Introduction

My Father's House International Outreach Ministries, Inc. is located in the Midtown

community of Columbus, Georgia. The church was founded in April of 2002 and it is a religious

based non-profit organization.

The title of the program will be my Father's House and the substance of the program is

biblical information being provided to enrich the lives of its viewers.

The program will be scheduled for a 30 minute period once a week on Sunday mornings

on WXTX Fox 54 is solely produced and volunteers. There is no sponsorship or church

advertising for the program and this show is non-profitable. The show is non-denominational and

its audience is multi-racial in demographic make-up.

Providing captioning for this program would result in significant difficulty or expense.

Thus, for the reasons set forth below, My Father's House hereby requests an "economically

burdensome" exemption from the closed captioning rules for My Father's House, pursuant to

§ 79.1(f) of the Commission's rules.

Nature and Cost of Closed Captions

We have made efforts to obtain closed-captioning services, but have determined that the

cost is prohibiting our services. There is only one source in our market and the weekly cost

would be $17 5 per half nearly twice as much as the cost of airing on the station. The station does

not have the equipment to provide closed-captioning as well. My Father's House is a small

congregation with only about 75 parishioners.

Impact on the Operation of the Program Provider

The impact these costs would have on the program would exceed what the church is able

to afford. The program itself will already cost us a total of $400 per month. With the additional

charges for closed-captioning, that would be a total cost of$1100 per month. This would be in

addition to the monthly rent, and utilities that is paid out monthly for the facility we use. The

costs to rent the facility with utilities is another $1 000 for a grand total of $2100 which is way

more than the church brings in. The pastor already compensates for the extra funds needed for

these monthly fees. If we are required to provide closed-captioning, it will undermine our ability

to provide the program. The additional expense will compromise our ability to continue

producing the program.

Financial Resources of the Program Provider

The church is operating with a minimal number of parishioners, to take on the task of

closed-captioning at this time would be a financial strain. We do not have any excess funding to

help support closed-captioning. The pastor works full-time and any extra funds come from his

employment to help compensate for what the church is needing.

Type of Operations of the Program Provider

The television program is to promote the church and its activities in order for it to

increase its membership so that we can better impact the community.

Conclusion

As shown by this Petition and its attachments, the Commission should grant a waiver of

the closed captioning requirements in this· case, because requiring closed captioning would be

economically burdensome. The costs of captioning would be excessively high and would have a

significant impact on Petitioner's operations, undermining its ability to provide the program.

The Petitioner' s type of operations and financial resources are different in kind and magnitude

from a mainstream programming provider. Because of the significant difficulty and expense of

providing closed captions, a waiver under§ 79.1 (f) is warranted. If more information is needed,

Upon completion you will receive the original raw Master and the Close­Captioned master back.

The cost per show is $175.00 payable when order is placed.
