lift:- The space for contemplation - link to the

riverside path.

It was based on these four points that the gesture was designed around the way, simple and straight, and articulated the four corre-sponding directions.

3 TYPES OF MODULAR SYSTEMS

The treatment side of the course consists of a set of wooden beams, secure the upper walkway to the board through a modular sys-tem for easy fixation.

The intention is to create a succession of frames to ensure greater safety and stabil-ity to the entire structure, a comfort to those who travels a frame and specific, targeted and rhythm stop the estuary, which is felt in and lifted.

The board of the overpass is based on a system consisting of metal beams in metal pro-files in “I”, with 0.75 m high reinforced by other sections of steel, with 0.15 m high, placed at right angles.

The system of wooden beams forms three types of modules where the wooden frames are fixed with different offsets between them, more or less close and, therefore, only be nec-essary a mount in situ.
