Thestrongpopulationgrowthwe’veseenovertherecentyearsintheBayofPlentyispredictedtocontinuewiththecurrentpopulationof222,000increasingbyafurther9.7%by2025.MostofthisgrowthwillhappenintheWesternBay.
Giventhisgrowth,weneedtoplanaheadforthenexteightto10yearssothatwecancontinuetoprovidehealthservicesthatbestmeettheneedsofourpopulation,inanaffordableway.
WehaverecentlystartedworkondevelopingaBayofPlentyHealthServicesPlan.ItwillprovideaclearlongtermvisionandplanforwheretheBayofPlentyhealthsystemneedstobeinthenext10years.Itwillenableplanningforfuturehealthcareservices,workforce,IT,capitalinvestment,qualityandotherbusinessdimensions,wherestrategicprioritieswillbeidentified.
We’reseekingtoachieveanoutcomewhichidentifieshowservicesarebestpositionedforthecommunitytomeettheirneedsoverthemedium-term,andtoidentifywhatchangesareneededinprovidercapacity,capability,andthemodelofcare.Improvedpatientoutcomesisakeyexpectation,asisbettervalueformoney,servicequalityandtimeliness,higherlevelsofpatientsatisfaction,betterserviceintegrationandpatientflow.
Theintentisthatwedevelopawhole-of-systemhealthservicesplanthatwillprovideaframeworklinkingourvision,strategicpriorities,keyoutcomes,andprovidearoadmapwithmeasures,toguideimplementationandenabletrackingofprogressagainstthePlan.
WewilldrawontherichcollectionofdatafromwithinandoutsidetheDHB,sowearenotduplicatingresourcesandreinventingthewheel.ItishopedthatHealthServicesPlanwillbecompletedbyOctoberthisyear.We’llkeepyouupdatedonprogressandletyouknowhowyoucanlearnmoreaboutthis.

RecentlyIspentagreatmorningwithJudeEbbett,ourPeopleDevelopmentAdvisor,whoisbasedintheEducationCentre.
Judehassupportedmorethan1000stafftoconsidertheircareerpaths,andexploreoptionsforcareerprogression.Judespokeaboutbeingimpressedwiththededicationofourteammembers.HowsomanyoftheteamwanttoprogresstheircareersandmakeanevengreatercontributiontoourDHB.Judesharedwithmehowmanyofourteamhavequalificationswhichtheybringwiththemwhicharenotdirectrequirementsoftheroletheyfill,andwhichsignificantlyaddtotherichnessofourworkforce.
IalsohadtheopportunitytocatchupwithothermembersoftheEducationteam.Iwasimpressedwithhowproactivetheyare.They’vedevelopedanumberofprogramsandapproacheswhichIbelievewillbereallyhelpfultoourDHBaswemoveforward.They’veheardaboutissuesfromstaff,thoughtaboutwhatthesolutionsmightbe,andthendesignedthem.
Unfortunatelythelibraryteamweren’tabletojointheEducationCentre-basedClinicalSchoolstaffwhenIwaswiththem.ThankstoJudeandtheteamforagreatmorningandforalltheydotohelpusfillourrolesaswellaswecan.

Working outside our traditional health boundaries…
Aswethinkaboutourgrowingpopulation,we’reawarethatthereisgreatercomplexityofhealthcareneeds,andtherearemorepeoplewithhighhealthandsocialcareneeds.Manyfactorsinfluencethisgrowth.SomeofthemajorhealthproblemsincreasingintheBOParediabetes,heartandlungdiseases,andsomecancerswhichcanbepreventedandbettermanaged,andareinfluencedbywherewelive,learn,workandplay.
Weknowthataccessto,andqualityofhealthcareservices,hasaparttoplayinachievinggoodhealth.Wealsoknowthatmanyofthegreatestinfluenceslieoutsideofthehealthsector’sdirectcontrol.Theseinfluencesincludeenvironmental,socialandeconomicfactorssuchas:warm,dry,affordableandaccessiblehousing;cleanairandwater;accesstopublictransport;safewalkingandcycleways;accesstohealthyfood;safegreenspacesforrecreation;socialconnectedness;educationalachievementandjobopportunities.
Theseinfluencesarecomplex,linkedthroughmanyfactorsandinfluencedbymanydifferentagencies.Onlybyworkingtogethercanweimprovethehealthandwell-beingofall.We’recurrentlylookingtoidentifyhowwecanworkbetterwithotheragenciesandlocalgovernment,tocontributetoourcommunitiesbeingtrulyhealthyandthriving.

FormerchiefexecutiveoftheBayofPlentyAreaHealthBoard,DrIanMcPhersondiedlastweek.DrMcPhersonwasappointedtotherolein1989andledtheworkrequiredbytheGovernmentofthedaytosetupthenewentity.Onetaskwastoseparatethefunderandproviderroles.
OfficeswereestablishedinTePukeandIhadthepleasure,asthechairpersonoftheAreaHealthBoard,toworkalongsideIanasweestablishedtheBayofPlentyAreaHealthBoard.
IanwaslaterwithSouthernCrossHealthcareforanumberofyearsbeforebeingappointedinterimchiefexecutiveforHuttValleyandWairarapaDistrictHealthBoardswhichhestooddownfromin2015duetoillness.
